CBI arrests absconder after 20 yearsin cheating caseNEW DELHI

After being on the run for two decades, luck finallyran out for Ashok Sethi, former Depot Manager ofMohan Meakins Limited at Patna, wanted in a cheatingcase, as he was nabbed by CBI from Faridabad.

CBI sources said Sethi, wanted in a case of cheatingand forgery which caused an alleged loss of Rs 14.86lakhs to the government exchequer, was nabbed fromCharmwood Village, Faridabad in Haryana.

They said Sethi evaded arrest since 1995 in the caseagainst employees of Mohan Meakins Limited foralleged fudging in import permits.

"It was alleged that accused persons entered intocriminal conspiracy to forge excise import permit forbeer and Indian Made Foreign Liquor (IMFL) purport-ed to have been issued by the Excise Department,Government of Mizoram," CBI spokesperson KanchanPrasad said here today.

She said pursuant to this, four such import permitsfor beer and seven for IMFL were presented to a privatefirm to lift the material from Ghaziabad and Lucknowrespectively.

The agency said a charge sheet was filed on January8, 1993 against five accused, including Sethi in theCourt of Special Judicial Magistrate, CBI, Lucknow forcausing an alleged loss of Rs. 14.86 lakh to the govern-ment in the form of evasion of the excise duty.

The Delhi High Court onFriday issued notice to theDelhi Commission forWomen (DCW) and its chair-person Barkha Singh on a pleaof AAP leader KumarVishwas. Kumar Vishwas haschallenged the summonsissued to him by DCW on thecomplaint of a volunteer who had alleged that her lifehad been ruined because he refused to deny "rumours"over their alleged affair. Justice Rajiv Shakdher alsosummoned the complainant after she was added as aparty in the case. The court again refused to stay thesummons issued to Vishwas by DCW.

"The high court registry will send summon to her(complainant) in a sealed cover. Issue notice to newlyadded party (the woman), the Delhi Commission forWomen and its chairperson," said the court while post-ing the matter for July 1. Earlier, the court askedVishwas`s lawyer Somnath Bharti to add the woman,who filed the complaint against the Aam Aadmi Party(AAP) leader in the DCW, as a party in the case.

The court was hearing the plea of Vishwas, who saidthat DCW should not be dealing with the complaint, asit was outside the commission`s jurisdiction.

Mr Jindal, Mr Rao, MrKoda and 12 others weregranted bail on a personalbond of Rs. one lakh.

They were all summonedtoday over alleged irregu-larities in the allocation of

a coal mining block inJharkhand.

The Central Bureau of

Investigation (CBI) hadsaid in a chargesheet that towin a coal block allocationfor his firm, Mr Jindalpromised support toMadhu Koda, an independ-ent legislator who ruled in2006-2008 with supportfrom the Congress andother parties.

The court has said thatMr Jindal had "manipulat-ed" the entire governmentmachinery to score a coalblock allotment inJharkhand. It also observedthat the CBI's charge sheet

showed Mr Jindal hadplayed a "pivotal role" inthe conspiracy to get a coalblock allotted to his firmsJindal Steel and Power Ltdand Gagan Sponge Iron.

The company has deniedthe allegations.

The massive irregulari-ties in allocation of coalblocks came to light in2012 after the nationalauditor said Rs. 1.86 lakhcrore had been lost as theblocks had been distributedwithout a transparent bid-ding process.

Most of these allocationshave been made by theerstwhile UPA govern-ment. Former PrimeMinister ManmohanSingh, who had also beensummoned in one of thecases, received a reprievefrom the Supreme Court inApril.

Last year, the SupremeCourt declared nearly 300coal licenses issued since1993 as illegal. After com-ing to power, the NarendraModi government has auc-tioned 32 coal blocks.

laid a "solid foundation" for easeof doing business in India and isworking hard to achieve its goal ofkeeping it corruption-free, UnionEnergy Minister Piyush Goyal hassaid.

"Since assuming office, our gov-ernment has laid a very solid foun-dation for the ease of doing busi-ness in the country," he said onThursday in a meeting with seniorbusiness executives from the ener-gy sector organised by the USIndia Business Council (USIBC).

