B. Traction items.
1.0 Overhaul of HHP Turbochargers, Traction Motors and Power Assemblies.
1.1 On US railroads, overhaul of assemblies is done by specialized agencies on a UTEX basis. Since inception of EMD locomotives on IR, it has been spoken and understood that the overhaul of assemblies on IR would be done on UTEX basis. This was also the underlying principle while laying down the manpower yardstick for EMD locomotives. A committee consisting of Dy.CDE/Vehicle/DLW and Sr. DME(D)/BGKT was appointed by Board to look at the subject in a comprehensive manner. The committee has gone into the details of 3 major assemblies under consideration for UTEX- HHP turbochargers, power assemblies and traction motors. Committee’s recommendation were considered and with the approval of Board (MM), new policy guidelines for the next 3 financial years i.e. 2016-17, 2017-18 and 2018-19 was issued vide Board’s letter No. 2013/M(L)/466/3 (1505) Pt. dated 02.03.2016 (Annexure –I).
1.2 The quantum of overhaul of these 3 major assemblies through outsourcing and by DLW/ DMW is as under;

1.3 DLW should place a rate contract for overhaul, which would be operated by Zonal Railways. The division of responsibility for the various activities involved is given below:

2.0 DEMU Planning on IR.
2.1 A meeting was conducted on 28.12.2015 at Baroda House, NR to discuss the issues related to DEMU. Zonal Railways were advised to make detailed planning for deployment of DEMU trains, replacing existing loco hauled slow moving passenger trains. Zonal Railway’s proposed links have been examined in Board. A demand of 270 additional DEMU rakes has been projected. Further Zonal Railways were advised vide Board’s letter dated 14.03.2016 for the following; (a) Links of proposed DEMU trains is to be separated into two categories, as rakes with
toilet facilities and without toilet facilities.
(b) For trains runnning for more than 4 hours or 160 kms run may be planned with toilet facility rakes and others on without toilet facility rakes. Accordingly proposed links should be modified and requirement of rakes worked out.
(c) Zonal Railways to take necessary steps for strengthening of systems for watering, cleaning and maintenence of toilets at terminals. This would involve provision of manpower and facilities for watering, wet cleaning of toilets and dry cleaning of coaches.

3.0 Fuel saving initiatives
3.1 Utilisation of effective APU hours: So far, 185 APUs have been fitted on Diesel locomotives. However, the average effective hours utilization are 46% of the potential hours only. To reap the benefits of fuel savings, Zonal Railways have to educate Loco Pilots for proper utilization and effective monitoring mechanism be devised. Utilisation of above 75 % of potential hours should be targeted and achieved by this year. Railway wise utilization position for the month of Mar’2016 is placed at Annexure-II.it may be seen that utilisation is less than 60% on all Zonal Railways except NWR.
Further, kits for 500 nos APUs sanctioned in RSP are under procurement at DMW. Further sanctioned exists for another 500 nos. Once the supplies are received, POH shops must ensure that all locomotives are turned out with APU only.
Action taken by Railways to achieve target utilisation may be appraised.
3.2 Condemnation of overaged WDM2 locos: Out of 458 WDM2 locomotives, 192 overaged locos are being utilised for Shunting and Departmental train operation by Railways. These locomotives are not being given prescribed scheduled maintenance, replacement of parts, etc. So fuel consumption by these locomotives is very high.Zonal Railways were advised vide Board’s letter dated 29.02.2016 to take necessary action. No overaged WDM2 locomotive should be utilised for Shunting and other train operations by Railways from 01.04.2016 onwards.
3.3 Bio-Diesel proliferation and setting Up of Bio-diesel plant at TNP/SR and R/SECR.
Use of Bio-diesel was discontinued in November, 2015 by many of the Railways where the temperature reduced below 180 c. It has been observed that many Railways did not ensure that the supply of B-100 becomes available immediately after February, 2016, when the temperature rises above 180 c. As a result the use of Bio-diesel has remained suspended till date in these Railways. Railways are requested to study the temperature graph of their

geographical area to set up as system of cut off and cut on of use of B-100 Bio-diesel on their jurisdiction, under advice to IROAF and Railway Board.
Railway where blended Bio-diesel has not been used after onset of temperature above 200 C are NR, SR, SCR, ECR, ECoR, NCR, NWR, SWR and SECR.
While most of the Zonal Railways have identified fueling depots (RCDs) for phase-II implementation of Bio-diesel use, Northeast Frontier Railway and North Central Railway have not done the same. They are required to identify the depots and process procurement of B-100 Bio-diesel for them.
3.4 Review of leakages: Systems must be in place to check and prevent leakages-both physical from pipelines at RCDs and leakage due to pilferage and accountable infirmities. Zonal Railways should specifically review each location and ensure no leakages.
ZRs may give action plan on the above initiatives for saving fuel expenditure.
4.0 Condition monitoring of Diesel Locomotives: A task force on condition monitoring consisting of EDS (MP)/RDSO (Convener),CMPE(D)/NR, CMPE(D)/NFR and CPLE/DMWwas appointed by Board's letter dated 19-10-2015.The task force submitted their report on 30-12-15 and based on that report, Board issued the following instructions through letter dated 18.01.2016:
i) REMMLOT would be the backbone of condition monitoring system on diesel locomotives. Sensors for additional modules such as roller bearing monitoring system or engine crankshaft vibration measurement system shall use REMMLOT infrastructure provided on and off locomotive.
ii) REMMLOT would be provided on all Alco locomotives fitted with MBCS and developed for HHP locomotives. Once developed, it would be retrofitted on HHP locomotives.
iii) Utilization of output generated by the existing sensors for condition monitoring of the locomotives by developing trend analysis of parameters prior to the occurrence of failures shall be done and improved. Capturing the trend of deterioration / changes in the parameters being monitored prior to the occurrence of a failure is very important for alerting the failure. Few failures occurred of a particular nature need to be studied by analyzing the data generated by the sensors prior to the failure for arriving at the bottom line beyond which there is a likelihood of failure occurrence, i.e. generation of profile of the parameter to predict failure. This is a continuous exercise to be undertaken by RDSO in association with field units and OEMs of equipment. This exercise shall be taken up by RDSO and identified sheds along with M/s Medha in Phase-I. The target for Phase-I is 30-04-16.
iv) Fitment of additional sensors for condition monitoring of health of engine, water level, bearing temperature etc., as identified by the committee should be done on 10 ALCo and 10 HHP locomotives for trial by DMW and DLW respectively.
v) Similar to the existing condition monitoring of locomotives worldwide, a Centralized Loco Monitoring Centre manned by experienced staff would be set up for monitoring

the fleet and give expert advisory to the base sheds. This would be done without creating additional posts and the level of staffing would not be more than 4 persons per shift. Zonal Railways were advised to provide the necessary cooperation to RDSO.
vi) Zonal Railways should form a team of competent technical supervisors to analyse each failure to examine whether it could have been averted by formulating a REMMLOT alert based on the existing sensors or providing additional sensors. RDSO should add this field in their format for reporting punctuality loss cases and use this information for defining and refining alert levels.
RDSO and Zonal Railways to give feedback on action taken.

