The nine-story building was the tall- est in town when built in 1930, but it appears to have structural reinforce- ments to go higher still, the downtown developer said Friday to some 60 ten- ants. Burgum, who has agreed to buy the Black Building, had invited them to the Fargo Theatre to explain his intention and answer their questions.
