ABSTRACT One of Republic Indonesia Health Department’s policy is to decrease the incidence of acute infectious diseases by having of immunization program. From the annual report of Sidotopo Wetan Public Health Center (PHC), it was discovered that the coverage realization of immunization for babies was below the target of Universal Child Immunization (UCI). The purpose of this research is to formulate strategic plant to increase the coverage of babies immunization at Sidotopo Wetan PHC through a benchmarking study at Sidotopo PHC. The basis of choosing Sidotopo PHC as comparison in benchmarking study is due to both PHCs have the same characteristics, such as: 1) The number of immunization executors 2) Both PHCs are PHC without inpatient ward; and 3) Both have the same population characterictic of Madurese ethnic majority. Variables observed are midwive’s and nurse’s motivation, tool and equipment, and the management process (planning, executing, and evaluating). The result of the study revealed that, both PHCs have the same range, nonetheless the coverage of Sidotopo PHC was higher than Sidotopo Wetan PHC. From midwives and nurses of Sidotopo PHC’s motivation which having lower coverage namely about acknowledgement of work accomplishment, interesting job, chances to follow the seminar, some guidance given by Head of PHC on working, informal communization with Head of PHC and satisfaction about bonus. For tool and equipment namely about maintaining vaccine necessity, observe vaccine storage temperature, the temperature inside the thermos bottle must be 2-8 o C dan providing immunization service data form. And for planning are about maintaining immunization coverage realization, determinig number of the babies, making the schedule, involving inter-programs and inter-sectoral dan planning on sweeping. For executing namely made coordination meeting with inter-program and inter-sectoral, giving information about immunization time and place, giving illumination dan sweeping. And for evaluating namely about gathering reports from RS, BKIA, doctor and midwives, made some evaluation, gathering some feed back and act after evaluation. It is suggested to the Head of Sidotopo Wetan PHC, to give more attention to midwives and nurses by giving them motivation, so that motivation can increase the work performance of midwives and nurses. To increase midwives and nurses management knowledge and skill, continuous guidance from Provincial Health Office and inter-sectoral institution coordination needs to be strengthen. ABSTRAK

Salah satu kebijakan Depkes R.I untuk menurunkan angka kejadian

penyakit infeksi akut dilakukan melalui program imunisasi. Dari laporan tahunan Puskesmas Sidotopo Wetan diketahui bahwa pencapaian cakupan imunisasi bayi belum mencapai target yang telah ditetapkan Universal Child Immunization (UCI). Tujuan penelitian ini adalah untuk menyusun upaya pencapaian cakupan imunisasi bayi di Puskesmas Sidotopo Wetan melalui studi benchmarking di Puskesmas Sidotopo. Alasan pemilihan Puskesmas Sidotopo sebagai Puskesmas pembanding dalam studi benchmarking ini adalah karena kedua Puskesmas ini mempunyai karakteristik yang sama. yaitu: (1) Jumlah tenaga pelaksana imunisasi (2) Merupakan Puskesmas non perawatan. (3) Karakteristik masyarakatnya sama yaitu mayoritas dari suku Madura. Faktor-faktor yang diteliti dalam penelitian ini adalah motivasi bidan dan perawat, sarana dan prasarana serta proses manajemen (perencanaan, pelaksanaan dan penilaian).

Dari penelitian ini dapat diketahui bahwa di Puskesmas Sidotopo Wetan dan Puskesmas Sidotopo mempunyai kriteria yang sama, namun pencapaian di Puskesmas Sidotopo lebih tinggi dibandingkan Puskesmas Sidotopo Wetan. Dari motivasi bidan dan perawat di Puskesmas Sidotopo Wetan yang pencapaiannya masih rendah yaitu tentang pengakuan atas hasil kerja, pekerjaan yang menarik, kesempatan mengikutui seminar, Kepala Puskesmas membimbing dalam melaksanakan tugas, komunikasi informal dengan Kepala Puskesmas dan puas terhadap bonus. Untuk sarana dan prasarana yaitu tentang menetapkan kebutuhan vaksin, memperhatikan suhu penyimpanan vaksin, suhu dalam termos 2-8oC dan menyediakan format pendataan pelayanan imunisasi. Untuk perencanaan yaitu tentang menentukan target cakupan imunisasi, menetapkan jumlah sasaran bayi, menetapkan jadual melibatkan lintas program dan lintas sektor, dan merencanakan sweeping. Untuk pelaksanaan yaitu melakukan rapat koordinasi dengan lintas program dan lintas sektor, penyebarluasan informasi tentang jadual dan tempat imunisasi, melakukan penyuluhan dan melakukan sweeping. Dan untuk penilaian yaitu tentang mendapatkan laporan dari RS, BKIA, dokter praktek dan bidan praktek, melakukan evaluasi, mendapatkan feed back dan ada tidaknya tindak lanjut setelah evaluasi.

Kepala Puskesmas Sidotopo Wetan diharapkan lebih memperhatikan bidan dan perawat dengan memberikan motivasi, sehingga dengan motivasi tersebut dapat meningkatkan prestasi kerja bidan dan perawat. Untuk meningkatkan pengetahuan dan ketrampilan bidan dan perawat di bidang manajemen, perlu adanya pembinaan dari Dinas Kesehatan dan koordinasi dengan lintas sektor perlu ditingkatkan.