C. Coaching items.
1. Cleanliness and Hygiene on trains-
- Improvement in linen management:
o Expeditious setting up of balance 27 mechanized laundries in the year 2016-17. Railways to ensure commissioning of these laundries in the current year. Details of pending laundries at Annexure C-1
o Washing of blankets and pillows may be carried out by Railways as per the recent instructions issued by Railway Board.
o Use of overdue condemnation bedroll items. Railways to ensure that no overdue condemnation/condemnable bed roll item is used.
Railways to implement above instructions to improve linen quality being supplied to AC class passengers.
- Monitoring the effectiveness of Pest and Rodent Control treatment of coaches
o Railways to ensure implementation of comprehensive Pest and Rodent control
treatment as per board’s guidelines in all its coaching depots in the current financial year.
o effectiveness of treatment need to be monitored at each level.
Railways to ensure that complaint on account of Pests and Rodents in eliminated.
- Coverage of identified trains under OBHS and implementation of Clean My Coach initiative
o A total of 146 additional trains were covered under OBHS during 2015-16. Balance trains need to be covered in the current financial year. Details at Annexure C-2.
o Clean my coach initiative to be implemented by covering all the trains. [

2. Upgrade of coach designs
- Design development and manufacture of DeenDayalu coaches at ICF and RCFK should be done as per target communicated by Railway Board.
- Design development and manufacture of Antyodaya coaches at ICF alongwith compatible locos and requisite safety clearances for operation of the train must be ensured by ICF, RDSO and railways by timely action.
- WCR & ICF must ensure despatch of all Model rake coaches in the current financial year.
Railways and PUs to ensure adherence to timelines of the above-mentioned projects

3. Implementation of Green Corridors:
Okha-Kanalas, Porbandar-Wansjaliya, Rameshwaram-Manamadurai and Jammu-Katra sections have been identified as Green corridor with zero waste discharge from trains originating/terminating at these stations. RMM-MNM has already been converted to Green Corridor. SR to share their experiences. Other concerned railways must ensure implementation on other identified Green Corridors. Position of shortfall of coaches as available in Board is at Annexure C-3.

4. Coach ratings based on standard of upkeep:
Railways carried out an exercise of rating of coaches based on the standard of upkeep. Around 41% and 12% of coaches are falling in B and C category respectively (Annexure C-4).
Railways to upgrade the rating of B and C category coaches with time-bound action plan.
5. Readiness of Railways to maintain LHB coaches:
Certain railways have expressed their unwillingness for conversion of ICF stock coach train to LHB type stock citing lack of maintenance facilities though no special infrastructure is required for LHB coaches. This may prove a bottleneck for expeditious proliferation of LHB coaches in future.
Railways to ensure their readiness for maintenance of LHB coaches as and when allotted.
6. CMM roll out: Pilot depots where CMM has been implemented, should completely switch over for generation of periodical reports from the system. Other coaching depots should also expeditiously switch over to reporting through internet based application (CM2S2), developed in house by CRIS.

7. Trial with double acting BMBC:
Brake binding as a single most frequent cause of punctuality loss cases. RDSO has already advised for trial of double acting BMBC on SR, SCR & CR. RDSO and railways to complete the trial expeditiously.

8. Elimination of jerk on trains fitted with CBC:
Board vide letter No.97/M(C)/137/1 Vol. XI dated 21.01.2016 have advised comprehensive action plan for mitigation of jerks in CBC fitted coaches. Railways must ensure compliance to instructions pertaining to them especially in regard to retrofitment work, provision of shims and their inspection and record keeping. Railways to ensure compliance in all the CBC fitted rakes.

D. Freight Items.
1. Maintenance of WD-66 draft gear fitted in BOXNHL & BCNHL wagons and Slack Less Draw Bar (SLDB) & Quick Draw Draft Gear fitted in BLC wagons – Draft gear to RDSO’s specification No. WD-66-BD-06 is fitted in BOXNHL, BCNHL wagons. These are required to be maintained as per AAR Standard Documents meant for inspection and maintenance of draft systems. RDSO vide their letter No. MN/DGR.BG.HC dt. 13.01.16 have issued instructions regarding draft gear dropping in first and every POH cycle along with inspection procedures issued by concerned OEM M/s Wabtec, M/s Miner & M/s Amsted. RDSO has also informed the contact details of the above three OEMs for supply of maintenance spares for various make of WD-66-BD-06 draft gears. Zonal Railways must ensure that proper attention as prescribed by RDSO is given to draft gears during POH in the workshops. Railways are required to plan for spares and overhauling capacity of those draft gears which are found to be defective. Similarly action is to be taken in case of maintenance of quick draw draft gears fitted in BLC wagons. a. Status of progress made by the Railways in-

2. Maintenance of BVZI and BVZC wagons – There are approximately 2100 Brake
Vans of BVZI type. These Brake vans fitted with ICF bogies were inducted in service from 2004. Wagon workshops and ROH depots should plan for maintaining these wagons. Apart from these, approximately 2800 brake vans of BVZC type are also in service. These brake vans are fitted with laminated bearing springs with cylindrical roller bearings. Although, the production of this type of brake vans has been stopped and are gradually being phased out but they are still in service. Therefore, Zonal Railways should ensure proper planning of material and spares for maintenance of BVZC wagons. Status of plan of overhauling of Wheel discs, spring and roller bearing of the same is to be discussed. a. Railways status in

3. Repair of A, B and C category unloadable wagons in freight depot – Damage to wagons during loading / unloading in sidings is the main reason for arising of unloadable wagons. An Action Plan to reduce wagons damages was issued vide DTTG/Railway Board’s letter No. 2010/TT-IV/9/1 dt. 08.10.12. Subsequently, a Joint Procedure Order on wagon damages was issued vide letter No. 2010/TT-IV/9/1 dt. 18.09.15 to prevent damage to wagons during loading/unloading operations over