He claimed that from 2010 to2013, the coal production grew by31 million tonnes and in compari-son just in 10 months during histenure, the production grew by 32million tonnes topping a total of494 million tonnes.

died in Bihar on Thursdayduring a protest against theacquisition of land by thestate government for anIndian Institute ofTechnology. KaushalKishore was among some100 farmers who had gath-ered at a district office inBihta, 35 km from Patna,to demand higher compen-sation for land that hadbeen acquired from them.He is believed to have col-lapsed because of thescorching heat.

The farmers have beenprotesting for over a week.The Bihar Government hadbought the land to build anIIT and an industrial park.The government hasacquired approximately1,700 acres of land spread

local farmer.A similar agitation had

taken place in 2013 whichlasted a whole month,Bihar Government hadthen promised to look intotheir demands. TheGovernment later said thatsince land was acquired atdifferent times, so compen-sation was paid at prevail-ing market rates and a revi-sion would be very diffi-cult.

Jaitley acknowledged onFriday that the governmentcould miss its deadline toimplement a key tax lawamid criticism of the paceof economic reforms after ayear in office.

Mr Jaitley said he was"conscious" that delays inParliament in passing long-awaited legislation on anational sales tax meant thegovernment was "cutting(it) too fine to reach thedeadline" for its rolloutnext year.

"(But) the government isgoing to make every effortto ensure that there is nodelay and we meet thedeadline," the minister toldreporters while marking a

year in government.He listed a string of his

government's achieve-ments in the last 12months, including shrink-ing inflation and the fiscaland public deficits, com-bating corruption andspeeding up decision-mak-

ing which have long heldback economic growth.

The government set adeadline of April 1, 2016,for introducing the keyGoods and Services Tax(GST), which will replaceoverlapping state and fed-eral levies and create a

common market to boostthe economy. But the oppo-sition, which has a majorityin the upper house, forcedthe government this monthto send the GST bill to aparliamentary panel forfurther scrutiny along withlegislation on making it

easier for businesses to buyland, another crucial initia-tive. In a special India edi-tion published Friday, TheEconomist criticised a lackof big-bang reform by thegovernment in its first 12months, including easingstrict labour laws, over-hauling inefficient state-owned giant Coal India andintroducing a more pre-dictable and lower taxregime. "Mr Modi's gov-ernment is missing a rarechance to launch somebold reforms," the maga-zine said to mark the firstanniversary. Mr Jaitleydefended the pace and levelof reform since his partywon a landslide at electionslast May, saying his gov-ernment had revived Asia's

third largest economy withgrowth heading towardseight percent. But he alsosaid the government shouldwork to tax companies atmore competitive rates,amid a blazing row withforeign portfolio investorsover demands they payanother tax for which theywere not previously liable.

"We must ... remove dis-cretion, phase out exemp-tions and bring the effec-tive rate down to globallevels," Mr Jaitley said.

One of the main gripesby foreign businessesunder the previousCongress government wasthat the tax regime wasboth aggressive and arbi-trary, a deterrent to foreigninvestment in India.

Narendra Modi foundhimself marking a yearas Prime Minister of

India in neither his home stateof Gujarat nor his current baseof New Delhi – but incredibly,in the bustling metropolis ofShanghai.

The final engagement of histhree-day visit to China on 14-16 May 2015 – which generateda tremendous amount of interestin both countries – was a speechto the expatriate Indian commu-nity that gathered from differentparts of China to catch aglimpse of India’s leader. I wasone of them, and I doubt I shallforget that spectacle for a verylong time to come.

A refrain of Modi’s Shanghaispeech was that vaqt badal rahahai (the times are changing).Having been at the event, it’shard to argue with that. Anevent like this would haveseemed implausible even a yearago.

When I first arrived in Chinafrom the UK in 2011, I wasstruck by how few Indians therewere to be seen. This impres-sion was compounded by dis-covering over the next few dayshow limited the flight optionsbetween China and India were,in great contrast to the daily(often multiple) flights betweenChina and the UK and othermore distant destinations.

