A NEW ERA OF BLUE ENLIGHTENMENT Carlos Moedas, European Commissioner for Research, Science

and Innovation is hosting a High-Level Ministerial and Scientific

event in Lisbon on 12-14 July 2017, joined by government representatives from Europe, Brazil and South Africa, and many

other stakeholders from over 25 countries.

This event will celebrate the launch of the South Atlantic Flagship Initiative between the European Union, Brazil and South Africa. This initiative aims to better understand and deepen scientific knowledge of marine ecosys-tems and the interrelations between oceans and climate change, oceans and food, and oceans and energy systems, as well as the dynamics of the Atlantic Ocean and its interconnected Circulation Systems from Antarctica to the Arctic.

A highlight of the event will see Commissioner Carlos Moedas co-sign, on behalf of the European Union, The Belém Statement on Atlantic Research and Innovation Cooperation with Minister Naledi Pandor, in charge of Science and Technology, South Africa, and Minister of State Gilberto Kassab, in charge of Science, Technology, Innovations and Communications, Brazil. This Statement will build on respective bilateral achievements, namely the bilateral Declarations of Intent on Marine Research and Innovation Cooperation with Brazil and South Africa, and the development of the South-South Framework for Scientific and Technical Cooperation in the South and Tropical Atlantic and Southern Ocean.

The signing ceremony of the Statement will take place at the Belém Tower on 13 July, which bears testimony to some of the first Atlantic voyages, proving a fitting setting to celebrate this strong and successful cooperation.

Moreover, this Statement will realise the mutual benefit that would accrue from closely linking research activities in the South Atlantic and Southern Ocean with those in the North Atlantic, and exploring synergies with other initiatives. By tackling together the grand challenges and opportunities of the Atlantic Ocean as a system, exploiting the benefits it holds for our citi-zens, we enter A New Era of Blue Enlightenment.

Climate variability and ecosystem approaches

Ocean observation (including seabed mapping), forecasting and monitoring processes and systems

Food security, fisheries manage-ment, aquaculture and biodiversity

Oceans technology (including for observation and renewable marine energy)

The effects of emerging pollutants

Polar research

(especially intercon-nections between the Atlantic, the Southern Ocean and Antarctica)

The Belém Statement will cement the ambitions for intensifying our joint cooperation areas, which include, among others:

Day one of the event is dedicated to advancing with Building an Atlantic Ocean Community: Project and Ideas Meeting Place. This part will comprise 13 sessions organised in parallel throughout the day, and will bring together key stakeholders, industry experts, funding agencies, research-performing organisations, foundations and academia for focused discussions on:

This event is a key opportunity for encounters and exchanges, particularly in light of the signing of the Belém Statement.

DAY TWO CHAMPALIMAUD FOUNDATION CONGRESS CENTRE

Day two of the event will celebrate the signing of the Belém Statement and the launch of the South-South Framework for Scientific and Technical Cooperation in the South and Tropical Atlantic and Southern Ocean.

Commissioner Carlos Moedas will be joined by representatives from the Brazilian, South African and Portuguese governments to open the event with welcoming speeches. Following this, David Walton, Chief Scientist, Antarctica Circumnavigation Expedition (ACE) will deliver an inspiring keynote speech.

The opening of the event will be followed by the first roundtable discussion From Vision to Action, From Challenges to Opportunities focusing on the implementation of the Belém Statement against the back-drop of the South-South Framework for Scientific and Technical Cooperation in the South and Tropical Atlantic and Southern Ocean. The objective of this session is to frame the political work of this Atlantic Ocean Research Cooperation as we consider the imperative for research and innovation in linking research activities in the South Atlantic and Southern Ocean with those in the North Atlantic, and explore synergies with other initiatives with the aim to develop a roadmap for this cooperation.

The second roundtable discussion will examine the role of Engaging Foundations and the Private Sector, highlighting the important role that each can play in the implementation of the Belém Statement.

A number of roundtable discussions will continue into the afternoon with renowned speakers and the marine research community gathering at large to discuss on:

The signing ceremony of the Belém Statement will take place in the Belém Tower. This will be followed by an informal ministerial lunch. The part of the event is limited to invited high-level guests only.

Day three of the event will comprise a wake up session, a blend of roundtable discussions, guest speakers and networking opportunities with the focus on the following areas:

The event will be brought to a close by high-level representatives from Europe, Brazil and South Africa providing the concluding remarks, reflecting on the ways in which research and innovation are critical to furthering our cooperative scientific efforts in the Atlantic Ocean.

Carlos Moedas EUROPEAN COMMISSIONER FOR RESEARCH, SCIENCE AND INNOVATION

Carlos Moedas was born in Beja (Portugal) in 1970. He graduated in Civil Engineer-ing from the Higher Technical Institute (IST) in 1993 and completed the final year of studies at the École Nationale des Ponts et Chaussées in Paris (France). He worked in engineering for the Suez-Lyonnaise des Eaux group in France until 1998.He obtained an MBA from Harvard Business School (USA) in 2000, after which he returned to Europe to work in mergers and acquisitions at investment bank Goldman Sachs in London (UK). He returned to Portugal in 2004 as Managing Director of Aguirre Newman and member of the Executive Board of Aguirre Newman in Spain. In 2008, he founded his own investment company, Crimson Investment management.In 2011, he’s elected for the National Parliament and was called for the government to Secretary of State to the Prime Minister of Portugal in charge of the Portuguese Adjustment Programme.In 2014, he became Member of the European Commission, as Commissioner in charge of Research, Science and Innovation.

Nalendi PandorMINISTER OF SCIENCE AND TECHNOLOGY, SOUTH AFRICA

Naledi Pandor is South Africa’s Minister of Science and Technology. A life of exile from 1961 until 1984 resulted in an international lavor to her education. She holds a BA from the University of Botswana and Swaziland and an MA in Education from the University of London. In 1992 she studied for a Diploma in Higher Education, Administration and Leadership at Bryn Mawr in the USA. In 1997 she completed an MA in Linguistics at the University of Stellenbosch and a Diploma in Leadership in Development at the Kennedy School of Government at Harvard, while she was serving as an MP. She became an MP in 1994 and has amassed impressive experience in positions of public office, including deputy chief whip of the ANC in the National Assembly from 1995 to 1998, deputy chairper-son of the National Council of Provinces in 1998, and its Chairperson from 1999-2004. Her experience in education policy planning made her a welcome appointment as South Africa’s Minister of Education from 2004-2009. She was appointed Minister of Science and Technology in May 2009, and Minister of Home Affairs in October 2012. She was again appointed as Minister of Science and Technology in May 2014 following the 5th democratic elections in South Africa. The Cape Peninsula University of Technology and Stellenbosch University have awarded her honorary doctorates.

Gilberto Kassab, a 56-year-old economist and engineer, graduated from São Paulo University (USP), made his debut in politics at the age of 25. Th roughout his political career, he was a member of the City Council of São Paulo, a Congressional Representative at the State and Federal Parliaments and acted as Planning Secretary, Vice Mayor and Mayor of São Paulo for seven years (2006 to 2012). He was the only re-elected mayor in the history of São Paulo, the largest city opf South America. As State Minister of Cities, Kassab was responsible for managing more than US$ 30 billion in public investments on basic sanitation and water security, and more than US$ 50 billion on urban mobility projects, such as subways, bus corridors, light-rail vehicles (VLTs), bus rapid transit (BRTs), among others. He took part in the main housing program in Brazil history, “My House, My Life”. Since 2016, he acts as State Minister for Science, Technology, Innovations and Communications, a familiar area to him, as he presented projects related to the sector during his period at the Federal Parliament, where he acted as President of the Science and Technology, Communication and Informatics Commission. He was likewise member of the Board of the Brazilian National Telecommunications Agency (ANATEL). In 2011, Kassab founded the Social Democratic Party (PSD), which became one of the main political parties in Brazil.

