92. *Mr. Muhammad Afzal Khokhar: (Deferred during 18th Session)

Will the Minister In-charge of the Poverty Alleviation and Social SafetyDivision be pleased to state:

(a) whether there is any proposal under consideration by theGovernment to grant monthly allowance to all disable personsin the country;

(b) if not, the reasons therefor?

Minister In-charge of the Poverty Alleviation and Social SafetyDivision: (a) At present there is no such proposal under consideration by theGovernment to grant monthly allowance to all disable persons in the country.However, the government is providing assistance to the disabled persons and theirfamilies through various programmes. Details are as under:—

(i) Benazir Income Support Programme(BISP)

BISP’s core function is to provide subsistence allowance to the poorestof the poor which is called Unconditional Cash Transfer (UCT). BISPprovides quarterly cash grants to female heads of households if theirrespective household falls below the score of 16.17 on the poverty scorecard. This criteria is relaxed upto the score of 20 for the households,which include one disabled person and upto 25 if the household includestwo or more disabled persons. All ever married females in such householdsare provided Rs.5.500/- per quarter cash stipend. At the moment 119,029

such families are being provided such cash transfers. During FinancialYear 2018-2019 BISP disbursed an amount of Rs.1,783,557,205/- tosuch beneficiaries.

(ii) Pakistan Bait-ul-Mal (PBM)

The PBM provides financial assistance to the family of disabled persons(special friends) amounting to Rs. 10,000/having one disabled person andRs.25000/- for two or more disabled persons with the budgetary limits asper Individual Financial Assistance Policy (Special Friends). List of IFASpecial Friends Cases is attached.

(b) Various government departments/ organizations particularly provincialgovernments are responsible to devise policies for the welfare of the disabled.Provision of cash grants is already being catered through the above mentionedprocess.

104. *Ms. Shahida Rehmani:(Deferred during 18th Session)

Will the Minister for National History Literary Heritage be pleasedto state the steps being taken by the Government to promote classicalart and music?

Minister for National History and Literary Heritage(Mr. Shafqat Mahmood): National History and Literary Heritage Division iscommitted to promote classical art and music through its two (2) allied organizationsi.e.:

1. Pakistan National Council of the Arts; and2. National Institute of Folk and Traditional Heritage (Lok Virsa)

PNCA

Pakistan National Council of the Arts (PNCA) was established under anact namely PNCA Act 1973. The functions of PNCA are being performed underthe said Act uptill now. For the promotion of classical art, PNCA has a dancegroup namely National Performing Art Group (NPAG) comprising of male and

female dancers. NPAG performs all the cultural dances including Khattak Danceat National and International Platform.

PNCA has also recommended and forwarded the cases of Classical Singersfor the grant of Civil Awards and some of them i.e Ustad Hameed Ali Khan, UstadFateh Ali Khan and Ustad Hamid Ali Khan have been awarded Sitara-e-Imtiazand Pride of Performance Award respectively. Besides that, PNCA has beenholding the classical programmes during last four and half decades and on20-04-2019 a classical night was held at PNCA in which classical singers i.eFateh Ali Khan, Jhangir Iqbal, Mubarak Ali Khan, Shahid Hameed, Badur u Zaman,Aneela Nasir and Ahmed Wali Fateh Ali Khan have shown their talent publically.

LOK VIRSA

National Institute of Folk and Traditional Heritage (Lok Virsa) wasestablished in 1974, and is working for the identification, collection, projectionand safeguarding of folk and traditional heritage Pakistan. Classical music fallswithin the purview of Lok Virsa under above said broader mandate.

Lok Virsa has adopted multi-pronged policy under which several seriesof programs are conducted from time to time for the promotion of the classicalmusic, such as:

Recording and projection of musical genealogical families (e.g. PatialaGharana, Sham Churasi Gharana, Qawal Bachay, Gwalior Gharanaetc).

Interactive discussions/talks/seminars on the significance, projectionand promotion of classical music.

Subsidized music classes.

Production of publications and research studies on the theme.

119. *Mr. Sher Akbar Khan: (Deferred during 18th Session)

Will the Minister In-charge of the Establishment Division be pleasedto state:

(a) whether it is a fact that post of the Office Superintendent hasbeen upgraded from BPS-16 to BPS-17 in all the provinces;

(b) whether it is also a fact that the above said post of OfficeSuperintendent has not been upgraded from BPS-16 to BPS-17except one time up-gradation in the Federal Government; and

(c) if the answers to part (a) and (b) above are in the affirmative,the reasons thereof and the time by which the said post wouldbe upgraded from BPS-16 to BPS-17 in the Federal Government?

