Will the Minister for Federal Education and Professional Training bepleased to state whether the construction of the campus of FederalUrdu University, Islamabad has commenced?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): Yes, the construction of the campus of Federal UrduUniversity of Arts, Science and Technology (FUUAST), Islamabad has startedon May 4, 2018. The current status is as under:

Current Status:

The PSDP Project title is “Establishment of Main Campus of FederalUrdu University at Islamabad”. In the Phase-I the contract of Rs. 602.884million for construction of Administration and Academics blocks with ExternalDevelopment was awarded in April, 2018. The work was commenced on04-05-2018 for a completion period of 21 months. The expected date ofcompletion is 30-01-2020.

The project designed consultancy and detailed supervision is under theNational Engineering Services Pakistan (NESPAK). According to the physicalprogress upto end of September, 2018 the 30% work has been completed. Theoverall achieved financial progress is 21%. In the PSDP of 2018-19 the GoP hasallocated Rs. 306.368 Million for this project Rs. 61.274 Million has been releasedin the first quarter of this fiscal year.

32. *Moulana Abdul Akbar Chitrali: (Transferred from 3rd Session)

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is a fact that mobile phone calls have been droppingfrequently since taxes on mobile phone cards have been abolishedby august Supreme Court;

(b) if the answer to part (a) above is in affirmative, the action beingtaken by the Government against the mobile phone companiesconcerned?

Minister In-charge of the Cabinet Division: (a) & (b) Call droppinghas no link with taxation. It is a network oriented phenomena. It may be addedthat:

i. Pakistan Telecommunication Authority (PTA) monitors performanceof cellular operators through Quality of Service (QoS) surveysconducted from time to time throughout Pakistan.

ii. One of Key Performance Indicators (KPIs) being measured is called“Call Completion Ratio (CCR)”. It is defined as, “Theprobability that a service, once obtained, will continue to beprovided under given condition for a given time duration oruntil deliberately terminated by either A-party or B-party”.

iii. This KPI is conversely equivalent to Call Drop Ratio. The thresholdvalue of CCR is 98%.

iv. No such call drop phenomena has been observed in the recent QoSsurvey carried out in October 2018.

33. *Ch. Muhammad Barjees Tahir: (Transferred from 3rd Session)

Will the Minister for Climate Change be pleased to state:

(a) the total number of saplings planted during the plantationcampaign of the Prime Minister;

(b) the province-wise expenditures incurred there on so far; and

Minister of State for Climate Change (Ms. Zartaj Gul): (a) A totalof 2.48 million saplings were planted during “Plant for Pakistan Day” campaigninaugurated by the Prime Minister of Pakistan on 2nd September, 2018.

(b) Federal Government provided interprovincial coordination toorganize the campaign in the country. Respective provinces and territories utilizedtheir own resources to participate in the campaign.

(c) The plants distributed during the campaign were planted and arebeing maintained by the public and institutions that participated in the campaign,from their own resources.

34. *Dr. Shazia Sobia Aslam Soomro: (Transferred from 3rd Session)

Will the Minister for Information and Broadcasting Division be pleasedto state:

(a) whether it is a fact that the newly constituted “ContentCommittee” is being chaired by the Minister;

(b) if the answer to part (a) above is in the affirmative, whethersaid Committee is not against the principle of freedom ofinformation; if so, the reasons thereof?

Minister for Information and Broadcasting Division (Mr. FawadAhmed): (a) Yes the newly formed content committee is being chaired by theMinister.

(b) The committee aims to scrutinize only TV commercials in the light ofarticle 19 of the constitution and code of conduct.

35. *Syed Ghulam Mustafa Shah: (Transferred from 3rd Session)

Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) whether the existing software has been replaced by theGovernment with the software of Turkish Airlines; if so, thereasons thereof; and

(b) the details of expenditure incurred on said software?

Minister In-charge of the Aviation Division: (a) PIA has changed itsreservation system/Passenger Services System (PSS) on 12th September 2018to next generation system, known as Crane PAX - a PSS system by TurkishCompany - HITIT Computer Services,

PIA has been using its old system from last 18 years, while especiallyInformation Technology has entirely changed in the past few years and now offerseven more opportunities for better customer service. The agreement with theprevious vendors was expiring on 14th September 2018, and therefore PIAselected the new technology through competitive bidding under PPRA Rules.

Transitions of such type are unprecedented where our previous providerdid not cooperate with us but we completed the migration of such a complex andglobally integrated project within only five months. We were challenged in themost gritting manner, including noncooperation by our previous reservation provider,legal challenges, and resource limitations. Yet we tried our best and rise above allchallenges to make sure we deliver the best to our nation.

PIA’s new PSS will not only help the airline upgrade its technology tomeet global benchmarks, but also to streamline its operations, augment its serviceofferings, reduce costs by half at least, will create opportunities new revenue streamsand most importantly improving our PIA passenger experience. Now we feel freefrom such uneven contracts, open for innovative technology integrations, and alsofacilitating our passengers with modem airline facilities and services.

(b) Following are the payments to HITIT until 20th October 2018, withrespect to implementation of the new software.

It is pertinent to mention that the new system would cost PIA $21 Millionover a period of five years of the contract term, which will result in over 60% ofthe savings in comparison of the previous vendor.