Indian Railways. Zonal Railways are requested to proactively implement the JPO and raise bills for recovery of damages to wagons taking place in the sidings. To conserve wagon POH capacity, instructions have been issued that ‘C’ category wagons should not be sent to workshop for NPOH repairs, unless they are due for POH within the next six months. Zonal Railways must indicate the Action Plan to carry out ‘A’, ‘B’ & ‘C’ category repairs. a. Action taken and status of the following to be discussed-

4. Maintenance of BCNHL wagons doors – Detailed instructions on modification of the wagon doors was advised to all the Zonal Railways vide Railway Board’s L No. 2005/M(N)/204/1 Vol III dated 19.10.2015. Modification of only two door types i.e. Original Type & MOD-I Type doors fitted in BCNHL wagon were to be done under RSP targets for which have been advised to NCR, SCR, WCR and WR. The RSP target for 2015-16 was of 1833 wagons, but till the month of February 2016 actual work was completed in only 740 wagons i.e. 40.40%. Short fall has to be made good in the year 2016-17. Repair/replacement for other design of BCNHL doors had to be done in revenue. Action taken by Railways in this regard is to be discussed. a. Detail discussion on-

5. Overhauling and examination of CTRB during ROH – Instructions have been issued
for examination of CTRB during ROH and checking of marking particulars of last POH of the CTRB. No local passing is permitted in case of CTRB. Therefore, workshops of Zonal Railways must ensure that they feed adequate number of overhauled CTRBs to their nominated ROH depots. Status of implementation of the above instruction is to be discussed. a. Detail discussion on-

6. Train examination on Close Circuit basis. Infrastructure facilities in depot Increasing number of rakes of CC Monitoring of CC base operation
It is beneficial for Railways to run freight trains on CC basis as it has been observed that en-route failures in CC rakes are far less as compared to premium and end-to-end examination. Therefore, Zonal Railways must plan to increase the number of holding of CC rakes. Increasing CC rakes would also entail enhancement of infrastructure facilities in depots, material planning, man-power planning etc. to meet the additional requirements.
Loss of CC rakes is an area of concern. Instructions have been issued for monitoring of CC rakes and all out efforts should be made to contain the decrease in the population of CC rakes. CC rakes should be closely monitored and loss of these rakes should be informed to higher authorities from time to time. Railways plan for increase in CC holding by at least 20% and the system put in place for monitoring the CC rakes is to be discussed.

7. Conversion of wagons into twin pipe air brake system – Vide AM/ME’s letter No.
2010/M(N)/60/1 Pt. II dt. 04-05/03/2015 it has been directed that the existing population of twin pipe BOXNHL/BCNHL wagons should be segregated to run in twin pipe rakes which should be monitored closely and information sent to Board along with plan for conversion of balance single pipe wagon into twin pipe. All wagon workshops shall confirm that they are carrying out twin pipe conversion of single pipe BOXNHL / BCNHL wagons during POH. a. Detail discussion on-

8. Verification of wagon numbers during ROH or POH – New wagon numbering
scheme was introduced from year 2004 onwards. New wagons have 11 digit numbers but wagon manufactured prior to the introduction of 11 digit numbering scheme do not

have any standard pattern numbers. For uniformity, it has been decided that all old wagons which are not having 11 digit numbers shall be converted to 11 digit numbers. C&IS Dte. of Railways Board is in the process of developing a software for generating 11 digit numbers for these old wagons. Wagon census has been carried out and an exercise for purification of Wagon Master is underway. Therefore, wagon workshops and ROH depots must cross check the wagon number of incoming wagons from the Wagon Master and print correct wagon numbers during POH/ROH. In case of any discrepancy, the matter should be brought to the notice of Railway Board. a. A presentation to be made by EDME Freight.
9. Implementation of FMM – Pilot finalization and roll out.
The finalization of FMM pilot on TKD/NR & DER/NCR is pending. NCR & NR are to facilitate identification of the left over work in the pilot phase and coordinate closure for the same with CRIS. The yard application of FMM, which was made on the SAP and BI layer albeit with extensive customization earlier in pilot phase, has also been developed independently by CRIS by its own efforts. The features of FMM yard application developed by CRIS (ROAMS- yard application) have been advised to Railways vide Boards letter no. 2015/M(N)/951/33dated 6.4.16. Railways to plan for implementation of the same in all their depots after ensuring that staff concerned has been suitably trained by CRIS in the functionalities and usage of the application. It is planned to shift this application as an integrated component with ERP application during roll out phase. Implementing ROAMS at this stage would help Railways during roll out of FMM in terms of sensitization and skill development of field users in IT. This application is currently being used at BSL/CR.
10. Introduction of RFID in wagaons- Fitment of RFID tags on all new wagons
manufactured and turned out on or after 01.07.2016 has been made mandatory. Zonal Railways to plan for procurement of writing and reading instruments from the vendors of RFID tags. While procuring the reading writing equipment, it should be ensured that the equipment is compatible for reading and writing as per GIAI-202 protocol.

E. Workshop and PU items.
1. Thrust on tapping domestic and international markets for orders:
The Design offices have traditionally been the strength of PUs. A scheme for incentivising sale of rolling stock to NRCs/exports is under finalisation at Railway Board.
This core design competence of PUs should be leveraged to develop designs suitable for exports/NRCs and all efforts should be made to maximise production for such customers. CMEs of PUs to give potential areas for the same.
2. Development of “Centers of Excellence in Skill Development”
It has been proposed, vide Para 126 of Rail Budget 2016 – 17, to establish “Centers of Excellence in Skill Development” at Railway Workshops and Production Units, focusing on one/two specialized activities for the general public. We will also join hands with prominent NGOs to provide skilling to people in remote areas including wards of Railways employees. Nomination of One PUs and One workshop (along with the trade) for 2016 – 17 to be deliberated and finalized. 3. POH of BOXNHL and BCNHL Wagons: Cases of centre sill cracks in BOXNHL and BCNHL wagons are being received in increasing numbers at workshops doing POH of these wagons. The lengthy repair procedure advised for these repairs, affects the holdings of these workshops. Further, eligible BCNHL wagons (i.e. manufactured prior to June 2010) may be turned out after POH duly fitted with RDSO designed retrofitable modified two part sliding door. RDSO to develop/present a simplified procedure for such repairs. 4. Local Passing of Coaches and Wagons in workshop Local passing wagons and coaches must not be resorted to without the approval of CME. CME should also not accord approval to local passing as a matter of routine and generic issues like dropping of couplers/draft gears, issues of BOBRN wagons etc may be referred to Railway Board for instructions.
CMEs may like to present cases that require immediate attention of Board. 5. SS 1Schedule of LHB Coaches A committee has been formed to examine the facilities required in open line coaching depots to start SS1 schedules of LHB coaches. The committee consists of ED (Carriage), RDSO, ED/CAMTECH, CWM/PL and CWM/LLH. The committee is yet to submit their report. The same may be expedited. ED (Carriage) may submit PDC.