Although as early as 2009,business school academics inShanghai brought together lead-ing practitioners, diplomats andexperts to reflect on Sino-Indianbusiness activity, based on thoseinitial observations of mine itseemed that neither nation sawthe other as much of a priority.

But in this part of the world, alot can (and does) happen infour years. The Modi event inShanghai certainly suggestsprogress has been made since Ifirst set foot in China: in theproactiveness of India’sapproach to foreign relations, inthe willingness of China andIndia to engage with each other,in the ability of the Indian com-munity in China to cohere.

As I reflect on this event I amencouraged and cautious inequal measure about China-India relations in general andSino-Indian business activity inparticular, for three reasons.

Prior China experience under-pins the charm offensive. Mybiggest source of encourage-ment stems from the fact thatalthough this was Modi’s firstvisit as Prime Minister, it wasfar more being his first experi-ence of China. Indeed, the onebright spot in my early dismalassessment of China-India deal-ings was Modi’s visit as GujaratChief Minister in November2011 – and that had been hisfourth such visit. I teach inter-national strategy in a businessschool, and I emphasize to mystudents the importance of priorexperience in helping entrepre-neurs and managers succeed inforeign markets knowledgably.Modi’s China experience of thepast augurs well for what Indiacan achieve in China, and howeffectively he utilizes this expe-riential knowledge may wellmake a big difference towhether his visit ends up yield-ing incremental advances inbusiness opportunities forIndian businesses in China andvice versa – or representing agenuine inflexion point that her-alds the next substantial waveof Indo-Chinese commercialactivity.

Honesty about problemshelps, but doesn’t fix them. Mybiggest source of caution arisesfrom the fact that the honestacknowledgement of problemsis a necessary but insufficientcondition for solving them.Modi has been justifiably com-mended in the Indian press forbeing frank about the need fortackling vexing issues such asborder disputes, and his Chinesecounterpart has reciprocated thecandour. This helps, but theproof of the pudding willbecome apparent only in themonths to come as the inter-faces established on this visitare utilized for continued dia-logue. The devil, as ever, lies inthe detail. Business veterans inChina, including some fromIndia, often comment about theneed for commitment, patienceand persistence in cracking theChinese market. Surely, thisholds for Sino-Indian diploma-cy as well. (In the meanwhile,though, Modi has no dearth oflessons to carry to India fromChina: cleanliness, safety (espe-cially of women) and infrastruc-ture – arguably the most visibledifference between the twocountries.)

There is an Indian communityin China! Whatever the actualoutcomes of Modi’s visit forSino-Indian business, the eventhas already made history inbringing together far-flungexpats of Indian origin in Chinaon an unprecedented scale. Thesignificance of this might not beeasy to grasp for those livingamongst numerous people ofIndian origin in the US, UK,South Africa, the Middle Eastand Down Under. In China,however, the sight of Indianrestaurants and other signs of athriving Indian community isnot commonplace outside of the

large metropolises (or Yiwu, anoutlier and the city with thelargest contingent from outsideShanghai at the event). So tohave nearly 5000 people ofIndian origin under one roofwas truly remarkable. A col-league of mine who attended theevent commented to me: “I havealways wondered where allthose Indians travelling with meon Air India flights to Chinawent, because I’ve never seenthem afterwards. Now I know!”This community representssocial capital that future Indianentrepreneurs and managersentering China can tap.

China and India: Quo vadis?

There is no doubt in my mindthat the Indian gathering atShanghai in Modi’s honour willreverberate amongst the Indiancommunity in China for a whileyet. It was that sort of an event.Several years ago, when I was anewly minted lecturer atGlasgow University, I wasgreatly honoured to be invitedto an Indian community recep-tion in London for the thenPrime Minister Dr ManmohanSingh. My recollections of thatevent in London are of low-keydignity and a profound sense ofhistory. This event in Shanghaiwas one of high-octane celebra-tion and a profound sense ofanticipation.

