Programs for Elderly
Why in news?
Ministry of Health and Family Welfare informs the Rajya Sabha about the measures taken for the well being of elderly. Prelims relevant schemes and details are covered below.
National Programme for Health Care of the Elderly (NPHCE)
National Programme for Health Care of the Elderly (NPHCE) launched during 2010-11 to provide separate and specialized comprehensive health care facilities to senior citizens.

to provide preventive, curative and rehabilitative services to the elderly persons.
to strengthen referral system, to develop specialized man power and to promote research in the
field of diseases related to old age.
Other Features
These facilities are provided at various levels of state health care delivery system including
outreach services.
The health care facilities, being provided under this programme, are either free or highly
subsidised.
Implemented through State Health Society (SHS) by Ministry of Health and Family Welfare.
Eligibility
All elderly People (above 60 Years) in the country.
Senior Citizen Health Insurance Scheme (SCHIS) for Senior Citizens
Senior Citizen Health Insurance Scheme (SCHIS) is implemented for Senior Citizens.
The health coverage is up to Rs. 30,000/--per annum per senior citizen for treatment packages,
over and above RSBY entitlement.
At present, SCHIS is being implemented in 8 States.
Implemented by Ministry of Health and Family Welfare.
Eligibility
Senior Citizen of age 60 years and above
Funding
The funds for SCHIS will be released through Senior Citizens Welfare Fund administered by
Ministry of Social Justice & Empowerment.
Senior Citizens Welfare Fund
Fund has been set up to aid Senior Citizens with the help of unclaimed deposits of Public
Provident Fund PPF and Employee Provident Fund EPF.
The Central Government proposes to source the fund from the unclaimed deposits in any of the
above schemes for over 7 years after the account has been declared inoperative.
However, if someone comes back to claim the money even after seven years, the payment will be
made after furnishing the required documents. It is administered by Ministry of Social Justice & Empowerment.
National Academic Depository (NAD)
Why in news?
The minister of HRD mentioned that National Academic Depository (NAD) has been a key reform to digitise the field of education. Around 75 lakh records have been uploaded on the NAD Portal.
What is NAD?
NAD is an online store house of academic awards (degrees, diplomas, certificates, mark-sheets etc) lodged by the academic institutions / school boards / eligibility assessment bodies in a digital format.
NAD comprises of two inter-operable digital depositories namely NSDL Database Management Limited
(NDML) and CDSL Ventures Limited (CVL).
Academic Institutions Covered
o Central Educational Institutions
o State Universities
o Deemed to be Universities (approved for participating in NAD by UGC)
o Private Universities approved by University Grants Commission.
o Institutions approved by the Ministry of Skill Development and Entrepreneurship (MSDE)
o Central Board of Secondary Education;
o Other School Boards
o Eligibility test conducting bodies
Academic awards to be covered
o Any certificate or degree or diploma including related mark sheets, transcript or evaluation
reports or provisional certificates
o Certificate, degree, diploma for skill development
o All certifications by National Skill Qualification Framework (NSQF)
o Mark sheets, certificates issued by the school boards; o Certificates issued by eligibility test conducting bodies.
What are the benefits?
o Permanent and safe record of keeping all academic awards issued;
o No need for issuing duplicate academic awards, students can get it from NAD;
o Effective deterrence to fake and forged paper certificates; o All academic awards verification needs can be addressed by NAD;

Why in news?
Central Pollution Control Board (CPCB) conducted a study in 60 major cities of India. The study been estimated that a total of around 4059 T/day of plastic waste is generated from these cities.

Bharat 22 Index and ETF
Why in news?
Government of India raised an amount of Rs.14,500 crore through BHARAT 22 ETF.
What is it?
It is an open-ended Exchange Traded Fund which will invest in similar composition and weightages
as they appear in Bharat 22 Index.
The objective of BHARAT 22 ETF is to invest in constituents (22 companies) of S & P BSE Bharat 22 Index
What is Bharat 22 Index?
The S&P BSE Bharat 22 Index is designed to measure the performance of 22 select companies
disinvested by the central government of India.
It comprises of Central Public Sector Enterprises (CPSEs), Strategic Holdings of Specified
Undertaking of Unit Trust of India (SUUTI) and Public Sector Banks (PSBs).
What is Exchange Traded Fund?
An ETF is an open-ended mutual fund scheme with an objective to track and reflect the
performance of its underlying index. It achieves this through a passive investment strategy of investing in the same stocks and in the same proportion as they constitute the underlying index.

Darkening of Siang: One River, Many Names – Trail of Brahmaputra
Why in news?
The Union government has conveyed its views and concerns to the Chinese authorities on the unusual
darkening of the Siang river in Arunachal Pradesh.
Official reports attributing it to excess silt. What caused a deluge in silt however was not specified, The
Siang enters India from Tibet, where it flows for about 1,500 km as the Tsangpo and becomes the Brahmaputra after it flows into Assam.

Origin
Rises in the great Chemayungdung glacier in the Kailas range of
the Himalayas. (about 150 km away from the source of the Indus
and only 35 km from the birth place of the Satluj. )

Siong and then as Dihang In Arunachal Pradesh till it enters into Assam.
Brahmaputra and Luit In Assam

Ujh Project and Utilization of Rights under Indus Waters Treaty
Why in news?
Detailed Project Report of Ujh Project was submitted by Central Water Commission to Minister of PHE,
Irrigation & Flood Control of Jammu & Kashmir. The project is aimed to utilize India’s right under Indus Water Treaty.
More about the Project and River
Ujh Project is a multipurpose project in Jammu and Kashmir’s Kathua district.
Ujh river - a tributary of river Ravi. It will fast-track utilization of India's rights under the Indus Waters Treaty (IWT)
Shahpur Kandi Dam
It is another project, which is to be built on the river Ravi.
Located in Gurdaspur district of Punjab, it will also help India utilize its rights over eastern rivers of the basin under Indus Water Treaty.
Indus Waters Treaty
The Indus Waters Treaty is a water-distribution treaty between India and Pakistan, brokered
by the World Bank.
According to this agreement, control over the three "eastern" rivers — the Beas, Ravi and
Sutlej — was given to India and the three "western" rivers — the Indus, Chenab and
Jhelum — to Pakistan.
As per the provisions in the treaty, India can use only 20% of the total water carried by the Indus river
Mount Sinabung
Why in news?
Indonesia's Mount Sinabung volcano experienced its biggest
eruption of the year this week.
What is the significance?
Mount Sinabung is erupting after 2010. In 2010, it erupted for
the first time in 400 years.
After another period of inactivity it erupted once more in 2013,
and has remained highly active since.

Advanced Plant Experiments (APEX)
Why in news?
Scientists on the board of International Space Shuttle are harvesting plants for the Advanced Plants
Experiment05 (APEX) and stowing the botany samples in a science freezer for further analysis. There
was also an interesting report that International Space Station (ISS) orbit the earth once every 90
minutes, and scientists on board will experience New Year’s eve 16
times.
What is APEX?
APEX study is carried out in International Space Station to
understand the effects of microgravity on the development
of roots and cells on plant seedlings.
The experiment uses the model plant thale cress, which is grown
in Petri plates for a specified duration.
After the growth period, the plants are photographed, harvested, and preserved for return to Earth and detailed analysis.

What is it?
It is a dynamic and also eclectic Korean martial art.
It is a form of self-defense that employs joint locks, techniques of

attacks.
There is also the use of traditional weapons, including a sword,
rope etc.
