Introduction Starting in the 2015–2016 administration year, the WIDA Consortium will begin administration of the new, annual summative assessment, ACCESS for ELLs 2.0. Each WIDA member state determines which mode(s) will be administered for the Grades 1-12 test: ACCESS for ELLs 2.0 Online or ACCESS for ELLs 2.0 Paper. These assessments build on earlier versions of ACCESS for ELLs and the WIDA English Language Development (ELD) Standards.

Purpose of this Handbook This handbook is designed as a quick reference guide for Test Coordinators to outline key information for ACCESS for ELLs 2.0 assessments. The information is drawn from existing documents and training materials available on the WIDA website and WIDA Assessment Management System (WIDA AMS). Appendix A provides links to source materials where you can find more detailed information on these topics. This document focuses on coordinating the ACCESS for ELLs 2.0 Online and Paper assessments for Grades 1–12. Since states vary in the mode of delivery (online, paper, or a combination), the information in this document separately addresses ACCESS for ELLs 2.0 Online and ACCESS for ELLs 2.0 Paper. State Education Agencies (SEAs) may choose to omit the information that does not apply to their state.

Test Vendor Data Recognition Corporation (DRC) is the operational test vendor for the full suite of ACCESS for ELLs 2.0 assessments, including Kindergarten, ACCESS for ELLs 2.0 grades 1–12 online and paper assessments, and Alternate ACCESS for ELLs. DRC coordinates the printing, distribution, scoring, and reporting activities for each of these assessments. During the upcoming year, DRC Customer Service ([email protected] or 855787-9615) is the contact for questions about technology systems and ordering procedures for the new assessments.

State-Specific Information This handbook includes general information on coordinating ACCESS for ELLs 2.0 assessments. In addition, each state worked with DRC to establish the testing window, key testing dates (e.g., related to ordering windows and availability of score reports), and procedures that are unique to that state. For more information regarding specific state guidelines and contacts, visit the WIDA member state page and click on your state: https://www.wida.us/membership/states/. If you have additional

Roles and Responsibilities Coordinating ACCESS for ELLs 2.0 Assessments Test Coordinators (TCs) generally have the overall responsibility for the coordination and planning of test administration. In larger districts, the Test Coordinator may delegate some responsibilities of managing the assessment to another person. However, it is essential for the Test Coordinator to communicate with coordinators at the district and site levels. ACCESS for ELLs 2.0 Assessments include the following roles and responsibilities:

Test Coordinators

• Responsible for the overall coordination of test administration • Set up user accounts and assign permissions within the new WIDA Assessment Management

System (WIDA AMS) • Ensure everyone has access to the WIDA website (www.wida.us) for training • Complete the ACCESS for ELLs 2.0 Training Course on the WIDA website (www.wida.us) and

verify that Test Administrators and Technology Coordinators have completed their trainings and checklists

Technology Coordinators

• Responsible for all technical and system setup for online testing • Troubleshoot and provide technical support during testing, communicating with DRC technical

support if needed • Complete checklist available through the WIDA AMS (www.wida-ams.us), including review of

technology web-based modules and user guides, and installation of the necessary systems

Test Administrators

• Responsible for administering ACCESS for ELLs 2.0 • Complete the ACCESS for ELLs 2.0 Training Course on the WIDA website (www.wida.us),

including review of all applicable Test Administration Manuals and web-based modules

WIDA’s English Language Proficiency Assessments ACCESS for ELLs 2.0 Next Generation English Language Proficiency Assessment System The ACCESS for ELLs 2.0 suite of assessments includes the online assessment for grades 1–12, paper assessment for grades 1–12, paper Kindergarten assessment, and Alternate ACCESS for ELLs, which is a paper assessment for ELLs in grades 1–12 with significant cognitive disabilities. ACCESS for ELLs 2.0 Online test The ACCESS for ELLs 2.0 Online test will have items refreshed annually and will provide many new features and supports not previously delivered with the paper test. ACCESS for ELLs 2.0 Paper test The ACCESS for ELLs 2.0 Paper test will reflect comparable content to that found in the online test. It will be available in two fixed forms that will alternate annually. Kindergarten ACCESS for ELLs The Kindergarten test is a paper kit that has not changed for 2015-16. Alternate ACCESS for ELLs The Alternate ACCESS for ELLs is a paper test that has not changed for 2015-16.

