WHEIMAS by "The Prize Courts Act, 1894," it is enacted that His Majesty the King in Council may make Rules of Court for regulating, subject to the provisions of The Naval. Corr. No. 10713/09. WHEREAS by Crown Grants under "The Land Act, 1898," registered in the books of the Office of -Land Titles in the volumes and folios set out in the attached ehedule, the locations referred to in such schedule were

granted to the persons therein named subject to the reservations to His Majesty the King, his heirs and snecessors, of the right to resume and enter upon posses-sion of any part of the said ]ands which it might at any time be deemed necessary to resume for roads, tramways, railway stations, bridges, canals, towing-paths, harbour or river improvement works, drainage or irrigation works, or quarries, and generally for any other works or

purposes of public use, utility, or convenience, and such lands so resumed to hold to His Majesty, his heirs and snecessors, as of his or their former estate, without making to the said grantees any compensation ie respect thereof, so that the lands so resumed in each location respectively should not exceed one-twentieth -part in the whole -of the land aforesaid, and that no such resump-tion should be made of any land upon which auy build-ings should be erected, or should be in use as gardens or otherwise. for the more convenient occupation of any such bnildings without compensation: And whereas it is desirable to resume the land hereinafter described (being portions of the lands granted as aforesaid not exceeding in any ease one-twentieth thereof) for the impose of a road: Now know ye that I, the Governor of this State, by and with the advice and consent of the Executive Councils do hereby proclaim that in exercise of the power contained in the said Crown Grant as aforesaid, the lands described in the schedule hereto, being portions not exceeding one-twentieth of the whole of the land comprised in any of the said Grants, was on the 26th day of August, 1914, resumed on behalf of His Majesty for the pnrpose of a Road.

WHEREAS by Section 48 of "The Land Act, 1898," it is made lawful for the Governor, by Order in Council, without issuing any deed of grant to place any Reserve under the control of any Mimi-cipality, Road Board, or other person or persons, as a Board of -Management, and to empower suell Board to make, repeal, and alter by-laws for the control and management of such Reserves, and prescribe fees for depasturing thereon, and for other purposes, such by-laws to be approved by the Governor and published in the Government Gazette: And whereas it is deemed

expedient that Reserve 952 for publie utility at Swan should be placed under the control of Wanneroo Road Board as a Board of Management: Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council, doth hereby place the before-mentioned Reserve under the control til! Wanneroo Road Board as a Board of Management, and doth em-power such Board to make, repeal, or alter by-laws for time control and management of the said Reserve, for prescribing fees for depasturing thereon, for directing the manner in which such fees shall be imposed, paid, collected, and disposed of, and to impose penalties not exceeding in ally case £5 for any breach thereof, and £2 a day for a continuing breach, but not more than £20 in the aggregate.

WHEREAS by Section 17 of "The Roads Act, 1911," it is provided that, on the exercise by the Governor of certain powers therein referred to, the Governor may, by Order in Council, declare whether a new election of mombers•shall be held for the district or any ward there-of, and, if so, when •such election shall be held, and whether any and which of the existing members shall go out of office and at what time : And whereas the Central Ward of the Collie Road District has been abo-lished, and the area thereof included partly in the West Ward and partly in the South Ward, and the number of members for the South Ward has been increased to three and the number of members for time West Ward has been increased to two: Now, therefore, His Excel-lency the Governor, by and with the advice of the Exeeu-tive Council, doth hereby order that an election of one member for the South Ward and one member for the West Ward shall be held on the third day of October next, and that the two members of the abolished Cen-tral Ward shall go out of office on or before the day next preceding the day fixed as aforesaid for the elec-tion of the additional members for the South and West Wards.