6. Holding of workshops: CWEs must personally monitor the ten oldest wagon and coaches inside workshops and take necessary action for their expeditious turning out. Similarly, wagons having spent more than 30 calendar days after receipt at pocket yard of the workshop must be monitored at CWEs level with a definite action plan in each case. As advised to during POH program meeting, one-time outsourcing of body repairs can be considered for liquidation of old wagons. ZRs to indicate action taken. 7. Utilization of newly commissioned workshops: Newly commissioned workshops like Jhansi (MLR) and Harnaut must gear up at the earliest to work at their rated capacity. These workshops must also quickly gear up for catering to the entire coaching wheel & IOH bogie requirement of at least their home railway.
CME, ECR and CME, NCR may indicate action taken on future plans. 8. Attention to interiors of coaches during POH The quality of output from POH and MLR shops must of the highest level especially in regard to interior of coaches. CWMs of coaching workshops must pay personal attention to this aspect.
CMEs to advise action taken in this regard.
9. Review of methodology so as to avoid booking of capital expenditure under DRF:
PUs and workshops which undertake major works of rehabilitation/rebuilding/upgradation work should review their methodology of preparation of estimates and booking of expenditure for ensuring that additional amount spent on upgradation/provision of new features during the above mentioned activities are booked under Capital and not DRF. DMW has recently carried out an exercise in this regard for rehabilitation of diesel locos.
Findings of the same may be presented by DMW for the benefit of all.
10. Safety at workplace:
As more and more PUs and workshops achieve OHSAS 18001 certification, regular reviews of trends in man days lost on account of injuries on duty, may be carried out and discussed.
CMEs may submit Workshop-wise/ PU-wise information on IOD cases and manhour lost in 2015-16. The same may be benchmarked to per 100 staff on roll.
Zonal Railways/PUs may also like to present new initiatives taken to promote safety at workplace.
11. ISO-50001-Energy management- certification for PUs and workshops:
ICF has achieved ISO-50001 certification for Energy Management. ICF may share their experience of the same and some other PUs and workshops may plan for ISO 50001 certification.

12. Manpower Management in workshops & PUs:
A recent CAG Report has adversely commented on Manpower Management of Workshops. Further, the 7th Pay Commission has submitted its report to the Govt., which is under consideration. Financial impact of the report is likely to be substantial which makes productivity enhancement, especially in workshops and PUs, an extremely important corollary. Zonal Railways and PUs may like to get identified activities studied either in-house or through external specialized agencies like NPC, so that allowed time of these activities can be rationalized based on reasoned justifications. CMEs of PUs and Zonal Railways to present identified activity for the study.
13 Setting up of roof top Solar Power Plants in Railway Workshops/PUs under PPP:
All Zonal Railways have finalized at least one RFQ document and uploading the same on their website. IROAF which has coordinated and assisted Zonal Railways in finalizing the RFQ Document, shall assist Zonal Railways/PUs in finalizing the RFP & PPA documents. Railway wise list of the workshops whose RFQ have been uploaded and the balance workshops where RFQ are yet to be uploaded are enclosed as Annexure-W-1. Zonal Railways to draft and upload the RFQs of balance workshops on priority.
14 Introduction of Environment Friendly CNG and LNG in Workshops/PUs:
CNG: IROAF has coordinated with M/s GAIL and organized successful trial for metal cutting up to thickness of 150mm at Jhansi Workshop and Matunga Workshop. The Rail Wheels and the Axles were successfully cut with CNG. Though initially, the Railway staff took sometime in getting the acquaintance with setting up or the parameters like flow rate and pressure etc., after fine tuning of these parameters, the timings and the quality of metal cutting with CNG were better than those with the currently used industrial gases. The results have already been circulated to all the Zonal Railways and PUs. List of cities where CNG is available or where CNG can be supplied through cascades is enclosed as Annexure-W-2. CNG is not only environment friendly but also its cost is substantially lower than the Acetylene gas/BMCG gas, currently being used in the workshops for metal cutting. Zonal Railways/PUs to take necessary action for setting up the internal pipeline for use of CNG and procure CNG for their use in the respective workshops.

LNG: M/s BPCL has successfully organized the trials for metal cutting with LNG at Bhopal Workshop. They have also submitted the details regarding the facilities required for the storage of LNG inside the workshop. WCR may initiate a pilot project for setting up requisite facilities for LNG based metal cutting in Bhopal Workshop. LNG is not only environment friendly but also substantially cheaper than the Acetylene gas (almost 1/4th of the cost of Acetylene gas).

F. Development Items.
1. IR-DRDO Bio-toilets: 1.1 As against the target of fitment of 30,000 bio-toilets set by Hon’ble MR in Budget Speech 2016-17, Board (MM) has asked to plan for fitment of about 50,000 bio-toilets in 2016-17. For this, procurement for 80,000 bio-toilets (mainly for GS, SCN, ACCN, ACCW, ACCZ, SCZ & those coaches in which bio-toilet can be retro-fitted as per a common/single design) is under process at Railway Board. The distribution and target for 2016-17, based on the proportion of population of the coaches available for retro-fitment at different ZRs are as per table below:

As the installation and commission is being considered to be under the scope of the supplier(s), all ZRs are requested to be ready to get for retro-fitment done in maximum numbers of coaches to the extent possible by: i) Railway board is procuring bio-digester as per drawing no CG-14053 Alt-1 and retro-fitment is planned duly strengthening of headstock as per RDSO drg no 15036 Alt-1. Railways are advised identification of eligible coaches as per RDSO’s instruction on eligibility criteria for headstock for retro-fitment of bio-toilets as per RDSO letter MC/CB/LF/Anaerobic dated 30.12.15. ii) RDSO has issued instruction for retro-fitment procedure vide their letter no MC/CB/LF/Anaerobic dated 02.03.2016. The activity 1to 5 as per this procedure has been kept in the scope of railways & activity 6-18 has been kept in the scope of vendors. iii) Railways to nominate consignee (workshops/depots) to take-up retro-fitment work with assurance of offering minimum one coach daily to vendor at each consignee end. iv) For retro-fitment activity involving strengthening of head stock in workshop 72 hrs time have been planned to be given to vendors & in cases where strengthening of headstock has already been undertaken and only fitment of bio-digester is remaining it has been planned to give 48 hrs. to vendors. v) It has been planned that concerned railways will ensure the inspection of installation/commissioning activities of bio-toilets as per RDSO’s procedure for retro-fitment. Railways to nominate consignee with details of coaches offered for retro-fitment on daily basis and give their action plan to meet the target of fitment of bio-digester.

