SOUTHERLY MAIN SUBSTATION REPLACEMENT (SSR-2) RFP FOR THE

B. NEORSD began the meeting with Bruce Buchanan introducing the project and the schedule of events for the proposal and interview process. Some of the key dates discussed were as follows;

1. Deadline for Questions : May 14, 4:30pm 2. Proposals Due : May 22, 4:30pm 3. Interviews on or around : June 19 4. Contract Negotiations : June 24 to July 5 5. Approximate Board Authorization to Award : August 15

C. Terry Bolden explained the NEORSD’s Business Opportunity Program is now on the NEORSD web page as well as the certified list of MBE/WBE companies. Please note that new counties are now included in the policy and the MBE/WBE goal for this contract has been set at 22%. If you have any questions or concerns, please call Terry Bolden, Contract Compliance Officer at (216) 881-6600.

D. Bruce Buchanan stated that verbal questions would be accepted at the pre-proposal meeting. After the pre-proposal meeting, all questions must be submitted to Bruce Buchanan in writing by the close of business, 4:30 PM, on May 14, 2013. They may be sent by mail to 3900 Euclid Ave., Cleveland, OH 44115; by fax to (216) 881-2738; or by email (preferred) to [email protected]. Answers to questions will be issued via Addendum.

E. The meeting was opened to questions from the attendees. The following are the questions asked at the meeting and answers to those questions:

Q1. For the Building Feasibility study mentioned in the RFP, are there any

other purposes to be examined for these areas? A1. See response AD.1.1 below.

F. Questions Submitted, By Email, After the Meeting

Q2. The RFP indicates that the project duration is 42 months. The presentation indicates that it is 48 months. Please clarify the proposed duration of the design contract.

A2. See response AD.1.2 below.

G. Project Site Tour

A site visit was conducted. Both the East and West sets of the Main Substation Switchgear were presented as well as the existing transformer yard and the First Energy Metering Building. Tom Seiter of the District pointed out the corrosion on the existing First Energy transformers.

II. REQUEST FOR PROPOSAL

1. SECTION 3.1 DESCRIPTION OF BASE PROJECT

AD.1.1 : ADD 3.1.D.c “The Building Feasibility Usage Study will only

look at using the existing structures as a new possible home for the new Main Substation. Determination if the areas can be used for any other purpose will be part of a separate contract. However, if the study determines that the buildings have reached their effective useful life expectancy, demolition design services will be engaged using the negotiated specific allowance.”

2. SECTION 5.0 PROJECT SCHEDULE

AD.1.2 : DELETE “Construction Complete” and REPLACE with

“Construction Substantial Completion”. DELETE “42 months” as the milestone for the “Project Close Out” after the Design NTP and REPLACE with “48 months”.