Minister In-charge of the Establishment Division: (a) Yes. However,it is relates to Provincial Governments.

(b) The post of Superintendent has not been up-graded rather on10-09-2014 existing incumbents of the post of ministerial Superintendents(BPS-16) working in Ministries/Divisions/Departments were one time grantedBPS-17 irrespective of their length of service and for future cases three yearssatisfactory service as Superintendent (BPS-16) has been prescribed for grant ofBS-17 to them vide Finance Division’s O.M.No. 1(3) R-1/2010/2014, dated10th September, 2014.

(c) Under Article 240(b) of the Constitution of Islamic Republic ofPakistan, 1973 the appointments to and the conditions of service of a Provinceand posts in connection with the affairs of Province are determined by or underAct of the respective Provincial Assembly and the respective ProvincialGovernments are constitutionally independent to take decision in that regardlikewise Federal Government under Article 240(a) of the constitution is alsoindependent. At present there is no fresh proposal under consideration in theEstablishment Division for up-gradation of the posts of Superintendents.

177. *Sheikh Rohale Asghar: (Deferred during 18th Session)

Will the Minister for Federal Education and Professional Training bepleased to state whether the proposal to adopt private schools inrural areas of ICT being considered by the Ministry; if so, detailsthereof?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): As of to-date, there is no such proposal underconsideration to adopt private schools in Rural Areas of ICT by this Ministry.

Will the Minister for Federal Education and Professional Training bepleased to state what steps have been taken or being taken to improvethe quality of higher education in the country?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): Higher Education Sector has performed exceptionallywell during last decade and efforts continue through planned and focusedattention of the Government of Pakistan in implementing Higher Education Reformsthrough Higher Education Commission (HEC). Increasing equitable access, humanresource development, excellence in academics, quality assurance of existingprograms and instituting new programs, effective use of information Technologyand creating a culture of innovative research to meet the prevailing and evolvingchallenges to socio-economic development of the country are hallmark of thisreform process. Apart from focusing on its strategic aims of access, quality andrelevance, HEC is undertaken a number of initiatives for continuous improvementof quality of higher education in accordance with fast-paced world. Some of theseinitiatives are:

Ehsaas Undergraduate Scholarship Programme

Revamping of National Research Framework

Revamping of HEC Research Grant Framework

Establishment of revamped of Education Testing Council

Revamping of post-secondary education

Establishment of National Academy for Higher Education

PM Start-up Program

Policy for establishment of Offshore Campuses

Work on fund raising program

Developed “Pak-UK Education Gateway”

HEMIS (Higher Education Management Information System)

2. *Mr. Sher Akbar Khan:

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) whether it is a fact that recruitment against Post of LaboratoryAssistants in the Schools and Colleges of Islamabad are madein BPS-7 from the last 40 years and employees recruited againstthese posts retired in same scale;

(b) if so, the reasons thereof; and

(c) whether there is no recruitment rules framed till now therefor?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): (a) Yes, it is fact that recruitment against post ofLaboratory Assistant in schools/colleges of Islamabad are made in BS-7 sincecreation of these posts and the employees recruited against these posts retired insame scale.

(b) As a matter of fact that there is no provision in the relevant recruitmentrules for their promotion to the next higher posts. Copy of the Recruitment Rulesmay be perused at Annex-A.

(c) Case for making service structure/career progression is under processat the moment and the same has not been finalized and general review of servicestructure is under way.

3. *Ch. Muhammad Barjees Tahir:

Will the Minister for Federal Education and Professional Training bepleased to state the number of Universities in Pakistan which fulfillthe requirements of international standard at present alongwith thesteps proposed by the Government to improve educational system atUniversity level?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): Before inception of Higher Education Commission

(HEC) in 2002, no Pakistani university was included in the list ofQUACQUARELLI SYMONDS (QS) World Rankings as well as QS AsianRanking of universities. Whereas, now seven (7) Pakistani universities i.e. PakistanInstitute of Engineering and Applied Sciences (PIEAS), National University ofScience and Technology (NUST), Quaid-i-Azam University (QAU), Islamabad,Lahore University of Management Sciences (LUMS), COMSATS Institute ofInformation Technology, University of Engineering and Technology, (UET) Lahore,and University of the Punjab are ranked in top 375-1000 universities of the Worldas per QS Universities World Rankings 2020. Additional twenty nine (29) Pakistaniuniversities are ranked in top 83-550 Asian Universities as per QS Asia Rankingfor the same period.