1.2 Bio-toilets to unique/specific design like for lavatories in Guard’s compartment and in passengers’ (disabled/2nd sitting) compartments of DSLR coaches are to be retro-fitted by the Railways themselves. Considering the target of fitment of 50,000 bio-toilets in about 12,500 coaches during 2016-17, it has come out that about 625 rakes( Av. 20 Coach/rake) will have bio-toilets in coaches carrying passengers and about 1250 DSLR coaches will be requiring bio-toilet fitment. Thus, it is being planned to manufacture all 2,500 bio-tanks (1250 tanks for Guard’s lavatory and 1250 tanks common for passengers’ (disabled/2nd sitting) lavatories at MIBW/SECR/NGP. The distribution proposed for both types of tanks will be as per table below:

ECR & ECoR to give the timelines. 1.5 Keeping in view the large coach holding requiring retro-fitment in near future, SR must explore the possibility of setting-up a Bacteria Generation Plant at suitable location. SR to discuss. 1.6 Performance of bio-toilets having S-bend arrangement and P-trap arrangement to be analyzed/compared to take an informed decision about which arrangement to be adopted in future (as discussed in 19th JWG meeting at MCF). Railways to give their feedback.

1.5 All POH workshops to ensure headstock reinforcement of all coaches undergoing POH as per RDSO’s Drawing No.CG15036 Alt.1. These coaches will be the candidate for fitment of bio-tanks in depots. Railways to plan fitment of stiffening brackets as per CG-15036 Alt-1as early as possible during POH & effort should be made to turn out all eligible coaches with strengthening of headstocks from 1st May 2016. Railways to discuss their action plan.
2. EIMWB (Electronic-in-Motion Bridge) 2.1 Status of steps taken by RDSO and Railways for making software tamper proof. RDSO& Railways to discuss their action plan. 2.2 Standard test weights in test wagons.

Gradient issue: Railway Board is pursuing Department of Legal Metrology to amend the relevant clause in GOI Gazette Notification to address the issue of installation of EIMWBs on a minimum of 100 metre track on either side with a gradient of not more than 1:400.
Point and crossing issue: It was advised to all Zonal Railways vide letter no. 98/Dev.Cell/IDEI/1, dated 07.04.1999 that there will be no points or crossings upto a distance of 100 meters on either side of weighbridge. However, certain railways have installed weighbridge in which points and crossing within 100 meters (both railway and private).

RDSOhas been advised to conduct the trial on effect of points and Crossings on accuracy of EIMWB in SER at four locations.
RDSO to comment on the status of trial. 2.4 Maintenance of EIMWBs through RITES:RITES and Mechanical Department of S.E.R to work on this concept and submit their recommendations to Board (MM) by 30/04/2016 or earlier. SER to discuss. Upgradation of Weighbridge technology: The present technology is based on strain
gauge and has certain limitation like joint in the rail, installation on curvature and gradient and limitation of speed. Technology is available commercially in the market which is more accurate and have better reliability with the features of No requirement of cutting of rail, Capable of weighing freight trains at higher speeds, Simple to install - minimal track down time. RDSO may examine the adoption of new technology for EIMWB in Indian Railways.
WILD Systems
1. Out of the 15 WILD systems, 13 are under AMC. Currently, Ajni&Arakkonam WILD system are not under AMC. Concerned Railway is requested for timely AMC of WILD system for continued effectiveness.
2. During 2015-16 TXR feedback was received for total of 709 critical alarms out of which wheel defects were found in 389 wheels. However, it is seen that correlation of critical alarm with defects was very good in 5 sites, namely, VSKP (93.5%), GTL (89.81%), MGS-II (89.25%), ASN (88.89%) and MGS I (86.02%) while in two sites BRWD and ET it was not so good. The critical alarms needs analysis in greater detail and follow up with the firms’ onsite AMC support. The WILD report need to be taken seriously by the divisions.
3. Zonal Railways may ensure giving feedback to RDSO regarding working of WILD periodically as per their format. Zonal Railways to regularly send supervisor associated with working of WILD to STC Charbagh for the quarterly training program.
Railways may discuss action action on the WILD alarms.

G. Project Items
1. Comments of Railways for the Budget Grant 2016-17.
The Budget Grant 2016-17 is attached as Annexure-P-1.
2. Funds Utilisation under Plan Head PH 42
It is noticed that funds utilization by some of the Zonal Railways/PUs under Plan Head 42 was much less than given initially under Plan Head-42 for the Year 2015-16. Utilization of funds during 2015-16 is attached as Annexure-P-2.
Monthly plan of utilization of funds during 2016-17 may be indicated.
3. Works delayed for completion
Number of works which are 5 years or more old from the year of sanction i.e. sanctioned in 2010-11 or earlier, but not yet reached completion stage are indicated in the Annexure-P-3 in two categories viz. >50 cr value and <50 crore value.
Railways may indicate the reasons for the delay and strategy for early completion.
4. Last Mile Works to be completed in 2016-17. Zonal Railways/PUs must ensure completion of last mile works during 2016-17 for which full funds have been allocated. Railways/PUs to expedite action on this subject so that shelf of works in PH-42 comes down and the benefits of investments are realized at the earliest.
Zonal Railways had identified 147 works as last mile works in 2015-16. However only 47 works were completed even though full funds as demanded by zonal Railways were provided (Annexure-P-4). The reasons for not achieving the target must be indicated.
5. Works to be closed in 2016-17.
34 works were found to be older than 5 years and having less than 25% progress in 2015-16. Zonal Railways were asked, vide letter No.2015/M(W)/964/80 dated 30-7-2015, to review these projects for speedy completion. However, it is seen that only 3 works have been completed or deleted in 2016-17. An updated list of works older than 5 years and having less than 25% progress is attached at Annexure-P-5. These works should be reviewed for speedy completion.
6. Fast Track Works.
There is a shortfall in coach and wagon POH capacity vis-a-vis coach and wagon POH arisings over Indian Railways which is a cause for backlog of due POH of coaches and wagons. Therefore there is an immediate need for creating additional POH capacity which necessitates speeding up the implementation of ongoing coach and wagon POH works and other related works.