36. *Mr. Nawab Sher: (Transferred from 3rd Session)

Will the Minister for Climate Change be pleased to state:

(a) whether Pakistan Environmental Protection Agency (PEPA) hastaken notice of discharge of industrial toxic in various citiesparticularly in Faisalabad; if so, the details; if not, the reasonsthereof;

(b) whether it is a fact that Nala Dek passing through Faisalabad,Sialkot and Sheikhupura has been filled with industrial toxic ashuge quantum of industrial toxic is being discharged by differentindustrial units; and

(c) the steps being taken by the PEPA to prevent all such industrialunits from discharging industrial toxic in the said watercourses?

Minister of State for Climate Change (Ms. Zartaj Gul): (a) Afterthe 18th constitutional amendment, Pakistan Environmental Protection Agencyis mandated with its function under Pakistan Environmental ProtectionAct, 1997, for protection, conservation and rehabilitation of environment inIslamabad Capital Territory (ICT).

Pakistan Environmental Protection Agency has conducted a water qualitysurvey Simly Dam, Rawal Dam and Khanpur Dam in July-August 2018. Theresults are enclosed as Annex-I.

The CDA has installed two waste water treatment plants with capacity of17 and 5 million gallons per day in sector I-9 to treat sewage of the city. Thecapacity of these sewerage treatment plants is sufficient to treat city sewerage.

(b) Matter has been taken up with Punjab-EPA and all efforts have beenmade to obtain this information from them. Their reply is awaited.

(c) As above.

37. *Mr. Ahmad Hussain Deharr: (Transferred from 3rd Session)

Will the Minister for Railways be pleased to state:

(a) the details of revenue generated by the Government from thePakistan Railways lands leased out for agricultural andcommercial purposes alongwith the district-wise break-upthereof;

(b) whether any policy has been devised by the Government to carryout plantation alongside the railways track; if not, the reasonsthereof;

(c) the amount generated by the Government from auction/allotmentof commercial lands of the railways during the last five yearstill date; and

(d) the details of action taken by the Government against the personsinvolved in embezzlement in this regard?

Minister for Railways (Sheikh Rashid Ahmed): (a) An amount of Rs.1763.125 million has been generated during financial year 2017-18 fromRailway land leased out for agricultural and commercial purposes. Division wisedetails are as under:—

District wise detail is attached as Annexure-A.

(b) Ministry of Railways issued instructions to Pakistan RailwaysHeadquarters Office Lahore to initiate a massive tree plantationcampaign for plantation of one million trees on entire Railway network.Measures have been taken up at Divisional level and 254535 No.trees are planted till date (detail attached as Annexure-B).

Pakistan Railways has also planned of plantation alongwith railwaytrack in connection with up-gradation of ML-1 in CPEC.

The Ministry of Climate Change with the respective provincial forestdepartment has also planned plantation along the railway track.

(c) An amount of Rs. 8099.38 million has been generated during lastfive years from Railway land leased out for commercial purposes excluding theland lease charges for agriculture purpose. Division wise details are as under:—

(d) No case of embezzlement has been reported by Railway divisionsregarding leasing of Railway land as the lands are leased out through open auctionin a transparent manner as per Railway Policy and amounts are deposited inRevenue account Z-231, Z-232 & Z-233 as per procedure or station earning.

38. *Ms. Nusrat Wahid: (Transferred from 3rd Session)

Will the Minister for Federal Education and Professional Training bepleased to state the steps being taken by the Government to reviewthe syllabus and increase the productivity of students in highereducational institutions during the last three years?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): The Higher Education Commission (HEC) by virtueof the powers conferred upon HEC under, Section 10, Sub section 1 (V) of itsOrdinance # LIII of 2002, undertakes periodic development/review of curriculaof Basic, Social and Applied Sciences at undergraduate (BS) & Graduate (MS)levels for all Universities/Degree Awarding Institutions (DAIs) of Pakistan.

Curricula are being developed and revised through National CurriculumReview Committees (NCRCs), constituted after getting nominations from variousstakeholders, such as the Professional Councils (Pakistan Engineering Council,Pakistan Business Council, Pakistan Medical and Dental Council etc.) Industry,

R&D organizations and Universities/DAIs to maintain uniformity and ensureminimum standards across the country.

So far HEC has developed the curricula of 120 disciplines being offeredat Undergraduate and Graduate levels in different Universities of Pakistan. In last03 years the curricula of 51 disciplines have been revised keeping in view theinternational standards, emerging trends and market demands. Keeping in view the rapid growth in industrialization and technologyadvancement around the world and specially in the developed countries, HEChas taken the curriculum to new pattern of Outcome Based Education (OBE)Curriculum model (based on bloom’s taxonomy) that include Course Objectives,Learning Outcomes, Teaching Methodology and Assessments in order toincrease the productivity of students and achieve the desired level of knowledgeand skills.

39. *Ms. Tahira Aurangzeb: (Transferred from 3rd Session)

Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) whether the New Islamabad International Airport has becomefully functional;

(b) if not, how long will it take?

Minister for National History and Literary Heritage Division(Mr. Shafqat Mahmood): Yes.

The Constitution of the Islamic Republic of Pakistan, 1973 lays down asunder:

National Language

Article 251:

(1) The National language of Pakistan is Urdu, and arrangements shallbe made for its being used for official and other purposes withinfifteen years from the commencing day.

