6. *Syed Naveed Qamar:

Will the Minister for Water and Power be pleased to state:

(a) the total amount of subsidy that will be given to cover the tariffdifferential as well as other losses of power distribution,transmission and generation companies during the current fiscalyear;

(b) the per unit total electricity tariff which will be increased during

the said period alongwith consumer-wise breakup thereof;

(c) whether there is any proposal under consideration of theGovernment to change the policy of a unified tariff throughoutthe country; if so, when it will be implemented; and

(d) whether there is any proposal under consideration of the

Government to privatize any of the power companies; if so, thedetails thereof?

It is added here that system losses are integral part of Power Sectorcompanies, and NEPRA allows only legitimate losses based on geographical areaof each entity. However, no subsidy is being provided against excess losses ofentities of Power Sector.

(b) The per tariff notified by Regulator is Rs. 14.67 / unit whereas theconsumer is being charges Rs. 11.69 / unit with this. As of today the subsidy rateis 2.98 Rs. / unit which was 5.86 Rs. / unit previously Consumer wise breakup ofcurrent electricity is placed at Annex-A.

(c) There is no proposal under consideration to change the policy ofunified tariff.

(d) In order to increase the efficiency of public Sector enterprises few ofthe companies are being considered for privatization. In first stage, two (02)GENCOs and two (02) DISCOs are being privatized by the PrivatizationCommission (P.C) after the approval of the Cabinet Committee on Privatization(COOP).

185. *Dr. Raja Aamer Zaman:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that India is constructing Power Projects onPakistani Rivers in violation of Indus Water Treaty;

(b) if the answer to part (a) above is in the affirmative, whether

any inquiry committee has been constituted by the Governmentto fix the responsibility for not taking prompt action in thisregard?

Minister for Water and Power (Khawaja Muhammad Asif): (a) India

is allowed to construct Run-of-River hydroelectric plants and limited storage workson the Western Rivers (Indus, Jhelum and Chenab) within the limits of designcriteria provided in the relevant provisions of the Indus Waters Treaty 1960.

India is bound to provide detailed information and design data regardingthe proposed projects as mentioned above. Accordingly, the Office of PakistanCommissioner for Indus Waters reviews the design of these projects in accordancewith the design criteria provided in the Treaty and if the design does not conformwith the specified criteria, Pakistan has right to object on these projects. Theseobjections are resolved either at the level of the two Commissioners, jointly calledthe Permanent Indus Commission during the meetings or according to the disputesettlement mechanism provided in the Indus Waters Treaty 1960.

India attempted following violations on these proposed projects, however,all the violations have been checked in time by the Government of Pakistan underthe dispute settlement mechanism of the Indus Waters Treaty.

1. The design dispute of Salal Hydroelectric Plant was resolved atGovernment level by agreement between the two Foreign Ministersin 1978.

2. Violation of design criteria in case of Baglihar Hydroelectric Plant(HEP) on Chenab River. The case was taken to the Neutral Expertand the decision in this respect permitted three aspects in favour ofPakistan and one in favour of India.

3. The issue of Kishenganga Hydroelectric Plant has been referred tothe Court of Arbitration. The Court of Arbitration is expected toannounce its Final Award in December 2013.

4. The issue of Wullar Barrage is under resolution at Government Leveland so far 15 rounds of Secretary Level Talks including 6 rounds ofPakistan-India Composite Dialogue have been held. The work issuspended at site and regular vigilance is being kept through allpossible means.

5. Pakistan's objections on Ratle, Miyar, Lower Kalnai and Pakal DulHEPs are under resolution at the level of Permanent IndusCommission. These issues will further be discussed in next meetingof the Permanent Indus Commission.

(b) No inquiry has been constituted to assess negligence on part ofPakistani institutions. However, an inquiry committee was constituted against theformer Pakistan Commissioner for Indus Waters, Syed Jamiat Ali Shah. The findingsof the committee, have exonerated Mr. Shah from the charges placed against him.

186. *Dr. Raja Aamer Zaman:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) the ratio of Hujjaj sent by the Government and Private Sector

during the Hajj-2008 to 2013;

(b) whether it is a fact that the said ratio was enhanced for theGovernment while decreased for the Private Sector for the Hajj-2013;

(c) whether it is also a fact that Government has decided to give

over and above quota of Hujjaj to private sector for next Hajj;

(d) if the answers to part ((b) and ((c) above are in affirmative, thejustifications thereof?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) The ratio of hujjaj sent by Government and PrivateSector during hajj 2008 to 2012 was 50:50 whereas the ratio for Hajj 2013 was60:40 respectively.

(b) Yes.

(c) Yes.

(d) Justification is at Annex. I.Annex-I

JUSTIFICATION

Hajj Policy 2013 was approved by the Cabinet on 20-2-2013 after signingan agreement with KSA on 9-2-2013 according to which hajj quota for Pakistanwas 179,210 hujjaj. Share of government and private sector of hajj quota was50:50. Applications from hujjaj under government scheme were called with effectfrom 5th March 2013 on the basis of "first come first serve" and required numbersof applications under government scheme were received by 15th March 2013.However, Hajj Group Organizers (HGOs) could not book hujjaj under privatescheme due to litigation in different courts.

