Bringing Teacher Preparation Inspection to the U.S. A concept paper

NCTQ is currently investigating the possibility of bringing the practice of teacher preparation inspection to the United States. The British model of inspection has apparently helped raise the level of teacher education in the UK. We are in the early stages of exploring the track record of British inspection more carefully, exploring a partnership with a private firm that provides inspections in the UK, as well as issues that would need to be resolved for an inspection system to work in the American context.

The basics on British inspection

The distinguishing characteristics of the UK model, as far as we can discern, are its 1) ethos of professionalism and 2) the range of consequences that proceed from its findings. The consequences are not limited to the threat of program closure, but include some intermediate steps -limiting the number of teaching slots allocated to a program-that is not currently an option for state authorities.

British inspectors primarily focus on the instruction delivered by student teachers, an aspect of the UK model that we find rather limiting and not something we would want to replicate. In other words, it would appear the British system of teacher preparation accountability has not been able to settle on what a teacher preparation program should do to prepare teachers any more than state systems in the U.S.

With these deficiencies in mind, the UK model of inspection does seem to meaningfully distinguish between strong and weak programs.

This chart, taken from an Ofsted report to Parliament, must be interpreted with caution. For reasons that are unclear, it does not include programs deemed inadequate. Also, the growth in "very good" programs compared to the decrease in "satisfactory" programs suggests either

that inspectors have grown more lenient across time or that the inspection model does in fact help programs to improve. We do know that the Conservative Government has expressed some dissatisfaction with Ofsted's performance and has begun to raise the standards used to assess performance.

The UK model uses the "stick" of program closure, but has two other critical tools at its disposal: transparency and allocating student teacher slots to programs.

1. Program Closure. We have yet to find evidence that the UK model is any more successful at closing programs than here in the United States (though such evidence may exist; we haven't finished looking). We were told that Ofsted has not published how many programs deemed inadequate have been closed, something we imagine they would willingly release as a measure of effectiveness.

Teacher preparation programs deemed inadequate are put under "special measures," which generally include more frequent inspections (scheduled at least once per year) as well as hard targets for improvement. If the program cannot raise its performance, the government can rescind its "license" to train teachers. We were told that institutions apparently prefer to close programs themselves rather than suffer the indignity of government intervention, but we have not yet found evidence of institutions voluntarily closing programs.

2. Transparency. The UK inspectorate is a much more transparent than the program approval is here in the United States, not a hard feat given the incredible opaqueness of state approval processes. We are told that Ofsted reports are widely read by prospective teachers when deciding where to attend training. The Ofsted website essentially serves the same function as the U.S. News arrangement that NCTQ has secured. In the U.K., a majority of programs scoring either a 1 or a 2 one year generally see an increase in the number of applicants the following year, suggesting that solid information, transparently presented, can impact the market for teacher preparation.

3. Controlling student teaching slots. The UK model offers one essential policy lever not available in the American process: it determines how many teaching slots are apportioned to programs.

In 2010, the TDA reported that between 94 and 98 percent of all slots were allocated to training programs garnering the top two inspection ratings.

The fact that inspection leads to reallocation provides a very strong incentive for programs to improve their rating. Ofsted reports that 44 percent of providers deemed satisfactory improve to "very good" or "good" by the time of their next inspection (generally three years later).

Current U.S. practices in on-site visits to approve programs

It seems doable that British-style inspection could be "slotted" in to take the place of existing state practice.

State governments have no analogue to the British Training and Development Agency, which allocates slots to teacher preparation programs based in part on their quality level. The supply of teacher training in this country is largely left up to the calculations of individual institutions. Since schools of education serve as cash cows for colleges and universities, programs have every incentive to train as many teachers as want to enter their programs. Not only does this dynamic place downward pressure on admissions standards, it also has a deleterious impact on student teaching.

What states could do though is to limit the number of teaching licenses that they are willing to give to a program in any given year. This is a key issue to bring to the attention of the school chiefs, judging the extent to which they have this authority.

Two scenarios for bringing inspection to the U.S.