(2) Subject to clause (1), the English language may be used for officialpurposes until arrangements are made for its replacement by Urdu.

(3) Without prejudice to the status of the National language, a ProvincialAssembly may by law prescribe measures for the teaching, promotionand use of a provincial language in addition to the national language.

The federal government has established National Language Promotion(NLPD) Department on 4th October 1979 to promote and prepare the materialfor the promotion of the national language as per the provision of the constitution.

The then Honorable Prime Minister Islamic Republic of Pakistan hasaccorded the approval for the ten points agenda under section 251 of constitutionof Pakistan, on 6th July 2015 as under:—

1. All the departments (govt. and semi govt.) working under theadministrative control of the Federation will publish Urdu translationof their policies within 3 months.

2. All the administrative departments (govt. and semi-govt.) workingunder the administrative control of the Federation will publish Urdutranslation of all laws within 3 months.

3. All the departments (govt. and semi-govt.) working under theadministrative control of the Federation will publish Urdu translationof all kind of forms along with English within 3 months.

4. Sign Boards in both Urdu and English will be displayed at all placesof public importance i.e. courts, police stations, parks, educationalinstitutions, banks etc. for the guidance of the general public within3 months.

5. All the documents of passport office, income tax department, AGPR,Auditor General of Pakistan, WAPDA, Sui Gas, Election Commissionof Pakistan including Driving Licenses and Utility bills will be providedin Urdu within 3 months. All the contents of passport will be given inUrdu and English.

6. All the departments (govt. and semi-govt.) working underadministrative control of the federal government will host their websitesin both Urdu and English.

7. All the sign boards fixed along road sides of highways and smallroads will be installed in both Urdu and English for the guidance ofgeneral public within 3 months.

8. Proceedings of all the official ceremonies/receptions will be initiatedin Urdu in due course of time within 3 months.

9. President, Prime Minister and all federal Govt. representatives /officers will deliver their speeches in Urdu within and out of country.This process will be started gradually within 3 months.

10. National Language Promotion Department will be given main focuswith respect to implementation and promotion of Urdu, so that theobstacles in the way of accomplishment of this national objectivecan be removed effectively at the earliest possible.

The federal government constituted a committee for the implementation ofthe national language as on 1st September 2015 consists of the federal members.Later on the same committee was reconstituted, however, the committee is nomore effective. The Federal Cabinet Members Committee on the Implementationof Urdu had conducted five meetings to review the implementation process andpropose further long term measurements. The committee’s proposed long termrecommendations are attached at Annex-A.

After the judgement of Apex Court as on 8th September 2015, the NationalLanguage Promotion Department (NLPD) had translated 3000 pages of various56 ministries/ divisions/ departments and organization. The NLPD had alsoreviewed and standardized 3583 pages of various 28 ministries/divisions/departments and organization.

Annex-A

Proposed Long Term Recommendations

1. All the Ministries/ Divisions, Attached Departments, Autonomous,Semi-Autonomous Bodies (Government and Semi government)working under the federal government should start the preparationof official Noting, Drafting, Correspondence and Summaries in Urduinstantly and within period of one year, all the affairs will be conductedcompletely in Urdu. For this all the requirement should be fulfilledwithin one year.

2. All above aforementioned government organizations will completethe training of Urdu for officers and officials in their offices (throughEstablishment Divisions) with the help of Secretariat Training Institute(STI) and other Private organizations.

3. For writing the official Urdu, the use of other languages words andcommon English words should not be discouraged to make theprocess of implementation easy like the English word “Secretary”may used instead of

4. In future, all the departments (government and semi-government)working under the administrative control of the Federation will alsoconduct the test of Urdu typing and writing efficiency (where required)during the recruitment process.

5. The National Testing Service (NTS) and other testing service agenciesshould also ensure arrangements for preparation of the Urdu aptitudetest package as per the pattern of English test.

6. The implementation report regarding the above points should besubmitted before the “Federal Cabinet Committee on Implementationof Urdu” on quarterly basis.

7. The departments (government and semi-government) may seekguidance from the “Federal Cabinet Committee on Implementationof Urdu” and “National History and Literary Heritage Division” forthe Urdu capacity building of their Officers and officials.

8. The advertisements in country’s newspapers and journals should bepublished in Urdu however International and Technical advertisementsmay be exempted of this condition.

9. The legal proceedings may preferably be conducted in Urdu, thelegal documents may be provided in Urdu, filing of petition, officialcorrespondence, issuance of summons and notices may be facilitatedin Urdu. The Laws should be translated into Urdu and the orders/decisions should be issued in Urdu. New decisions should be includedin PLD in Urdu. These implementations should be started instantlyand shall be completed gradually within year.

10. The Urdu should be included as a compulsory subject in CSSexamination. All competitive examinations should also include thetesting of Urdu capability. The arrangements should be made withina year. In competitive examinations it might be allowed to expressand reply the questions of various subjects (e.g. Science, Geographyand History etc.) in Urdu in order to focus testing of the subject’scapability instead checking the English language proficiency.

11. To make Urdu as a medium of instruction in education, the sameagenda may be submitted before the Council of Common Interest(CCI) to seek a common solution acceptable for all the units offederation.

