Welcome message Welcome to the Shire of Augusta Margaret River’s Creative Blueprint 2014 - 2018, a plan to direct art and cultural decisions in our Shire.

The Shire of Augusta Margaret River has a diverse array of emerging and professional artists who practice crafts ranging from oil paintings to street performances.

Alongside this, is a rich and wonderfully biodiverse natural environment which often influences creative processes.

Planning to support and enhance art and culture in our Shire has meant first understanding what our community value from an art and cultural perspective, looking at the assets we already have and then embracing the creative ideas of the community to assist in planning to develop and enhance art and culture for the future.

There is potential for growth within the area of art and culture that will result in enriching the lives of residents as well as attracting visitors. Supporting these activities results in greater civic pride and is often good for our physical, mental and spiritual health.

I look forward to working with community members and Shire staff to bring to fruition the recommendations outlined in this plan.

The art and culture scene will be active, tell the story of both our Indigenous and Multi-cultural heritage as well as express who we are now. Because we benefit from participating in it. Studies undertaken on the impact of participating in art and cultural activities show greater wellbeing in several areas:

Personal developmentParticipation in the arts can allow for personal growth and skill building, leading to improved confidence and employability. It can also increase people’s social networks and encourage people to invest in their creative talents and take up careers in the arts (Matarasso 1997).

social cohesion Increased social cohesion is a benefit of participating in the arts. Participation can help to reduce isolation by helping people to make friends, promote tolerance to alternative cultures and beliefs through intercultural contact and co-operation. It can also connect generations and has been used to help offenders and victims address issues of crime and assist with rehabilitation (Matarasso 1997).

local image and identityParticipating in arts and culture can help develop pride in local traditions and create new community traditions. This facilitates a sense of belonging and involvement and can improve perceptions of marginalised groups (Matarasso 1997).

health and wellbeingHealth and wellbeing are understood to increase when communities participate in art and cultural activities because it impacts on how people feel and can be an effective means of health education. For some, participating in the arts provides a unique and deep source of enjoyment (Matarasso 1997).

economic Prosperity Creative pursuits provide a source of economic wellbeing for many residents of the Shire and help to further tourist visitation and increased economic spend.

the purpose of the PlanThe Shire recognises that it has a role to play in encouraging and facilitating arts and cultural activity; providing leadership and direction in cultural development and supporting cultural organisations so that they can continue their services.

The Plan provides a four year cultural planning framework to complement the Shire’s Community Strategic Plan, and will be used to:

• Reinforce the Shire’s commitment to fostering creativity and artistic activity• Guide the future delivery of the Shire’s art and cultural programs, services and activities • Assist with the planning, development and resourcing of cultural facilities • Support organisations and groups to provide arts, cultural and heritage services• Better position the Shire to access funds for local arts, cultural and heritage activities

guiding principlesA broad range of creative pursuits are supportedThe Cultural Plan is not focused simply on activities traditionally considered the arts, but is intended to support a breadth of art types/processes and cultural activities e.g. food and wine culture, surf culture, indigenous culture, heritage, film, music, painting, sculpture, pottery, glass, dance, music, theatre, literature, the environment etc

there shall be a balance of activitiesIt is important to ensure the art and cultural activities that are supported are inclusive and show an appropriate range in terms of multicultural and demographic diversity i.e. Aboriginal people are involved, there is gender and age balance, that people with disability are involved and an array of projects both small and large are supported.

We will maximise accessibility and opportunities for connectivityThe opportunity for participation in art and cultural activities should be available to all. Examples might be; an exhibition that moves from one venue to another (sharing costs and extending audience) or providing online access to exhibitions / event images for some users; groups for whom access is difficult or impossible (e.g. rural, disabled, elderly) or arranging transport for people to get to events; providing online library services for seniors and a library space to relax in and increase people’s social networks.

engagement and education The Shire supports and actively promotes art and culture that not only meets interests but also inspires and educates with the aim to enrich lives. Art can play a particularly important role in understanding and embracing marginalised groups such as youth or the culturally and linguistically diverse as art in general is non-denominational, not reliant on education level or having a spoken language in common.

Who decided all this?The Cultural Plan was developed in consultation with selected stakeholders and Shire staff, and incorporates the findings of the June 2012 report titled Capes Regional Arts and Cultural Facilities Needs Assessment by Peter Alexander. The process of producing Shire of Augusta-Margaret Rivers’ Creative Blueprint involved the following steps:

• Recent demographic statistics were researched.• A review of previous reports relating to art and culture in the Shire was undertaken.• An Art and Culture Advisory Group was established which included community members.• Seven meetings with the Art and Culture Advisory Group. Membership consisted of Simon Ambrose (former CEO of the Augusta-Margaret River Tourism

Association), Paula Christoffanini (Artist), Kay Gibson (MR Education Campus/artist), Anne Shepherdson (Arts Margaret River), Bernice Barry (Margaret River and Districts Historical Society), Matt Lewis (South West Development Commission/musician), Eion Lindsay (Augusta Chamber of Commerce), Marilyn Smith (Margaret River Chamber of Commerce), Graeme Davis (Augusta Museum), Paul Gravett (Augusta Margaret River Shire), Vicky Small (Augusta-Margaret River Shire) and Gemma Mincherton (Augusta Margaret River Shire).