We envision two possible scenarios for bringing teacher preparation to the United States. Both involve a partnership with a British inspection firm. By working with a company with specific expertise and a strong administrative infrastructure, we believe that we will be able to move to action much more swiftly than if we tried to build an inspectorate on our own.

Our main candidate to serve as our partner is the Tribal Group. Tribal was initially referred to us by Sir Michael Barber, who served as the Secretary for Education in the Blair government and who was the architect of the current system of inspection in Britain. We have found Tribal to be remarkably responsive and flexible. With little prompting, for example, they agreed that inspection in Britain is overly focused on the performance of student teaching and not enough on the quality of training that candidates receive.

Scenario 1: Incubate a U.S. inspectorate firm

Under this scenario, Tribal serves as NCTQ's lead consultant in creating and operating an inspectorate. The inspectorate would begin as a unit or subsidiary of NCTQ. Ultimate authority on all major decisions would rest with NCTQ.

We would offer to provide states with an inspection service that would work from standards similar to those in our national review, plus others that would track program capacity for improvement. (See Appendix A below to get a better sense of what these standards might look like.)

Tribal would take our standards and indicators and, with our help, turn them into a inspectorate handbook and set of protocols. We could then select and train the initial team of inspectors. The inspection model would be piloted with teacher preparation programs led by our friends to iron out any problems. Tribal believes that all this can be done within the next 12 to 15 months.

Scenario /1: Establish an inspectorate consultancy for states

Based on some initial conversations that we have had with state chiefs in the past several weeks, there appears to be an appetite for intensive expert assistance in reviewing current approval and onsite visiting processes and making recommendations for improvement­recommendations that could include the establishment of a state inspection system.

Under this scenario, we would convene representatives of early adopter states to deliver our general findings to them and potentially establish a community of practice. In all likelihood, some of the states will probably want assistance to implement our recommendations. We would partner with Tribal to a establish a consulting relationship with them and guide them to implement improvements to their systems.

Questions for Chiefs for Change

1. What kinds of information do you need about teacher preparation programs that you are currently not getting? To what extent does your current approval process set the stage for an agenda of statewide improvement of teacher preparation (which could, where necessary, lead to the shuttering of ineffective programs)?

2. What questions would you still need answered about British inspection before you might consider it a model for reform strategies in your state?

3. Would the sort of "graduated consequences" of inspection that we explored here be helpful to your efforts to improve teacher preparation in your state? If so, what methods (impacting funding, using approval to "cap" programs) seems most promising to you, politically and policy-wise?

4. If you are interested in exploring this model with us further, which of the two scenarios we have suggested makes the most sense to you? Do you have other suggestions on how best to work with you on this topic?

Hold Skandera accountable

New Mexico now has the distinction of being the only state that requested No Child Left Behind waivers for its public schools that did not receive one. It still could be awarded, but the state has work to do. One chief reason given by the federal government was that our state did not use its new school rating system-- the A-to-F report card -- to help address the educational achievements of minority students who are lagging behind. A second: '1ack of consultation with diverse stakeholders and communities," to quote directly from a December letter from the federal Department of Education.

This failure makes sense when you consider that critics of Public Education Department Secretary-designate Hanna Skandera have been saying for the past year that she does not understand our state's diverse populations. On top of her lack of knowledge, Skandera apparently has not been willing to reach out to New Mexicans about our state's educational challenges - whether experts in Indian education, English-language learning or concerns of local

Hispanos. She disbanded standing advisory committees on bilingual education, Indian education and Hispanic education. In other words, Skandera brought in outside reforms without trying to become familiar with the place where those reforms were supposed to take root.

The federal government, far away in Washington, D.C., picked up on that lack of knowledge and wants our waiver application to be reworked. The waiver is important because it means that schools would leave the confusing labels of "Adequate Yearly Progress" to a clearer but still problematic A-to-F system that Skandera and her consultants devised. Still, we agree with the feds that helping close the achievement gap should be part of a school's grade. Mter all, "minority" is a misnomer in New Mexico, where 71 percent of students are considered to be from minority ethnic groups. The report card's standards also must be made clearer -- the final grade is unequivocal, but it's difficult to understand how the "teacher" arrived at it. The feds caught that failing as well.