ACCESS for ELLs 2.0 Online Assessment Features of Online Testing Benefits to administering the online test:

• Increased student engagement through a more dynamic testing experience. • Built-in accommodations and accessibility features appropriate for a range of student

needs • Adaptive test design which best allows students to demonstrate their true level of language

proficiency. o The adaptivity allows the test engine to determine from students’ performance on the

Listening and Reading tests where they should be placed for Writing and Speaking • Increased ease for Test Administrators o Greater logistical flexibility as a result of being able to

simultaneously administer multiple grades and proficiency levels

o Group administration for all domains

o Automatic scoring for Listening and Reading domains; Central scoring by DRC for

Writing and Speaking domains o Tiers are built into the online test and will not need to be identified during the ordering process

Structure of ACCESS for ELLs 2.0 Online Assessment

Grade Clusters

ACCESS for ELLs 2.0 Online is available to students in grades 1–12. In order to better measure younger students’ language development, the online test includes a separate test form for Grade 1. Grades 2–3 form a new grade cluster, as do Grades 4–5. The two remaining clusters assess the proficiency of middle school (Grades 6–8) and high school (9–12). The new grade clusters are shown in the graphic below.

Tier Placement

The online test is adaptive, which allows students to progress through the test based on their performance on previous items. Due to this adaptivity, the online test does not require Test Administrators to identify tier placement of students prior to testing.

While the test is adaptive, there are still tiered forms (i.e. test forms appropriate for students’ individual proficiency level) for the Speaking and Writing domains. After taking the Listening and Reading domains, the test engine will determine the appropriate Writing and Speaking tiered forms. NOTE: Test Coordinators or Test Administrators will need to run a Tier Placement Report in the WIDA AMS after students complete the Listening and Reading domains. This report contains both Writing and Speaking tier information, as further described below. The WIDA AMS User Guide Part 2 includes detailed information and screenshots on how to generate the Tier Placement Report in WIDA AMS. The basic steps are also included here for easy reference:

1. From the Test Setup menu, selection Test Sessions to display the Test Sessions page 2. Enter the search criteria for the session for which you would like to run the report and click

Show Sessions 3. In the Action Column, click the View/Print Tier Placement icon to generate the report

Additional Considerations for Writing Tier Placement For students in grades 1–3, designated staff will need to run the Tier Placement Report after students complete Listening and Reading and then give students the appropriate Writing Test Booklet. For students in grades 4–12 who will keyboard their Writing responses, the appropriate electronic form will load automatically when they log in to take the test. For students in grades 4–12 who will handwrite their Writing responses, designated staff will run the Tier Placement Report and give the student the appropriate Writing Response Booklet.

Additional Considerations for Speaking Tier Placement Beginning in 2015–16, there are three forms for the Speaking test: a new Tier Pre-A form, designed for newcomers and students with very limited English speaking proficiency; a Tier A form for beginning students; and a combined Tier B/C form for developing English speakers and students who are approaching grade level Speaking proficiency or nearing their state’s exiting or reclassification criteria. The Speaking Tier Pre-A form is a shortened version of the Tier A Speaking form that contains tasks targeting English Language Proficiency level 1 of the WIDA ELD Standards. This form allows students with very limited Speaking proficiency to avoid more numerous and challenging test questions that may frustrate them. For scheduling purposes, Test Coordinators will need to review the Tier Placement Report and note that if a student is designated as Tier Pre-A, he or she will need an individual test administration (of up to 15 minutes). WIDA recommends this individual administration to support students with very limited English speaking proficiency and the Test Administration Manual includes a unique Test Administrator script for this tier. Test Administrators will not need to do anything additional for the test engine to load the appropriate Speaking tiered form. All students will access the appropriate Speaking form when they log into the test.

Order of Domain Testing

Due to the adaptivity of the online test, the domains must be administered in the following order:

1. Listening 2. Reading 3. Speaking and Writing (in either order)

Online Test Administration Times

ACCESS for ELLs 2.0 Paper Assessment Each state determines the circumstances in which the paper test would be administered (if applicable). WIDA is posting each state’s guidelines to the WIDA member state’s pages as it becomes available. Please note that all states and districts may have situations in which individual students need to take the paper test if they are unable to test online (as noted in their IEP or 504 Plan).