12. In future, all the proceedings including preparation of agendas, brief,presentation and discussion in Federal Cabinet and all the federalgovernment’s Ministries/Divisions and other organizations should beconducted in Urdu.

41. *Ms. Nasiba Channa: (Transferred from 3rd Session)

Will the Minister in-charge of the Cabinet Division be pleased to state:

(a) the number of helicopters and aeroplanes available in the fleetof Cabinet Division;

viii. Transportation of VVIPs / VIPs dignitaries.

Presently, the 6 Aviation Squadron carries out rescue & recovery dutiesduring natural catastrophe and VVIP missions besides deployments on the requestof provincial government / organizations with the approval of Prime Minister.

42. *Mr. Murtaza Javed Abbasi: (Transferred from 3rd Session)

Will the Minister In-charge of the Establishment Division be pleasedto state:

(a) the name of persons who have been appointed on the advice ofincumbent Prime Minister against different categories and

Minister for Railways (Sheikh Rashid Ahmed):

Pakistan Railway has earned 1367.038 million more then previousyears upto 20-10-2018.

Installation of Tracking system in trains is in final stage. By this therewill be strict monitoring of trains movement. Fuel expenditure will bereduced upto approximately one billion per annum.

Railways colonies will be handed over to Wapda as electricity ispurchase from Wapda in bulk on commercial rate and subsidized toRailways colonies on domestic rates. There will be a huge saving onthis account.

No of freight trains will be increase from 10 to 15 trains ex-portduring first 100 days.

Total number of 10 passenger trains will be introduced during 100days.

In addition to the above, following steps have been taken to control thedeficit of Pakistan Railways.

FREIGHT SECTOR:

Freight Deposit Account (FDA) based agreement with Maple LeafCement Factory and MOUs with Awan Trading Company, ChishtianLogistics. Bestway Cement, Solution Enterprises. Fatima Group fortransportation of Coal and Mughal Logistics for containerized traffichave been signed.

At present, at an average 9-10 freight trains are being operated fromPort as compared to one train in day in the year 2013.

Introduction of competitive freight rates to attract road traffic to Rail.

Pakistan Railways entered into an agreement with Pakistan FreightTransportation Co. (PRFTC) for transportation of 12,000 MTs ofCoal per day with running of five Coal trains daily for Coal FiredPower Plant, Sahiwal and transportation of 345000 MTs per monthof coal to Jamshoroo Power Plant per day with running of 5 trainsper day.

Pakistan Railways entered into agreement with Pakistan State Oil(PSO) for transportation of 200,000 million tons of Pol-Productsper annum from Karachi to up-country destinations.

High Capacity / High Speed Hopper Truck have been inducted inthe current fleet for swift movement/unloading of coal.

PASSENGER SECTOR:

Under Public Private Partnership (PPP),Pakistan Railways hasoutsourced commercial management of three trains i.e. HazaraExpress, Fareed Express and Khushal Khan Khattak Express whichhas enhanced its revenue.

Commercial management of Luggage Vans and Brake Vans withdifferent trains have been outsourced under PPP.

Online e-ticketing has been introduced to facilitate travellingpassengers at their door steps.

Attaching of extra coaches to fetch more revenue.

Special trains operated on the eve of ljtima al Raiwind, Eids andother festivals.

Minister In-charge of the Aviation Division: (a) M/s PIAC have beenoperating their flights to / from Dera Ismail Khan (D.I. Khan) Airport in the pastand discontinued in 2015 due to very low traffic as informed by the airline.

(b) PIA has not submitted any schedule for flights to D.I Khan in theSummer Schedule 2018, however, if PIA decides to commence operations to /from D.I Khan, CAA will facilitate / support operations accordingly.

(b) if so, the steps taken by the Government to prevent the saidillegal practice and block these offender’s access to internet?

Minister for Information Technology and Telecommunication(Dr. Khalid Maqbool Siddiqui): (a) Under section 29 of Prevention of ElectronicCrime Act, 2016 (PECA,2016),Federal Investigation Agency (FIA) has beennotified as designated Agency for taking cognizance of any offense committedunder Prevention of Electronic Crime Act, 2016 (PECA, 2016) including onlinefrauds under section 14. Pakistan Telecommunication Authority (PTA) is limitedto blocking of unlawful online content under the said Act. PakistanTelecommunication Authority (PTA) blocks such links which are reported byFederal Investigation Agency (FIA) after due investigation under the Act.

(b) Government of Pakistan has promulgated Prevention of ElectronicCrime Act (PECA) in 2016 and under section 14 of the said Act any such activitywhich comes under the definition of online/ electronic fraud is illegaland punishable by imprisonment of 02 years or with fine of upto 10 Million orwith both.

“14. Vacancies in the under mentioned posts shall be filled onAll-Pakistan basis in accordance with the merit and provincial or regional quotasprescribed by Government from time to time.

(i) All posts in basic pay scales 16 and above and equivalent.

Minister In-charge of the Establishment Division: (a) A total of36,724 cases were submitted in all three Regional Boards of Federal EmployeesBenevolent Fund and Group Insurance Fund (FEB & GIF) situated at Islamabad,Lahore and Karachi. Out of these, objection letters were issued in 11,691 casesdue to deficiency of documents. It is to clarify that only objection letters are issuedand actual cases are not returned with them.