2. Embassy of Saudi Arabia, Islamabad vide their letter dated June 10,2013 informed that due to expansion plan of Haram Shareef, quota of hujjaj allover the world has been decreased by 20% and consequently quota of Pakistanihujjaj was reduced from 179,210 to 143,368. At that time, booking of hujjajunder government scheme had finalized, confirmation letters were issued to intendinghujjaj and buildings were also hired in Makkah Mukrammah and MadinahMunawarra, therefore, the Ministry of Religious Affairs, revisited the Hajj Policyand revised hajj quota of government and private scheme at ratio of 60:40 byinvoking clause 7(III) of Hajj Policy 2013. Private Tour Operators resisted overthis ratio. However, in order to compensate the private sector an MoU was signedbetween Govt. of Pakistan and Hajj Organizers Association of Pakistan (HOAP).The said MOU inter-alia contains that for Hajj 2014, the quota granted to Pakistanshall be distributed equally between the private and public sector with additionalallocation of 15000 pilgrims to the private sector and corresponding reductionfrom the public sector.

3. In the light of above MoU, private sector will be given hujjaj quotaover and above its share of allocation for hajj 2014.

187. *Nafeesa Inayatullah Khan Khattak:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the Government has decided to startconstruction work of Dassu Hydro Power Project in the nearfuture; if so, when it will be started alongwith the details thereof;

(b) the electricity in MW to be generated therefrom alongwith the

total cost to be incurred thereupon; and

(c) the time by which construction work of the said Dam will becompleted?

Minister for Water and Power (Khawaja Muhammad Asif): (a) The

detailed Engineering Design and Tender Documents of Dasu HPP are nearingcompletion. The implementation of Dasu HPP would be started in 2014 afterapproval of PC-I.

Government of Pakistan through EAD has made formal request afterapproval of Project Concept Clearance Proposal from CCWP to the World Bankfor project funding, World Bank has confirmed their financial assistance forimplementation of Dasu HPP.

(b) Dasu HPP has installed capacity of 4320 and would be constructedin two stages. The installed capacity of Stage-I (Phase 1&2) is 2160 MW generating12.0 billion Units/annum. The cost of Stage-I is US$ 4.947 billion (withoutTransmission Line).PC-I amounting to US$ 8.439 billion has been submitted toDDWP by the MoW&P on 21.08.2013.

(c) Stage-1 (2160 MW) would be completed in 04 years (tentative)(2017).

188. *Nafeesa Inayatullah Khan Khattak:

Will the Minister for Water and Power be pleased to state:

(a) the head-wise expenditures incurred by the Government so farto resolve the electricity crisis in the country alongwith outcomethereof;

(b) whether it is a fact that Government has failed to resolve thesaid crisis; if so, the reasons thereof;

(c) whether it is also a fact that billions of rupees are outstanding

against the defaulters of electricity bills at present; if so, thedetails thereof alongwith the impacts of said defaults on overallpower sector; and

(d) the steps being taken to recover the said outstanding amount?

189. *Dr. Azra Fazal Pechuho:

Will the Minister for Water and Power be pleased to state:

(a) the total amount of circular debt re-accumulated at present; and

(b) the steps being taken to control the same?

Minister for Water and Power (Khawaja Muhammad Asif): (a)Re-emergence of Circular Debt takes place mainly due to non-availability ofrequired funds to pay off the liabilities of the power generators. Circular Debt re-emerges due to short remittance by DISCOs in the wake of less recovery andexcess line losses than determined by NEPRA and non-released / short release ofsubsidy by GoP.

Payment / adjustment of Rs. 503 billion was to be made against outstandingliabilities. After deducting liquidated damages of Rs. 23 billion, payments /adjustments of Rs. 480 billion were made. However, payables as on 30-09-2013were Rs. 157 billion. Increase in overdue payables is due to following reasons:

i. Short receipts from DISCOs.

ii. Short receipts subsidy.

(b) Following steps are being taken by the present Government toeliminate circular debt in future:

To convert oil based plants to coal to reduce cost of generation.

Installation of plants on hydel sources.

Provision of maximum gas for gas based plants.

Increase in tariff keeping in view the socio economic condition of thepeople.

Improvement in recovery position and reduction in losses.

To control theft of power.

To control law and order situation in the country.

Maximum provision of energy to Industrial sector to improve revenueand overall economy of the country.

190. *Dr. Azra Fazal Pechuho:

Will the Minister for Information Technology and Telecommunicationsbe pleased to state:

(a) the quantum of grey trafficking of telecommunications in the

country; and

(b) the steps being taken to control the same?

191. *Dr. Arif Alvi:

Will the Minister for Information Technology and Telecommuni-cations be pleased to state:

(a) whether it is a fact that amount of Rs.62 billion in the Universal

Service Fund for investment in the telecommunication sector toprovide access to remote areas of Pakistan has beentransferred to other heads and for budgetary support; if so, thereasons thereof; and

(b) whether the said money has been used to pay circular debt; if

so, the justification thereof?

Minister for Information Technology and Telecommunications:(a) The amount in Universal Service Fund has been transferred to FederalConsolidated Fund under the Head: Non Tax Revenue-Others, in pursuance ofRule 3(2) of the USF Rules, 2006 which states that “The USF shall be kept inthe Federal Consolidated Fund and the Ministry of Finance shall releasefunds of the USF, in accordance with the procedure laid down in these Rules,through budgetary mechanism”. Finance Division has disbursed 1st quarterrelease of annual budget of USF to USF Account for development projects inremote areas.