Structure of ACCESS for ELLs 2.0 Paper Assessment

Grade Clusters

Language and cognition develop quickly in younger children, broadening in depth and breadth as they mature. In order to better measure younger students' language development, ACCESS for ELLs 2.0 includes a separate test form for Grade 1. The following clusters are part of the new tests:

The grade clusters for Kindergarten and Alternate ACCESS for ELLs remain unchanged.

Tier Placement

The Tiers for ACCESS for ELLs 2.0 Paper are the same as in previous years. Tier A is appropriate for new English speakers. Tier B is appropriate for developing English speakers, and Tier C is appropriate for students who are approaching grade level proficiency in academic and literacy content areas or who are nearing their state’s exiting or reclassification criteria. Tier selection is required for each student to ensure the Test Coordinator orders the appropriate number of test booklets via WIDA AMS. Paper Test Administration Times

ACCESS for ELLs 2.0 Paper is an untimed test with the following target administration times:

Test Session Size

Test session size remains the same as previous administrations. Up to 22 students may be tested at once for the group tests (Listening, Reading, Writing). Due to the different administration procedures and scripts, test sessions must be scheduled separately for each domain, tier, and grade level cluster. Note the paper Speaking test is individually administered and scored by the Test Administrator.

WIDA Assessment Management System (WIDA AMS) Beginning in 2015–16, Test Coordinators and designated staff will use the new administrative system, WIDA Assessment Management System (WIDA AMS), provided by DRC, to perform a number of pre and post-test functions. Designated staff use the online portal to order all paper tests, create online test sessions, select accommodations, view and print test tickets, and access score reports. The WIDA AMS includes all administrative tools needed to prepare for ACCESS for ELLs 2.0 test administration. DRC creates WIDA AMS accounts for Test Coordinators based on information provided by each member state. Test Coordinators then create WIDA AMS accounts for Technology Coordinators (if applicable) and Test Administrators and designate permissions for those roles. Note that if a state is administering only the paper test, Test Administrators may not need WIDA AMS access. The WIDA AMS can be accessed at: https://www.wida-ams.us

Software Information There are two pieces of software required to administer the ACCESS for ELLs 2.0 Online test, both of which are accessed and downloaded from the WIDA AMS by the Technology Coordinator.

DRC INSIGHT Test Engine DRC INSIGHT is the test engine, or platform, used to provide the test to students. Students use the INSIGHT test engine (secure browser) to take the ACCESS for ELLs 2.0 Online test.

• Once installed, students will access the secure browser via an icon on the device on which they will test

• Students can access practice items to familiarize themselves with online testing • Students can view tutorials

DRC INSIGHT Testing Site Manager (TSM) This tool manages and streamlines communication between the test computers and DRC’s servers. Each site needs to have at least 1 TSM in order to administer the ACCESS for ELLs 2.0 Online test.

• Typically reduces bandwidth traffic by about 50% • If communication stalls between INSIGHT and DRC, the TSM caches responses and tries to

resend them every 15 minutes. • Information about this system is outlined in further detail in the Technology User Guide and

WIDA AMS TSM Training Module, available on WIDA AMS.

WIDA AMS for Test Coordinators Test Coordinators are responsible for managing users and other tasks within the WIDA AMS:

• Manage testing roles (e.g. setting up user accounts and assigning permissions) • Manage users (e.g. modifying user accounts and editing permissions) • Order tests • Add/delete students (if they have not been preloaded or if your member state has noted that

you are responsible for uploading the Pre-ID file) • Create online test sessions, if applicable • Select accommodations • View/print test tickets • View/print Score Reports

WIDA AMS for Technology Coordinators Technology Coordinators can view documents, access training materials, add/edit user accounts, view downloads and access devices. Technology Coordinators will:

• Download and install INSIGHT TSM and INSIGHT from the WIDA AMS • Configure systems • Add/Edit User accounts

WIDA AMS for Site Coordinators and Test Administrators Site Coordinators will generally have a few more permissions than Test Administrators, but both can:

• View documents • Access training materials • Print test tickets • View student status

Please note district-level users are able to perform tasks that affect all schools in their district. School-level users are tied to a single school and can only perform tasks related to testing in that school.