So, where to from here? Indiahas to be honest enough (toitself) and understand – evenwhile spouting positive intentand confidence in public – thatalthough China and India areoften taken in the same breadth,in reality it is a distant second toChina as an economy. The inter-est that Modi has generated inChina therefore acquires evengreater significance, and it is tohis credit that he has come

across in the media, both inChina and India, as one whowouldn’t settle for anything buttreatment as an equal. And yetnone of this can mask the factthat India and China are greatrivals – not necessarily foes, butrivals who compete and striveto enhance their investments,innovation and institutions.

That said, I would aver thatthe debate as to whether Chinaand India are (or should be)friends or rivals represents afalse dichotomy. Rivalrybetween the two most populousnations in the world, widelyregarded as the two largesteconomies of the future, is vir-tually inevitable. But what isnot inevitable is whether thisrivalry is friendly or bitter.

An important understanding Ihave acquired of China is thatoftentimes the Chinese dealwith dilemmas somewhat dif-ferently from their Westerncounterparts – they tend to optfor “both…and” rather than“either…or”. This may be agood way to go with Sino-Indian relations. Because in thisinstance, neither nation canafford not to be rivals – or todestroy friendship over theirrivalries. What China and Indianeed to work out therefore ishow to be rivals and friends atthe same time.

Partial statehood, Delhi’s peculiar constitutional situa-tion, has posed challenges before every governmentthat has ruled the national capital since 1993, the year

an elected Vidhan Sabha was reinstated in Delhi. Central tothis is the prickly issue of an elected government beingforced to share powers with a non-elected LieutenantGovernor. So it is that the Aam Aadmi Party (AAP), armedwith a sweeping mandate to govern Delhi and with a new-found sense of assertiveness, now finds itself in an almightytussle with the LG over the appointment of an Acting ChiefSecretary. This may appear to be a relatively minor issue,but at its heart is an attempt to make sense of the laws thatdefine the issue of who runs Delhi. Article 239 (AA andAB) of the Constitution appears to grant the LG more dis-cretionary powers than Governors in other States. Clause 4of this Article says that there shall be a Council of Ministersin Delhi to aid and advise the LG “except in so far as he is,by or under any law, required to act in his discretion”. Thereis no specific provision, however, for the appointment of aChief Secretary. Under the clause, should the LG have a dif-ference of opinion with his Ministers the matter should bereferred to the President. Pending a decision by thePresident, the LG can take immediate action if, in his opin-ion, the matter is urgent. But according to the Transaction ofBusiness Rules for the Delhi government, the process of ini-tiating the appointment of a Chief Secretary has to be doneby the Council of Ministers. No such move was initiated inthis particular instance, and so there should have been nodifference of opinion to begin with. This is a significantgrey area, and the real surprise is that it has taken this longfor a proper debate on it to happen. Partial statehood, by itsvery premise, involves some compromises in governance.The big political parties are able to deal with this by goingthrough the ‘right channels’ to prevent a given situationfrom escalating. It helped that for several years Delhi wasruled by the same party that was in power at the Centre.Such a situation would never work for the AAP, which sim-ply does not do political diplomacy. Delhi is also the onlyState the party governs, and it is understandably keen topush for more control for itself. Inevitably, things havetaken an ugly turn with various civil servants caught in thecrossfire, a sense of fear gripping the administration andmany officers wondering who to listen to. It is imperativethat the rules and laws governing Delhi are reviewed andareas of potential overreach by the Central government areeliminated quickly enough. Failure to do so could lead to asituation where government in the national capital is throwninto a state of flux again.

The China-Pakistan EconomicCorridor (CPEC), aroundwhich 51 agreements were

signed during Chinese President XiJinping’s visit to Pakistan in April2015, promises such massive invest-ments that it is not surprising that thePakistani government gushes over itas being a “game and fate changer”.Against the $46 billion announced,American baksheesh for Pakistan’stenuous support in Afghanistanseems mealy-mouthed; its EnhancedPartnership with Pakistan Act of2009 tripled economic assistance to$7.5 billion, spread over five years,but only $5.5 billion was actuallyappropriated. The annual aid toPakistan from the Organisation forEconomic Co-operation andDevelopment (OECD), including theUnited States, has rarely risen above$3 billion. And most privateinvestors, like tourists, have stayedaway. Therefore, this Chineselargesse in the financial desert inwhich Pakistan wanders is a blizzardof manna.