Manuel Heitor is Minister for Science, Technology and Higher Education in the Government of Portugal since November 2015. From March 2005 to June 2011 he served as Secretary of State for Science, Tech-nology and Higher Education. Manuel Heitor is full Professor at Instituto Superior Técnico, IST, the engineering school of the Univer-sity of Lisbon and was founder and director of the IST´s “Center for Innovation, Technology and Policy Research”, as well as director of the IST´s doctoral Programs in “Engineering and Public Policy, EPP” and in “Enginering Design”. In 2011-12 he was a Visiting Scholar at Harvard. He earned a PhD at Imperial College, London, in 1985 in combustion research and did post-doctoral training at the University of California San Diego. Th en he pursued an academic career at IST, in Lisbon, where he served as Deputy-President for the period 1993-1998. Since 1995, he has been Research Fellow of the IC2 Institute of the University of Texas at Austin. He is a founding member of the S&T Council of the “International Risk Governance Council”, IRGC. David Walton began in Antarctica as an ecologist in 1967, working for the British Ant-arctic Survey. During the last 50 years he has published many science papers and books, established and edited an international science journal for 30 years, and managed a wide range of Antarctic projects. More recently he has been lecturing on science, history and politics on tourist cruises, providing on-line science advice to Antarctic Treaty Parties and has just completed a 3 month international cruise - Antarctic Circumnaviga-tion Expedition (ACE) - as Chief Scientist for the Swiss Polar Institute. The expedition involved 159 scientists from 23 countries and aimed to provide a more interdisciplinary and holistic view of the continent, the Southern Ocean and its islands.

J. Aguiar Machado is responsible for implementing the Common Fisheries Policy, which aims at securing sustainable fisheries, a stable supply of seafood to the EU market and prosperous coastal communities. As the Director-General responsible for Mari-time Policy his mission is to promote an integrated approach to all maritime policies contributing to growth and jobs in the EU. Before taking up his current position, he was Director-General at the European Commission’s Directorate-General for Mobility and Transport. Previously Mr. Aguiar Machado worked mostly on trade matters and international relations, namely as Deputy Director-General for Trade and Deputy Director-General for External Relations. Mr. Aguiar Machado studied economics both in Lisbon and in Bruges.

Dr John Bell is Director for the Bioeconomy in DG Research & Innovation. He is re-sponsible for leading the definition, implementation and investment of EU Research & Innovation policy and programming across the Bioeconomy; from agriculture and food systems, oceans, marine and maritime issues to investment in new sustainable bio-based industries. This includes Horizon 2020, 3.8 billion Societal Challenge 2, the EU Bioecon-omy Strategy, the 3.7 billion euro Bio Based Industries Joint Undertaking and Food and Nutrition Security FOOD2030. He leads Oceans R&I strategies including the Atlantic Ocean Research Alliance, the Bonus programme (Baltic Sea) and the BlueMed Initiative (Mediterranean). His professional background was in aca-demia (Anglo-Irish Studies) and in Business Journalism in London. During his E.C. career he has worked in External Relations on financial assistance programmes in the former Yugoslavia, public administration reform in Central and Eastern Europe, and on Poland’s accession to the EU. Dr Bell was a member of the Cabinet of Commissioner David Byrne with responsibility for enlargement, food safety, tobacco control, public health and global health security issues, including bioterrorism. He was Head of Cabinet to European Commissioner Meglena Kuneva on Consumer Affairs. As Head of Cabinet to Commissioner Máire Geoghegan-Quinn on Research and Innovation, he was respon-sible for developing and funding Horizon 2020, mainstreaming innovation, financial investment and simplification. A native of Dublin, Ireland, he was educated at University College Dublin and completed his Doctorate (D. Phil.) in Cultural Nationalism in Northern Ireland at St John’s College, Oxford University.

Previously, he was appointed by the Portuguese Prime-Minister Coordinator of the National Oceans Strategic Commission (2002/2004). From 1997 he worked in the United Nations on oceans and the law of the sea. He was appointed by the European Parliament European Citizen of the Year in 2016.

Martin VisbeckATLANTOS – A HORIZON 2020 FUNDED PROJECT

Martin Visbeck’s current research is concerned with ocean and climate variability and change with particular emphasis on the Atlantic. He and his group maintain current measurement observatories to document the variability and change of North Atlantic Deep Water formation, in the Tropical Atlantic and Pacific they examine ocean mixing with a focus on oxygen minimum zones. MV’s interest in the development of integrated ocean observations led to the coordination of the EU project AtlantOS (62 partners, € 21M) in 2015, setting out to better coordinate in-situ observations of the Atlantic Ocean with the participation of European and international partners. MV is member of numerous committees including the Joint Scientific Committee of the WCRP, is chairmen of the German Committee Future Earth, and a member of the leadership council of the Sustainable Development Solutions Network. He is the speaker of the Kiel Cluster of Excellence ‘The Future Ocean’, which is advancing integrated marine sciences.

Ned DwyerINTAROS – A HORIZON 2020 FUNDED PROJECT

Dr. Ned Dwyer is the Executive-Director of EurOcean, the European Centre for Infor-mation on Marine Science and Technology, based in Lisbon, Portugal. The Foundation is made up of 12 members and 3 cooperating members across Europe, representing leading national, regional and European organisations active in marine research, tech-nology development, funding and outreach. The focus of the Foundation is on providing independent information on marine science and technology developments including marine research infrastructures and marine funded projects and their results. Previous to taking up this role in 2015, Ned worked at the Coastal and Marine Research Centre of University College Cork, Ireland on the application of satellite images and data to ocean and coastal observation. He also sits on the Steering Committee of the IODE´s International Coastal Atlas Network project, which includes members from Europe, South America and South Africa.

Prof Isabelle Ansorge - is the Head of Oceanography Department at the University of Cape Town. Isabelle’s research interests focus on the impact changes in the Antarctic Circumpolar Current have on Subantarctic Islands and impact their ecosystem functioning. In addition, she is responsible for the hands-on sea going training of all postgraduate students and heads up the “SEAmester” programme. Isabelle is the PI on the SAMOC-SA (South Atlantic Meridional Overturning Circulation) programme.

Dr Pedro MS Monteiro is a Chief Oceanographer at CSIR with a special interest in the understanding of how and why the ocean biogeochemistry of oxygen and carbon adjusts to climate variability. Th e use of numerical modelling as experimental platforms to under-stand scale sensitivities of coupled physics and biogeochemical processes in the Southern Ocean is a key focus. Th is is being used to contribute to reducing uncertainty in long term evolution of the climate – carbon system in fully coupled Earth Systems models. Current activities and research interests are in: Understanding the coupled carbon-climate system in the Southern Ocean and the way that natural and anthropogenic CO2 fl uxes in the Southern Ocean infl uence the long-term trend of atmospheric CO2; Understanding and modelling the incidence and variability of oxygen in shelf and oceanic systems and their ecosystem implications; Modelling the biophysical processes which start and maintain phytoplankton new production in upwelling and open ocean systems.