7. New Works under Plan Head PH 42 for the Year 2016-17
Detailed estimates for the new works should be sanctioned early for speedy completion of the works.
8. Inclusion of repair/maintenance works in the Detailed Project Reports of Gauge Conversion, Doubling, New lines projects
All the Workshops/Production Units must upload RFQ and award the contract for setting up Solar PV Cell plants under PPP by 30.09.2016. The Solar PV plants should be commissioned by 31.03.2017.

H. M&P and Disaster Management items
1. Utilisation of Funds under plan head 41
Rs. 475 cr have been allotted for the current year 2015-16. Till February’2016 only 61% (aprox.) (Rs. 289.51 cr.)of the allotted funds have been utilized. It is likely that the allotted funds may not be fully utilized. COFMOW and Railways should indicate utilisation of funds versus allotment .
2. Throw forward of M&P
During CME(Plgs.) meeting at COFMOW, MM had instructed that to reduce the throw forward, all items sanctioned in M&P Programme 2013-14 or earlier for which indents have not been sent to either COFMOW or COS so far, are immediately deemed to be dropped. For the subsequent years, the targets for sending indents are as under, after which those sanctions will stand dropped unless their continuation is justified.

Disaster Management

JMP needs to expedite manufacturing of cranes. CME/ER to give the action plan and target dates for manufacture and supply of these cranes to Railways.
2. Requirement of new coaches for ARTs/ARMVs: In the 11th CMG Meeting held at
RDSO, it was decided that Zonal Railways should ask for new coaches for Breakdown Specials through RSP instead of converting overaged stock.

I. Environment & Housekeeping Management (EnHM) items.
1. Formation of EnHM Wings at ZR HQs and Divisions : Policy circular on Scope and Formation of Environment & Housekeeping Management (EnHM) wing in ZRs issued on 28.8.15. Roll out strategy issued on 31.8.15. Formation of EnHM Wing at Headquarter and one division each of SR, SCR and NR to be completed soon. Assessment of Housekeeping workload on all ZRs should also be completed soon to expedite EnHM wing formation. One HOD to be nominated at HQ for steering the formation of EnHM wing and necessary coordination.
2. Green Industrial Units : All Production Units and at least one Repair Workshop in each
ZR to be converted as Green Industrial Units of Railway by going in for IMS certification including Energy Management, sourcing Energy from Renewables, Water Conservation, improved green cover and Environment friendly Management of Wastes. (Railway Budget Speech 2016-17, para 135.)
3. Automatic Coach Washing Plants : Automatic Coach Washing Plants with provision of
water recycling to be provided at major coaching depots holding more than 500 coaches to improve the process of cleaning of coaches while reducing water consumption. (Railway Budget Speech 2016-17, para 134.)
4. Waste Water Recycling Plant (WRP) at Coaching depots :A work of setting up of WRPs at 10 Coaching depots on IR was sanctioned in 2015-16 vide item no. 864 of NR Pink Book. Coaching depot locations were advised vide Board’s letter no. 2015/Environ/03/01 dt. 17.03.15. There has been very little progress on the same. Zonal Railways should award contracts and complete these WRPs at the earliest. The present status and action plan should be shared with Board.
5. IMS accreditation including Environment management : Directive was issued to all ZRs and Pus on 11.06.2015 with concurrence of Railway Board Finance and approval of Board for obtaining IMS accreditation including Environment Management for all the loco sheds and major coaching and wagon maintenance depots including EMU/DEMU car sheds, in addition to all Pus & Workshops already advised. Accreditation of all Pus, Workshops, Diesel sheds and identified carriage and wagon depots to be completed at the earliest.
6. Solid Waste segregation and recycling centres to be set up at A1 category Stations.
(Railway Budget Speech 2016-17, para 68 iii).
7. Improvement in Traction Fuel Efficiency :Govt of India has submitted its INDCs to UNFCCC. The GoI target includes a few initiatives for Rail Sector. Improvement in Fuel efficiency of rail traction system is one of the key efforts listed in INDCs. ZRs to take actions and monitor their SFC on regular basis to achieve the desired targets by 2020 and 2030. An annexure is attached on INDCs.

8. CSR policy : A policy on mobilization of CSR funds and execution of works under CSR has been issued vide Rly Bd circular No. 2015/EnHM/06/06 dt 03.02.2016. MM’s letter No. 2015/EnHM/06/06 dt. 03.03.16 sent to all ZRs. All ZRs were asked to upload the possible works by 20.03.2016.
9. Provision for Environmental Works : An important policy for allocating 1% cost in all sanctioned Works for executing of environmental works is in the last stages of issue.

1. 5% blending of bio diesel as Traction Fuel all over IR (Railway Budget Speech July, 2014). PO not issued / supply not yet started in ECR and NCR. Figuring in India’s Intended Nationally Determined Contributions (INDC) as a mitigation measure.
2. Following commitments of Railway Budget Speech Feb, 2015, are yet to be implemented :
i. Mission for Water Conservation (para 108) – stepping up actions on Water Recycling Plants, RWH, and Water Audit. The targets and achievements (till Feb., 2016) in 2015-16 are as under:-

Annexure on INDCs Sub: Agenda for CMEs Conference. Implementation of India’s INDCs – Actions
related to Indian Railways. India submitted it’s Intended Nationally Determined Contributions (INDCs) to the UNFCCC Secretariat on 2nd Oct. 2016, after extensive consultations with various stakeholders, including the Ministry of Railways.
2. Following key areas have been included in the India’s INDC document for appropriate action by the Indian Railways (IR):-
S. N. Items pertaining to IR (a) Endeavour to increase share of Railways in total land transportation from
36% to 45% thereby decreasing the load on less efficient diesel operated road traffic.
(b) Dedicated Freight Corridor to reduce 457 million tonnes of CO2 in 30 years.
(c ) Promoting energy efficiency in transportation sector.
(d) To increase production of energy efficient 3 phase locomotives and switchover to 100% of these locos from 2016-17 onwards.
(e ) To install solar Power on land, roof tops, coaches.
(f ) PAT Scheme to be extended to Railway sector.
(g) Bulk users like Railways to use 5% blending of bio-fuels.
(h) Focus on Green Buildings, ETPs/Water Recycling Plants, Green India Mission, etc.
3. During the consultation phase MoEF& CC had asked each Ministry to frame its sectoral INDCs, which would be monitored during the period 2020 and 2030. The items applicable under Indian Railways’ INDCs (in addition to above) are as under:
(i) To reduce emission intensity (i.e. tCO2 per million GTKM) by 32.6% in 2030 as compared to 2005 level
(ii) Reduction in Emission Intensity to be achieved by 2030 mainly through improved Energy / Fuel efficiency in traction from 2013-14 level - Improvement in SEC, 4.8 % in Pass. and 13.2 % in Frt. - Improvement in SFC, 9.6 % in Pass. and 7.6 % in Frt.
(iii) Use of 10% Solar Energy & Wind Energy by 2030,