Beyond Gwadar

Some here rail at the injustice of itall, as proof that crime pays, or fear itas being a harbinger of worse tocome, a Chinese supari on India. Butonly $6 billion of the investmentannounced is for what furrows browshere — the improvement of facilitiesin and around Gwadar, and the build-ing or expansion of roads that willreach all the way up from there to theenlarged Karakoram Highway, giv-ing China access to the Arabian Sea.Another $5 billion has been set asidefor a metro for Lahore, and to mod-ernise the railway track from Karachito Peshawar. Reports of the corridorbeing a network of roads, railwaysand pipelines from Gwadar toKashgar are, at least for now, fan-tasies. China established a decadeago that it would be prohibitivelyexpensive to pump or carry oil andgas over the Karakorams to Xinjiang.Since then, to sidestep a blockade ofthe Malacca Straits, it has investedheavily in Kyaukpyu in Myanmar,

through which oil, gas and goods willtravel via road, rail and pipelines toYunnan. Gwadar is less crucial toChina now than it may once havebeen.

Pakistan’s energy crisis

Of the investments announced,$33.8 billion is for thermal, hydro,solar and wind projects totackle Pakistan’s ener-gy crisis, whichis now sobad thati n

Marchthis yearthere was spec-ulation in its mediathat it could bring the gov-ernment down. This looks like self-less assistance to a friend in need, butChina has agreed more than oncebefore to finance huge power projectsin Pakistan, which its companieshave then abandoned claiming thatthey were not feasible. In January,Chinese investors pulled out of a6,600 MW power project in Gadaniin Baluchistan, which was part of theEconomic Corridor. In February,work stopped on five Chinese-backedpower projects in the Punjab, whichwould also have generated 6,600MW. These projects envisagedinvestments of about $16 billion,almost half of what those nowannounced will cost. The Han givethand the Han taketh away, blessed bethe name of the Han.

Pakistan’s installed capacity is22,800 MW, more than enough forthe current demand of 19,000 MW,but it produces only 12,000 MW. Theproblem is the circular debt, present-

ly standing at $5 billion, that plaguesits energy sector. The Governmentpays power companies Rs.15 perkWh, charges the consumer Rs.10,but gets around Rs.4.5, since evasionis rampant. Unable in its penury tocope with a shortfall of Rs. 10.5 perkWh, it either stops or delays pay-ments to

t h epower companies, whichcannot then pay fuel suppliers, whichsuspend shipments. Production spi-rals downwards.

Therefore, adding productioncapacity will not end Pakistan’spower crisis; the new plants wouldjoin their brethren in rapid bankrupt-cy because they will not be paid. Andthey cannot be because no govern-ment there can close the gap betweenwhat it earns and what it pays; poli-tics wedges it open. The largestdefaulters are the companies andestates owned by the ruling elite whowill not pay their bills. Raising tariffsto try to recover part of the shortfallfrom the middle-class who do ispolitical suicide for the PakistanMuslim League (PML), with its basein the Punjab, which takes most ofthe power. The Government admitsthat the Chinese companies pulled

out of Gadani because they fearedthey would not be paid, even thoughit offered to set up a revolving fundfor them. Unless its word has sincebecome sterling in Chinese board-rooms, there is no reason why thosenow roped in should be moregullible.

Thermal and solar dreams

There are other stupendous prob-lems. Like the plants in Baluchistanand the Punjab, aborted by theChinese, four out of the six thermalpower projects for which agreementshave now been signed are predicatedon imported coal, in place of import-ed furnace oil, from which 60 percent of Pakistan’s power is now gen-erated. With the price of oil plummet-ing, this is not a cheaper alternative,not least because the infrastructurehas first to be built to land and trans-port the massive amounts of coalneeded. The other two projects willmine lignite in the Thar and generatepower at the pithead which is a must,since lignite is susceptible to sponta-neous combustion, making carriagehazardous. This means, though, run-ning thirsty power plants in a desertwhich has no water. Chinese designs

are slightly more thrifty with waterthan ours, but still demand volumessimply not available in the Thar,unless the needs of its residents whoalready live on the edge are ignored.