(b) As no payments are made on objectioned cases, expenditure wasnot incurred on them except on postage amounting to approximately Rs. 292,275during the period.

(c) Out of total number of claims received upto September, 2018, about70% were received by post. Thereafter, objection letters were issued in thosecases which were found incomplete after thorough scrutiny and entering inBeneficiary Services Management System (BSMS). Therefore, complete checkingof cases at the time of submission, before generating audit report on the system isnot possible.

(d) No action was required to be taken against any officers / officials asnone was responsible for any such negligence due to the reason mentioned at “c”above.

(e) As mentioned at “c” above, complete checking of applications is notpossible at the time of submission, before entering in Beneficiary ServicesManagement System (BSMS). However, FEB & GIF is actively working onsending SMS alerts to the applicants after submission of their claim for conveyingobjections, if any, and intimation of preparation of cheques etc.

“Non-teaching appointments in the University shall be made on the basisof 50:50 i.e. 50% by direct recruitment and 50% by promotion. Direct appointmentsshall be made on the basis of merit through open competition by advertising theposts and promotion shall be made on the basis of seniority-cum-fitness againstthose posts only where feeder posts are available otherwise these shall also befilled by direct recruitment.”

The post(s) related to direct recruitment are advertised with the approvedqualifications/experience in the press, after written test interview by the QAUSelection Board and approval of Syndicate (i.e. highest statutory forum ofUniversity), the candidate(s) are appointed on the respective post (s).

(b) A consolidated list containing the names, designation, qualification,and date of appointment/promotion against the said posts during the last five yearstill date is attached at Annex-I.

(c) if so, how long will it take for restoration of trains on thesestations/sections?

Minister for Railways (Sheikh Rashid Ahmed): (a) Thar Express(405-UP/406-DN), started on 17-02-2006 on new Broad Gauge (betweenMirpur Khas to Zero Point and then India).

Meter gauge section of the Mirpur Khas, Jhalory and Kot GhulamMuhammad Kachhelo, Dighri, Jhedo, Now Kot and Kunri route (MPS-PHOsection) was closed on 09-09-2005 and Mirpur Khas-Nawabshah (MPS-NWSSection) was closed on 15-08-2005.

(b) Only one train per week operated in late 1990s on Mirpurkhas,Khalory and Kot Ghulam Muhammad Kachhelo, Dighri, Jhudo, Naukot and Kunriroute and from Mirpurkhas to Nawab Shah, with the closing of train operation onmeter gauge section in the year 2005, the staff deployed for train operation andmaintenance of infrastructure was transferred vice vacancies and requirement ofessential categories on main line. As such, no Railway employee was deprived ofemployment. Some staff is still residing in the quarters. However, 80% of totalquarters are in abandoned condition which is still in the custody of railway officialconcerned i.e. inspector of works under Divisional Engineer-2 / KYC. And noland grabber has occupied the railway land and Railway quarters. Due to therequirement of excessive funds, the old/ deteriorated buildings were not repaired.To avoid theft, the released doors, windows and other material have been securedin store.

(c) At present, there is no plan for restoration of trains on this sectionbeing meter gauge and closed sections.

(a) whether it is a fact that ongoing schemes of establishment andoperation of Basic Education Community Schools (BECS) inthe country have been included in PSDP- 2018-19;

(b) if so, the number of BECS, that were constructed in HazaraDivision during the last five years also indicating the number ofnew schools to be proposed for the said schemes in current PSDP2018-19?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): (a) It is fact that Establishment and Operation ofBasic Education Community Schools (BECS) in the country has been included inPSDP for financial year 2018-19 and an amount of Rs. 1200 million has beenallocated for BECS. The detail is attached at (Annex-A).

However, Planning Development & Reform Division during its meetingheld 16-08-2018 requested “M/o Federal Education & Professional Training(FE&PT) to initiate a summary to Prime Minister of Pakistan / Council for CommonInterest (CCI) to seek decision on the matter. The summary should contain theoptions whether both the initiatives i.e. (BECS & NCHD) may run fromdevelopment budget/non development budget/ smooth transfer to Provincial / AreaGovernment”

In the light of the decision of the said meeting M/o (FE&PT) has sent asummary to Prime Minister Secretariat for further necessary action. Copy attachedat (Annex-B).

Meanwhile PD&R issued a letter that PC-1 of BECS Project stands deletedfrom the pending list of the projects in Planning Commission. Copy attached at(Annex-C).

(b) It is to inform that BECS are home based schools and established /operational in the BECS teacher’s houses or community provided places free ofcost.

The model of BECS is one teacher one school where 25­30 students ofclass-I-V are desirable.

Multi-grade Teaching Methodology based on formal school curriculum ofrespective provinces/area is adopted.

In BECS, Teacher’s Honorarium, Teaching Learning Material (TLM) andText Books are provided by the government.

At the end of the class-V, formal sector conduct examination and furtherallows the graduates to get admission in grade-VI in formal schools.

BECS project is running since 1995-96 under different names. Currentlyit is running 12304 BECS across the country.

The total amount for financial year 2018-19 was allocated only foroperational cost of the said 12304 schools and there is no provision of funds forthe construction of the schools or for establishment of new school.