4. *Syed Mehmood Shah:

Will the Minister In-charge of the Poverty Alleviation and Social SafetyDivision be pleased to state:

(a) the details of district-wise number of persons, hailing fromBalochistan, excluded from Benazir Income Support Programme;

(b) whether survey had been conducted in the districts prior to theexclusion of aforesaid persons;

(c) whether it is a fact that the Government intends to include morepersons from Balochistan in the Benzir Income SupportProgramme;

(d) if so, the steps being taken by the Government in this regardand whether members of National Assembly, Senate andProvincial Assembly will be provided quota in the process ofinclusion of new persons?

6. *Ms. Shazia Marri:

Will the Minister In-charge of the Poverty Alleviation and Social SafetyDivision be pleased to state:

(a) the estimated cash transfer to BISP in first two quarters of thecurrent financial year alongwith details of actual cash transferto BISP in aforesaid period;

(b) whether it is a fact that target of cash transfer in the aforesaidperiod could not be made and less disbursement was made toBISP; if so, details alongwith reasons thereof;

(c) whether such less cash transfer to the program has been payingnegative impact thereon;

(d) if so, what steps are being taken by the Government to actualizeestimated cash transfer to BISP in letter and spirit?

Will the Minister for Information and Broadcasting be pleased to state:

(a) whether it is a fact that Federal Government has failed toestablish an Information Commission as required by the Rightof Access to Information Act, 2017;

(b) if so, the reasons thereof; and

(c) what steps are being taken by the Government to establish thesaid Commission?

Minister for Information and Broadcasting: (a) & (b) Under section18 of Right of Access to Information Act 2017, the Federal Government hasestablished the Information Commission comprising one Chief InformationCommissioner and two Information Commissioners vide Notification No.9(2)/2012-Council (vol.VI), dated 7th November, 2018. (Annex-I)

The Information Commission enjoys full operational and administrativeauthority provided in the Act.

(c) The Federal Government has released the budget of PKR 70m forthe Information Commission for FY 2019-20. (Annex II):

(i) The Establishment Division (Management Services Wing) wasrequested for creation of 32 posts from BPS-01 to BPS-21 and itrecommended creation of 30 posts from BPS-01 to BPS-20 andthe matter was referred to Finance Division. (Annex III)

(ii) After discussing the case in its Austerity Committee, the FinanceDivision has recommended the matter to Ministry of InformationTechnology and Telecom to vet the functionality process of theInformation Commission that how this job can be done cost-efficient.(Annex IV)

(iii) Now the matter is being taken up with the Ministry of InformationTechnology and Telecom. (Annex V)

Despite all the delay for approval of the proposed posts, the InformationCommission is fully functional and addressing the appeals received under Right ofAccess to Information Act 2017.As since its establishment, the InformationCommission has disposed of more than 100 appeals out of 230 received appeals.

8. *Ms. Naureen Farooq Ibrahim:

Will the Minister for Climate Change be pleased to state:

(a) whether any survey has been conducted to deal with smog inwinter season; if so, the results thereof;

(b) the strategy evolved by the Government and orders given inthis regard; and

(c) the plan of action designed after the publication of report onClimate Change by German-watch?

Minister of State for Climate Change (Ms. Zartaj Gul): (a) InPakistan, the problem of smog has been increasing in intensity especially in theprovince of Punjab. In the most recent years it has spread to a broader swath ofthe country. Food and Agriculture Organization (FAO) of the United Nations hasconducted a study in 2018 on assessment of relative contribution of various factorscontributing to the formation of smog. GCISC, a research arm of MoCC has alsocontributed to it by providing simulation and modeling based input on sources ofair pollutants and their transport. Further, relative contribution of air pollutantemissions from transport sector (with a share of 43%), industry (25%), agriculture(20%), and power (12%) has also been evaluated by GCISC. In the said study,FAO has also conducted a community based survey with the collaboration ofPunjab Agriculture Department to understand the crop residue burning practicesof farmers in Punjab. Focus group discussions were organized in 11 rice growingdistricts namely Faisalabad, Gujranwala, Gujrat, Hafizabad, Kasur, Lahore, Mandi-Bahauddin, Nankana Sahib, Narowal, Sheikhupura, and Sialkot. The resultsindicated that on an average of 66% of crop area of Basmati rice and 61 % of theNon-Basmati rice is burnt. The findings of the focus group discussions helpedunderstand the trends in residue burning practices. The extract from relevant portionof the report is annexed for survey results and further details.