One year in, Skandera still awaits confirmation to her post. With only a few days remaining in this legislative session, she still hasn't faced a hearing before the Senate Rules Committee. There is talk that she could remain unconfirmed, for the second session in a row. We think the person in charge of the public schools should be held accountable by senators constitutionally charged with confirming a governor's choice. In other words, schedule a hearing.

Under Skandera's watch, the Public Education Department has lost key staff members in its Bilingual Education Bureau and doesn't appear to be in any hurry to replace them, despite the many children in New Mexico who learn in two languages. Critically, there also appears to be little understanding on Skandera's part that the education of Indian children in this state involves complex laws -- including the support of Native languages and statute­required parental involvement. It's not possible-- or desirable-- to be English-only in a state where so many children speak Spanish, Tewa, Keres, Navajo or another language first. The layoffs of dozens of employees and the subsequent contracts to out-of-state consultants must be examined in the light of day.

Legislators should hold Skandera accountable before this session ends. Her explanations might satisfy, but we doubt it. Unless Skandera can make it clear that she truly wants to work with --and respects --the diverse people of New Mexico, it might be time to send her packing.

In a foreword to the final report, Prather wrote that he wanted to give superintendents a chance to speak their minds about Skandera without fear of retaliation.

The survey was sent last week to the superintendents of 88 of New Mexico's 89 school districts. The exception was Espanola, which appointed a new superintendent Friday. Of those 88 superintendents, 45 responded. To ensure against multiple entries from the same superintendent, Prather checked for surveys taken multiple times from the same computer address.

While most responding superintendents gave Skandera low grades, 11 gave her an. overall grade of "A" or "B."

Through spokeswoman Aimee Barabe, Skandera was dismissive of the report card.

"Secretary Skandera is completely focused on education reform during this legislative session," Barabe said in a written statement. "While she is aware of the report, she feels the department's time is best spent on advancing these critical initiatives. Secretary Skandera has been very active in working with superintendents throughout the state to gamer their input on education reform and will continue to do so in the future."

The superintendents were asked to give Skandera an overall letter grade and grades for the particular areas of: training and preparation, effectiveness leading the Public Education Department, sensitivity to New Mexico culture, involvement of superintendents, communication with school districts and demonstrated competence. She received "D" grades in every area except communications with districts, for which she received a "C."

Skandera got her lowest marks for involvement of superintendents. In that category, 32 superintendents gave her either a "D" or an "F."

The report also includes written comments from superintendents. Many of the negative comments emphasized that superintendents did not feel their input was taken seriously and that Skandera did not understand New Mexico's unique cultural milieu.

not understand the many issues we are dealing with, as we have so many children and families in crisis. Reading and math come second to being able to eat and have a roof over your head. Secondly, the Secretary-designate says she communicates, but the conversation tends to be one-way with the same info over and over. n

Positive ·comments centered on that Skandera brought fresh ideas to New Mexico and has made education a prominent issue.

"She is doing a good job in moving the state forward," one superintendent wrote. "Finally a chance to do more for kids. The Secretary is a breath of fresh air. Education is finally on everyone's mind and we should be supportive of new ideas to improve student achievement."

Albuquerque Public Schools Superintendent Winston Brooks said he did not respond to the survey.

Prather, a former Los Lunas superintendent, now assists school boards, schools and other teams that are struggling to work together productively. He emphasized he did not have a client that requested the report card but did it on his own because of personal concerns about Skandera's performance and a desire to see how superintendents felt.

Some of Prather's recent work included team building with high school faculty in Hatch, training the Springer school board on superintendent evaluation and helping Bernalillo Public Schools with strategic planning. He said he charges $100 per hour for his services.

In a surprise move today, the head of the Senate Judiciary Committee postponed a scheduled Thursday confirmation hearing for Cerf, who was nominated by Christie in December of 2010 to become the state's Education Commissioner.

Cerf has retained the acting tag for more than a year as State Sen. Ronald Rice (D-Essex) blocked the nomination using a senatorial practice known as courtesy. The informal rule allows senators to block gubernatorial appointments of people who live in their districts.