(b) No, as per provision of the Telecom Act the purpose of the USF isto provide access to the Telecommunication services in unserved, underservedand remote areas etc which cannot be changed without amendment in the Act.Further, USF Rules have also been amended only to the extent of placing themoney in Federal Consolidated Fund (FCF) and the Scope and usage of USFhas not been changed.

192. *Dr. Arif Alvi:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that Rs. 480 billions have been paid toIndependent Power Projects (IPPs) for settlement of circulardebt;

(b) whether it is also a fact that the audit has been conducted/

completed thereof; if so, the names of audit companies alongwiththe details thereof;

(c) whether it is further a fact that excess payments were made to

IPPs; if so, the details thereof;

(d) whether any tenders were called for grant of audit contractstherefor;

(e) whether any of the said companies audited the said 23 IPPs in

the past; and

(f) whether bulk payments were made on June 29, 2013 till late atnight; if so, the reasons thereof?

(a) the year-wise consumption of steel in Pakistan at present;

194. *Belum Hasnain:

Will the Minister for Housing and Works be pleased to state:

(a) the number and names of development projects initiated andexecuted by the Federal Government Employees HousingAuthority during the last two years;

(b) whether those projects have been completed or likely to be

completed within the stipulated period; if not, the reasons thereofalongwith the financial impacts on national exchequer due todelay therein; and

(c) whether those projects have been completed in accordance with

the prescribed standards; if not, the reasons thereof alongwiththe details of procedure adopted to monitor and evaluate thestandards thereof?

Minister for Housing and Works: (a) Following two projects have

been initiated:—

i. Proposed Housing Scheme at Bara Kahu, Zone-IV, Islamabad.

ii. G+14 storey apartments scheme in Sector G-13, Islamabad.

(b) The Honourable Supreme Court of Pakistan took Suo-Moto noticein June, 2009 on Bhara Kahu housing scheme. According to the judgment of on27.02.2013, Layout Plan has been approved by CDA. Engineering design, contractagreement for development and selection of supervisory consultant is under process.Measurable targets for payment of balance land is approved by the ExecutiveCommittee, 1st installment amounting to Rs.121 million has been paid to M/s.Green Tree. However M/s. Green Tree has filed a writ petition in the HonourableSupreme Court, the scheme may start after the decision of writ petition. No financialimpact incurred due to delay in the scheme as according to the Supreme Courtjudgment dated 27.02.2013 any escalation on any account has been frozen.

About G+14 stories apartment it is intimated that the final NOC is stillpending with CDA. Ministry of Housing and Works and FGE Housing Foundationare making strenuous efforts to get NOC from CDA to start the project, allformalities/requirements of CDA have been met by the Housing Foundation, NOCis likely to be issued in near future.

(c) Both projects are at their initial stages, monitoring procedure is givenin the agreement. It will be ensured, that all standards of developments will beobserved in the light of development agreement by the Technical Wing of the FGEHousing Foundation and respective consultants on each project.

195. *Belum Hasnain:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the year-wise total number of cases of HIV/AIDS registered in

the country during the last five years;

(b) the total number of such patients to whom medical treatmenthas been provided during the said period; and

(c) the steps being taken by the Government to control the HIV/

AIDS?

(7) Resource mobilization-GFTAM UN System and World Bank.

(8) Coordlnation with UN system Provinces and bilateral parents.

(9) Provision of CD4 machines for Balcionistan & KPK.

(10) Provision of Data entry operators in18 treatment centers (in Process).

(11) Referral support to PLHIV registered with centers for their medical,psychological and socio-economic needs.

196. *Munaza Hassan:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state the responsibilities of the Government in respectof freedom to profess religion and to manage religious institutionsunder Article 20 of the Constitution?

Minister for Religious Affairs and Inter-faith Harmony (Sardar

Muhammad Yousaf): ( a) Under Article-20 of the Constitution of Islamic Republicof Pakistan every citizen is entitled to profess, practice or propagate his religionand that every religious denominations and every sect thereof shall have the rightto establish, maintain and manage its religious institution and perform their religiouscustoms as per their beliefs.

(b) The Constitution of Pakistan guarantees fundamental rights for allcitizens irrespective of religion, race, caste, colour or creed. Articles 20, 21, 25,26, 27, 28, and 36 of the Constitution of Islamic Republic of Pakistan-1973,

provide full protection and equal rights to all citizens including Minorities of Pakistanwithout any discrimination of colour, creed, cult, language or gender to freelyprofess and practice their religion and culture.

(c) An Ordinance protecting the Communal Properties of minoritycommunities was promulgated in 2002 by the Government. These properties includeplaces of worship, monasteries, seminaries, vicarages, dharimshalas, goashalas,burial places, community centers, social welfare, educational, health and recreationalinstitutions meant for their communal use including side buildings, vacant places,residential paces or offices annexed to the said places.

197. *Shagufta Jumani:

Will the Minister for Industries and Production be pleased to state:

(a) the total number of Utility Stores established in the country atpresent;

(b) whether there is a Utility Store in each Union Council at present;

and

(c) the detail of those stores set up in each province alongwith thenumber of their regional and zonal offices?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan

Jatoi): (a) There are 6,000 stores operating throughout the Country.