(b) Ministry of Climate Change under its mandate has undertakenfollowing initiatives to address SMOG issue:—

Introduction of Zig-Zag technology in coordination with all EPAs,NEECA and Pakistan Brick Kiln Association. Zig-Zag kiln technologyaims to enhance fuel efficiency, energy savings and reduction inemissions up to 70%.

The Ministry in collaboration with NEECA organized on-siteawareness cum training sessions in various cities of Pakistan. InPunjab, more than 1000 Kiln owners and people associated withbrick kiln sector participated in the training sessions.

Ten Billion Tree Tsunami initiatives have been inaugurated by thePrime Minister of Pakistan on 2nd September 2018. The model ofbillion tree tsunami implemented in Khyber Pakhtunkhwa will bereplicated to plant ten (10) billion tree saplings across the countrywhich will mitigate the effects of air pollution.

National Environmental Quality Standards for ambient air quality(notified).

Reduction of sulphur in diesel which is now Euro II compliant (0.05%);

Establishment of continuous ambient air quality monitoring stationsin federal and provincial capital cities.

Under the Prime Minister directives, Petroleum Division is in theprocess of introducing Euro-VI compliant fuel in the country.However, the Ministry of Climate Change has requested the divisionto consider import of Euro-VI compliant diesel immediately giventhe high cost being paid by the consumer suffering from SMOGissues, where vehicular emission is major sources of air pollution.

On the directives of Supreme Court dated 18/10/2018, PakistanEnvironmental Commission on Air and Water Pollution wasestablished under the chairmanship of Dr. Parvez Hassan, theEnvironmental Commissioner. Secretary Ministry of Climate Change,Islamabad, Secretaries of Departments of Environment, Punjab,KPK, Sindh and Balochistan are the members of the commission.With regard to air pollution and SMOG issues in Punjab, thecommission, inter-alia decided that all conventional brick kilns shallhe converted to the new environment friendly and energy efficientZig-Zag technology.

(c) With regard to plan of action in the wake of report on climate changeby German-Watch, it is submitted that the federal and provincial EPAs are

responsible for compliance to environmental governance in the country. Therespective Provincial Environmental Acts, allied rules and National/ ProvincialEnvironmental Quality Standards to control air pollution in their respectivejurisdictions are being enforced and monitored in letter and spirit.

9. *Mr. Muhammad Afzal Khokhar:

Will the Minister for Information Technology and Telecommunicationbe pleased to state:

(a) the steps being taken by the Government to promote InformationTechnology related exports; and

(b) the incentives given by the Government to make it competitivewith other countries?

Minister for Information Technology and Telecommunication (Dr.Khalid Maqbool Siddiqui): (a) Information Technology is emerging as a vitalorgan of our national economy and Government is paying great deal of heed topromote IT Sector. Notable steps being taken/initiated by Government in thisregard are as under:

Government has exempted IT and IT enabled Services(ITES) fromincome tax on export till June, 2025.

Pakistan Software Export Board(PSEB) registered IT start-ups areexempted from Income Tax, Withholding Tax and Minimum Tax forthree years.

For promotion of IT Sector and to attract global investors, foreignownership upto 100% of IT and ITeS have also been allowed andno embargo has been put in place for repatriation of profit earned bysuch foreign investors.

(b) Government through Pakistan Software Export Board(PSEB) isfacilitating local companies in promotion of IT services by way ofmarketing, subsidization etc. PSEB has done so in four internationaland four domestic exhibitions. The state functionaries in Consulatesand Embassies have also been interacted to accord special focus forpromotion of IT exports.

PSEB has focused to bring the local companies to subscribe to globalbest practices like ISO Certification CMMI. Such drives not onlycontribute in capacity building but also reinstate/reaffirm the trust ofoverseas firms as well. 18 companies have been imparted special

courses including ISO 27001 (05), ISO 20001(05), CMMILevel-2 (04), CMMI Level-3 (03) and CMMI Level-5 (01).