WHEREAS by an Order in Council gazetted on the 30th day of September, 1904, and made under the pro-visions of "The Water Boards Act, 1904," the Gover-nor in Council duly constituted a Water Area under the name of the Cue-Day Dawn Water Area, with the boundaries as therein specified : And whereas it is de-sirable to alter and extend the boundaries of the said Water Area, as hereinafter provided: Now, therefore, His Excellency the Governor, by and with the advice of the Executive Council, loth hereby alter and ex-tend the boundaries of the Cue-Day Dawn Water Area as gazetted on the 30th day of September, 1904, to be in accordance with Schedule appended hereto, and the said. WHEREAS by "The Water Boards Act, 1904," the Governor is empowered by Order-in-Council to consti-tute the District of a Local Authority or the Districts of two or more Local Authorities, or any part or parts of such a District or Districts, a Water Area under such name as may be directed : And whereas, under the provisions of the said Act, the Governor is empowered by Order-in-Conneil to eonstitute a Water Board to man-age and control sub Area: Now, therefore, His Ex-cellency the Governor, by and with the advice of the Executive Council, does hereby constitute an Area liar-ing the boundaries described in the Schedule hereunder, a Water Area for the- purpose of the said Act, under the name of the Carnarvon Water Area, and does hereby appoint the Carnarvon Municipal Council to be a Water Board, under the name of the Carnarvon Water Board, for the administration of the Act within such Area.

Interstate vessels, which, after arrival at Fre-mantle, or the latitude of Fremantle, make a voyage, in the case of vessels from the Eastern States or New Zealand to any port or ports North of Fremantle, and in the ease of vessels from Singapore to any port or ports South of Fremantle, shall, while engaged on such a voyage, be deemed to be coasting vessels and shall pay light dues in accordance with Regulation 44.

by inserting therein the names of all persons— (a) enrolled on the existing roll for each District;

and (b) enrolled on a Commonwealth Electoral Roll, and

whose place of living appears to the Chief Electoral Officer to be in the District for which the new roll is being prepared, and who do not appear to be enrolled on the existing roll for the District;

except so far as the Chief Electoral Officer may have reason to believe—

(1.) that any person whose name is enrolled on an existing District roll has ceased to live in the District for which such person is enrolled; or

(ii.) that any person whose name is enrolled on any District roll or Commonwealth roll is not qualified or is disqualified.

2, Per the purpose of deciding whether the name of an elector should be transferred to a new roll, either from an existing State or Commonwealth roll, the Chief Electoral Officer may make use of any information which appears to him to be authentic and reliable.

The selector of a Homestead Farm from any location available under Part VIII. must take the balance thereof under Con-ditional Purchase, and a selector of a portion of any location available under Part VI. must take the balance of same under Grazing Lease Conditions.

Applications must be lodged at the Local Laud Office for the District in which the lend is situated.

WHEREAS the Council of the Municipality of North Fremantle has certified that under the provisions of " The Municipal Cor-porations Act, 1906," the sums mentioned in the sixth column of the Schedule hereto attached are now severally due and unpaid by the respective persona whose names appear in the fourth column of the Schedule opposite such sums as owner of the land whereof (firstly) the situation, (secondly) the area, (thirdly) the volume and folio of the Title Certificate, and (fourthly) the name of the registered proprietor are sot forth in the first, second, third, and fourth columns of the Schedule opposite the same sum or, where no name appears in the fifth column, are now severally due and unpaid by the respective persons named in the fourth column opposite the same sum as owners, which said several sums are arrears of rates and interest due to such Council in respect of such land ; and whereas such Council has required me, after the expiration of three months from the date hereof, to issue my warrants of execution against such land unless the moneys mentioned in the said Schedule are sooner paid : this is to give notice that, in pursuance of such certificates, I shall issue my warrants of execution accordingly at the expiration of three months from the date hereof, unless the above-mentioned sums and all rates accrued due on the lands from the 17th day of August, 1914, and all expenses incurred are sooner paid.

HIS Excellency the Governor in Executive Council has approved of the following additions to the Technical School Regulations of the Education Department:—

(a.) Students who passed class examinatious at the Technical School at the end of 1913 will not be required to pay the registration fee.