1. Failures on HHP locomotives are high. There should be regular meeting between DLW, RDSO & CMPEs on quarterly basis to sort out the issues of HHP locomotives.
Eastern Railway
1. Tripping of Radiator fan circuit breaker in HHP Loco should be informed to the Loco pilot by providing Indication for “Radiator Fan not working” in both Control Stands.
2. EMD Service Engineer to be deputed in UDL Diesel Shed.
Northern Railway
Supply of Imported HHP Locomotive Spares from DLW: Population of HHP locomotives has crossed 100, but procurement of imported spares is not yet streamlined. At least 35% of all imported spares shall be supplied centrally by DLW irrespective of loco holding of sheds.
North Western Railway
New concept of Total Fuel management (TFM) in Indian Railways may be deliberated
Southern Railway
1. HHP Loco failures have increased, RDSO and DLW need to look into the matter and issue guidelines.
2. New Alco engine blocks required for SR, new sanction from RB as well as from DMW.

South Central Railway
a) Allotment of WDS6 locomotives to replace 47 over aged WDM2 locos are in use over SCR in inferior (BT) services.
b) Transfer of 16 WDP1 locos to NR in view of ease in maintenance aspects.
c) Inline blending of biodiesel: At present as per RDSO instructions in vogue, biodiesel is being blended in storage tank .It is requested that OMC’s may be advised to develop in line blending facility in RCD’s.
d) Setting of BP pressure to 5.0 Kg/cm2 in HHP locomotives instead of 5.2 Kg/cm2, being a safety item, RDSO is requested to take up the issue and the firm M/s Knorr Bremse for early resolution.
e) RDSO to take up the issue with M/s Knorr to alter/incorporate the logics in software for automatic release of loco brakes, when dead loco is cranked.
f) The failure rate of HHP turbo superchargers is increasing, RDSO/DLW to issue suitable guidelines for healthy maintenance.
g) One-time input of new engine blocks for ALCO (cast blocks or finished blocks procured from trade) at least 20 nos is required.
h) The OMCs are not responding on standard facilities to be provided at RCDs. Board is requested to intervene.
i) Board is requested to issue directives to all Oil companies for provision of a standby issue side flow meter at the RCDs.
Western Railway
a) DMW is to take up the incidence of development of cracks in equaliser-less Bogie frames with respective firms.
b) Premature failure of DMW supplied/manufactured components are continuing even it was assured by DMW during the meeting held on 09/06/15 at DMW/PTA.
DLW
a) Development of newly inducted components in new specification i.e. APU, REMMLOT, DPCS by two Part-I sources M/s EMD and M/s Siemens at this stage is not known yet. In order to continue uninterrupted production of locomotives, RDSO may speed up development.
b) Hotel Load Loco – Clearance for fitment on dual cab WDP4D loco to be issued by RDSO.
c) Sheds to ensure fitment of overhauled/repaired TSC’s, received from DLW, in accordance with DLW Design Bulletin no. DB/01/2015/26 issued on 11.05.15.
d) Zonal Railways are requested to co-ordinate directly with HVAC suppliers for any warranty claims etc, as DLW is experiencing problem in -coordinating regarding availability of loco(s) for repair etc.
e) Indigenisation and Multi-sourcing of RDSO controlled sources are required as a measure to widen vendor base and controlling cost of manufacture of locomotives.

Coaching Items
Eastern Railway. 1. Existing norms for OBHS staff needs review. 01 Janitor is to be made for every 03
coaches and sufficient space is to be provided for OBHS staff. Condition for giving names of OBHS staff at least 24 hrs in advance, need a review.
2. Existing instruction of coach detachment, if WSP becomes non-functional in more than one coach needs to be reviewed as enroute monitoring of WSP will not be possible in trains where escorting staff are not provided. For non-AC LHB coaches, the WSP unit is fitted in the under frame and can’t be seen enroute.
3. A uniform policy for all the departments needs to be issued with the concurrence of Rly. Bd. Finance at the earliest for exemption of earnest money deposit (EMD) and cost of tender document for MSEs.
4. The design and material of bottle holders and snacks table in new LHB coaches needs to be to be reviewed as it is fragile and breaks just within few days.
5. Works proposed by Railways for wheel lathes are to be sanctioned on priority for upgrading the infrastructure for maintenance of LHB coaches.
Northern Railway
1. There is acute crisis of NG wheel discs as most of trade firms have failed to supply KSR - NG wheel discs. RDSO to advise approved sources of NG wheel discs.
2. Railway Board’s decision on corrosion in Fiat Bogie framesof LHB coaches may be communicated.
3. RCF to advise the vendors and arrange components for IRY coaches, as spares are not available in market and especially due to less quantity no vendor is coming forward to develop & supply the material on yearly basis.
North Eastern Railway
Guidelines for Territorial OBHS is required to be issued by Board.
North Western Railway
1. It is proposed to undertake refurnishing work in coaching depots by outsourcing. Higher classes of travel could be considered for refurbishing even twice or thrice in lifetime. More coaches need refurbishing. Policy guideline will help.

