  • INSTRUCTION TO TENDERERS:

    1. Tender documents will be hosted shortly on ISRO Website of www.isro.gov.in. Interested Tenderers may, at their option, download the tender documents from website and submit offers along with prescribed tender cost (in the form of Demand Draft) as per details in the tender Notification. Please note that in case Demand Draft towards cost of Tender Documents is not enclosed with the quotation, your quotation is liable for rejection.

    2. Tender fee shall be payable only in the form of crossed Demand Draft drawn in favour of Senior Accounts Officer, LIQUID PROPULSION SYSTEMS CENTRE (LPSC), payable at BENGALURU. No other mode of payment for tender fee is acceptable. The Tender Fee is non- refundable.

    3. Vendors/ firms name and Tender No. shall be indicat ed on the reverse side of the Demand Draft.

    4. While requesting for tender documents, please do no t superscribe tender number and due date on the envelope. Instead, indicate “Request for Tender Do cuments”

    5. Detailed specification, terms and conditions are fu rnished in tender documents.

    6. Demand Draft should not be dated prior to the date of advertisement/ intimation/ website. Separate requests and demand drafts shall be sent for each t ender document.

    7. LPSC, BENGALURU, will not be responsible for non- r eceipt of tender documents/ offers due to postal delay/ loss in transit.

    16. In this tender either the Indian Agent on behalf of the Principal/OEM or the Principal/OEM itself can bid, but both cannot bid simultaneously for the same ite m.     17. If an agent submit bid on behalf of the Principal/O EM, the same agent shall not submit a bid on behalf of another Principal/OEM in this tender fo r the same item . If submitted, all offers will be liable for rejection.

    Preamble

    LPSC,Bangalore is engaged in design, development and realization of satellite

    propulsion system for Indian space programme. Satellite propulsion system and its

    subsystems are subjected to various environmental tests such as vibration tests, thermo

    vacuum tests and acoustic tests etc. as part of design validation, qualification and flight

    acceptance requirements. The satellite propulsion systems are designed with optimum

    design margins. Vibration testing is one of the important environmental test being carried

    out on satellite propulsion system components.

    Vibration tests are carried out using vibration shaker systems comprising

    ofelectrodynamic shaker, slip-table, power amplifier, field power supply, cooling units, and

    hydraulic supply units.

    The electro dynamic shakers systems used for testing satellite propulsion systems

    and its subsystems have to meet stringent aerospace test requirements. The shaker system

    should be highly reliable and of high precision. The system has to function uninterruptedly,

    with minimum time lost in maintenance.

    The essential requirements for electro dynamic shaker systems for testing satellite

    propulsion system components are:

    � Low Distortion � Low Cross axial Response � Low noise � High over turning moment restraint � Large Dynamic Range. � Precise alignment between shaker-slip table � High pressure hydro static bearing guidance for slip-table � Safety interlocks considering machine and the specimen under test.

    1.1. Supplier’s experience

    The supplier should have at least 5 years of experience in supplying electrodynamic vibrationshakers of 4.0ton (4000 kgf) capacity or higher capacity to aerospace industries or institutions. Detail of such system should be given along with the quote.

    1.2. Heritage of the offered system

    The supplier should have supplied at least one number of shaker system in the preceding 5 years with similar configuration to the aerospace industries or institutions. Test results and performance plots of such systems are to be provided. The supplied shaker system should have completed at least 12 months of satisfactory performance.

    The supplier should provide the details of the shaker system supplied with contract / purchase order copies,model number, year of supply and copy of installation /acceptance report along with the details of the such customers including name of the organization, end user division/group and contact details of the end user.

    It should be noted that this is criteria will be used for evaluation of the quoted system for technical suitability and offers without this information will be rejected without any further reference.

    1.3. Local service support

    Supplier should have service center or authorized service center with trained service engineers in India. Service center address, contact person details, phone/fax numbers, email should be provided along with the offer.

    1.4. Original manufacturer

    Supplier should be original manufacturer of the system. Offers from original manufacturer or their authorized representative only will be accepted. Representative should submit authorization certificate along with the offer.

    2.24. Armature guidance Armature should be internally guided with suitable linear bearings. The armature and bearing guidance configuration drawing should be provided along with technical quote.

    Shaker vertical / horizontal tilt switch interlocked with slip table hydraulic supply and power amplifier should be provided.

    2.31. Trunion guidance The shaker unit should be provided with a trunion and guidance system with Pneumatic isolation system.

    The scope of work and responsibility of supplier include Design, Manufacture,

    handling at site, integration, and demonstration of total system performance of 4

    tonelectro dynamic shaker system as per specifications.

    General Requirements:

    VENDOR will be responsible for the following:

    1. Quality

    a. The system should be tested prior to shipment as per Factory Acceptance

    Tests (FAT) plan given in Section-D and the same will be witnessed by

    LPSC, Bangalore at its discretion. VENDOR shall give 30 days advance

    notice for witnessing the Factory Acceptance Tests (FAT) at their

    premises. VENDOR shall make available the following,

    i. Calibration records, wherever applicable, with traceability

    ii. Quality certificates for all deliverables and

    iii. Reports of all the Tests carried out on the equipment

    2. Shipping and Installation

    a. The system shall be installed at LPSC/ISRO, 80 feet Road, HAL 2nd stage,

    BANGALORE-560 008, INDIA.

    b. The Vendor shall place the Shaker system and auxiliary units in the areas

    already identified in the building. The shaker shall be placed on the floor

    level.

    c. Handling of containers at LPSC Bangalore, unpacking, handling of

    supplied items at installation site should be taken care by the vendor.

    d. Electrical wiring from the panel, coolingunit and hydraulic connections

    should be taken care by the vendor.

    e. The vendor shall have responsibility of providing required connecting

    cables, hoses and pneumatic lines. Utility outlets for power and air will be

    provided by LPSC, Bangalore,at locations identified by vendor.

    3. Acceptance Test Procedure

    a. The shaker system (SHAKER, POWER AMPLIFIER, and FIELD POWER

    SUPPLY AND SLIP TABLE) shall be as tested as per Factory Acceptance

    Tests (FAT) plan given in section-Dat factory. VENDOR shall demonstrate

    following among others,

    i. Full force rating, Displacement, Velocity and Acceleration levels.

    ii. Over turning moment capabilities on shaker by testing or by

    analysis.VENDOR shall provide details of Flexure stiffness of

    Shaker,Air Isolator stiffness and other details.

    iii. Moment capabilities on slip table by tests or analysis. Individual

    bearing performance details.

    b. After installation at LPSC, Bangalore, the system should be tested as per

    the site acceptance test plan as given in Section-E at LPSC, Bangalore.

    The site acceptance test results will be thecriteria for acceptance of the

    system.

    4. VENDOR shall provide health monitoring details for bearings and other critical

    items which would be useful for maintenance/ Operation of the system.

    5. VENDOR shall provide the list of sub-contractors supplying critical items for the

    system.

    6. Warranty and Service:

    a. The warranty shall begin 12 months from the date of acceptance and is

    On-Site warranty only.

    b. The system shall be warranted against all design and manufacturing

    defects.