(b) At present there are 6,222 Union Councils. The Corporation isoperating 6,000 stores throughout the Country. It is correct that Corporation isnot operating store in each Union Council. In the uncovered Union Councils,Stores could not be opened due to non banking facility which is a pre-requisite ofsafe and secure deposit of the daily sale proceeds.

(c) Province wise details of stores in operation along with number ofZones and Regions is as under:—

198. *Shagufta Jumani:

(a) the total amount of circular debt of Independent Power Projects(IPPs) as on 31-5-2013 alongwith the date and company-wisepayment made in this regard so far; and

(b) the total payment made to IPPs as on 30-09-2013 alongwith

the details of total outstanding amount thereof at present andthe time by which it will be paid?

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that 20,000 women and children died during

the pregnancy and child birth in the Federal Governmenthospitals during the last five years till date;

(b) if so, the steps being taken by the Government to control the

same?

Will the Minister for Industries and Production be pleased to state:

(a) the year-wise number of Industrial Zones established in thecountry during the last five years alongwith the locations andspecial features thereof;

(b) the detail of facilities/incentives being provided to industrialists

therein; and

(c) whether there is any proposal under consideration of theGovernment for establishing more Industrial Zones during thecoming years in the Province of Khyber Pakhtunkhwa; if so,the details thereof?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan

Jatoi): (a) In accordance to the reports of Industries Department of Governmentof Punjab and National Industrial Parks Development and Management Company(NIPs), twelve (12) Industrial Estates/Parks/Zones established in the country duringthe last five years. Details of year-wise, location and special features of theseIndustrial Estate//Parks /Zones are at Annexure-I.

Industries Departments of Provincial Governments Sindh, KhyberPakhtunkhwa, Balochistan, Gilgit Baltistan and Export Processing Zones Authority(EPZA) have sent nil report.

(b) Details of facilities/incentives being provided to Industrialists in aboveIndustrial Estates/Parks are at Annexure-II.

(c) Establishment of Industrial Zones may be possible of Trade Corridorfrom Gawader to Kashgar (China). However,Government of Khyber Pakhtunkhwahas informed that Sarhad Development Authority has requested to convert thefollowing Industrial Estate in to Special Economic Zones:

(i) Industrial Estate, Hattar.

(ii) Industrial Estate, Gadoon Amazai.

(iii) Industrial Estate, Ghazi.

(iv) Industrial Estate, Dera Ismail Khan.

(v) Industrial Estate, Jalozai.

• A 477km 500kv alternating current link between the Kyrgyz Republic(Datka) and Tajikistan (Khouj and) (the “AC Facilities”)

Cost

the estimated cost of the CASA-1000 Project is US $ 953 million including $ 80million IDC @ 5% interest rate (SNC Lavilin FS update, Feb. 2011)---the finalcost shall be determined through a competitive bidding process.

(c) The contract Agreement of the CASA-1000 Project (the MasterAgreement, the PPAs, Technical code etc.) is due to be finalized by mid –January, 2014. The EPC bid documents are also being prepared by a consultantafter which the bidding for construction of the project shall be done. The project isexpected to be completed in 2017-18.

Coordination: (a) No separate lists, of branded (research based), branded genericor generic drugs are maintained. About 76000 drugs have been registered inPakistan.

(b) Following steps are being taken by the Government to decrease theprices and increase the production of drugs.

i. Manufacturing of generic drugs is being encouraged and facilitated,as by and large the generic products are cheaper than the brandeddrugs. Priority and all facilitations are being given to the manufacturersof generic drugs and to make their investment fruitful in the shortestpossible time. For that purpose meeting of the various Boards arebeing held frequently. Priority is also being given to grant registrationto new licences/new sections to increase production of drugs whichincrease competition in the market.

ii. No across the board price increase has been allowed after 2001.

iii. A policy to rationalize the prices of drugs is under consideration ofthe Policy Board of Drug Regulatory Authority of Pakistan, Ministryof National Health Services, Regulations and Coordination.

Lakhra Power Station comprises of three coal firedunits of 50 MW each on fluidized Bed Technology. Unit #1 with a derated capacityof 30 MW is in operational condition but, at present, standby due to shortage orwater in river Indus. Whereas other two Units are under shutdown for want ofmajor rehabilitation work.

The PC.I for Diamer Basha Dam Project was approved by ECNEC on20-8-2009 for an amount of US$ 11.178 billion with Foreign Exchange Component(FEC) US$ 3.912 billion.

Minister for Information Technology and Telecommunications : (a)

Ministry of Information Technology, Pakistan Software Export Board (PSEB)and National ICT R&D Fund have launched the following programs to providefinancial assistance and generate employment opportunities for the fresh ITgraduates.

i. National ICT Internship program

ii. Incubator program.

iii. Prime Minister’s National ICT Scholarship Program (PMNICTSP)

iv. Prime Minister’s Scholarship Program for the Talented Students ofBaluchistan

PSEB’s National ICT Internship program

Under the PSEB’s National ICT Internship program, the Government isproviding internships in the IT. Industry for a period of four months with financialassistance in form of stipend to the selected IT graduates of Rs. 16,000 per month.PSEB will be deploying a total of 800 interns. This program was launched in June2013 and as of today 310 interns have been placed in the IT industry.