Gilles BesseroDIRECTOR, INTERNATIONAL HYDROGRAPHIC ORGANISATION, MONACO

Gilles Bessero is Director at the Secretariat of the International Hydrographic Organiza-tion (IHO), the intergovernmental organization whose role is to ensure that the world’s seas, oceans and navigable waters are properly surveyed and charted to support the safety of navigation, the protection of the marine environment and the “blue economy” in general. He oversees the IHO technical programme which addresses the development of international standards for hydrographic information, products and services. He joined the French Hydrographic Offi ce (SHOM) in 1976 where he gained about 30 years of experience in conducting hydro-oceanographic activities at sea and ashore. He was the Director General of SHOM and French National Hydrographer from 2005 to 2010. He also held senior positions at the French Defense Procurement Administration. He was elected as IHO Director in 2012.

Pierre-Yves Le Traon, an oceanographer, is the scientifi c director of Mercator Ocean and research director at Ifremer. He is in charge of the scientifi c direction of the Copernicus Marine Environ-ment Monitoring Service (CMEMS). P.Y. Le Traon is member the ESA Earth Science Advisory Committee and of the European Ocean Observing System (EOOS) board. He also chairs the coun-cil of the European research infrastructure Euro-Argo ERIC and is member of the international Argo steering team. Pierre-Yves Le Traon has authored/co-authored more than 100 publications in international peer-reviewed literature. In 2012, he received the European Geophysical Union Fridtjof Nansen medal.

Emily SmailBLUE PLANET SCIENTIF IC COORDINATOR, UNITED STATES OF AMERICA

Dr. Emily Smail is a Senior Faculty Specialist at the University of Maryland’s (UMD) Earth System Science Interdisciplinary Center. At UMD, Dr. Smail works to support the NOAA-funded Cooperative Institute for Climate and Satellites by serving as the Scientifi c Coordinator for the GEO Blue Planet Initiative and the GEO AquaWatch Initiative. She also serves as the education and outreach coordina-tor for the NOAA CoastWatch/OceanWatch program. Previously, Dr. Smail was the Acting Director of Education and resident scientist at the Waikiki Aquarium. She has also served as a policy fellow in the United States Senate and has experience in environmental consulting. She received her Ph.D. from the University of Southern California where her research focused on marine biogeochemistry.

Dr. Paulo Nobre holds a B.S. in Meteorology from the University of São Paulo (1980), a M.Sc. in Meteorology from the National Institute of Space Research (1984), a Ph.D. in Meteorology from the University of Maryland (1993), and a postdoctoral degree from Columbia University (1999). He is currently a researcher at the National Institute for Space Research, responsible for the CPTEC Ocean-Atmosphere Coupled Modeling Group and Coordinator for the development of the Brazilian Earth System Model - BESM; - Reviewer of the Journal of Climate, Climate Dynamics and Nature, and president of the National Committee of the PIRATA Brazil Project. Has experience in the area of Geosciences, with emphasis on Meteorology, working mainly on the following themes: coupled ocean-cryosphere-atmosphere modeling; Oceanography of the Tropical Atlantic; Seasonal climatic predictability and global climate change.

Prof. Alakendra Roychoudhury is a Professor and Head of the Department of Earth Sciences at the University of Stellenbosch. He graduated with a PhD degree from Georgia Institute of Technology, Atlanta USA with specialization in the fields of bioge-ochemistry and geohydrology. Since graduation, he has worked at full-time academic positions at Northwestern University, USA, University of Cape Town and Stellenbosch University, South Africa. His research focus is on biogeochemical dynamics in aquatic and marine environments. He has presented his work in over 70 national and international conferences and has published over 50 research articles in peer-reviewed interna-tional journals. Over the years, he has served on a number of national and international boards and committees. At present, he is a Steering Committee member of the International GEOTRACES Program, and serves as an Associate Editor for Frontiers in Environmental Science (Nature publishing group): Ground Water Resources and Manage-ment (2014 – present) and Review editor for Frontiers in Environmental Science (Nature publishing group): Ocean Observation (2015 – present).

Sabrina Speich is a physical oceanographer particularly interested in the uncovering and understanding of ocean dynamics and air-sea interactions and they role on climate variability, change and related impacts. She is a world-recognized expert in ocean modeling as well as in organizing wide programs of in situ observations. Within her research projects, she has been involved since the beginning in the Argo profiling float international program. She is the PI of GoodHope and BONUS-GoodHope observing programme and vice chair of the executive committee of the South Atlantic Meridional Overturning (SAMOC) international initiative. She is recently focusing her research on scale-interactions and in at-mosphere-ocean dynamics, and how they affect the Earth climate and marine ecosystems under global warming. She is co-chair of the Atlantic CLIVAR Panel. She is member of the Scientific Committee on Antarctic Research (SCAR), Ocean Observations Panel for Climate (OOPC) and she is a past member of the Southern Ocean CLIVAR/CliC/SCAR Panel. She is full professor of Oceanography and Climate Sciences at the Ecole Normale Supérieure (ENS) of Paris and she is part of the French climate institute Pierre Simon Laplace (IPSL).

Leticia Cotrim da CunhaASSISTANT PROFESSOR, STATE UNIVERSITY OF RIO DE JANEIRO, BRAZIL

Prof. Leticia Cotrim da Cunha holds a Bachelor degree in Oceanography (UERJ), a M.Sc. degree in Geochemistry (UFF, Brazil), and a D.Sc. Degree in Oceanology/Geo-chemistry by the University of Perpignan Via Domitia (France). At present she is an Assistent Professor for Chemical Oceanography (tenured) and head of the Lab. for Chemical Oceanography at UERJ in Rio de Janeiro, Brazil. She co-leads the Brazilian Network for Ocean Acidification (BrOA) and the Latin American Network for Ocean Acidification. She is also part of the Brazilian Scientific Comittee of the Project Predic-tion and Research Moored Array in the Tropical Atlantic (PIRATA), and is the national representative for the Project SOLAS – Surface Ocean-Lower Atmosphere Study. Her main research interest is the carbon cycle in coastal an open ocean areas, and how it responds to climate change and anthropogenic stressors.

Dirk SchoriesPROJECT MANAGER, PROJECT MANAGEMENT AGENCY FOR THE FEDERAL MINISTRY OF EDUCATION AND RESEARCH, JUELICH RESEARCH CENTRE, GERMANY

Dr. Dirk Schories, born 6th of May 1963, is a marine biologist. He is currently working as a Project Manager for the Project Management Jülich (PTJ), Germany. His task is to manage projects within the Marine Research programme MARE:N of the Federal Ministry of Education and Research (BMBF) of Germany, which is part of Germany s umbrella-programme Research for Sustainable Development (FONA3). He also manages bilateral research initiatives with Southern African countries. Before taking a post in project management, Dirk Schories has been principal investigator of research projects in Antarctic biodiversity, marine aquaculture, as well as projects within the water framework directive of the EU (EU-WRRL) and projects in benthic monitoring. He lived and worked as a researcher and lecturer over 12 years in Southern Chile and North Brazil.