(b.) Students who are admitted to the Technical School with a pass-out certificate from the Continuation Classes will not be required to pay the registration fee•

Secondary School Scholarships• 1. Scholarships, not exceeding fifty in each year, are

annually offered for boys and girls attending Govern-ment or other efficient schools. Ten of these Scholar-ships will be of the value of £20 per annum. The remainder will entitle the holders to receive a grant to defray the necessary expenses incurred in the provision of books, provided that no such-extra grant shall exceed £3 per annum, and to have their entrance fees paid by the Department on sitting for the Junior Examination in the second year, and for the Leaving Certificate Ex-amination in the fourth year of their Scholarship. Scholarship holders living at /mine may also receive a grant to defray their necessary travelling expenses, provided their homes are at a greater distance than two Miles from the school. The winners of these Scholar-ships nest attend Secondary Schools approved by the Department. If the winner of a Scholarship resides at such a distance from an approved school that it is necessary for him to become a boarder or to live away from home, an additional allowance of £30 per annum will be given.

2. The &Warships will be tenable for four years. 3. A candidate for these Scholarships must—

(a) Be over twelve and not more than thirteen and a half years old on the last day of the year in which the examination for the Scholarship is held.

(b.) Have attended one or more of the Government or other efficient schools of the State con-tinuously for at least two years immediately preceding the day mentioned in (a), and have made not less than three himdred half-day attendances (unless prevented by illness) in such school or schools during his last year.

(c) Produce a certificate of industry and good con-duct from the Head Teacher of the school last attended.

(d) Forward a statutory declaration from his parent or guardian showing either (i) that the total income of the parent or guardian does not exceed a quota of £50 per annum for each member of the family, including the parents or guardians, and excluding children earning

a wage of 10s. or more weekly, or (ii.) that the total income of the parent or guardian is less than £250 per amine'.

4. The Scholarships are awarded upon a competitive examinatioe conducted by the Education Department•

5. A number of Scholarships, not exceeding one-fifth of the total number offered, will be reserved for pupils from. country schools, provided that candidates of sallieient merit present themselves. A school with an average attendance of over 200 shall not be deemed a country school for the purposes of this section.

The conditions upon which the Scholarships are tenable are:—

(a) That the successful scholar shall, at the com-mencement of the first term following the award of the Scholarship, become a pupil at :t Secondary School approved by the Minister. The 'Minister may require that the school he i nspected.

(b) That he shall continue to attend such school, and at the end of each term obtain from the authorities of the school, and forward to the Education Department, a certificate stating that his conduct and attendance have been satisfactory. Poll particulars of attendance, of success in study, and of promotion, if any, must be given. If an unfavourable report is received, or if at any time his conduct be disorderly or immoral, the Scholarship may, at the discretion of the Minister, be forth-with cancelled.

7. The examination will be on the following sub-jects z-

(1) English (300 marks) .—The paper will be designed to test the candidates' powers of anderstanding the language and of using it freely and correctly. It. will include Com-position and qeestious on simple Grammar nil Analysis. of Sentences.

(2) Arithmetic (200 marks).—The ordinary course of Arithmetic as prescribed for classes not higher than the sixth in State schools.

(3) History (1I:e marks).—Outlines of British History. A sufficient number of optional questions will be set to enable candidates %rho have hem] working- at the History of the lab and 17th centuries to profit by their special study of that period.

10. All previous lists of approved Secondary Schools are hereby cancelled.. Applications for inclusion in the list of schools to which the holders of Scholarships may be admitted at the beginning of 1915 will be received at the Education Department until 31st August, 1914.

Western Australia shall be open for competition to any boy or girl under the age of 19 years on the first day of December in the year in which the examination is held, whose parents or either of them shall be bona fide residents in the State of Western Australia, and who himself shall have been a resident therein for a period of three rears at least previous to the holding of the examination provided for by these rules.

2. The said exhibitions shall be tenable for a period of three .years and shall each be of. the value of £40 per annum in the ease of students who are able to live at home while attending the University and of £60 per arm= in the case of students who are obliged to live away from home in order to attend the University. Tim Minister shall be the sole judge in case of any question as to the necessity for a student's living away from home.

3. Candidates for these exhibitions shall be required to pass the Leaving CertiLeate Examination and to satisfy the Department that they have reached the necessary standard for matriculation in all sueli sub-jects as are prescribed by the University.

4. (a.) Four subjects oely, including English, will be taken into consideration.