Refer to the WIDA Assessment Management System User Guides in the ACCESS for ELLs 2.0 Training Course for detailed information on activities to be completed in WIDA AMS.

ACCESS for ELLs 2.0 Training

All training materials for ACCESS for ELLs 2.0, both the online and paper test, are available online. For 2015–16, WIDA strongly recommends that Test Coordinators, Test Administrators, and Technology Coordinators complete all trainings related to their role(s) and the test(s) they will administer or support. Past certifications on ACCESS for ELLs for grades 1–12 are no longer valid for either the paper test (significantly changed) or the online test (all new) in 2015–16. For the grades 1–12 tests, the only certification required is for individuals who will administer and score the paper Speaking test. These Test Administrators will need to take a new Speaking Scoring Module and complete a quiz with a passing rate of 80% or higher. The detailed training requirements (readings, tasks, and/or media-based materials) for each assessment and role are listed in the Test Coordinator and Test Administrator training checklists at www.wida.us. For Technology Coordinators, they are listed in the training checklist available in the WIDA AMS at https://www.wida-ams.us. Once Test Administrators or Test Coordinators have submitted a completed online training checklist or certification quiz, their training certificates within the WIDA website portal will be updated as a record of completion. Test Coordinators for the online test will need to discuss with Technology Coordinators the checklists they are completing to ensure that all preparation steps are completed. Note: The Kindergarten and Alternate ACCESS for ELLs tests have not changed from previous years and have the same certification requirements (including quizzes) as previous years. Individuals do not need to retake those trainings or quizzes unless required by their state.

Location of Training Course Materials Materials for Test Coordinators and Test Administrators The ACCESS for ELLs 2.0 Training Course includes all Test Coordinator and Test Administrator materials needed for ACCESS for ELLs 2.0 administration. It is hosted on the WIDA website (www.wida.us) and requires a WIDA account to log in. Each state handles logins to this site differently – check with your state contact to see how to obtain access if you do not already have it or are not sure.

1. Log onto the WIDA website (https://www.wida.us) on the top right of the homepage

a. Your username was sent to you when you created your account. If you have forgotten your username or password, choose the ‘Forgot Password?’ link and it will be emailed to you.

2. Once logged in, click the ‘My Account & Secure Portal’ link at the top

3. You will see the following tiles for ACCESS for ELLs 2.0 Training.

a. If you do not see this row of tiles, you do not have permission to access these trainings.

Contact your state agency to request that your account be given these permissions.

4. Click on the test you are coordinating to select the training you need to complete. You will see a checklist of activities and time frames for when they need to be done.

5. Test Coordinators must complete the checklist, checking off items as they are completed. a. Note you do not need to complete all of the training at once. However, all tasks must

be completed prior to test administration.

See Appendix A for direct links to ACCESS for ELLs Training Course materials. Materials for Technology Coordinators Training materials for Technology Coordinators are hosted on the WIDA AMS (https://www.wida-ams.us), which requires a WIDA AMS login to access the materials. Technology Coordinators will not need to access any materials on the WIDA secure website, and will be able to access both the training materials and necessary technology downloads once the Test Coordinator has created their WIDA AMS account.

Accessibility Tools and Accommodations As part of the transition to online testing, WIDA and member states have created new accommodations guidelines to address accessibility considerations with the new assessments. The new test administration procedures, accessibility tools, and accommodations outlined below are based on (a) accepted practices in ELP assessment; (b) existing accommodations policies of WIDA Consortium member states; (c) consultation with representatives of WIDA Consortium member states who are experts in the education and assessment of ELLs and students with disabilities; and (d) the expertise of test developers at the Center for Applied Linguistics. Test Administration Procedures Test administration procedures are allowed for all ELLs during the online and/or paper test administration of ACCESS for ELLs 2.0, at the discretion of the Test Coordinator (or principal or designee), provided that all standardized testing and security requirements are met. Accessibility Tools Accessibility tools are available to all ELLs taking ACCESS for ELLs 2.0, and may either be embedded in the online test or provided to ELLs by Test Administrators for online or paper tests. Accessibility tools do not need to be pre-selected for online testing via the student record in WIDA AMS.