• The group participated in a planning process to identify the vision, goals, strategies and actions for the plan.• Actions will be brought forward into the Shire’s Corporate Plan.• Where actions are the responsibility of the Shire, these will be scheduled for implementation as resources

Culturally, who are we?fast facts• Shire of Augusta Margaret River’s population was 11,761 at 2011.• 1% of Shire residents (and 3.1% of Western Australians) identified as being

Aboriginal and or Torres Strait Islander.• 70% of Shire residents were born in Australia.• 25% of Shire residents were born overseas.• 43% of Shire residents had at least one parent born overseas.• 13% of overseas-born Western Australians live in non-metropolitan areas.• 50.1% of residents in the Shire are male and 49.9% are female.• There are 2016 children aged between 0-11 years and 1523 youth aged

between 12-24 years.• The median age is 39. • Approximately 10% of residents work outside of the Shire• 12.3% of men in the Shire earn between $600-$799 per week, closely

followed by $1,000 - $1,249 (10.3%). 8% of men earn $2,000 per week or more.

• The majority of women (16.8%) earn between $499-$599 per week, followed by 16.6% who earn between $600 -$799 per week. 1.9% of women earn $2,000 or more per week.

• 1.1 % of people in the Shire are employed in the arts or recreation services. • 25% of Shire residents are over 55 years of age, 43% of which have a

disability• 20% of Shire residents have a disability, 57% of which are under 55 years of

age(Australian Bureau of Statistics 2011 Census)• Over three years from 2010 to 2012 the total number of estimated visitors to

the Shire of Augusta Margaret River was 433,100. 69% of these visitors were from within Western Australia, 17% from interstate and 14% were international visitors

(Tourism WA 2012)

goals, strategies and ActionsThe plan of action is divided up in to overarching goals, the desired outcomes under these goals, our strategy, any current initiatives and then the specific actions to be undertaken to achieve these goals.

The current initiatives and future actions detailed in the plan encompass the work of both the Shire and its partners and it is not expected that one organisation will achieve all of these actions alone; rather a partnership approach will be taken. A summary of the creative partners and goals and outcomes is outlined below.

Creative PartnersAchieving the goals outlined in the Creative Blueprint will be achieved through the efforts of many organisations and groups including, but not limited to Arts Margaret River, Augusta-Margaret River Tourism Association, Margaret River Education Campus, Margaret River and Districts Historical Society, Augusta Historical Society, Augusta Historical Museum Margaret River Youth Advisory Council, Margaret River Chamber of Commerce, the South West Development Commission and the Department for Culture and the Arts, schools, progress associations, Halls management groups and religious organisations.

The Shire’s planning business unit is looking into lease arrangement for halls.

Arts Margaret River have been contracted to manage the Margaret River Cultural Centre and a grant application has been prepared to upgrade the Cultural Centre.

• Meet with hall management committees to discuss options for management /governance.

The Shire partners with the State Government to provide a quality Library and Information Services to the community through the application of library resources, equipment, policies and procedures whilst operating as a first point of customer contact including the provision of client based reference and information service using on-line technology where applicable to meet the recreational, cultural, educational and informational seeking requirements of the community.

• Continue to assist customers with advice and training to enable their use of the Library IT services including internet, Wi-Fi, iPAC, online services, word processing and CD-ROM services.

Outcome 2.2That infrastructure projects are linked to art opportunities in highly frequented and iconic places.

Strategy 2.2.1Identify art opportunities early in the planning process so that the vision of artists and engineers are aligned.

Public art has been incorporated into the Margaret River and Augusta Skate Parks, Riflebutts Reserve, the Shire Administration Building, the Margaret River main street and at Surfers Point. The heritage gates honoring Sir James Mitchell who opened the area up to Group Settlement are installed in the youth precinct.

Community art projects have been undertaken in the extension project at Augusta Margaret River Regional Library (AMRRL) in the Outdoor Garden Library.

The “Cocoon” exhibition space at Margaret River library is in the high traffic flow foyer of the library that regularly sees 300-400 people pass through the doors on a daily basis.

• Collate examples for inspiration and enhance Infrastructure staff awareness of art opportunities.

• Align infrastructure and development projects with the Developer Contributions Policy.

• Educate internal staff on the Public Art Policy and Art Trail opportunities.

• Promote the literary quiz that was designed in the water wall and conduct a competition to engage with users.

The South West Development Commission has met with the National Broadband Network and Ericsson Australia is the company to deliver the Fixed Wireless portion of the National Broadband Network (NBN). As part of the NBN Fixed Wireless network they are proposing to establish Fixed Wireless telecommunications facilities in Margaret River, Augusta, Quindalup and Geographe. The Margaret River Chamber of Commerce are proposing wifi in the town centreArts Margaret River now have a digital projector so that a broader range of films can be shown at the Cultural Centre.Current library programs use state of the art Apple Mac computers with the latest software.Library partnership with Curtin University to provide print resources for students’ at the MREC and a safe, secure library space to study and do research.

The Shire has an accessible event checklist which is used to ensure that Shire run events are accessible to people living with a disability. The Shire has wheelchairs on site and is part of the National Relay Service for those who are deaf, or have a hearing impairment or speech impairment.

Artzablity offer art and cultural activities to those living with a disability and will often partner with other organisations to broaden the reach of their work.