To make IT Sector more competitive, Government has launchedincentives for IT & ITeS Sector that includes:-

o Zero income tax for IT & ITeS.

o Zero income tax and no minimum tax and withholding tax forPSEB registered IT starts-up for three years.

o Upto 100% foreign ownership for IT & ITeS Companies.

o Upto 100% repatriation of profits for foreign IT & ITeSinvestors.

o Tax holiday for venture capital funds till 2024.

Due to above mentioned incentives Pakistan’s IT & ITeS exportremittances have been increased by 144% during the last 5-years at CompoundAnnual Growth Rate(CAGR) according to trade in services data published byState Bank of Pakistan, whereas in the neighboring region, India’s last five yearsCAGR is 9.51%, Srilinka 7.02%, Bangladesh 50.5% till fiscal year 2018.

10. *Jam Abdul Karim Bijar:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether any functionary or individual, who is granted status ofFederal Ministers or Ministers of State comes under the definitionof Federal Minister or Minister of State as defined in the FederalMinisters and Ministers of State (Salaries, Allowances andPrivileges) Act, 1975;

(b) if so, whether numeric strength of such functionaries andindividuals are included in the total strength of the Cabinet inlight of second proviso of Article 92 of the Constitution;

(c) if not, how such functionaries and individuals are grantedsalaries, allowance and other privileges as per aforesaid actalongwith provision of relevant rules, which authorize suchprivileges;

(d) if there is no legal backing to grant such privileges under theaforesaid act, what remedial steps are being taken by theGovernment in this regard?

Minister In-charge of the Cabinet Division: (a) Rule 2(1)(xiii) of theRules of Business, 1973 defines that “Minister” means the Federal Minister-in-Charge of the Ministry to which a particular case pertains and includes a Ministerwithout portfolio and a Minister of State. The definition does not include the personsgranted status as a Federal Minister or Minister of State. The persons grantedMinisterial status are only entitled to salary, allowances and privileges which arenormally available to Federal Ministers and Ministers of State under the FederalMinisters and Ministers of State (Salaries, Allowances and Privileges) Act, 1975.The grant of status does not grant the powers / authority of a Federal Minister orMinister of State to that person.

(b) The functionary or individual, who is granted the status of FederalMinister or Minister of State is not included in total strength of the Cabinet in termsof Article 92 of the Constitution. The second proviso of Article 92 apply to theappointment of Federal Ministers and Ministers of State from amongst the membersof Majlis-e-Shoora (Parliament) not to exceed 11 (eleven) percent of the totalmembership of Majlis-e-Shoora (Parliament).

(c) In terms of S. No. lA of Schedule V-A to the Rules of Business,1973, the Prime Minister is inter alia empowered to determine salaries, allowancesand privileges of the persons holding the Minister’s status without Cabinet rank.The persons granted the Ministerial status are entitled to enjoy salary, allowancesand privileges which are normally available to Federal Ministers and Ministers ofState under the Federal Ministers and Ministers of State (Salaries, Allowancesand Privileges) Act, 1975.

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): (a) No, it is not a fact, mostly buses which wereprovided in the year 2017-18 to the educational institutions under Prime Minister’sEducation Reforms Programme (PMERP) are working in good condition andfunctional. These buses are plying on roads for providing pick and drop facility tothe school/colleges students. However, few buses are non-functional due to non -availability of drivers, conductors or funds etc. However they are parked properlyin the college/schools premises to ensure the safety and security Detail of non-functional buses is placed below at Annex-A.

(b) No funds are allocated to the educational institutions for themaintenance of new buses provided under PMERP during the financial year2018-19 and 2019-20. However, institutions retaining buses other than PMERPare provided with budgetary allocations on yearly basis. The details of releasesand utilizations are at Placed Annex-A.

(c) At present, there is no case for major maintenance/damage reportedfrom any corner. However, minor maintenance work has been met out of regularbudget of the institutions.

Minister for Aviation Division (Mr. Ghulam Sarwar Khan): (a)During the period Jan-Dec 2019, PIA operated a total of 1932 flights to Jeddah,Saudi Arabia. Out of these flights 492 flights were delayed due to different reasons.Only 132 flights are PIA attributed delays which is only 27 % of the total delays.

Major factors of delays beyond PIA control are adverse weather,CAA and Immigration. Consequently, the delays attributed to thesefactors are 360 which is 73% of the total delays.