Accommodations Accommodations include allowable changes to the test presentation, response method, timing, and setting in which assessments are administered. Accommodations are intended to provide testing conditions that do not result in changes to what the test measures; that provide comparable test results to those students who do not receive accommodations; and that do not affect the validity or reliability of the interpretation of the scores for their intended purposes. Accommodations are available only to ELLs with disabilities when listed in an IEP or 504 Plan (and ELL/LEP Plan if required by state policy), and only when the student requires the accommodation(s) to participate in ACCESS for ELLs 2.0 meaningfully and appropriately. Accommodations may be embedded and delivered within the online test platform or be delivered locally by a Test Administrator. NOTE: There are three accommodations that, if applicable, must be pre-selected during test set up, in order to be activated during online testing. These accommodations are: manual control of item audio (MC), repeat item audio (RA), or extended Speaking test response time (ES). Refer to State Specific Instructions and Information in Appendix B for details on activating accommodations within the WIDA AMS.

Appendix B Alaska Specific Instructions and Information Roles and Responsibilities District Test Coordinators District Test Coordinators (DTCs) have the overall responsibility for all assessments. Specifically for the ACCESS for ELLs, the DTC is responsible to coordinate and plan all test administration. In larger districts, the DTC may delegate the responsibility of managing the assessment to an English Language Proficiency (ELP) Lead Coordinator. It is also the DTC’s responsibility to coordinate communication with the ELP Lead Coordinator and the Technology Coordinator at the district level. It is ultimately the DTC’s responsibility to ensure the test is administered properly in a secure environment. ELP Lead Coordinator If an ELP Lead Coordinator is designated, he/she is responsible for planning and implementing the ACCESS for ELLs assessment and communicating with the DTC and Technology Coordinator to ensure all tasks are completed in a timely manner. In addition, the ELP Lead Coordinator will communicate directly with Site Coordinators and Site Technical Liaisons to ensure all schools are technologically prepared for testing. District Test Coordinator/ELP Lead Coordinator Primary Responsibilities:

• Manage staff roles and responsibilities • Develop and implement a comprehensive training plan • Develop a schedule for test implementation • Monitor and support test preparations and administration • Troubleshoot issues as they arise

Technology Coordinator/Director

The Technology Coordinator (TCs) works with the DTC and ELP Lead Coordinator to plan for online testing. The TC is crucial to the successful implementation of the online assessment as they are responsible for managing the technology parts of the test. TCs will:

• Configure, install, manage, and troubleshoot DRC INSIGHT • Set up and manage online testing • Ensure systems work effectively and securely

Site Coordinators & Site Technology Liaisons Site Coordinators and Technology Liaisons work together at each testing site to prepare for testing. The Site Coordinator determines who will administer the test and plan for training, while the Technology Liaison helps manage the set up and installation of the test engine, INSIGHT. The Site Coordinator often works with the Technology Coordinator to ensure the local systems work effectively and securely.

Test Administrators

Test Administrators must be district personnel and must be certified annually to administer the ACCESS for ELLs 2.0 Assessments. Test Administrators are responsible for the following tasks:

• Completing online training • Setting up and managing test sessions • Completing student information uploads • Setting up accommodations for LEP students with disabilities • Communicating with the Site coordinator and the Technology Liaison

Modes of Assessment There are two modes of assessment that districts can use for Grades 1-12 testing. The Alaska Department of Education strongly encourages districts and schools to test online. Although most students will be able to test online, there may be a few sites where the technology demands will not allow for this. If a school wishes to test a group of students using the ACCESS for ELLs 2.0 paper test, they may do so, but should submit a ‘Notice of Intent’ to the Department to inform them of the decision. Note the paper ACCESS for ELLs 2.0 is also available as an accommodation for students unable to test online.

Testing Mode Description The school is testing Grades 1-12 online.