Minister of State for Climate Change (Ms. Zartaj Gul): (a) ClimateChange is affecting all sectors of Pakistan. However, expected climate changesduring next decade can be narrated as following:

1. Considerable increase in the frequency and intensity of extremeweather events, coupled with erratic monsoon rains causing frequencyand intense floods and droughts.

2. Increased silting of major dams caused by more frequent and intensefloods.

3. Rising temperatures resulting in enhanced heat and water-stressedconditions, particularly in aired and semi­arid regions, leading toreduced agricultural productivity.

4. Increased intrusion of saline water in the Indus delta, adverselyaffecting coastal agriculture, mangrove and the breeding grounds offish.

5. Threat to coastal areas due to projected sea level rise and increasedcyclonic activity due to higher sea surface temperatures.

6. Increased health risks and climate change induced migration. Theabove threats lead to major survival concerns for Pakistan, particularlyin relation to the country’s water security, food security and energysecurity.

7. Climate Change poses major threats to following area of Pakistan atpresent:

i. Food,ii. Wateriii. Energy securityiv. Coastal and marine environment,v. Dry land ecosystems,vi. Agriculture and livestock sector,vii. Forests

8. Climate induced melting of glaciers, cyclonic storm surges, tropicaldiseases epidemics, flash floods, droughts and variable monsoonshave turned into an inevitable reality for Pakistan.

(b) The following steps has been taken by the Government to minimizethe negative effects of climatic changes in the country are as under:

1. National Climate Change Policy, 2012 (NCCP) in consultation withall stake holders has been prepared and approved by cabinet.

2. Framework for Implementation of Climate Change Policy has beendeveloped in 2015.

3. Paris Agreement on climate change has been ratified in November, 2016.

4. On the basis of a study carried out by an expert group intendedNationally Determined Contribution (INDCs) has been preparedand forwarded to the United Nations Framework Convention onCIimate Change (UNFCCC) Secretariat in 2016

5. In February 2016, Pakistan became perhaps the first country in theworld whose National Assembly passed a unanimous Resolutionadopting the 2030 Agenda as its own national development agenda.The Sustainable Development Goals can therefore be termed asPakistan Development Goals.

6. Pakistan Climate Change Bill has been passed unanimously by bothHouses of Parliament. This law provides for the constitution of apolicy making Pakistan Climate Change Council at the apex, chairedby the Prime Minister, and the establishment of Pakistan ClimateChange Authority to prepare and supervise implementation ofadaptation and mitigation projects in various sectors. Both the Counciland Authority will also coordinate, monitor and superviseimplementation of the National Climate Change Policy and theSustainable Development Goals.

7. The National Forest Policy has been approved by the Council ofCommon interests.

8. 10 Billion Tree Tsunami has been launched with the objective of

building resilience and mainstreaming adaptation and mitigationconsiderations through ecologically targeted initiatives includingmeasures for revival of forestry resources and conservation ofbiodiversity.

9. In accordance with our international commitments under theconvention of Biological Diversity Aichi Targets, the Ministry ofClimate Change has assisted and facilitated the Government ofBaluchistan for declaration of Astola island off Pasni along theBaluchistan coast as Pakistan’s first Marine Protected Area.

10. Reform measures have been initiated for strengthening and revitalizingthe Global Climate Impact Studies Centre, which is the researcharm of the Ministry of Climate Change, with a view to make it one ofthe leading research organizations in the region.

11. GLOF-II project has been availed from Green Climate Fund (GCF),amounting to US$37 million.

(c) The National Climate Change Policy Implementation Committee andProvincial Climate Change Policy implementation Committees have been notifiedand made functional. These Committees review the implementation of NationalPolicy. Recently, the PM’s Committee on Climate Change has also been notifiedwhich will provide guidance in term of implementation. Apart from above ClimateChange Council, the apex decision making body under the chairmanship of PM isbeing formulated. Climate Change Authority which will provide technical supportis also under active consideration.

(b) whether it is also a fact that the said service has beendiscontinued; if so, the time by which the said train will be pliedagain on the above said route; and

(c) whether there is any proposal under consideration of theGovernment to launch a project regarding the construction of aRailways Track on the route of Fort Abbas, Booreywala,Chechawanti, Kamalia, Smundri and Faisalabad; if so, when itwill be implemented alongwith the steps taken in this regard sofar?

Minister for Railways (Sheikh Rashid Ahmed): (a) Tezro train 5Up /6Dn used to run between Mardan to Karachi via Lahore, Jaranwala, Kamalia,Shorkot and Khanewal from 01-11-2009 to 20-07-2010. At present, there is noproposal to restore this train on this route.

Pakistan Railways is facing shortage of passenger coaches. On availabilityof passenger coaches more trains can be operated on the section. However, twotrains Ravi Express and Waris Shah Fast are running between Lahore and Shorkotvia Jaranwala and Kamalia.