Gilles LericolaisDIRECTOR OF EUROPEAN AND INTERNATIONAL AFFAIRS , IFREMER, FRANCE

Dr. Gilles Lericolais has been a marine geologist/geophysicist at Ifremer since 1984. He joined more than 10 scientific cruises as a chief scientist. He has been site survey expert for Elf Aquitaine (TOTAL) from 1989 to 1991. Dr Gilles Lericolais has carried out several research surveys on dif-ferent seas and Oceans (China Sea, Pacific, San Francisco Bay, Atlantic, North Sea, Mediterranean, Marmara and Black Sea). From 1997 to 2013, he has been leading collaborative projects focusing on the investigation of the sedimentary records and processes related to past-climate evolution. He has been the coordinator of Eu-ropean project dealing with marine environment. From 2006 to 2011, he was in charge of the Laboratory of Sedimentary Environments of Ifremer and was responsible for the Ifremer project “Margins and Sedimentary systems”.From 2007 to 2013, he was acting as an expert for IODP for ECORD and was nominated as Vice Chair of the Site Survey Panel for IODP in 2008 and Chair of this panel from 2009 to 2013. Dr. Lericolais is the author of over 60 refereed publications (H-Indes: 27), and member of the Editorial Board of the journal “Quaternaire”. He is Vice-Chair of the European Marine Board, member of EurOcean and an alternate mem-ber of the Management Board and member of the Executive Committee of the JPI Oceans. He is one of the French representatives of the National board for the IOC of the UNESCO. He recently was nominated Chair of the ECORD Facility Board for 2016 to 2018.In 2011, he was appointed as Director of the European and International Affairs of Ifremer in 2011 and therefore participates to the Management Board of Ifremer.

Pablo AbaunzaDEPUTY DIRECTOR, SPANISH INSTITUTE OF OCEANOGRAPHY, SPAIN

Pablo Abaunza holds a PhD in Biological Sciences from the University of the Basque Country in Spain. From 1990 to present, he is a civil servant at the Spanish Institute of Oceanography (IEO), always working within the Department of Fisheries. From December 2008 to June 2012 he held the position of Director of the Oceanographic Center of Santander and from 2012 to 2014 was Head of the Fisheries Department at IEO. He is currently the Deputy Director at IEO. His main lines of research have been the study of the dynamics and evaluation of the stocks of commercially exploit-ed marine species including their management and the identification of stocks through holistic approaches. In these fields he has been general coordinator of European projects and expert member of several ICES stock assessment working groups as well as of the ICES Advisory Committee (ACOM). He is the author of numerous scientific publications on fisheries biology.

He has been Vice-Chair of the Research Working Party during the Italian Presidency of the Council of the European Union. He is a staff member of the Secretariat of the Joint Programming Initiative “Healthy and Productive Seas and Oceans”. He now works at the CNR Liaison Office in Brussels, mainly involved in research policy and coordination of national programmes.

Dr. Glenn Nolan, EuroGOOS Secretary General, is in charge of implementing the Euro-GOOS strategic plan in cooperation with the EuroGOOS Regional Operational Ocean-ographic Systems and in liaison with major initiatives including Copernicus, EMODnet, ARGO, and the UNESCO-IOC GOOS Regional Alliances. Dr. Nolan has 22-year expe-rience as an oceanographer and in the management and roll-out of oceanographic and marine climate programmes. He was previously responsible for several programmes at the Irish Marine Institute and was chief scientist in many research cruises. He is member of steering groups and advisory boards in many European and international initiatives: UNESCO-IOC GOOS – Global Ocean Observing System Steering Committee Member, EOOS – European Ocean Observing System Steering Group Co-Chair, Copernicus Marine Service Scientific and Technical Advisory Committee Member, EuroARGO Scientific and Technical Advisory Board Chair, among others.

Isabelle ArzulVIVALDI – A HORIZON 2020 FUNDED PROJECT

Isabelle Arzul is a marine parasitologist and pathologist whose research focuses primarily on the evolutionary ecology of marine diseases and the interactions between protozoan parasites and marine bivalves. She obtained her Veterinarian phD from the Veterinarian school of Nantes in France before completing a PhD in virology at the University of Montpellier. During her phD she investigated the diversity and virulence of a virus infecting oysters. Since 2002 she has been working at the Laboratory of Genetic and Pathology of Marine Molluscs at Ifremer La Tremblade on the middle west coast of France. After coordinating the national network for the surveillance and the monitoring of bivalve diseases on the French coasts, she has been responsible for the EU Reference Laboratory for Mollusc Diseases in Europe, leading a network of 23 reference laboratories.She has been involved in five European projects and since 2016 she has been coordinating the European H2020 project VIVALDI.

Anna Kristín DaníelsdóttirMAREFRAME – AN FP7 FUNDED PROJECT AND CLIMEFISH – A HORIZON 2020 FUNDED PROJECT

Anna Kristín Daníelsdóttir received her Ph.D. in Population Genetics from University College Dub-lin, Ireland in 1994. She is the Director of Research & Innovation at Matis Ltd. since 2008. Before, she was the Head of Department of Population Genetics, Marine Research Institute, Iceland until 2006. Then a Senior Advisor at the Icelandic Centre for Research in 2007. She has over 30 years’ experience in coordinating, managing and participating in National, Nordic and European RTD collaborative projects. Coordinator of the Nordic HerMix and EU-FP7 EcoFishMan and MareFrame projects. National delegate of PC FP7/H2020 SC5 Environment since 2006. Icelandic delegate in the Scientific Committees of IWC, ICES WGAGFM, NAMMCO and NEAFC. Member of the advisory boards for Sci-entific Journals and reviewer for scientific journals and funds. Supervisor and evaluator of M.Sc. and Ph.D. students. Her research work has resulted in over 50 peer-reviewed publications. She received the young scientist award of the Icelandic Research Council in the year 2000.

Philippe PotinGENIALG – A HORIZON 2020 FUNDED PROJECT

Senior Scientist at CNRS in France. He holds a PhD in Marine Biology with specialty in biochemis-try of degrading enzymes of seaweed cell wall polysaccharides and biological properties of add-ed-value derived oligosaccharides. For over 15 years Philippe has led the team “Oligosaccharide signaling and defense mechanisms” at the well-known Station Biologique de Roscoff. He has a good track record in management of small, medium and large research projects ranging from 0.1-25 mil-lions €. He has over 90 peer reviewed articles and 6 patents including on the biological properties of algal oligosaccharides and novel enzymes from brown algae and marine bacteria. He is currently the scientific coordinator of IDEALG, a 10-year French integrative research project and of the EU H2020 Innovation Action GENIALG.

President of the Brazilian Society of Livestock (SBZ) from July 1994 to July 1995. Roraima Secretary of State for Agriculture in 2005. President of the Federal District Technical Assistance and Extension Company (Emater-DF) from 2007 to 2009. He was Special Adviser to the Secretary of Defense at the Ministry of Agriculture Livestock and Supply (MAPA) from May 2005 to December 2006. President of the Brazilian Society of Aquaculture and Aquatic Biology from November 2014 to November 2016. As a researcher at Embrapa, he worked mainly with selection and management of Tropical pastures, ruminant nutrition and beef cattle management. Since June 2010 he is the general director of Embrapa Fisheries and Aquaculture.

Brett MaceyDEPARTMENT OF AGRICULTURE, FORESTRY AND F ISHERIES , SA KEY AQUACULTURE RESEARCH, SOUTH AFRICA

Dr Macey was awarded a doctoral degree in Molecular and Cell Biology in 2005 from the University of Cape Town (South Africa). He then worked as a Postdoctoral Research Fellowship (2005-2008) at the Grice Marine Laboratory, College of Charlestown (USA), before returning to South Africa to work as a Specialist Scientist for the Department of Agriculture, Forestry & Fisheries in the Directorate of Aquaculture Research & Develop-ment. Dr Macey is part of the aquatic animal health & welfare research group within the directorate, providing specialist support in the fields of microbiology and molecular biology. Dr Macey has a special interest in the role and benefits of microorganisms for the production of aquatic organisms and the use of molecular diagnostic tools for developing knowledge on host: pathogen interactions in these environments. Some of the main areas of research Dr Macey is involved in include: (1) Identification and characterization of emerging pathogens; (2) development of molecular methods for the diagnosis of new and emerging pathogens; (3) generation of epidemio-logical data for significant aquatic animal diseases in Southern Africa; (4) development of effective preventative and treatment strategies; and (5) development and optimization of feeds (primarily seaweed supplemented diets) and culture technology (integrated aquaculture using seaweeds) for farmed aquatic animals.