PIA management daily monitors the punctuality and regularity of itsflights and takes measures to mitigate the inconvenience to passengersduring delays. For the delays of less than 2 hrs. PIA providesrefreshments and meals and for more than 2 hrs, it provides Hotellayover depending upon the extent of delay.

PIA is striving to improve its on-time performance and minimize delaysespecially on this particular sector as on-time performance remainsits foremost priority.

Minister of State for Climate Change (Ms. Zartaj Gul): (a) Accordingto Global Burden of Disease 2019 report, almost 128,000 Pakistanis died, due todisease attributed to Air Pollution.

(b) Steps taken by the Govt. to address the issue of climate change inPakistan

The following steps have been taken by the Government to minimize thenegative effects of climatic changes in the country:

1. National Climate Change Policy, 2012 (NCCP) in consultationwith all stake holders was prepared and approved by the Cabinet.

2. Framework for Implementation of Climate Change Policy wasdeveloped in 2015.

3. Paris Agreement on climate change was ratified in November,2016.

4. On the basis of a study carried out by an expert group intendedNationally Determined Contribution (INDC) was prepared andforwarded to the United Nations Framework Convention onClimate Change’ (UNFCCC) Secretariat in 2016.

5. Pakistan Climate Change Bill has been passed unanimously byboth Houses of the Parliament. This law provides for, theconstitution of a policy making Pakistan Climate Change Councilat the apex, chaired by the Prime Minister which has been notifiedand the establishment of Pakistan Climate Change Authority toprepare and supervise implementation of adaptation and mitigationprojects in various sectors is under way. Both the Council andAuthority will coordinate, monitor and supervise implementationof the National Climate Change Policy and the SustainableDevelopment Goals.

6. The project “Green Pakistan Programme-Revival of ForestryResources in Pakistan” has been up-scaled to the “Ten Billion TreeTsunami Programme”. The programme will be implemented all overthe country with the support of Provincial Forest Department for aperiod of four years. The cost of the programme is Rs. 125.184billion. During the first phase of the programme, 3.29 billion plantswill be planted/ regenerated. The umbrella PC-I of the programmehas been approved by ECNEC on 29-08-2019.

7. GLOF-II project has been launched with support from Green ClimateFund (GCF), amounting to US$37 million.

8. The Green Pakistan Program has been launched as per directions ofthe Prime Minister with the objective of building resilience andmainstreaming adaptation and mitigation considerations throughecologically targeted initiatives including measures for revival offorestry resources and conservation of biodiversity.

9. The “Clean Green Pakistan Movement” has been launched by thePrime Minister of Pakistan on 8th October, 2018 and Ministry of

Climate Change is co-coordinating its implementation with all theprovinces including AJK and GB. The key components of CleanGreen Pakistan (CGP) Movement are:

i. Tree Plantationii. Solid Waste Managementiii. Liquid Waste Management / Hygieneiv. Total Sanitation / Toiletsv. Safe Drinking Water

10. To address the issue of food and energy security, Ministry ofClimate Change has designed a project “Recharge Pakistan” withthe aim to restore underground water level. The flood water whichis drained off will be utilized in wetlands to increase the level ofthe underground water and will also be used for restoration ofecological resources.

11. The FAO project “Transforming the Indus Basin with climateresilient agriculture and water management” was approved bythe GCF in its 23rd Board meeting in South Korea in July 2019.GCF will be providing US$ 35 million whereas Government ofPunjab committed to contribute US$. 7.9 million and Governmentof Sindh US$. 4.6 million. The targeted areas are Dera GhaziKhan, Khanewal, Lodhran, Multan and Muzzafargarh in Punjaband Badin, Sanghar and UmerKot in Sindh. This project willdevelop the country’s capacity to use the information it needs toadapt to the impacts of climate change on agriculture and watermanagement by putting in place state-of-the art technology. Itwill build farmers’ climate resilience through skills, knowledgeand technology enhancement activities. It will also create a widerenabling environment for continuous adaptation.

ii. Special Communication Organization (SCO) has extensive long-haul and metro/ access optical fiber network across AJ&K andGB. In addition, 820KM cross border optical fiber from Khunjrabto Rawalpindi has also recently been deployed under CPEC.

iii. PAKSAT offers commercial satellite capacity lease and managedservices through its new High Power Satellite PAKSAT-1R whichis located at 38° east and is serving TV Broadcasters, CellularOperators, Internet & Data Service Providers and GovernmentOrganizations.