The solar park at Bahawalpur wasalready up and running, funded bythe Government of Punjab; 100 MW,installed by a Chinese company in

four months, came on streamthis April. Now,

lion to add 900MW. This will be

about five per cent ofPakistan’s current installed power

capacity when it is completed in2016, over eight per cent of its cur-rent production, so it is a very signif-icant project.

Unlike the thermal power projects,which face almost insuperable prob-lems, this has none, but the questionof payments remains. Solar power inPakistan, as elsewhere, is still not ascheap as thermal. The governmenthas announced that it will buy solarpower at Rs.15 per kWh, which iswhat it pays for thermal power.Whether this will be profitable for theChinese company is moot, but it willcertainly expect to see the colour ofPakistan’s money. The sun will setvery fast on this project otherwise.

More ‘cut and run’

This will also be the case with theChinese companies that will buildand operate the two hydropower proj-

ects announced; Suki Kinari inPakhtunkhwa and Karot in thePunjab, which, between them, willadd 1,600 MW to the grid. These aresubstantial additions to installedcapacity, but which pale in compari-son to the Dasu on the Indus, forwhich ground was broken in June2014, which will add 4,320 MW tothe grid. There too, a Chinese bank isthe lead financier, putting up $2 bil-lion of the $4.3 billion the first phasewill cost, with the World Bank andDeutsche Bank sharing most of therest.

If these new projects go through, itis a given that the Chinese havereceived guarantees, more crediblethan those on the projects they aban-doned, that their fees will be paid bythe Government of Pakistan in fulland on time. Since the government’skitty remains the same, this meansthat there will be even less forPakistan’s own long-suffering powercompanies. The crisis may thereforeget worse before it gets any better, ifat all. In fact, what these agreementsset up is a bizarre mirror image of aPonzi scheme, with money takenfrom old investors to pay off the new.Like the usual rumours about itsimminent death, those circulatingfrom April about Pakistan’s renais-sance may therefore be greatly exag-gerated.

Given all this, it will be fascinatingto see how many of the projects nowannounced the Chinese will actuallybuild. If they are built, and crucially,if they run profitably, they will ofcourse help change the game forPakistan, but so far this year, Chinesecompanies have cut and run. If thepast is prologue, these new projectsmay not have much of a future, andboth governments know this, so thisodd couple is playing odder games.Pakistan’s is blind man’s bluff.Deeper than the sea, its partner playsChinese chuckers.

Ms Jayalalithaa will take oath in the audito-rium of the Madras University, where she hasbeen sworn in before.

This morning O Panneerselvam, who MsJayalalithaa had handpicked to take her placewhen she was convicted in September lastyear, resigned and the Governor invited MsJayalalithaa to form government "at the earli-est."

Jayalalithaa to...mother by her adoring supporters, believes

in consulting astrologers for the most auspi-cious time and place for major events in herlife.

The ruling BJP at the Centre is expected tobe represented. Sources said a senior unionminister, Arun Jaitley or Sushma Swaraj,could come for the oath ceremony.

In 2011, Narendra Modi, now prime minis-ter, had attended the swearing-in ofJayalalithaa.

Besides her party lawmakers and leaders,Telangana Chief Minister K ChandrashekharRao's daughter Kavita, an MP, will alsoattend the ceremony.

It is not known yet whether Jayalalithaa'sneighbor Rajinikanth will attend.

It was earlier believed that the ceremonywould be simple, but party sources say sincethe venue is a university auditorium insteadof the governor's residence, there is likely tobe a little more colour. It will certainly be dif-ferent from the ceremony eight months ago inSeptember, when O Panneerselvam and hisministers wept through their oaths.