Aft er starting in scientifi c RTD, mainly on food product development, Courtney Hough worked on the international development of aquaculture, specialising in project development, market research and economic evaluation. He has been General Secretary of the Federation of European Aquacul-ture Producers (FEAP) since 1993, assuring representation in the Commission’s Advisory Commit-tees on aquaculture issues and other European and international bodies. Courtney Hough has also participated in FAO and IUCN actions - primarily on the function and contributions of aquaculture - contributing to publications and reviews as well as international conferences. He has worked as coordinator or participant on a large number of European aquaculture RTD projects and Support Actions projects. Since 2008, he has also been General Secretary of the European Aquaculture Technology and Innovation Platform, BELGIUM provides pan-European support to the development of the European aquaculture value-chain, being prin-ciple editor of ‘Th e Future of European Aquaculture’ (2012) and its review (2017). He is a member of the Bioeconomy Panel of the European Commission.

Øyvind Fylling-JensenMANAGING DIRECTOR, NOFIMA, NORWAY

Dr. Fylling-Jensen is the CEO of Nofi ma AS, Th e Norwegian Institute of Food, Fisheries and Aquaculture Research. He holds a degree in veterinary medicine from the Justus-Liebig-University, Giessen, Germany (1981) and a PhD in veterinary pathology from the University of Giessen and the Norwegian School of Veterinary Medicine (1985). He has received management training from IMD, Harvard Business School, the Norwegian School of Economics-NHH, Norwegian School of Management-BI and INSEAD. Fylling-Jensen has a broad industrial background in research man-agement, biotechnology, diagnostics, pharmacology, and aquaculture. He serves as a member of the executive board of the Research Council of Norway since 2011.

Wagner ValentiSENIOR RESEARCH SCIENTIST AND PROFESSOR , UNIVERSIDADE ESTADUAL DE SÃO PAULO, BRAZIL

Dr. Wagner Valenti, fellow of World Aquaculture Society, is a senior research scientist and professor in Sao Paulo State University, Brazil. At present, he coordinates research projects on sustainable and integrated aquaculture as well as in marine biotechnology; he is also executive editor of the journal Aquaculture Reports (Elsevier). Wagner has served the aquaculture profession through teaching, R&D and the development of national policies since 1981. He has published over 150 papers, books, book chapters and scientifi c articles. He has been involved in the organization of numerous national and international conferences and has been selected as keynote or plenary speaker on several occa-sions. He has managed Ph.D. programs, technology transfer to the aquaculture industry and many research programs focusing on aquaculture and aquatic biology.

Fábio HazinPROFESSOR, FEDERAL RURAL UNIVERSITY OF PERNAMBUCO, BRAZIL

Fábio Hazin, PhD, is a Professor at Universidade Federal Rural de Pernambuco- UFRPE, Brazil. In 2015, he was the National Secretary for Fisheries, in the Ministry of Fisheries and Aquaculture. Between 2008 and 2009, he chaired the FAO negotiation process for the adoption of FAO Agreement on Port State Measures; and between 2013 and 2014, the negotiation of the FAO Guidelines for Small Scale Fisheries. From 1998 to 2015, he was the Brazilian Chief scientist in ICCAT, a Commission that he also chaired from 2007 to 2011. From 2010 to 2013, he Chaired the CITES Working Group on Introduction from the Sea. From 2012 to 2014, he was vice-chair of the UN-FAO Committee on Fisheries- COFI and, in 2014 was elected Chair of COFI, chairing it until 2016. In 2014 and 2015, in United Nations/ Division of the Oceans and the Law of the Sea, he chaired the Consultation of States Parties to UNFSA, and was also elected to chair the Review Process that happened in May 2016.

Belemane Semoli DIRECTOR, AQUACULTURE AND ECONOMIC DEVELOPMENT, DEPARTMENT OF AGRICULTURE, FORESTRY AND F ISHERIES , SOUTH AFRICA

Mr Semoli is currently the Chief Director: Aquaculture and Economic Development in the Department of Agriculture, Forestry and Fisheries where his leadership helps create an enabling environment towards aquaculture development. He plays an ongoing and key role in the successful implementation of the Aquaculture Lab of Operation Phakisa, which addresses the issues highlighted in the National Development Plan 2030 such as poverty, unemployment and inequality. His focus is to promote food security, job creation, rural development, sus-tainable livelihoods and natural resource management. In recognition of his effi cacy and achievements in his fi eld, he was nominated as Aquaculturist of the Year in 2015. His career in Government (both in the Department of Environmental Aff airs and the Department of Agriculture, Forestry and Fisheries) has extended over more than 15 years, eight of which have been in senior management po-sitions. He was responsible for the Aquaculture Policy, development plans and strategy, and has been involved with the development of the subsistence fi sheries policy, shark cage diving, and boat-based whale watching policies and marine aquaculture policy. He was also a member of the task team responsible for developing the National Biodiver-sity Strategy and Action Plan. At international level he is a member of the African Aquaculture Technical Working Group under AU, he is also the South African focal point for the Aquaculture Network for Africa. Mr Semoli works very closely with the FAO’s Aquaculture division and a member of the FAO’s Genetics Resources Working Group representing SA. He was on the FAO’s technical team that developed the Certifi cation Guidelines for Aquaculture.

Jacques FuchsRETIRED OFFIC IAL , EUROPEAN COMMISSION

Jacques Fuchs has recently retired from the European Commission where he spent 15 years of his carrier in DG MARE and in DG Research and Innovation. His last position was Deputy HoU of the Marine Resource Unit in the Bioeconomy Directorate in charge of the coordination of marine research in DG Research and Innovation.His background is on fi sheries and aquaculture research with in recent years the pro-motion of marine and maritime cross-cutting research and innovation in Horizon 2020 and the 7th FP in support to Blue Growth. He contributed to the implementation of the Galway Statement as leader of the aquaculture working group and to the development of the South Atlantic Research and Innovation cooperation.

He has a PhD in Fish-eries and Allied Aquacultures (1998), served within the Brazilian ministries in several position as Aquaculture Coordinator and is currently researcher at COAG / SEPED of MCTIC. Since 2013 has served as Vice-Chair of the FAO Aquaculture Subcommittee (COFI) and co-chair of the VIII Sub-Committee on Aquaculture (SCA / COFI 2015). He has experience in Fisheries Resources and Fisheries Engi-neering, with emphasis on Aquaculture and Fish farming, working mainly on the following topics: sector planning and promotion, aquaculture, fish farming, nutrition and fish aquaculture.

He obtained his MSc (Phys Oceanog-raphy) from University of Cape Town. He studied the physical dynamics of the Southern Ocean in the south West Indian Ridge and its effect on Prince Edward Islands. He started working for the Council for Scientific and Industrial Research as a Junior Marine Researcher in the Coastal Zone before he joined the National Department of Environment and Tourism (within the Marine and Coastal Management unit).He has been a cruise leader for several cruises from South Africa including a scientific cruise to the Southern Ocean (SE Atlantic sector) onboard the SA Agulhas II. He is currently a Science Manager on Oceans Research as well as works as a ship’s manager for the RV Algoa. Mr Gulekana represents South Africa at the UNESCO’s Intergovernmental Oceanographic Commission as well as being South Africa;s Head of Delegation for the IOC’s Sub-Commisison for Africa and Small Islands.