Minister For Federal Education and Professional Training (Mr.Shafqat Mahmood) (a) As laid down in Recruitment Rules circulated videS.R.O. No.88 (KE), dated 25-03-1992 and S.R.O. Clerks and Stenographerswere eligible for promotion to the posts of Administrative Officer (BS-16).At that time the post of Accountant was carrying BS-11 which wassubsequently upgraded in BS-14 and finally in BS-16 whereas, the post ofstenographer was upgraded and re-designated as Assistant Private Secretary(BS-16). Moreover, the Government of Pakistan gave avenue of promotionto the Head Clerk (BS-14) in the cadre of Accountant (BS-16). Thus theonly Leftover cadres were Assistant (BS-14) and Assistant Incharge (BS-15)who were promoted to the Administrative Officer (BS-16) in FDE being theeligible candidates.

(b) At the moment, the posts of Accountant, Assistant and APS carryBS-16 and they will be consider the promoted to the post of Administrativeofficer under the relevant recruitment rules.

2. Dr. Nafisa Shah:

Will the Minister In-charge of the Cabinet Division be pleased to statewhat is the upfront tariff that is set for LNG Power Plants and whatare the terms and conditions?

`Minister In-charge of the Cabinet Division: The upfront tariff forliquefied natural gas based power plants was determined by NEPRA on 3rdApril 2015 for different project sizes under different financing options. Thesame was intimated to the Federal Government for notification in the officialGazette. Ministry of Water & Power, however, filed a review against the LNGupfront tariff determination. Meanwhile International Competitive Bidding (ICB)for construction of three LNG based power projects under public sector IPPsof approximately 1,200 MW each was conducted and finalized. In the light ofnew information available under ICB, the Authority withdrew Upfront TariffDetermination dated 3rd April 2015 vide its decision No. NEPRA/UTRLNG-01/1972-1974 dated 9th February 2016 and review proceedings weredisposed of accordingly.

Yes there exists an association of advertisement Agencies namely“Pakistan Advertising Association” (PAA), registered with Security & ExchangeCommission of Pakistan.

(a) In accordance with the spirit of the question it is submitted that in

terms of the Federal Government Centralized Advertisement Policy, only public

sector advertisement emanating f rom al l Federal M inistries / Divisions /

Departments / A utonomous Organizations / Statutory Bodies / National ized

Banks etc. are released through Press Information Department (PID). A ll such

advertisements pertain to publ ici ty / operational activi ties of the Govt.

organizations. Contents of such publ ic sector advertisements are f inal ized /

decided by the concerned sponsoring organizations, which certainly have no

obscure / objectionable contents.

(b) Pakistan Electronic Media Regulatory Authority (PEMRA)

This is to apprise that obscene foreign content is not allowed on cable/distribution networks whatsoever, however, whenever any violation to thiseffect is reported, PEMRA Regional offices take appropriate action toreprimand the concerned cable operator(s). Following mechanism of reportingof such content is in place;

i. All cable operators (approximately 4069) are obliged to relayPERMA licensed satellite channels and In House CD channels’content in conformity with PEMRA Ordinance, 2002 as Amendedby PEMRA(Amendment) Act, 2007, PEMRA Rules, 2009,PEMRA (Distribution Service Operations) Regulations, 2011,Electronic Media (Programmes and Advertisements) Code ofConduct, 2015, Distribution/ Cable TV licences terms & conditionsduly signed by the operators.

ii. For redressal of public complaints regarding content includingobscene foreign content (if any) PEMRA has established full-fledged Complaint/ Call Centre at PEMRA Headquarters, whereany one aggrieved of any content can lodge complaint by simplycalling toll free No. 0800-73672 (PEMRA), through our websitewww.pemra.gov.pk or through Pakistan Citizens Portal (PCP).

iii. Whenever, any of the CTV operators is found involved in contentviolation, he is penalized under the law, which involves issuanceof show cause notice, conducting of personal hearings followedby censure, imposition of fine, cancellation or revocation oflicence.