(b.) One exhibition will be awarded to the candidate who obtains the highest marks in English and either History or Geography, one to the candidate who obtains the highest marks in Latin and Greek, one to the candidate who obtains the highest marks in French and German, one to the candidate who obtains the highest marks in Mathematics and either Applied Mathematics Or Physics, and one to the candidate who obtains the highest. marks in any two of the following:—Biology, Geology, Chemistry, Physics. Provided that if the Minister considers that 110 candidate of sufficient merit has presented himself in any of the above groups, the exhibition in question shall be awarded on the same conditions as the remaining five.

(e.) The remaining five exhibitions shall be awarded to the five candidates who, after the exclusion of any who have already been successful in gaining exhibitions, have obtained the highest aggregates in any four sub-jects, including English, in which they have passed the examination.

(d.) The Minister reserves to himself the right to withhold all or any of the above exhibitions in the event of candidates not showing sufficient merit.

5. Every competitor shall give to the Education De-partment not less than eight weeks' notice of his inten-tion to compete at such examination, such notice to be computed from the date of the examination, and, together with such notice, shall forward to the Educa-tion Department (a) a eertificate of birth, and (b) two eertificates attesting the good charaeter and repute of such competitor. Of these two latter, one shall be given and signed by the head master of such competitor's school, and the other by the clergyman, priest, or Min-ister of the religious denominotion to which such com-petitor shall belong and of the district in which such competitor shall be residing, or by the Resident Magis-trate of that district.

6. The Exhibitions shall lie held sobjeet to the fol-lowing eonditions, namely:—

(a) A successful eandidete shall, as soon as the Regulations of the University will nlIow, be-come enrolled IS ;Ln nudergraduete of the University.

(K) An exhibitioner shall eider at once upon a full course of study lending to a Degree.

He shall begin residence at the University to whieh he may have been admitted as soon after such• affinissioe as the Reg-illations of such University shall allow.

7. The holder of an Exhibition shall be entitled to receive the said stuns of £40 or £60 by three equal in-stalments, payable at any time when lie hns furnished proof that lie has satisfactorily completed his term. subject to the production of such certificotes or other evidence as the Education Department may from time to time direct.

8. The Education Department may from time to time, with the approval of the Governor, revoke, add to, or amend these rides.

IN pursuance of "The Municipal Corporations Act, 1906," the Mayor and Councillors of the Municipality of North Perth make the Regulations following:-

1. Under the constructions of this Fegalation, unless the context otherwise required, the several words men-tioned in the 6th Section of "The Municipal Corpora-tions Act, 1906," shall where used have the same mean-ing as is attached to such words by the said Section.

2. That from and after the date of this By-law coining into operation no greater quantity than 100 gallons in the aggregate of Kerosene Oil, Petroleum, Turpentine, Naphtha, or any other volatile fluid or fluids shall be placed or retained at any one • and the same time in any one building or place, whether kept by the smile person or persons or not, within the Municipal District, unless in a building which will be situated at a distance of not less than 00 feet from any street or Wilding and then only in a building first approved of in writing by the Town Clerk.

3. For more easily discovering the keeping of any of the fluids, substances, or materials contained in the pro-visions of this Regulation, it shall be lawful for any officer of the Council, authorised by the Town Clerk in that behalf, at all reasonable times in the day time to enter into any shop, store, warehouse, building, or other place or premises in which such fluids, substances, or materials as aforesaid are suspected of being kept, and to make such search and examination therein as may be necessary for the purpose of ascertaining the quantity of any fluids or substances or materials as aforesaid so kept or stored, and any persons hindering or resisting such officer or officers as aforesaid in making such search or examination shall, if convicted, be liable to a penalty of not exceeding £20.

1. Any person or persons being the occupier or occu-piers or having the management, control, or use of any building, premises, or tenement or place of whatsoever description within such Municipal district not being situated and constructed hi accordance with the fore-going regulations who shall place or store or cause or stiffer to permit to he placed or stored within such build-ing, tenement, premises, or places at any one time a greater quantity in the aggregate than 100 gallons of Kerosene Oil, Petroleum, Naphtha, Turpentine, or other volatile .fluids. shall he deemed guilty of an offence against this regulation and, on conviction, shall be liable to a penalty not exceeding £20.

5. Nothing contained in this regulation shall apply to the storage of alcoholic spirits.