Ana NoronhaEXECUTIVE DIRECTOR, C IÊNCIA VIVA , PORTUGAL

Ana Noronha, obtained her PhD in Physics (Non-Linear Dynamics), at Instituto Superior Técnico in 1987. Ana Noronha is a member of the direction of Ciência Viva since 1999 and the Executive Director of Ciência Viva since July 2007. In that quality, she belongs to the Advisory Committee on Education of the European Space Agency. She has coordinated initiatives about education and pub-lic awareness of science, in particular about space and ocean literacy. Marine education and public awareness projects that she lead at Ciência Viva include the adaptation of the North American ocean literacy framework to the Portuguese curriculum, and the participation of Ciência Viva in the FP7 Sea for Society and H2020 Sea Change and AORA-CSA.

Bernardo Corrêa de BarrosPRESIDENT, SAILORS FOR THE SEA, PORTUGAL

Born in Oporto in 1979, Bernardo moved to Cascais where he has lived since. With a degree in journalism, Bernardo carved his professional life in the pharmaceutical industry. Since 2009, he has worked in Cascais municipality where he is Vice President of tourism and Board Member of Cascais Dinamica. Bernardo is also a Board Member of the Art Institute in NYC. The Ocean was always his passion, and in 2014, he convinced David Rockefeller Jr. to initiate the European affiliate of Sailors for the Sea in Portugal, where Bernardo is President since. Sailors for the Sea is spread across the globe, and works in two major programs: 1) Clean Regattas - environmental vol-unteer certification of events on the ocean. 2) KELP (Kids Environmental Lesson Plans) lessons about ocean sustainabil-ity and ocean protection for kids from 7-12 years old. Sailors for the Sea Portugal works across Portugal and also in the Portuguese islands. Since 2014, Sailors for the Sea involved more than 3000 kids in the KELP lessons and certification of every major regatta in Portugal including the Volvo Ocean Race and Americas Cup. Sailors for the Sea was recently awarded the prize “innovator of the year” for the program clean regattas by the Green Sports alliance.

Joana Boavida ATLAS – A HORIZON 2020 FUNDED PROJECT

Joana Boavida is a post-doctoral fellow at Ifremer in France, where she studies deep cold-water coral connectivity. Before joining Ifremer she worked at the Center of Marine Sciences, southern Portugal, in a large-scale seagrass conservation project (EU-LIFE). She also led for 5 years an award-wining project (National Geographic Society/Waitt Institute, Lisbon Oceanarium) on the biodiversity of deep corals in southern Portugal, contributing to national proposals of protected areas and ocean literacy. She holds a PhD in Marine Biology and Conservation from the University of Algarve, Portugal.

David JohnsonATLAS – A HORIZON 2020 FUNDED PROJECT

David Johnson is a Director of Seascape Consultants Ltd and Emeritus Professor of Coastal Management at the UK Southampton Solent University. He is a chartered geographer and chartered scientist and has held a Caird Fellowship at the UK National Maritime Museum. He was previously Executive Secretary to the OSPAR Commission (2006-2012) responsible for refocusing the work of the Commission including the production of the Quality Status Report 2010 and establishing the world’s first and only network of Marine Protected Areas in Areas Beyond National Jurisdiction. In 2016 Da-vid led an Article 154 Performance Review of the International Seabed Authority. Since 2013 he has coordinated the Global Ocean Biodiversity Initiative, supporting efforts by the Convention on Biological Diversity to describe over 280 Ecologically or Biologically Significant Marine Areas worldwide, and is retained by the UNESCO World Heritage Marine Programme to help develop a Particularly Sensitive Sea Area proposal for Banc d’Arguin (Mauritania).

Joana XavierSPONGES – A HORIZON 2020 FUNDED PROJECT

Joana R Xavier, PhD is a researcher at the Biology Department and the KG Jebsen Centre for Deep-Sea Research at the University of Bergen (Norway), and the scientific manager of the EU-funded SponGES project. Joana graduated in Marine Biology at the University of the Azores (2003) and obtained her PhD in Biology at the University of Amsterdam (2009). Her research focusses in the understanding of basin-scale diversity, biogeographic, and connectivity patterns of deep-sea sponge-dominated communities in view of developing management-support tools. Other areas of interest include biotechnological and biomedical applicability of sponges (e.g. cellular metabolites and extracellular biomaterials) and their associated microbial communities. She has also organized a number of scientific events and consulted for various organizations on deep-sea sponges as vulnerable marine ecosystems.

Helena CaladoMUSES – A HORIZON 2020 FUNDED PROJECT

Professor at the Department of Biology, Faculty of Science and Technology of the University of the Azores. She is also researcher of MARE (Marine and Environmental Sciences Centre), planner and consultant on Spatial Planning, Environmental Management and Maritime Spatial Planning. Helena Calado is member of the Academic Board of the Erasmus Mundus Master Course on Maritime Spatial Planning and Coordinator of this course in the University of the Azores. She supervised sev-eral Master and PhD thesis in MSP and she is author (co-author) of several scientific papers in the theme. She also followed the MSP debate since the Initiative of the European Commission “Roadmap for Maritime Spatial Planning: Achieving Common Principles in the EU” COM (2008) 791 and she was member of the team that developed the Portuguese Maritime Spatial Plan (POEM).

José MuelbertFULL PROFESSOR, FEDERAL UNIVERISTY OF RIO GRANDE, BRAZIL

José H. Muelbert graduated in Oceanology at the Universidade Federal do Rio Grande (FURG), where he also obtained a M.Sc. in Biological Oceanography. José holds a Ph.D. in Oceanography from Dalhousie University, Canada. He is currently a Full Professor at FURG, where he teaches courses related to plankton and the pelagic ecosystems and supervises Undergraduate and Graduate students. He is the former Director of the Instituto de Oceanografia (IO-FURG), having coordi-nated the Graduate Program in Biological Oceanography from 2002 to 2006. He is the author of more than 30 publications in scientific journals and books. His scientific and academic experience in Oceanography emphasize on the interaction between marine organisms and environmental parameters in coastal and oceanic South Atlantic. José has served on the Global Ocean Observing System Scientific Committee (GOOS-SC) of the Intergovernamental Oceanographic Committee (IOC) from 2002-2007, and was reap-pointed in 2012. He is a member of the Pool of Experts of the for the United Nations World Ocean Assessment.

Dr. Ilaria Nardello is the Executive Director of the “European Marine Biological Re-sources Centre (EMBRC-ERIC)”, a distributed, pan-European Research Infrastructure consortium, aiming to respond to the societal Grand Challenges through advanced marine biology and ecology research. A bio-optical oceanographer with thirteen years of international research experience, she led a series of industry-oriented activities, in-cluding the coordination of the Irish Marine Biotechnology Programme, between 2009 and 2013, and the “Industry Research specialist” activities at the “National University of Ireland Galway”. She went on to be a founder and chief executive officer of the “Biomar-ine International Clusters Association” (B.I.C.A.), under the auspices of “Prince Albert II Foundation”, in Monaco, to develop and organise the economic value of sustainable and innovative value-chains from marine bioresources. She holds a Ph.D. in Ecology and Management of the Biological Resources and is an author in “Renewable Matter”, an international magazine on the bioeconomy and circular economy.