Minister for Federal Education and Professional Training: (Mr.Shafqat Mahmood) Fact is that at present total number of 66 (35 Male and31 Female) Computer Teachers (BPS-17) are working in various schools/Colleges under Federal Directorate of Education, Islamabad. (a) whether it is a fact that Anila Usman, Accounts Officer, Group,-6,confirmed employee of PIA embraced martyrdom during dutyin the PIA, office on 8 March, 2011 terrorism and bomb attack;

(b) whether it is also a fact that in endowments viz any pension,education of children, medical and other facility had not been

provided to the heirs of the martyr nor any assistance packageis given;

Minister for Aviation Division: ( Mr. Ghulam Sarwar Khan)(a) Ms. Anila Usman, P-60611, Sr. Accounts Officer, Finance Section,Faisalabad, joined Corporation as a Trainee Officer on contract basis w.e.f01-09-2003 and was permanently absorbed on 01-07-2009. Unfortunately,Ms. Aneela Usman was expired due to bomb blast near PIA Office Faisalabadon 8-3-2011 while she was on duty.

(b) She served the Corporation as a permanent employee for a periodof one year, eight months and seven days only, as such her heirs were notentitled to pension, medical & other facilities, as per PIA Rules. Her finalsettlement was finalized and all her dues were paid to her legal heirs as persuccession certificate from Court of Law. An amount of Rs.3, 435,182/- waspaid to the family of Ms. Aneela Usman. Her widower, Rana Usman Masoodwas also offered a job of PG-V Officer, but he c/id not turn-up.

(c) At this stage, no other financial assistance package for the childrenof deceased employee is permissible under rules of PIA. 6. Dr. Darshan:

Will the Minister In-charge of the Establishment Division be pleasedto state:

(a) whether it is a fact that retired gazetted officers may attestdocuments; if so, under which law; and

(b) if the retired gazetted officers are not authorized to attest thepapers then whether there is any proposal under considerationto authorize retired gazetted officers in order to removedifficulties of citizens; if not, why?

Minister In-charge of the Establishment Division:(a) On retirement,a gazetted officer ceases to be a Government servant. therefore, such officers

(b) There is no proposal under consideration of government, atpresent, to authorize the retired Government servants to attest any document. @7. Syed Mehmood Shah:

Will the Minister Incharge of the Cabinet Division be pleased to statewhether it is fact that the Internet signals of 3G and 4G have beenclosed in District Kalat and District Shaheed Sikendarabad from lastthree years; if so, the time by when the 3G and 4G signals will berestored in the said area?

Minister Incharge of the Cabinet Division: (a) Ministry of Interior(MOI) had instructed PTA for closure of Data services in 07 Districts ofBalochistan (i.e Kalat, Chamman, Awaran, Pishin, Kharan, Dalbandin andKech) due to security/ operational reasons. Accordingly, the data serviceswere blocked in the above mentioned districts on 21st Feb. 2017. Later, inMarch 2018, the data services were restored, in 03 Districts of Balochistani.e. Chamman, Kharan and Dalbandin. Later on, the data services were alsorestored in District Pashin on 25th July 2018. Currently the Data services inKalat [Including Shaheed Sikandarabad, Maguchar (Khaliqabad)], Awaranand Kech Districts are blocked.

(b) PTA has already requested MOI, to consider unblocking of dataservices in Kalat (including District Shaheed Sikandarabad), Awaran and KechDistricts, as the Law and Order situation has considerably improved. However,the response from MOI is still awaited.

(a) whether it is a fact that seat of Registrar is lying vacant inImplementation Tribunal for Newspapers Employees (ITNE) forlong time;

(b) total number of employees working in ITNE alongwith name,designation, pay scale and domicile at present;

(c) whether it is also a fact that Chief Inspector is provided office,vehicle and other facilities but he is working on the seat ofRegistrar without proper approval by the Government.;

(d) if so, the time by which a regular Registrar will be appointed inthe said department?

Minister for Information and Broadcasting: (a) The post of Registraris vacant since, 2012 in Implementation Tribunal for Newspaper Employees(ITNE).

(b) Total number of employees of ITNE (Annex-‘I’).

(c) No such facilities related to the post of Registrar are provided to theInspector. However being a senior most officer in the rank, he looks after the dayto day work of the post of Registrar to run the official business. He is drawingperks and privileges according to his own pay scale.

(d) The case of promotion of the departmental candidate (Mr. MazharHaneef, BPS-17) was forwarded to the Ministry of Information and Broadcasting,for posting as Registrar (BPS-19) as per rules. However, the officer has notundertaken any management course e.g Mid-Career Management Course whichis an essential requirement for promotion to administrative posts of BPS-19. Inaddition, the case was forwarded to Establishment Division for opinion on the