Coalgate: Then...said through his lawyer.The former Coal Secretary made a similar

argument.The CBI has suggested earlier in court that

He added, "India can reach double digitgrowth...decision-making has to bequick...When we obstruct, it is the journey tothat 10% we are obstructing."

The finance minister spoke about the delayin enacting bills to change the rules of buyingfarm land and to bring in the Goods andServices Tax or GST for a unified tax regimeacross the country.

"The ones who are worried due to the fastprogress, want to know why the (land) ordi-nance was brought. The country is not readyto settle for slow progress," he said.

To a question on the GST Bill being stalledin Parliament, he said: "I wish this questionwas asked to those who after introducingGST, after getting their own chief ministers tosupport GST, still ended up on a furtherdelay."

Mr Jaitley also addressed criticism of theprime minister's foreign trips - 18 countries inthe past year.

"The number of foreign trips the PM made,he went to 18 countries...and he had talkswith several countries, this has helped inleaving India's mark on these countries," hesaid. To a question later, he also took a dig atCongress leader Rahul Gandhi. "Going forvacation for 55 days is one kind of a foreigntrip and state visits representing the countryare completely different," he said.

The senior union minister asserted that hisgovernment had provided a clean and trans-parent administration.

"People felt that the decision makingprocess of the government of India was socontroversial and discretionary that eveninvestors were prosecuted. That air has beencleared by the transparency of this govern-ment," he said.

‘Government committed....(OROP) concept was "an unambiguous

commitment" of the government.Addressing a press conference held to mark

one year of the Narendra Modi government,Jaitley said the defence ministry was talkingto his ministry on the issue.

"It will be implemented," he said.Defence Minister Manohar Parrikar said

last week that OROP was in its final stagesand expected to be cleared by the financeministry in a few days.

OROP is a long standing demand of ex-ser-vicemen`s associations and relates to pay-ment of uniform pension to defence forcespersonnel retiring in the same rank with thesame length of service, irrespective of theirdate of retirement.

UPA's Land..."The law brought in 2013 stops (creation

of) rural infrastructure, irrigation, rural roads,rural industrialisation, rural housing. The2013 law is against the rural areas. The 2015bill has made the corrections," Jaitley said ata press conference held here to mark the com-pletion of one year of the NationalDemocratic Alliance government at theCentre.

The minister`s assertions came during hiscomments on Congress vice-president RahulGandhi`s barb that the NDA government wasa "suit-boot ki sarkar" (government of thesuited-booted) and his opposition to the pend-ing land bill.

He said that decisions have been taken fastand the country was not prepared to acceptslow decision making.

"Decisiveness in the face of obstructionism(by the Opposition) has been an importanthallmark (of this government)," the financeminister added.

Referring to the ordinances brought by theModi government, the minister said there hadbeen criticism by those "uneasy with the paceof governance".

Lalu, who had yesterday suggested bring-ing in Manjhi in the 'grand alliance' to taketake on BJP, today formally broached the ideaat the meeting, sources close to the develop-ment, said.

Sources said Prasad, instead of focusing ona merger between RJD and JD(U), talkedabout forming a 'grand alliance' against BJPthat would include all non-NDA parties,including the Left, something that would notgo down well with Nitish Kumar.

Despite JD(U) yesterday deprecating anymove to forge ties with Manjhi, who wasousted and replaced by Kumar after herefused to step down as Chief Minister, Lalu'sinsistence on his inclusion in the alliance isbeing seen as an attempt at procrastination.

Lalu, according to sources, was not keen ona merger and wanted the two parties go to thehustings as alliance partners, with his partygetting a larger share of tickets to contest.Though the Nitish Kumar government is sur-viving on the RJD prop in Bihar, Lalu hasconsistently refused to project him as thefuture chief minister.

appointment of Kumar as Defence Secretaryfor a period of two years from the date of tak-ing over the charge of the post, an orderissued by Department of Personnel andTraining said.

He will take over from Radha KrishnaMathur, a 1977 batch Manipur-Tripura cadreIAS officer, who completes his two yeartenure on May 28.