PSEB’s Incubator Program

Under PSEB’s Incubator program, the Government is providing financialassistance to the selected IT startups in the form of stipend of Rs. 15,000 permonth to each team member. Also, development cost of each IT startup up to Rs.500,000 is being paid for by the Government. PSEB is presently establishing 10IT startup companies out of which 5 have already been launched in Islamabad (3),Lahore (1) and Karachi (1).

National ICT R&D Fund’s Prime Minister’s National ICTScholarship Program

National ICT R&D Fund administers Prime Minister’s National ICTScholarship Program (PMNICTSP) which provides fully funded 4-yearundergraduate degree scholarships in ICT related disciplines in some of the leadingICT universities of Pakistan. This is a fully funded scholarship and covers admissionand tuition fee, boarding & lodging, book allowance, meals allowance and stipendfor students who are awarded the scholarship, to pursue undergraduate degreesin ICT related disciplines in participating universities of the program.

Objectives

• Providing best quality ICT undergraduate education available inPakistan to deserving talented youth specifically from ruralmarginalized areas of Pakistan.

• Creating upward social mobility through ICT education.

• Enhancing capacity in the best ICT related education institution.

Since 2007, 4,223 scholarships worth approximately Rs. 3.5 billion havebeen offered to talented youth of Pakistan in ICT related disciplines to pursueundergraduate degrees.

National ICT R&D Fund’s Prime Minister’s Scholarship Programfor The Talented Students of Balochistan

Under the program titled ‘Prime Minister’s Scholarship Program for theTalented Students of Balochistan’, National ICT R&D Fund is funding a 05 years(class 8th to class 12th) scholarships program of Rs.675 Million for a total of 450students. These 450 students are divided equally into three batches i.e. 150 studentsper batch and placed in 29 different schools/colleges (public and cadet) acrossPakistan.

Only the students of 30 districts of Balochistan are eligible for thesescholarships. The program started in 2011 and the last batch would qualify in2017.

The program is led by the Capital Administration and Development Division(CA&DD) and Education Department, Balochistan.

(b) Pakistan Software Export Board under the guidance of its Board ofDirectors and the Ministry of Information Technology delivers initiatives andprograms that facilitate and promote Pakistan’s IT industry in the internationalmarkets. The initiatives and programs are focused on bolstering the local IT sectorgrowth, generation of employment opportunities, providing financial assistanceand subsidies to the local IT companies as well as IT professionals, and enhancingforeign exchange earnings.

Participation of IT companies in the International Exhibitions held abroadand locally is subsidized by the Government and is an important component ofPSEB’s efforts to extend maximum facilitation to local IT industry. Chairman,Pakistan Software Houses Association (PASHA) is a member of the PSEB Boardof Directors and the selection of companies to participate in various internationalexhibitions is decided upon after consultation with PASHA as well as PSEB membercompanies.

PSEB has been regularly facilitating and subsidizing participation of ITcompanies in annual International exhibitions held abroad such as GITEX (Dubai,UAE), Game Developers Conference (San Francisco, USA) and CeBIT(Hannover, Germany). Similarly, the international exhibitions held locally withsubsidized participation of IT companies are Expo Pakistan, ITCN Asia andCONNECT IT.

(b) Medical & Dental Institution (recognition, eligibility criteria forenhancement in annual admission and accreditation standards) Regulations, 2012has been made to monitor the same. Also the Federal Government imposed amoratorium on opening of new medical / dental colleges due scarcity of facultysituation in the country.

(c) The faculty shell be registered with the Council and only thatregistered faculty shell be acceptable as faculty. The faculty shall display his validfaculty registration card at his place of duty. The faculty members involved inteaching, course planning and curricular evaluation shall acquire expertise in teachingmethods curriculum development programme evaluation and students evaluation.

(d) As per Admission in MBBS/BDS courses and conditions for housejob /intership/foundation year Regulations the rate of fee fixed for Pakistani studentsis @ Rs. 600,000/- exclude University examination fee, taxes, hostel fee, transportfee and one time admission fee which shall be not more than 50,000/- and forforeign students is @ 18000$ per annum all inclusive all dues.

(e) Over charging of admission fee is a violation under section 25 ofMedical and Dental Council (Amendment) Act. 2012 and PMDC has writtenletters to the colleges as per section 25 of the said Act.

Minister for National Health Services, Regulations andCoordination: (a) The strength of WHO is its technical expertise in differentareas of health. The country level technical cooperation of WHO and theGovernment of Pakistan is in place since 1960. WHO has been engaged in jointcollaboration with different stakeholders, like Ministry of Health Department anddistrict health management with a view to reduce the excess of morbidity andmortality through strengthening of the health system and creating an enablingenvironment based on equity and the attainment by all of the highest possible levelof health.

WHO assists the Government of Pakistan as per requirements and needsof the country through joint collaborative programmes. The two years workplansof collaboration is jointly prepared by a team of WHO. Ministry of Health andRepresentatives from the provinces. Before the actual formalization of workplans,

provincial level planning meeting are organized by WHO and MoH to know theneeds and requirements of the provinces; therefore, the Provincial Representationin this planning process is always very prominent.

During. the implementation phase of various technical elements ofcollaborative porgrammes, most of the activities take places way down he provincialand district levels.