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) whether there is any proposal under consideration of theGovernment to setup public sector University in each district ofthe country;

(b) whether there is also any proposal/plan under consideration ofthe Government to impart free education to poor and middleclass male and female students in government institutions up toM. Phil level in the country;

(c) whether it is a fact that the formulation of curriculum is theresponsibility of Provincial Governments after the 18thConstitutional Amendment; and

(d) whether any proposal is under consideration of the Governmentto take the Provincial Governments in confidence to make thepresent curriculum of education at par with developed countries?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): (a) At present there is no plan under consideration tosetup Public Sector University in each district of the country. However, HigherEducation Commission (HEC), during the period 2015­18, and in line with theGovernment of Pakistan Vision 2025 has planned and implemented variousdevelopment initiatives for establishment of universities or campuses in the districtswithout a higher education institution. The details of initiatives taken are as under:

In order to establish a university or sub campus of a university at districtlevel, an umbrella project titled “Establishment of sub-campuses of PublicSector Universities at District Level (Phase-I) was approved by ECNEC in

its meeting held on January 25, 2017 at a capital cost of Rs.5206.280 million.Under the project 21 sub-campuses of Public Sector Universities are beingestablished. The details of Districts covered in Phase-I of this project are at Annex-I.

In addition to this umbrella, project Government of Pakistan has approved11 development project at a total cost of Rs.17.418 billion for the establishmentof new university/campuses where there was no University/campus. The details ofsuch districts/projects is attached at Annex-II.

(b) Government of Pakistan has different plans to impart free educationto poor and middle class male and female students in Government Institutions inthe country. HEC has executed the following programmes to facilitate poor andmiddle class students:

PM’s Fee Reimbursement Scheme for less developed areas

HEC Need & Merit Based Scholarships

Need Based Scholarships financed by the HEIs

Provision of Higher Education Opportunities for the students ofBaluchistan and FATA

(c) The HEC is a National Institution and work for the improvement ofhigher education, research and development in the entire country. HEC OrdinanceNo. LIII of 2002, as per Section 10 (v) directs to “guide Institutions in designingcurricula that provides a proper content of basic sciences, social sciences,humanities, engineering and technology in the curricula of each level and guideand establish minimum standards for good governance and management ofInstitutions and advise the Chancellor of any institution on its statues andregulations”. The HEC Ordinance 2002 guidelines are still intact in post 18thamendment period in view of the Supreme Court Orders Constitutional Petition(CP) No.33, 34, and 35 of 2011 (Annex-Ill). The gist of order is as under:

“The status of Higher Education Commission (HEC) as it has beenassigned to it under the HEC Ordinance, 2002 with its functions covered bythe Constitutional Provisions namely entries at Sr. No.16 & 17 of the Part-Iand Sr. No.07, 11 & 12 of Part-II of the Federal legislative list, shall remainintact unless the same is changed by promulgation of the some legislation inthis behalf”.

(d) Government is considering to take onboard Provincial Governmentsfor improvement of higher education. The conformism also been reflected in the39th meeting of the Council of Common Interest (CCI), stating “The CCIunanimously directed the Chairman HEC to meet all the Chief Ministers todiscuss the issues in a holistic manner in order to find out solutions andidentify steps to raise the standards of higher education. The recommendationswould be place by the Chairman HEC before CCI for consideration. Theexercise shall be completed with a period of one month”. Foregoing, the CCIdecision Chairman HEC is in process to meet Chief Minsters/ Government Officialsfor the compliance.

Moreover, HEC has developed National Curriculum Review Committee(NCRC). While constituting the NCRC it is essential component to include all therelevant stakeholders from every province of Pakistan. The NCRC is a balancedcommittee of eminent professors, industry specialists, provincial field experts andrelated experts from R&D Organizations to take their valuable inputs whiledeveloping and revising the curriculum of every discipline to make it at par withinternational standards and emerging trends.

(b) There are 27 posts lying vacant in the said schools at present.

(c) There are 02 teachers from the said schools presently working ontemporary duties in other schools.

(d) These teachers are posted on temporary duties to meet the shortageof staff in other schools.

(e) Provision of staff in the educational institutions in general and theaforesaid schools in specific has been taken on priority basis by the government.All technical issues resulted out of up-gradation and re-designation of variousposts since 01-01-2011 which are barring recruitment of teaching staff underFDE are taken on priority basis. A revised service structure in under submission toEstablishment Division and Finance Division, Islamabad with 02 years mandatoryservice in Federal Areas as compulsory qualification for promotion. Once thesame is approved, FDE will be able to fill-in all vacant posts in the schools/colleges(including afore said schools) as per their sanctioned strength. Also to meet theshortage of staff in the short term, a workload distribution policy is approvedunder which staffing need of the school is determined on the basis of existingenrolment, number of sections, classroom size, student strength in classrooms,subject needs and the overall student teacher ratio of the institutions.

10. Ms. Hina Rabbani Khar:(Transferred from 3rd Session)

Will the Minister In-charge of the Cabinet Division be pleased to statewhether it is a fact that NEPRA has taken back, the upfront tariffs invarious sectors after the investors have made investments accordingto upfront tariffs?

Minister In-charge of the Cabinet Division: NEPRA has determinedUpfront Tariffs of various technologies, These upfront tariffs are determined havingvalidity for a certain period of time. All the upfront tariffs announced by NEPRAattained their maturity, i.e. no upfront tariff was withdrawn by the Authority beforeits stated validity period. Further, all the applicable projects, fulfilling the conditionsset in the respective upfront tariffs and. upfront tariff regulations, were awardedthose tariffs.