ACCESS for ELLs 2.0 Online Test Managing Student Accounts in WIDA AMS Entering New or Additional Students in WIDA AMS A district level user can add individual or multiple students into the WIDA AMS if they were not in the original Pre-ID file submitted by EED. Only the fields listed above need to be entered for that student. Note that students taking the paper test do not need to be entered in the WIDA AMS unless a school or district wishes to track all of their students in that manner or to track and edit accommodations. Student Accounts Cannot Be Deleted Student accounts created in the WIDA AMS in error cannot be deleted. This may change in the next administration of the ACCESS for ELLs 2.0 online test. You may, however, remove students from test sessions so they are not tested by accident. Refer to the WIDA AMS Guide, Part 2 for details on managing student data. Student Supports Accommodations for ELLs with disabilities Accommodations for students taking the online ACCESS for ELLs 2.0 The Pre-ID file submitted for districts will not include accommodations since the Fall OASIS does not capture that information. Therefore, accommodations for students will not be populated in the WIDA AMS so districts will need to manually enter a few accommodations into the system. Although there are many accommodations that can be provided to ELL students with disabilities, only three embedded accommodations require selection in WIDA AMS to activate prior to testing. 1. Manual control of item audio (MC) 2. Repeat item audio (RA) 3. Extended response time for Speaking test (ES) All other accommodations are non-embedded, i.e., provided by the test administrator outside of the test engine and are not required to be entered into the system. All accommodations must be documented in the IEP or 504 Plan and communicated to test administrators. Students should have opportunities to practice the use of accommodations prior to testing. Accommodations and Accessibility Tools for students taking the Paper ACCESS for ELLs 2.0 It is not necessary to enter student accommodations into the WIDA AMS for the paper test. Although the use of accommodations and accessibility tools are not tracked or audited at the state level, they must be documented in the IEP or 504 Plan and tracked at the local level. Pre-ID File Generated from Fall OASIS Districts will not need to complete the initial student enrollment in the WIDA AMS. Guidance for Transitioning From the Online ACCESS 2.0 to the Paper Test • Communicate the change to the paper test with your Technology Coordinators, Technology Liaisons, Site and Test

Administrators. • Review the training course checklists for Test Coordinators and Test Administrators at WIDA’s website. Username and password

required. • Plan for your Test Administrators to take the training for the ACCESS 2.0 paper test.

o Note the training for paper administration is a separate process that includes a new Paper Speaking training and quiz. • Order test materials through the WIDA AMS. Orders must be placed by school.

o You can call DRC to request that orders be sent to your district office if needed. o Track the timing of test materials if they are back-ordered. DRC will send Alaska materials second-day air. o Contact EED if you need assistance. o You do not need to track students taking the paper test in the WIDA AMS, but it is an option.

• When you have received test materials be sure to track and keep them secure from the time they arrive until they are returned to DRC.

o Inventory and distribute test materials to schools. o Require schools to inventory and track test materials and sign Test Security Agreements. o When booklets arrive, attach labels if you have them. Appendix C Student Transfer Processes In order to ensure the best testing experience for students and maintain the optimal validity of scores, WIDA recommends, if possible, that students transferring to a new school and/or district be assessed in the same modality that was used in the sending school. Please review the table below and encourage educators to contact DRC Customer Service at [email protected] or 855-787-9615 if they have questions about these processes. The chart and transfer form (for transfers to another district) are also available on the ACCESS 2.0 Updates page on the WIDA website and under ACCESS 2.0 FAQs/Test Administration Procedures.

WIDA AMS Steps: Transferring Students Between Schools (within a District) You can transfer students from one school to another using the “Test Session” tab in the WIDA AMS if the student transfers before testing has begun. To transfer a student, you must start at the test session level:

1. Locate a test session in which the student is enrolled at the sending school (i.e. the school from which the student is transferring).

2. Remove the student from the test session and move the student into the receiving school (i.e. the school to which the student is transferring).

3. Add the student to the appropriate test session(s) at the receiving school. Important: This process is only necessary for domains in which the student has not yet tested—completed domains may be left as is. Also, this procedure is only necessary if the student transfers after he or she has started testing. You can also transfer students from one school to another using the “Manage Students” tab if the student transfers before starting testing:

1. Select Test Setup 2. Manage Students 3. Add Student - to add the student at his or her new school and place the student into a test

session for each domain. You do not need to remove the student from the test sessions at the old school. The student will not test there, so no records will be created. Note: If the student transfers after testing is complete, this procedure may be used as long as Test Setup is open. If Test Setup has closed, the student’s record may be transferred during Data Validation. The above steps are shown below with screenshots.