The major share of WHO technical support goes to all districts of thecountry in the form of our technical and financial support to the key programmeslike the Programme for Family Planning and Primary Health Care (LHWsprogramme), the expended programme on Immunization (EPI), Polio EradicationInitiative (EPI). Tuberculosis Directly Observed Treatment Short-course (TBDOTS), Roll Back Malaria, Emergency preparedness and response, Diseasessurveillance (DEWS), Outbreak investigation & response and Human ResourceDevelopment. Every district of Pakistan gets its due share in WHO technical supportand WHO is the anchorage partner in health at the very grass root level.

Several options including introduction of micro financing through privatebanks are under consideration for promoting wide spread use of solar technology.Bank of Punjab has already launched a scheme called “BOP Solar” for financingof solar systems.

(b) The schemes for solar would only be effective once legislation fornet-metering and wheeling of energy is in place, which is currently under preparationby NEPRA.

The project activities remained abandoned for two years due to non-effectiveness of foreign loan facilities.

By the hectic efforts of present Government Authorities, amendmentNo. 2 to the Contract Agreement was signed between GHCL

(Ministry of Water and Power) and M/s DONGFANG ElectricCorporation limited China on August 2, 2013.

All the requisite financing have been arranged from syndicates oflocal banks and for disbursement of the same, letter of credit havealso been established in favor of relevant parties.

As a result of this amendment Chinese have remobilized at site toresume project work.

At present work is being carried out at Nandipur site on war footingbasis.

The long detained project machinery lying at different ports of Karachihave completely been shifted to Nandipur site.

The overall progress of the project is 66.51%.

The tentative date for COD of plant is as under:

Coordination: (a) Cancer data is collected by all major tertiary care public sectorhospitals, all atomic energy centers, AFIP, and major private hospitals like AghaKhan, Shaukat Khanum and NGOs like pink ribbon. But this data is not beingpooled into a national database.

(b) Breast cancer is not a preventable disease but early diagnosis cansave life.

Regular breast self-examination and mammogram or ultrasound of breastare simple screening ways to detect early breast cancer. Awareness on self-examination of breast is being done by NGOs while mammography and ultrasoundare available at most secondary and tertiary care centers.

(c) Provinces are responsible for services delivery.

Service delivery is not the mandate of this Ministry.

Hospital offering treatment for Cancer like NORI are under administrativecontrol of Pakistan atomic energy commission. They are providing services as pertheir policy.

Minister for Housing and Works: (i) Geologically, Pakistan lies in anarea of seismic hazard, The earthquake which hit Pakistan on October, 08 2005caused colossal loss of human lives and damage to structures.

(ii) To prevent such losses in future Pakistan Building Code-2007 hasbeen developed which provides better safety standards for construction and designof various types of buildings in different seismic zones at Tehsil level in Pakistan.

(iii) The updating Building Code-2007 ensures better safety standardsfor construction of earthquake resistant buildings and provides guidelines,procedures and recommendations for designing of various types of buildings indifferent geological / soil conditions along with selection of material and requirementsfor testing & inspection.

Finance Minister of Afghanistan in a bilateral follow up meeting dated 25.8.2013has suggested for joint investment in Kunar Hydro Project on common river forwhich the feasibility and design has already been completed by Afghanistan.

In a follow up meeting held on 09.09.2013 at Planning and DevelopmentDivision Islamabad on Committee for Reconstruction and Rehabilitation ofAfghanistan (CRRA), it was decided to form a committee (M/s NESPAK,WAPDA and MoW&P) under the Chairmanship of Secretary MoW&P to examinethe feasibility and determine possible modality of the joint development of theproject.

(b) WAPDA identified about 4,582 MW potential in Chitral Swat Basin.However, in District Chitral, WAPDA has under y taken Golen Gol HydropowerProject (106 MW) to be completed during February 2015.

(c) There is no such proposal under consideration as yet.

(a) whether it is a fact that the pension of 45000 pensioners of PTCLand T&T has not been restored despite Courts orders; if so, thereasons thereof; and

Minister for Information Technology and Telecommunications : (a)

Pension to PTCL Pensioners is approved under Pakistan TelecommunicationReorganization Act, 1996. The governing body is a Board of six Trustees, threeeach from government (Ministry) and PTCL. This Board is the only CompetentForum to approve and determine Pension payable to PTCL pensioners as perclause 46(2) (a) of the Act, 1996.

As reported by Administration, the number of PTCL Pensioners is 39,791at the moment whose pension was never stopped; therefore question of restorationwas never an issue.

The problem arose in the FY 2010-11, when an almost 40% increase(including Medical Allowance) was announced for Government Pensioners. PTCLpensioners in the past were allowed increases which were on the average around10% periodically on the pattern of Government pensioners.

In view of the heavy increase in pension in FY 2010-11, PTET Board inexercise of its powers under the Pakistan Telecommunication Re-OrganizationAct, 1996, Section 46 (2) (a) which says that “Trustees have the exclusive right todetermine the amounts, if any, payable in respect of pension benefits to thetelecommunication employees”, decided to allow only 8% increase for pensionerswho retired on or after 01.01.1996. Since then, year after year, the same increasehas been approved by the Board till to-date and is being disbursed accordingly.(except the last increase for FY 2013-14 that was approved through circulation).