Minister In-charge of the Establishment Division: The FederalGovernment vide Establishment Division’s OM No. 4/15/94-R-II dated 26-5-2009(Annex-I) has issued administrative instructions to all Ministries/Divisions/Departments etc. regarding reservation of 5% quota for employment of Minorities(Non­Muslims) across the board in the Federal Government Services/Jobs.According to said instructions the reservation will count as a part of overallprovincial allocation as contained in Establishment Division’s O.M No. 4/10/2006­R-IIdated 12-02-2007 (Annex-II) and will be calculated against the quota of theProvince of origin of Minorities (Non-Muslims) candidate concerned.

(b) The details of employees maintained by PPARC belonging toMinorities(Non-Muslims) working in Federal Government at present fromBS-1 to 22 as on 2016-17 is placed at Annex-III.

(a) the total number of applications submitted to the City SchoolIslamabad since 01-01-2017 for concession of fee on monthlybasis in respect of siblings studying in the same school alongwiththe details thereof;

(d) whether there is any proposal under consideration of theGovernment to give concession to one, out of three siblingsstudents on monthly basis; if so, when it will be implementedalongwith the details thereof?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): (a) As stated by the management of City Schools,concessions, on account of sibling discount, are given on need basis after verification.However, they have not provided total number of applications submitted to themsince 01-01-2017 for fee concession in respect of siblings. The management hastaken the position that they do not maintain such data.

(b) The management of City Schools has informed that they are providingsibling concession / discount to 101 students of 7 schools / branches operatingwithin the territorial jurisdiction of ICT.

(c) As stated at serial b.

(d) There is no such proposal under consideration, at present, at thelevel of Islamabad Capital Territory Private Educational Institutions RegulatoryAuthority (ICT-PEIRA). In this regard, it is apprised that in pursuance of IslamabadCapital Territory Private Educational Institutions (Registration & Regulation) Act, 2013,Private Educational Institutions (Registration & Fee Determination) Rules, 2016were framed and implemented w.e.f. 20-06-2016. However, major provisions ofthese rules, especially those dealing with regulation of fee of private educationalinstitutions, have been struck down by Islamabad High Court and the Authorityhas filed Intra Court Appeal which is pending adjudication. Recently, in pursuanceof directions of Supreme Court of Pakistan, this Intra Court Appeal has beenshifted to Bench No. 1 of Supreme Court. Its first hearing was on 16-10-2018.Supreme Court has constituted a committee to prepare recommendations withregard to determination of fee of private educational institutions. The instant matterof sibling discount shall also be placed before the said committee for itsconsideration.

(a) whether the National Forest Policy has been formulated by theGovernment for the promotion of plantation;

(b) if answer to part (a) above is in affirmative, whether theimplementation has been started thereon; and

Minister of State for Climate Change (Ms. Zartaj Gul): (a) Yes, theNational Forest Policy has been formulated by the government for promotion ofplantation.

(b) The major initiatives taken to implement the policy are as under:

i. The Federal Forestry Board has been reactivated to ensure integratedefforts for improvement of forests.

ii. The government has embarked on a plan to replicate the successfulmodel of Billion Tree Tsunami Project all over the country with atarget of planting ten billion saplings. The Prime Minister has alreadyinaugurated the project by planting a sapling on 2nd September, 2018.The details of the plan are being worked put in close consultationwith the provinces and stakeholders.

iii. Meetings of inter-ministerial /Inter-provincial Spring/Monsoon treeplanting campaigns are convened twice a year well before theplantation season, aiming at reviewing the tree planting activities bythe provinces and other stakeholders.

(c) The main benefits accrued to the country are given as under:

i. interprovincial coordination has improved on forestry matters.

ii. Enhancing role and contribution of forests in reducing carbonemissions and enhancing forest carbon pools through REDD+

It is worth mentioning that despite facing difficulties, PIAC has been ableto improve upon its performance with reduction in losses. The major reason behindPIA’s losses is the increased financial cost due inherited legacy loans of previousgovernments and rising mark ups and debt servicing. Furthermore, PIA’s SeatFactor improved in comparison to previous years.

Presently PIA operates to 46 destinations including 26 international and20 domestic. The number of passengers carried also increased by 1.1 million to5.486 million as against 4.394 million. It has registered an increase of 24.55 overthe year.

16. Mr. Ahmad Hussain Deharr:(Transferred from 3rd Session)

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) the mechanism of supervision and inspection in all the ModelColleges and Schools of Islamabad;

(b) the authority responsible for sub-standard results of schools/colleges; and

(c) whether it is a fact that the results of the education institutionsof Islamabad are poorer than all the other educationalinstitutions; if so, the steps taken to improve the standard ofeducational institutions in Islamabad?

Minister for Federal Education and Professional Training(Mr. Shafqat Mahmood): (a) For supervision and inspection of Model schoolsand Colleges of Islamabad, field officers titled Area Education Officers (BS-19)have been posted in the seven sectors (04 rural & 03 urban areas) of ICT.(Bharakau, Nilore, Sihala, Ternaul, Urban-I, Urban-II and Model colleges).Moreover Directors of FDE regularly pay surprise visits to cheek the routineactivities in the institutions, core competencies of the teachers and students effectiveadministration etc.