2. In order to make OBHS more effective, there is need to authorize territorial Rlys to supervise the activity and advise owning Rlys for penal action, if any on regular basis. This will improve alertness of OBHS staff all over the route.
Southern Railway
Guidelines for Contract Management for service contracts have to be clearly spelt out.
South Central Railway
1. Carriage watering time (15-20 min) is required. On SCR, 101 trains to not have adequate time. Out of these, SCR is proposing increase in stoppage for 51 trains in the next IRTTC. For balance 50 trains, Board may do needful to increase halt time.
2. SC Railway proposes to incorporate similar clause (the tenderer should have not
received a penalty of more than 7% of contract value in the previous contracts) in all the cleaning contracts dealt by Mechanical branch to ensure that firms with bad performance are disqualified for participation in the housekeeping contracts.
3. Non provision of dust bin underneath the wash basin in RCF Coaches.
Western Railway
1. "Clean My Coach" service “58888” should be replaced by the Railway with centralised telephone no.
2. In view of proliferation of Bio-toilet coaches to GS coaches, there is a need to attend choked bio-toilets during run by the on-board staff.
3. Provision of suitable locking arrangement be made on the doors of all toilets which permits locking of choked Bio-toilet to prevent passengers from entering such toilets and ensuring hygiene of gangway / vestibule area en-route.
4. Board is requested to allot 19 new Bio-toilet fitted WCB coaches ex ICF in next 2-3 months to exclusively work on WR, SR NFR, ECoR and NER based trains touching the Green section of OKO-PBR section nominated by Railway Board.
5. It is suggested that single BP-FP coaches are being manufactured by RCF since
October 2015. RCF should switch back to two set design for BP-FP pipes as it offers increased reliability and flexibility in maintenance and operations.

Central Railway
Quality of Knuckles: There is an undesirable increase in failure of knuckles causing increased train parting cases on Central Railway. The majority of the failure of items supplied by mainly two firms, viz. M/s Siena Engineering Pvt. Ltd (SN) and M/s. Jai Multi Engineering (JM). Worst performing firms needs to be blacklisted. RDSO may share IR data on failures of Knuckles as mentioned above.
Northern Railway
Procedure for repair of the breakage of centre sill and body bolster of BCNHL wagons is to be issued by RDSO for implementation in the workshops as existing repair procedure is not practically feasible.
South Central Railway
There is a need for revision of maintenance charges for BLC wagons, as the expenditure incurred by Railway is much more than the money received through apportionment of CDA from Northern Railway.
Western Railway
1. Damages to wagons in private sidings & non realisation of debit raised:This issue needs to be addressed to all Zonal Railways to initiate immediate punitive action against private siding owners & impress upon them for early realisation of balance debits, in order to control wagon ineffective. It is also desired that the wagons sidings take suitable steps to reduce wagon damages
2. Centre sill cracks in BCNHL wagons
a) The problem of centre sill cracks noticed in BCNHL wagons in the first POH itself. The primary cause of cracks in the centre sill is on account of gaps left during manufacture between the centre filler arrangement and bottom gusset plate.
b) WR is plugging the gap using SS plates. However it is noticed that in some cases, the gap is not same across the center filler bottom as a result of which some residual gap remains which cannot be plugged using SS plates. Some alternative filler / putty needs to be identified which can plug the residual gap.
3. Fitment of stiffners in body side panel of BCNHL wagons: WR drawing WSK-352/H
be studied and the same be standardised for all BCNHL wagons, including new manufactures as well.

kindly sanction the proposal as an OOT work for 2016-17. 3. Maintenance facilities for IOH of Bogie in MTN Workshop: Board is requested to kindly
sanction this work as an OOT work for the year 2016-17.
North Western Railway BCNHL wagons due for POH may be diverted to any other suitable workshop as POH infrastructural limitation to undertake POH of large number of BCNHL wagons due to height & width of these wagons at Ajmer worshop.
Southern Railway
1. Elimination of Cast iron axle box front covers: RDSO may advise ICF to withdraw the Cast Iron front covers design from the ICF Drawing. .
2. Maintenance Problems in CDTS toilet coaches.
During 2015-16, 95 ICF type coaches were received with CDTS Toilets for POH. They
are maintenance intensive and costly to maintain. Hence CDTS may be withdrawn
from ICF type coaches.
3. Revision in material specification for Bio-tank mounting bracket: Bio-tanks have been unloaded from coaches due to abnormal corrosion in the “J” Bracket and these coaches were not due for Headstock renewal. Hence necessary revision in material specification may be considered to prevent such corrosion.
4. Fading of paint in the coach Exterior: RDSO has taken up revision of alkyd paint specification to include minimum pigment content and testing to IS56. This must be expedited.
5. Brake binding in GS&SLR coaches: A trial was conducted duly increasing the piston stoke from 32mm to 40mm in the Bogie mount6ed brake cylinders. This modification has reduced the brake binding cases in GS and SLR coaches. RDSO was advised about the modification and RDSO is yet to give clearance for this modification
6. Maintenance of LHB Coach Disc brake system: Some workshops may be nominated for in-house maintenance and OEMs may be directed to be associated in this. CAMTECH can be the Nodal Agency

7. Procurement of LHB spares from ICF instead of RCF: Southern Railway had requested Railway Board to accord approval to submit demands for materials for LHB coaches on ICF instead of RCF for better follow up and ease of collection of materials.ICF has agreed to meet the LHB spares requirement of SRly.
8. Centralized repair contract for SPART needs to be expedited by NWR and SER.
South Central Railway
1. Wagon RSP: Quantities of allotment for upgradation and rehabilitation of BOXN wagons and complete renewal of end wall, side wall and flooring of BOXN wagons may withdrawn or reduced considerably.
2. Product Mix for wagon workshop: In SCR, major part of POH feed is from foreign Railways. It is therefore required to have a plan at Board level to project an indicative population of different wagons to be handled by the workshops in the coming year.
3. Coaching RSP vis-à-vis POH program:
4. Coach refurbishment being a major work, cannot be done practically without RSP provision. RSP provisioning should be done in line with the targets given in the POH programme.
5. Design of Axle Box: the dimension limits given by RDSO is quite difficult to maintain practically. The design needs to be reviewed by RDSO
6. Warranty of Upholstery and DTPB:The warranty period of Vinyl coated upholstery is 48/54 months as per RDSO specification RDSO/2008/CG-07Amd-4 (54 months from supply and 48 from fitment whichever is earlier). The warranty of DTPB as per spec RDSO K-607, Rev-2 is 24/30 months. This is causing warranty disputes very frequently.
RDSO may address the issue. Either they have to increase the warranty period of DTPB to same of Rexine or may issue some technical guideline with regard to the warranty claim of rexine.
7. Corrosion of bus type seat frame: In Bus type CZ coaches, seat frames are made of structural steel and these are directly fastened to the trough floor. There is a complaint of corrosion at the joint with trough floor. The repair involves heavy work content of cutting and dismantling of frames at trough floor. ICF may review the specification of the seats and may consider to make it of Stainless steel.
DLW
Production Programme for FY 2018-19 has not yet been received by DLW. In order to ensure resources (man power & material) for manufacturing is available adequately, prior planning is required. Hence it is requested to issue the production plan for FY 2018-19 at the earliest.
