Definition of a LEP/ELL student(A)Who is aged 3 through 21;
(B)Who is enrolled or preparing to enroll in an elementary school or secondary school;
(C) (i) who was not born in the United States or whose native language is a language other than English;
(ii) (a) who is a Native American or Alaska Native, or a native resident of the outlying areas AND
(b) who comes from an environment where a language other than English has had a significant impact on the individual’s level of English language proficiency;
(iii) who is migratory, whose native language is a language other than English, and who comes from an environment where a language other than English is dominant; and
(D) Whose difficulties in speaking, reading, writing, or understanding the English language may be sufficient to deny the individual-
(i) the ability to meet the State’s proficient level of achievement on State assessments described in Section 111 (b)(3);
(ii) the ability to successfully achieve in classrooms where the language of instruction is English; or
(iii) the opportunity to participate fully in society.

Identification
• A local school district is required to administer a home language survey to ALL students enrolling in the district.
• If any single response indicates a language other than English, school districts are then required to give a language proficiency identifier test.

Kindergarten W-APT: What components should be administered?
• Listening and Speaking (combined into Oral Proficiency component)
- Assesses oral English proficiency- For students in pre-k through mid-Grade 1
• Reading and Writing tests- For students in mid-K through mid-Grade 1
W-APT: Criteria for classifying a student as ELL
• Kindergarten– Single, individually-administered test with a combined Speaking/Listening
component– Scoring is adaptive
- Preschool through 1st semester 1st grade: - combined Listening and Speaking raw score is less than 29,
- 2nd semester kindergarten through 1st semester of grade 1: - combined Listening and Speaking raw score is less than 19- combined Listening and Speaking raw scores ranges from 19-28, the Reading
and Writing portions need to be administered.- If the Reading score is lower than an 11 and the Writing score is lower than a

• Second semester 1st grade – 12th grade:– Students with a composite score lower than 5.0 qualify
for ELL services.

What is ACCESS• Test used to monitor students’ progress in acquiring
English proficiency• For K-12 students identified as ELL• Students must take ACCESS every year until they meet
South Dakota’s exit criteria.

levels 1-6• Provides information that can be used to enhance instruction and learning for ELLs.

Ordering Materials
• We order test booklets• MetriTech, Inc.• -printing distributing, scoring, and reporting vendor• You should be receiving a secure login from MetriTech.• If a school district is missing materials
– to order, enter the login at – www.metritech.com/wida.login.aspx
• IMPORTANT: upon receiving test materials, test coordinators at the district and school level should verify that the correct number of booklets was received, and materials should be divided and delivered according to local practice.
• All school staff administering the annual WIDA ACCESS assessment is required to be trained and pass the on-line ACCESS Administration test.
• In order to create a training account you will need to log in with your district username and password.

ACCESS:Exit from ELL Status
• Students are required to take ACCESS for ELLs until they meet South Dakota’s Exit criteria
• Exit Criteria- Composite Score: 4.7- Reading: 4.5- Writing: 4.1
• Students that have exited from their ELL program will be monitored for the next two consecutive years
• Such things as a teacher referral, a parent referral, test scores and mainstream classroom success might indicate a need to discuss the possibility that a student needs to be re-integrated into the ELL program
Alternate ACCESS for ELLs Test• In 2011-2012, WIDA made available an alternate form of the ACCESS
test• Designed for significantly impaired ELL students to replace ACCESS.• Designed for use by approximately 1% of the ELL population in any given
group• Identified as qualifying for an alternative form for state level assessments,
such as the Dakota STEP A
Content Assessments/State Required Assessment
• ELL must take state required tests• First year in country students do not need to take the reading portion of
the Smarter Balanced assessment• The student must take math and science • After the first year in the country, all ELLs take the same content and
state assessment that is required of all students
ACCESS 2.0
• 2015-2016, ACCESS for ELLs 2.0 will replace the paper-based version of ACCESS for ELLs with a computer-based assessment– Grades 1-12– Kindergarten will remain paper/pencil
