We further wish to direct your attention to Three other matters relating to our tasks for the current year.

--E:!:IAL^NAI L?VY ; You wil1 recollect that the National Conference in Durban decided to impose a Special Levy of 2/- on eachmember of the A.N.t,. for the purpose of establishing a Pund which willprovide necessary financial assistance for our banned and banished leaders

can As this is a matter of consid roble urgency, Provinces are lied upon to collect the National Levy immediately and forward t^e

monies so collected to the Acting Treasurer - General before the 31<*t March, 1955.

(b) o.fBSCRIpi IONS : The campaigns to which we have referred above and the volume of eiministrative work which they necessarily involve will impose a severe financial strain on the Head - Quarters. Your Provi­nce is therefore required to direct all its members to pay their annual subscriptions immediately and the quota payable to the National Treasury must be forwarded to the Acting Treasurer - General before ^he 31st March, 1955 •

(c) ANNUAL REPORT OF TH5 NATIONAL EXECUTIVE COMMITTEE : Locel Branches of Congress are expected to make a thorough study of the Annu-1 Report of the N.E.C. for the year 1954?which will serve as a useful guide to all memebrs of Congress in matters affecting the political situoMen in this country end in the world generally, and which will help to focus their attention on the organisational problems of the A.N.C. which, with their conscious co-operation can be resolved easily and immediately. Copies of this Report are available and will be forwarded to you on appli­cation to the Secretariat.

From there we have to fora a Co-Operative Society (Agricultural), and fror there we have demand land reforms on the basis of our own plans, and then join hands with our own branch of Congress here to fight some of the issues here. I am also seekkng membership in the Traders Association, in order to make that association mors dynamic than it is at tha momsnt.

I was concerned about your report of the move to oust ths Luthull-Matthews leadership in Congress, I do not think such a move would succed easily, but the vary fact that 1 should exist, makes me fael bad.