PTCL Pensioners, that were not allowed Govt. Pension increase, filedWrit Petitions in various High Courts. The Islamabad High Court (IHC) decidedin favor of the pensioners. Subsequently, PTET/PTCL filed Intra Court Appeal(ICA) in the IHC and the case is still pending.

Various hearings have been held and the next hearing is fixed for 18thDec. 2013.

(b) As the matter is sub-judice, it will depend upon the outcome oflitigation.

However, some of units of GENCOs whichwere installed during 1960 - 1975, have completed their useful life. The technologywas not so advance at that time, the design efficiencies at the time of commissioningwere in the range of 24.50% to 37.50% with the passage of time and deteriorationof the equipment, these efficiencies have decreased. However, now, the state-of-the-art CCPP having efficiency of 55% are being installed in GENCOs (publicsector). Thermal Power Units having low efficiencies are as under:—

Minister for Water and Power (Khawaja Muhammad Asif): (a)Alternative Energy Development Board (AEDB) is pursing and facilitatingdevelopment of Alternative & Renewable Energy (ARE) based power projectsthrough private sector under RE Policy 2006 and is not directly executing powerprojects.

Two wind power projects have been completed by Independent PowerProducers (IPPs) and are operational. Another three (03) wind power projectsare under construction and will be completed in 2014. Moreover, thirteen (13)more wind projects are at advance stages and ready to achieve financial closing in2014. In total, 33 wind power projects are at different stages of development.

22 solar power projects and 07 biomass/bagasse based power projectsare also under development.

Apart from the above, a 27 MW biomass based plant, installed by AlmoizSugar Industries, is operational and is providing electricity to PESCO. Anotherbiogas based plant by Shakargunj Sugar Mill is providing 7MW power to FESCO.

(b) Two wind power projects with a cumulative capacity of 106 MW(M/s FFC-49.5 MW and M/s Zorlu 56.4 MW) are operational. Besides, threeprojects of 150 MW are under construction.

c. Universal Service Fund (USF) has launched one of its BroadbandSouthern Telecom Region-V (STR-V) project in the Sindh Province. This projectaims at providing 56,500 broadband connections, establishing 125 Educational

Broadband Centers (EBCs) and establishing 55 Community Broadband Centersin the following 10 districts of Sindh:—

Overloading and long distance of 66 KV Chakdara & Dirtransmission line.

(b) There is an acute shortage of maintenance funds, which are mainlyspent upon the payment of salaries of maintenance staff. As and when sufficientfunds are received, the maintenance of Park will be carried out.

Minister for Housing and Works: (a) The both Audit (Govt. Audit &Charted Accountant firm) of Pakistan Housing Authorityare being conducted regularly since inception of PHA. The details of irregularitiespointed out in the audit year 2012-13 are as under:—

DAC has been held on the above audit para on 29-01-2013. Therecommendations of DAC are being followed in letter and spirits. (Annexure-II).

(b) The inquiries conducted in light of DAC’s recommendation are beingsecuritized at the departmental level as well as at the ministerial level. The outcomeof inquiries will be strictly followed as per directives of DAC.

(c) To control these kinds of irregularities the following steps are beingadopted by the management of PHA-Foundation

1. In order to improve the internal control each and every claim ofvendor is pre audited strictly prior to sanction of expenditure andrelease of payment.

2. A separate internal audit section is being set to implement the internalchecks.

3. The system of measurement book adopted in PHA-Foundation asthe same is being follwed by Pak-PWD and CDA. No. projectexpenditure made without project cmeasurement book.

4. Prior to Audit year 2013-14, the audit of PHA foundation wasconducted by Commercial Audit, now the same will be conductedby Work Audit. The works audit is technical in nature and suitablefor the engineering work of PHA-F.The same will also improve theinternal checks in PHA Foundation.

a particular area, the concerned technical staff take steps to remove the technicalfault from grid station as well as from transmission lines. This is the basic andfundamental relief to consumers that technical fault or suspension of electricity isimmediately handled by technical staff in any weather conditions. Sometimes, ifthere is major fault, after rectifying the fault load shedding is waived off forcorresponding duration in those particulars areas.

Annex-APresently, a total of 221 officers / workers having domicile of Sindh Rural are

working in KPT. However, it is clarified that Regional Provincial quotas are notbeing followed for appointments in KPT, as the Establishment Division’s O.MNo.4/10/2006 dated 12-02-2007 states that provincial / regional quotas shall beobserved in filling vacancies reserved for direct recruitment to Posts which arefilled on all Pakistan basis whereas KPT Officers and employees are not memberof all Pakistan Service or of Civil Service of the Federation. Since Karachi PortTrust (KPT)’s, jurisdiction, as per KPT Act-1886, only extends within the limitsof the Province of Sindh particularly Karachi, therefore, Rule -15 &16 of CivilServants (Appointment, Promotion & Transfer) Rules 1973 shall apply, theserules require that:

a. Rule 15:Vacancies in posts in BPS-3 to 15 and equivalent in offices whichserve only a particular province or region shall be filled by appointmentof persons domiciled in the province or region concerned.

b. Rule 16:

Vacancies in posts in BPS-1 & 2 and equivalent shall ordinarily befilled on local basis.

