On behalf of SOCAR, The State Oil Company of Azerbaijan Republic, I warmly welcome all guests of the 4th Annual Downstream Caspian and Central Asia conference in the capital of the most ancient oil country in world, the city of Baku!

Within its 150-year history, Azerbaijan’s oil industry has gone a long way. Currently, the construction of new refining and petrochemical capacities and modernisation of existing ones is a key priority of Azerbaijan’s oil and gas development strategy.

The country is currently working on several major investment projects includingfull-scale modernisation of Heydar Aliyev Baku Oil Refinery and Azerikimya Petrochemical Complex, construction of a new polyethylene and polypropylene complex by SOCAR Polymer, upcoming launch of a new nitrogen fertiliser plant in Sumgait and a significant expansion of petrochemical capacities as part of the multi-billion GPC project.

In the past four years, the Downstream Caspian and Central Asia conference has become a major business platform for the regional refining and petrochemical industry.

The high profile of this event is emphasised by the international line-up of participants, among whom are government and business representatives from Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kyrgyzstan, and Tajikistan, as well as experts from global engineering companies, investors and consultants.

BAKU REFINERY REVAMP PROJECT

The refinery is currently undergoing an extensive modernisation, which is intended to increase the processing capacity from the existing six million tonne (Mt) to 7.5Mt of oil a year with a total investment estimated to be over $1 billion.

AZERKIMYA MODERNISATION PROJECT

The scope of work includes the modernisation of the steam cracker with construction of new cracker furnaces as well as the installation of a new refinery dry gas treatment unit, new ethylene and propylene storage and related utilities and off-sites facilities.

REFINERY MODERNISATION PROGRAMME IN KAZAKHSTANToday Kazakhstan is among the top 15 countries in the world when it comes to essential oil reserves. KazMunayGas currently advances its massive refinery modernisation program, one of country’s largest projects, involving more than 9000 people, more than 6 years in construction time and over $5 billion in investments. As a result of the modernisation, the total capacity of the plants will amount to 16.6 million tons per year.

Below are just a few of the largest investment projects in oil refining and chemical sector in the Caspian region and Central Asia.

TEREPHTHALIC ACID AND METHANOL PRODUCTION IN KAZAKHSTANRaushan Sarmurzina, Advisor from KAZENERGY association reported that Kazakhstan is currently assessing an opportunity to launch terephthalic acid along with methanol production in the country. According to Sarmurzina, the project has already passed the necessary expertise and a site for a new construction has been determined.

CONSTRUCTION OF A NEW 5-MILLION-TONNES-PER-YEAR REFINERY IN UZBEKISTANUzbekistan started construction of a $2.2 billion refinery in the Jizzakh region. The refinery will process crude feedstock delivered via pipeline from Russia and Kazakhstan to produce 3.7 million tpy of motor fuel, 700,000 tpy of aviation fuel, and 300,000 tpy of other finished petroleum products.

CREATION OF MASSIVE CHEMICAL PRODUCTION FACILITIES IN TURKMENISTANTurkmenistan holds the fourth biggest gas reserves in the world with great potential to become region’s largest producer of the value-added chemical products. The country has developed a programme for further development of the downstream sector of the oil and gas industry for the next ten years with firm plans to build several large-scale gas-to-chemicals complexes.

CONSTRUCTION OF LARGE-SCALE CHEMICAL COMPLEX IN KAZAKHSTANUnited Chemical Company is currently working on the construction of a large-scale integrated chemical complex in Atyrau region which will process gas from Tengiz field and produce polypropylene (500 000 tons/year). The estimated cost of the project is $2.6 billion. Construction of the complex is Kazakhstan’s first step in creating an integrated petrochemical cluster in the country.

LARGE-SCALE PETROCHEMICAL MEGAPROJECT IN AZERBAIJANA large gas processing and petrochemical complex operated by SOCAR GPC is another major megaproject in Azerbaijan. The capacity of a single train gas processing plant will be 10 billion m3 per annum, while petrochemical production will comprise of a steam cracker, swing polyethylene unit and other units. The planned commissioning date is the first quarter of 2022.

UZBEKISTAN GTL PROJECTIn 2017, Uzbekistan GTL company started construction of the synthetic fuel production plant with the estimated cost of $4 billion. When commissioned, OLTIN YO’L GTL, a 38.000-bpd -plant, will produce synthetic diesel, jet fuel, and naphtha based on local natural gas. OLTIN YO’L GTL will be one of the most advanced energy plants in the world.