Cerf, who has owned a home in Montclair since 1999, lives in Rice's district. He seemed to bypass the legislative tactic last month when it surfaced that he rented a home in Somerset County and thus courtesy shifted to State Sen,. Christoper Bateman (R-Somerset).

But Nicholas Scutari (D-Union), who chairs the Judiciary Committee, says he pulled Cerfs name from the hearing because he has new doubts about Cerfs actual abode after Cerf gave an interview to the Asbury Park Press where he said, "I have two residences."

"The facts are that I own a home in Montclair and that I reside there many nights a week. I have also rented a home ... in the southern part of the state and I spent several nights a week there. I use it to shorten my commute," Cerf said .

Playing referee in the dispute is nearly impossible because the courtesy process is governed by tradition, not law. However, State Sen. Gerald Cardinale (R-Bergen) said he has always opposed nominees who used gimmicks to skirt senatorial courtesy.

"I think you have to be honest about this stuff," Cardinale said . "I would not sign off on this if he said he lived in place, but lived in another. But we should get the facts before we judge, so I agree with Scutari for trying to get to the facts, even if the governor is a Republican."

Christie's office declined to comment.

Cerf deferred questions about his nominations and residency to his spokesman at the Department of Education, Justin Barra, who did not return calls and emails seeking comment.

make recommendations about which Newark schools could be closed or consolidate based on declining enrollment or poor academic performance. Cerf cut ties with the firm before assuming his public role and did not profit from the contract

"If in fact this is true, then it goes back to the main problem," said Rice. "This man lacks integrity and veracity and that should concern the governor."

Former Montgomery Township Mayor Louise Wilson said the news was all over town that Cerf had moved to Montgomery. She said she never saw the acting commissioner around the township, but "I'm not sure I would recognize him, to tell you the truth."

Montgomery, in staunchly-Republican Somerset County, is known for its open space and large, luxurious homes, but Wilson said the address given for Cerf is much more "modest."

She also said Montgomery is also frequently home to many who work in Trenton, however. "It's a much shorter commute than from Montclair," she said.

Wilson, a Democrat who served on Montgomery's township committee for eight years before losing reelection in 2010, also referred to the tiff over senatorial courtesy.

''When I first heard the news, I assumed he had made the choice to live here so as not to be burdened with that any more, and frankly I didn't blame him," she said. "The 18 months as acting commissioner because of his nomination being held up all this time, I just don't know that's fair."

She said Montgomery is a "great place" to live.

"I hope that he ultimately moves his whole family here, because then there wouldn't be this perception," Wilson said.

We have been working closely with NewSchools Venture Fund on an ESEA proposal related to teacher preparation. I'm CC'ing Ben Riley from NewSchools, who I believe you spoke to recently on education technology issues on this email because he has been in contact with Ch,iefs for Change staff on this idea and I want to loop him in.

The proposal is called the GREAT Act. The details are available here (and coverage in Ed Week here and Politico here), but essentially the proposal would support teacher and principal training programs that are rigorously selective, involve clinical training methods, and tie graduation to student learning. On the Senate side, Senator Michael Bennet introduced GREAT Act legislation and worked closely with Senator Alexander to introduce it as an amendment during the Senate's markup of ESEA reauthorization legislation. Along with Senators Mikulski , Kirk, Landrieu, and Klobuchar, more than 70 education organizations and individuals signed on - see the attached letter of support.

My boss, Rep. Petri, is very supportive of the GREAT Act as well and we are working with the House Ed & Workforce Committee to incorporate similar provisions into the recently released draft of the Innovative and Effective Teachers Act. A draft of the language we've sent over is attached. The proposed language mirrors the core ideas contained in the Senate language, and essentially sets aside $30 million of Title II funds to support the creation of high-performing teacher and principal training academies.

There is one twist, however, that we think is particularly relevant for Chiefs for Change: under my boss's proposal, only those states that have adopted a statewide teacher evaluation system will be eligible to apply for these funds . We did this so that states that have agreed to take on the challenge of implementing a statewide teacher evaluation system will have, if they so choose, the option of tapping into these funds to

build a pipeline of great teachers and school leaders who can improve student achievement. We believe that the states represented by Chiefs for Change are the most likely states to pioneer improving teacher prep and thus will be uniquely positioned to become "GREAT Act" states, should they so desire.