Furthermore, there are no provisions in the KPT Act 1886 for observanceof quotes in resport of appointments of officers and servants. According toprovisions of KPT Officers Recruitment / Appointment, Seniority & PromotionRegulations - 2011 notified by the Gazette of Pakistan vide S.R.O 40(KE)/2011dated 28-03-2011, all posts in BPS-16 & above meant for initial recruitment shallbe filled on merit following the prescribed procedure of induction. The said regulationis silent on observance of provincial / regional quota in respect of appointments.

As laid down in Section 3 (4) of the Evacuee Trust Properties(Management & Disposal) Act No.XIII of 1975.

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) Yes two cases have been reported.

i. Case of Mst. Pinky Devi r/o Pano Akil:

a. Mr. Jaipal Dodija, Cousin of Mst. Pinki Devi, r/o Pano Akil,Distt. Sukkur lodged FIR in November, 2008 that his cousinPinki Devi has been kidnapped by Mr. Ayazuddin.

b. According to the report of the Government of Sindh, Mst. PinkiDevi was produced before 1st Class Magistrate, Sukkur on26-11-2008, in which she stated and given affidavit that shewas not abducted by anyone and she has accepted Islam withher free will and has contracted marriage with Ayazuddin r/oPano Akil, Sukkur. Her new name is Fatima (Report ofGovernment of Sindh is attached at Annex-I)

ii. Case of Rinkle Kumari:

a. On 24-02-2012, Mr. Daya Ram r/o Mirpur Mathelo registeredFIR at PS Mirpur Mathelo stating that Naveed Shah andMehfooz Shah r/o Mirpur Mathelo and two unknown accusedforcibly abducted his niece namely Mst. Rinkle and took awaycash of Rs. 40000/- and 04 Tolas Golden ornaments.

b. Mr. Naveed Shah, was arrested and Mst. Rinkle Kumari wasrecovered and produced before the Civil Judge, Mir PurMatehlo on 25-02-2012 for recording her statement on27-0-2012.

c. Mst. Rinkle Kumari recorded her statement before the CivilJudge, Mir Pur Matehlo, u/s 164 Cr.Pc in open court inverbatim, in the presence of parents, sister, learned counsels ofrespective parties, complainant and the arrested accused.

d. The Court in its order dated 27-02-2012, allowed her to liveaccording to her free will, which is her fundamental constitutionalright and directed the SHO, Mirpur Mathelo to provide policeprotection to her destination, wherever she wants to go andsubmit a report thereof.

e. On 26-03-2012, Mst Faryal (Rinkle) appeared before theSupreme Court of Pakistan in case filed by Pakistan HinduCouncil and the court ordered to keep the Mst Faryal in shelterhome, Karachi till 18-04-2012.

f. On 18-04-2012, Mst Faryal (Rinkle) again appeared beforethe Supreme Court of Pakistan alongwith two other hindu girls,the Supreme Court of Pakistan ordered that all ladies are suijuris and directed the police authorities to take them to theplaces of their own choice and wherever they want to stay.Mst Faryal recorded her statement before Registrar, SupremeCourt that she wants to go with her husband, with whom shenow resides.

(b) No. Proceedings of the kidnapping cases are carried out undersections of the Cr.Pc.

(c) Under Article-20 of the Constitution of Islamic Republic of Pakistanevery citizen is entitled to profess, practice or propagate his religion and that everyreligious denominations and every sect thereof shall have the right to establish,maintain and manage its religious institution and perform their religious customs asper their beliefs.

However, in the wake of 18th Constitutional amendment, the followingfunctions of Minorities have been transferred to Provincial Governments / Ministryof Human Rights:—

• Tender/Bid documents of Component-1 (Kaitu Weir & AffiliatedStructures) submitted by the Consultants and finalized.

• The Contract has not been awarded yet due to non availability offinancing.

(b) Rs. 3000 Million has been allocated in PSDP 2013-14 (includingRs. 100 Million as Foreign Exchange Component).

(c) The construction work will be started after the availability / approvalof financing.

• Expected completion period of the Project is four years from thedate of commencement.

Minister for Water and Power (Khawaja Muhammad Asif): WAPDAhas been vigilantly looking after the water scarcity issue in the country. Addition of2.88 MAF to the existing capacity of Mangla Dam Project is a step in this direction.Similarly Gomal Zam dam, Satpara Darn and Darawat Dam Projects have addedanother 1.0 MAF to the storages capability of the country. There are several othersmall, medium and large multipurpose projects which are at different stages ofexecution (List attached as Annex-I).

Minister for Religious Affairs and Inter-faith Harmony (Sardar

Muhammad Yousaf): This Ministry has been mandated to officially celebrateTen (10) religious festivals of Minority Communities in Pakistan each year vizChristmas, Easter, Dewali, Holi, Nauroze, Chilmjusht, Eid-e-Ridvan, Festival ofLights, Janam Din of Baba Guru Nanak and Besakhi.

During current financial year 2013-14 Dewali has been celebrated on04-11-2013 and expenditure of Rs. 887,620/- has been incurred. More than 500persons from different faiths including Hindus participated. Christmas will becelebrated in December-2013. For celebration of religious functions at officiallevel, Government has allocated Rs. 27.67 Million in this financial year. Oncelebration of religious festivals of minorities lump sum amounts are incurred andper head financial assistance are not given.