Charine CollinsSOUTH AFRICAN ENVIRONMENTAL OBSERVATION NETWORK, SOUTH AFRICA

I am currently employed at the South African Environmental Observation Network as a research fellow where my research is geared towards developing a coupled physical-biogeochemical coastal modelling system for South Africa. To this end, I have been using the dynamical downscaling features of the Regional Ocean Modelling system to develop high-resolution coastal simulations capable of resolving the dynamics of the coastal and shelf seas around South Africa. Leading up to my research in coastal modelling, during my PhD, I focussed on the dynamics of the Comoros Basin using numerical modelling and remote sensing data products. My research interests include long term variability in coastal and shelf seas around South Africa, the forcing mechanisms behind this on large through to submesoscale processes as well as the impacts on biogeochemical cycle and the ecosystem.

Filiz AslanMATERA – HORIZON 2020 ERA-NET COFUND PROJECT

Filiz Aslan is a Chemical Engineer (Technical University of Clausthal-Zellerfeld/Germany and Ecole Nationale Supérieure d’Ingénieurs de Génie Chimique in Toulouse/France), and has more than 19 years’ experience as a scientist in the fi elds of process development, energy optimisation of pro-cesses and environmental technologies. She joined Project Management JÜLICH in 2008. Within the Maritime Technologies team, her tasks include coordination and management of the diff erent activities within the research programme “Next Generation Maritime Technologies”, the strategic development as well as the direct guidance and support of applicants. Since 2016 she is coordinating ERA-NET Cofund MarTERA which is initiated by 18 funding organisations of the former ERA-NET MARTEC con-sortium and JPI OCEANS members from 16 countries/regions. Th is network will organise and fund together joint calls for transnational research projects on diff erent thematic areas of marine and maritime technologies.

Biologist Jouni Leinikki has worked in the fi eld of scientifi c diving for 35 years. He is the CEO and another of two  founders of Alleco Ltd, a company specializing in underwater research and known in Finland and surrounding areas for innovativeness and reliability since 1989. Jouni made, in fact, the breakthrough invention of adding a layer of non-conductive liquid between water and the touchscreen of a tablet computer. Today he manages Alleco and works as a member of a team of skilled professionals to develop the inventions into successful products and business.

Segen F. He is a member of the advisory board of the Ocean, Offshore and Arctic Engineering Division of the American Society of Mechanical Engineers, Fellow of the Society for Underwater Technology (UK) and a member of the Brazilian Academy of Engineering. Member of the Petrobras board of directors since April 2015. He received the master’s degree in Ocean Engineering from Universidade Federal do Rio de Janeiro – COPPE, the Ph.D. degree in Civil Engineering from Imperial College London, and has been a research fellow at the Institute of Marine Technology, Norwegian University of Science and Technology.

Steward BernardCSIR , SA TECH+, SOUTH AFRICA

Dr. Stewart Bernard has just stepped down as chairman of the International Ocean-Colour Coordinating Group, and has more than twenty years’ experience in ocean colour research. He grew up in Zimbabwe, Malawi, England and South Africa and completed his M.Sc and PhD at the University of Cape Town. He currently works for the Council for Scientific and Industrial Research in Cape Town as a Principal Researcher. His main research interests are developing and using ocean and aquatic colour applica-tions for harmful algal blooms, water quality, phytoplankton dynamics, and ecosystem characterization. He has played a major role in developing operational earth observation and oceanography capabilities, in particular water quality and harmful algal bloom monitoring systems. Teaching and building capacity, particularly in Africa, is important and he has taught many earth observation courses and has supervised or is supervising twenty PhD and M.Sc students.

She has been the principal investigator of several European and International funded projects on digital libraries and data e-Infrastructures acquiring consid-erable experience in these domains. Currently, she is the principal investigator of the EU H2020 BlueBRIDGE project that aims at facilitating the production of knowledge about marine resource overexploitation, degraded environment and ecosystem through e-infrastructure capabilities. She is also the technical director of OpenAIRE, the Open Access infrastructure for Research in Europe, she leads the definition of the Architecture of the European Open Science Cloud in the EU EOSCPilot project and she participates in the Managerial Board of the Research Data Alliance Europe initiative promoting research and cross-infrastructure coordination at global level. Her scientific interests are centered on data modeling, data interop-erability and data infrastructures.

Janice Trotte-DuháSPECIAL ADVISER TO THE DIRECTOR GENERAL OF SCIENCE, NUCLEAR AND TECHNOLOGICAL DEVELOPMENT OF THE BRAZIL IAN NAVY, BRAZIL

Janice Trotte-Duhá has earned a degree in Oceanography at Dalhousie University, Hali-fax, Canada, and presently serves as Special Adviser to the Director General of Science, Nuclear and Technological Development of the Brazilian Navy. Her focus is on the reduction of the scientific and technological gap that still separates Brazil from more de-veloped nations, through the strengthening of scientific and technological infrastructure in support to oceanographic research and operations in the Tropical and South Atlantic. At the internactional scenario, Ms. Trotte Duhá has served as Programme Manager for the Global Ocean Observing System (GOOS) at the Intergovernmental Oceano-graphic Commission of UNESCO, from 1997 to 2000. She was also seconded by the Government of Brazil to lead the IOC/UNESCO Regional GOOS Office in Rio de Janeiro, Brazil, from 2002 to 2009. Ms. Trotte Duhá represents Brazil at the PIRATA Resources Board (PRB), a project set up by Brazil, France and the USA that has been recognized as extremely important for ocean observations in the Tropical Atlantic and a fine example on how to collaborate to reach common scientific knowledge available to all nations interested in oceans and climate. She also takes part in some bilateral programmes regarding Ocean Sciences and Services between Brazil and the European Union, the USA, Germany, Canada, France and the UK.

Issufo HaloCAPE PENINSULA UNIVERSITY OF TECHNOLOGY, SOUTH AFRICA

Born in Quelimane, a small town in Mozambique, and moved to South Africa in 2004, after he completed his honours degree in Physical Coastal Oceanography, at the Eduardo Mondlane University, Maputo, Mozambique. He received special training in Marine Bi-ogeochemistry, using simple LOICZ models (Land Ocean Interaction in Coastal Zones) for nutrient fluxes, at the Council for Scientific Industrial Research (CSIR) under the supervision of Dr Pedro Monteiro. From 2006 – 2008 he worked at the Marine Remote Sensing Unit, in the Department of Physical Oceanography, at the Univeristy of Cape Town, under Mr. Christo Whitle. In 2009 he graduated as Master of Science (MSc) in Physical Oceanography. He has been working for more than 9 years to a better understanding of the circulation in the southwest Indian Ocean, using a regional ocean models, in-situ hydrographic data, and satellite altimetry observations. Currently he holds a Lecturer position in Marine Sciences and Technology, in the Department of Conservation and Marine Sciences, Faculty of Applied Sciences, Cape Peninsula University of Technology, Cape Town, South Africa Dr Halo has been awarded a PhD degree in 2013, in Physical Oceanography, by the University of Cape Town, Cape Town, South Africa. His main interest is Numerical Ocean Modelling of Oceanic circulation, with special focus on Mesoscale eddies. He received special training in regional ocean modelling in France, Brest, Bretagne, at the Institute for Research and Development (IRD), and at the Laboratory of Physical Oceanography (LPO), under the leadership of Dr. Pierrick Penven. As emerging young scientist he was awarded the Eugene La Fond gold plated medal in 2013, in recognition for his excellent presentation at the International Association for Physical Sciences of the Ocean (IAPSO) meeting, held in Gothenburg, Sweden. Paper title: ”Eddy Properties in the Mozambique Channel: a comparison between Satellite altimetry Observations and two numerical Ocean circulation models”, published in the Special Issue of Deep Sea Research II – Topical Studies in Oceanography. Dr Halo has a good record of scientific publications in peer reviewed, high ranking journals.