In many ways, GREAT is trying to apply the methods of the Charter Schools Program (CSP), a good example of where we've set aside a significant pot of federal funds ($300 million) for states that are willing to take steps to break up their public education monopoly- indeed, early versions of GREAT referred to ~cademies as "charter colleges of education." However, there is nothing like a Charter Schools Program in the teacher prep arena, an area that is in many ways equally monopolized (in this case by the traditional, higher-ed based teacher prep programs). Here too, however, we've made a slight twist that I believe C4C members will find attractive: under our proposed language, GREAT funds will automatically be distributed to states that are eligible and apply for the funding, rather than through a competitive grant program administered by the Secretary. So, if you?ve adopted a statewide teacher evaluation system AND you want to improve your teacher and principal training, additional federal funds will be made available to do that.

Ultimately, I'm reaching out to Chiefs for Change to see if you would be willing to support this effort? My boss feels strongly about this and we would greatly appreciate any support you can provide. I support the GREAT Act. We do have questions about the language proposed in the Innovative and Effective Teachers Act Particularly what is a "statewide teacher evaluation system"? We have a state requirement for evaluation systems with specific required components. The vast majority of districts in our state are using the same system- as laid out in our Race to the Top application. Common Core State Standards Receives Largest Corporate Investment to Date With GE Foundation $18 Million Commitment

New Standards Aim to Increase K-12 Student Success in College and Careers

FAIRFIELD, CONN.- The GE Foundation, the philanthropic arm ofGE, announces an $18 million grant to Student Achievement Partners, a nonprofit organization to provide critical implementation support for Common Core State Standards across the U.S. The four-year grant is

the largest corporate commitment to date for the Common Core State Standards and reflects GE's longstanding dedication to preparing American students for an increasingly competitive workforce.

"Our economy is facing an undeniable challenge-good paying jobs are going unfilled because U.S. workers don't have the skills to fill the positions. We must cultivate a highly educated workforce and we see the Standards as a key component to answering this challenge," says Robert Corcoran, Vice President, GE Corporate Citizenship, and President and Chair, GE Foundation.

To date, the nation's governors, chief state school officers, and other stakeholders across the political spectrum have come together to adopt Core Standards in 46 states. The Standards set

common, rigorous expectations for students in literacy and mathematics.

The grant will allow Student Achievement Partners to offer national support to teachers. Student Achievement Partners helped in the development of the Core Standards, a process that drew on the input of teachers, business leaders, researchers, and policymakers. As contributing authors of the Core Standards, Student Achievement Partners integrated 1 0,000 public comments from teachers and other stakeholders as the Standards were being developed. Student Achievement Partners also helped ensure that the Standards were based on the best available evidence of what students need to master in order to be ready for the demands of college and career.

"This is a great day for the education reform movement and specifically for the momentum

behind the Common Core State Standards. The GE Foundation is going deep in this work and its commitment to improving public education for all students is exactly what it is going to take to seed real and lasting change, especially during these tough economic times," says David Coleman, Founding Partner, Student Achievement Partners.

The grant from GE Foundation will support several related efforts to help educators achieve the Core Standards:

• Direct collaboration with teachers to produce and share examples and best practices of excellent instruction aligned with the Standards;

• A website, www.achievethecore.org, to distribute free resources designed to support teacher understanding and implementation;

• Standards Immersion Institutes designed to cultivate teacher experts who can build knowledge in their districts and states;

• The development of tools to track implementation and evaluate the quality of student work; and

GE Foundation support continues the legacy of its education investments in its seven Developing Futures™ districts: Atlanta; Cincinnati; Erie, Penn.; Jefferson County, Ky.; Milwaukee; New York City; and Stamford, Conn. Teachers in these districts will participate in intense, multi-day training and will receive ongoing support as they implement the Standards, shift from current instructional practices, and ensure they are reaching all students.
