How quality control system was developed in ASEANFOODS?

International linkages and collaborations: key factors

- OCEANIAFOODS: since 1989 - attending regional conferences (the 2nd to 5th and the 8th OCEANIAFOODS), presenting activities, exchanging idea, and forming collaboration with various laboratories in Australia, New Zealand and Fiji

- Asia Pacific Food Analysis Network (APFAN): since 1991 (QHSS is the coordinator)APFAN organised 7 hand-on training courses on nutrient analysis for ASEANFOODS and other regions

- AusAID programme 1 (1997-1998): one year project (Australia-Indonesia-Thailand) on “Development of Analytical Quality Assurance for Indonesian Food Laboratories”Thailand was a counterpart country, providing lectures, workshops and hand-on trainings on internal and external quality control system.

Outcome: create collaborations between regions, create awareness on QC system in ASEANFOODS, strengthen analytical performance of laboratories.

9th IFDC, Norwich, UK 14-16 September 20117

“Laboratory quality standards towards global competition: Management Systems, Reference Materials, and Proficiency Testing”

Activities: organising 3 Workshops for ASEANFOODS members in Indonesia, Thailand and Philippines,

using different theme that matched to the main objective

WS in Thailand 17- 21th July, 2006: “Production of reference materials, proficiency testing (PT) and statistical evaluation”*

* Theory and practices: - internal and external quality control system, - hand-on training on test material preparation, - organising PT programme- intensive training on statistical evaluation

*The training strengthened human resources in ASEANFOODS on development of internal and external quality assurance system based on various ISO (ISO/IEC 13528, ISO Guide 34 and 35, ISO 17043 and ISO 5725).

- AusAID programme 2 (2006): “Australasian Workshop”

How the QC system has been progressed?

• Internal quality control system:Self-evaluation of analytical performance using of in-house QC sample tocheck daily analytical performance and monitoring by a control chart

• External quality control system:Evaluation of laboratory performance (Proficiency testing, PT) by an external organisation (ASEANFOODS Regional Centre, being external evalator or PT provider)

Two types of quality control system:

General process, following ISO standards protocols of ISO

• Test materials – selection, sample preparation,

checking homogeneity & stability

• Estimating assigned values of test materials

• Organising proficiency testing

• Evaluating submitted data and interpreting the results (appropriate

statistics & professional judgment)

• Establishing reference materials with reference values

External quality control system: PT programme

ASEANFOODS PT: food-based PT, using different food matrix as test materials: rice flour, soybean flour, milk powder, weaning food, cereal-soy, fish powder, snack: salted broad bean, whole wheat cracker