His area of interest is national and international climate change policy discourse and negotiations, with a particular interest on the economic, trade and development aspects. He has experience in agricultural research, environmental consulting, corporate business development, and multilateral climate change negotiations. He has served as the advisor to the Minister of Water and Environmental Aff airs of South Africa, and was African Group Chief Negotiator in the Paris Agreement adopted in 2015, currently leading the African Group in the negotiation of the Paris Agreement “rule book”. He serves in a num-ber of bodies, including, the South African National Framework for Climate Services Advisory Panel, Juror for the Earth Hour City Challenge, co-facilitator for the negotiation of rules for assessing progress towards achieving goals of the Paris Agreement amongst others.

Dina EparkhinaPOLICY AND COMMUNICATIONS OFFICER, EUROPEAN GLOBAL OCEAN OBSERVING SYSTEM (EOOS), BELGIUM

Dina Eparkhina, EuroGOOS Policy and Communications Offi cer, has been working in pan-European science policy area since 2007, fi rst at the European Science Founda-tion and then at the European Marine Board (EMB). At the EMB, Dina was centrally involved in the organization of two EurOCEAN conferences on marine research and technology (EurOCEAN 2014 in Rome and EurOCEAN 2010 in Ostend, both EU Presidency events). At EuroGOOS since summer 2015, Dina has been developing the communication strategy and promoting the EuroGOOS mission to EU policy and decision-makers. Dina is also co-ordinating the communication outputs within the development of the European Ocean Observing System (EOOS), an integrated and sustained ocean observing framework for Europe. Dina is member of the POGO Ocean Commu-nicators panel and the working group on engaging with policy led by the Consortium for Ocean Science Exploration and Engagement.

Peter HeffernanCHIEF EXECUTIVE OFFICER , MARINE INSTITUTE , IRELAND

CEO of the Marine Institute, Ireland’s national agency for marine research and devel-opment, since 1993, which has grown from a staff of one to over 200 and a budget of €50M. Th e MI delivers a host of multi-disciplinary research and advisory services to Government from its world class laboratories and seagoing research vessels & ROV facilities. Th e MI also produces national marine R&I strategies for Ireland and operates competitive national funding programmes. Peter operates at the highest level in integrated marine policy develop-ment and execution in Ireland. He has served on senior science policy advisory bodies nationally, internationally (EU’s European Research and Innovation Area Board and the Research, Innovation and Science Policy Experts) & chaired science reviews for Canadian & German authorities. He was elected a Member of the Royal Irish Academy (MRIA) in November 2006 and received the RNLI Irish Maritime Person of the Year Award (2003) and the NUI Galway Alumni Foundation Award for Natural Sciences in 2008. He was a catalyst for the Galway Statement (2013) establishing the Atlantic Ocean Research Alliance and now Coordinates the AORAC-SA.

Gilbert SikoDIRECTOR, DEPARTMENT OF SCIENCE AND TECHNOLOGY, SOUTH AFRICA

Dr Gilbert Siko currently serves as a Director in the South African Department of Science and Technology (DST). He is responsible for managing the portfolio of Marine and Polar Research as well as Palaeosciences for the DST. He has coordinated the development several research strategies that are set to guide South Africa towards the development of research capacity and human capital development in marine, polar research and palaeosciences. Prior to this he was responsible for the management of a broader portfolio that included areas that were identified to be of geographical advantage for South Africa in the National Research and Development Strategy. These areas included Astronomy, Marine Research, Palaeosciences and Antarctic research and Basic science disciplines. He currently serves as the science and technol-ogy representative for South Africa at the UNESCO’s Intergovernmental Oceanographic Commission as well at the Antarctic Treaty Consultative Meeting. Prior to being appointed at the DST, he served as an academic researcher in an industrial research programme as well as a lecturer at the University of Pretoria.

Andrei PolejackGENERAL COORDINATOR FOR OCEANS, ANTARCTICA AND GEOSCIENCES, MINISTRY OF SCIENCE, TECHNOLOGY, INNOVATIONS AND COMMUNICATIONS, MCTIC , BRAZIL

Andrei is an ocean science passionate who have been working on this field within the Brazilian Government for more than fifteen years. Biologist, Andrei holds a MSc in Ecology from the Uni-versidade de Brasília and serves as the General-Coordinator for Ocean, Antarctica & Geosciences at the Brazilian Ministry of Science, Technology, Innovations and Communications (MCTIC). His experience includes the provision of technical advice on actions of governance, analysis of research projects, the formulation and implementation of public science and technology policies, settling international cooperation and others. His duties include the coordination of the Brazilian scientific activities in Antarctica and in major ocean science programs; drafting and implementing official documents; improvement of the science-policy interface for the ocean community; support for the national research agenda for the oceans and poles; implementation of the 2030 Agenda, in special the Sustainable Development Goal 14, with a focus on science. Mem-ber of several committees, coordinates the Brazilian Biotechnology Committee, acts as vice-chair of the Committee on Marine Sciences and of the National Committee on Antarctic Sciences, among others. Capable of both un-derstanding research methods and governmental decision making process, he works towards bridging the gap between the Brazilian Marine and Antarctic Scientific communities and the Governmental decision-makers.

Th e award-winning Irish journalist, Karen Coleman is one of Ireland’s most accom-plished journalists who now specialises in European issues. Karen is the Editor of EuroParlRadio which reports on stories from the European Parliament. A former BBC foreign correspondent, she has been covering international aff airs for radio and televi-sion for over two decades. She has worked for both the public and commercial broad-cast industries including a ten-year stint with the BBC. For many years Karen presented the award-winning interna-tional aff airs radio show Th e Wide Angle on Newstalk in Ireland. Karen regularly moderates high-level conferences that cover a wide range of topics from complex EU issues to economic, environmental, health and other topics. She is also a published author.

Maria Cristina RussoDIRECTOR FOR INTERNATIONAL COOPERATION, DIRECTORATE–GENERAL FOR RESEARCH AND INNOVATION, EUROPEAN COMMISSION

Maria Cristina Russo is the Director for International Cooperation in DG Research and Innovation since July 2013. She is responsible for promoting research and innovation cooperation with international partners in order to: strengthen the EU’s scientific excellence and attractiveness; foster its industrial competitiveness; tackle global societal challenges; and support the EU’s external policies, including trade, development and enlargement.From 2010-2013 she served in DG Health and Consumer Affairs as the Head of Unit for “Financial Services and Redress”. During 2004-2010 she served within the Secretariat General of the Commission as a Head of Unit, where she was responsible for the units in charge of “Relations with the Council-Coreper I”, “Co-decision” and “Strategic Objective Security and Justice”.From 1999-2004 she served as a member of the Cabinet of Philippe Busquin, Commissioner for Research. From 1995-1999, she was a policy officer in the Secretariat General in the unit responsible for “Relations with the Council-Coreper I”. She joined the European Commission in 1992 as a policy officer in DG External Relations, dealing with “Relations with the New Independent States of the Former Soviet Union”. Maria Cristina studied Political Sciences at the Luiss University of Rome and has a Master’s Degree in European Studies and a Research Master’s from the College of Bruges.
