    This Circular is issued to p rescribe the gu idelines, rules, and regu lat ions for the

    im plem entation of the first tranche Com pensation A djustm ent provided under E xecutive

    Order (E O) No . 201, s. 2016 , enti tled Mo difying the Salary Schedule for Civi l ian

    G overnm ent Personnel and Authorizing the Grant of Additional Benefits for Both Civilian

    and Military and Uniforme d Personnel, as approved by the President on February 19,

    2.1 A ll positions for civilian person nel, w hether regular, casual, or contractual in nature,

    appointive or elective, full-tim e or part-time, now existing or hereafter created in

    the E xecutive, Legislative and Judicial Branches, the Constitutional Com m issions

    and other Constitutional Offices, SU Cs, and G OCC s covered by the Com pensation

    and Position Classification System (CPC S) under Republic Act (RA ) No. 675 8, as

    am ended by Congress Joint R esolutions No. 1, series of 199 4 and No. 4 , series

    of 2009; and

    irst Tranche Officers Allowance for Military and Uniformed Officers, Effective

    January 1 , 2016

    An Off icers ' Al lowa nce sha l l be granted to m i li ta ry and un i formed o f f icers in accordan ce

    wi th the F i rs t T ranche O f fi cers ' Al low ance Sch edu le unde r Sec t ion 9 o f EQ No. 201,

    at tached as Annex C .

    9.1 S imi lar to the Pro v is iona l A llowa nce , the O f fi cers ' A llowa nce s ha l l be an in ter im

    m easure pen ding the mo di f icat ion and rat ional izat ion of the Ba se Pay Schedu le of

    m i li tary and uni formed pe rsonnel .

    11 .0 Im p lemen ta tio n o f th e Co mp en sa t io n Ad ju s tmen ts in co vered G O CC s

    11.1 The im plem entat ion of the f irst tranche sa lary increase in G OC Cs sh al l be as

    determined by their respect ive governing boards. GO CC s which do no t have

    suf f ic ient funds to implement ful ly the Salary Schedu le in Annex A may adopt

    their respective salary schedules at lower rates than, but at uniform pe rcentages

    of the salaries in Annex A .

    11.2 In the formulat ion of such salary schedules, GO CC s shal l ensure that they can

    fund on a su sta inable basis the increased salar ies, inc luding the governm ent

    counterpart to the Ret i rement and Li fe Insurance Prem iums (R LIP), P ag-IBIG

    Contributions, PhilHealth Contributions, and Employees Compensation Insurance

    Premiums.

    11.3 In the ad justment of the com pensation of incumbent personnel effective not earlier

    than Janu ary 1, 2016 , the pertinent rules under this Circular shall apply.

    12 .0 Proced ura l Guide l ines

    reparation of Notices of Salary Adjustment (N OS As) for personnel

    12.1.1 The Hum an Resource M anagement Officer (HR M O)/Adm inistrative Officer

    (AO) of a nat ional government agency (NG A) or G OCC shall prepare

    NO SA s for incumbent civilian personnel by following the format marked as

    Ann ex 0-1 or Ann ex D-2 , whichever is appl icable, for approval by the

    Head of Agency.

    12.1.2 For personnel whose actual monthly salaries as of December

    31 2015

    exceed the rates corresponding to Step 8 of the salary grade allocation of

    their positions in Annex A, the HR M O/AO shall no longer prepare NOS As.

    12.1.3 T he N OS As shal l be issued to the personnel concerned, copy furnished

    the Government S ervice Insurance System (GSIS) i f they are members

    thereof.

    12.2 The salary adjustment und er this Circular shal l be subject to the usu al accounting

    and auditing rules and regulations, and to appropriate re-adjustment if found not in

    order. The personnel concerned shall refund any overpayments received.

    1 3 . 0 F u n d S o u r c e s

    13.1 The am ounts required to imp lement the compensa t ion adjustme nt and related

    f ixed e xpen d i tu res o f personne l in N G A s sha l l be charged aga ins t the

    M iscellaneous Personnel Benefits Fund (M PBF ) authorized under RA N o. 10717,

    or the FY 20 16 General Appropriations Act (GAA ).

    13.2 The am ounts required to imp lement the compensa t ion adjustme nt and related

    f ixed ex penditures of casual and contractual personnel in N GA s whose salaries

    and wages are drawn from th  

    lump sum appropriation for non-itemized positions

    shal l be sourced f rom sa id agency lump sum appropr ia t ions inc luded in the FY

    2016 budget.

    13.3 Fo r cove red G OCC s, the am oun ts sha l l be cha rged aga ins t t he ir app roved

    corporate operat ing budgets COB s), provided that the nat ional governm ent shal l

    no t re lease funds fo r comp ensa t ion ad jus tm en t o r any re la ted expend i tu res ;

    provided, fur ther , that the GOCCs shal l not resor t to borrowings for the purpose;

    and provided, fur therm ore, that the per formance targets in their DB M -approved

    COBs are m et and thei r programs/projects for the year a re not adversely af fected.

    14 0 Release of Funds

    14.1 T he DB M sh al l re lease to the agencies concerned the Specia l A l lo tment Release

    Order SARO) cover ing the ful l year requi rements of the com pensat ion adjustment

    and related f ixed expen di tures of thei r regular personnel , pursuant to EO No . 201 ,

    based on da ta f rom the Gove rnm en t Manpow er In fo rma t ion Sys tem GM IS) ,

    chargeable against the MPB F.

    The S AR O sha l l be re l eased d i rec t ly t o t he opera t i ng un i t s o f t he age nc ies

    concerned b ased on the num ber of fi lled pos i tions as of Dece m ber 31, 2015 .

    In the case o f regu la r personne l , the R LIP requ i rem ents cor respond ing to the

    salary adjustments, being autom at ically appropr iated, shal l be released through a

    separate SARO.

    DB M shal l issue the corresponding Not ice of Cash Al location N CA), wi th monthly

    breakdow n, to cover the total annual requi rem ent , i.e. , January to D ecemb er 20 16 ,

    f o r th i s com pen sa t i on ad jus tmen t and re la ted f ixed expe nd i t u res o f agency

    personn el, consistent wi th appl icable guidel ines und er Na t ional Bu dget Circular

     N BC) No. 561 dated January 4, 2016 .