Kumar has served in Commerce Ministryand also worked as Additional and SpecialSecretary in Ministry of Water Resources,River Development and Ganga Rejuvenationbetween 2010 and September 2013.

Kumar, who hails from Kerala, has alsoserved as Steel Secretary before taking overas Secretary in Department of DefenceProduction on September 1, 2014.

The appointment comes as a birthday giftfor Kumar who was to turn 60 on May 27 andpossibly retire at the end of this month.

Kumar will be replaced by Ashok KumarGupta, a 1981 batch IAS officer of TamilNadu cadre. Gupta is Special Secretary inDepartment of Defence Production.

As per user reports, Sony hasfinally started rollingout the Android

Lollipop update to its XperiaZ and Xperia ZR handsets,specifically Android 5.0.2.The Japanese tech giant alsoannounced it was rolling outa firmware update for itsXperia Z1, Xperia Z1Compact, and Xperia Z Ultrasmartphones with several bugfixes.

The Android 5.0.2 Lollipopupdate for Xperia Z andXperia ZR handsets is cur-rently said to be availableover-the-air and is soonexpected to reach the SonyPC companion software aswell, reports XperiaBlog.The update weighing694.8MB brings the buildversion number to10.6.A.0.454. Some of thekey features in the latestupdate includes Google'sMaterial Design UI and com-patible app, updated interac-tive lock screen notifica-tions with customizablesettings, support for multi-user pro-files and guest mode, and the optionto move apps onto SD cards.

Sony Xperia Z and Xperia ZR userswould need to at least keep 1.2GBstorage free to install the update. Abackup of handset data is recom-mended just in case the update fails

mid-way.

For now, the update is reportedly livein Bolivia, Bangladesh, Taiwan, andHong Kong. Since the Android 5.0Lollipop has reached two handsets inthe Xperia Z series, it is expected itwill soon reach Xperia ZL and XperiaTablet Z as well.

Meanwhile, the Sony Xperia Z1,

out before giving the go-ahead to the proposedseries by PCB.

"Though talks betweenthe boards of two countrieshave held recently, butthere are no immediatechances of revival of crick-eting ties between Indiaand Pakistan," Shukla said.

A report, published byEuropean Alcohol PolicyAlliance networkEurocare, highlighted whatit called a "dangerouscocktail" and urged thesport to move away fromsuch sponsorship.

"The amount of alcohol-related exposure in F1 set-tings is extreme by any-one’s standards," saidEurocare general secretaryMariann Skar in a state-ment.

"There seems to be alack of recognition withinthe F1 community abouttheir responsibility whenshowing alcohol advertsevery five seconds to anaudience of 500 millionviewers.

"We now urge theinvolved bodies in F1 tomove away from alcoholsponsorship."

The report, whoseauthors include Britain`sInstitute of Alcohol Studiesand Australia`s MonashUniversity, analysed lastyear`s Monaco Grand Prixfor alcohol brand expo-sure.

It found viewersreceived an average of 11references per minute overa two hour period.

Three teams -- Williams,McLaren and Force India -- have alcohol branding ontheir cars while Diageo`sJohnnie Walker was namedlast year as Formula One`sofficial whisky.

The State Olympic asso-ciations of Andaman andNicobar, Jammu andKashmir, Maharashtra,Odisha and Nagaland havebecome the latest to jointhe chorus to oustRamachandran by calling aSpecial General Meeting.

Now out of 35 stateOlympic units, 14 haveofficially supported themove.

Earlier, other States likeBengal, Bihar, Chandigarh,Delhi, Jharkhand,Karnataka, MadhyaPradesh, Tripura and UttarPradesh had expressedtheir desire to pass a 'NoConfidence Motion'against Ramachandran by

calling a SGM of the IOA,besides 13 National SportsFederations.

According to the IOAconstitution, a NoConfidence Motion againstthe President, SecretaryGeneral, Treasurer andother executive councilmembers can be passed iftwo-third majority of themembers are present andvoting.

The quorum for sucha meeting will have tobe three-fourth of thetotal strength of theIOA General Bodyentitled to vote.

The IOA General Bodyhas 183 votes in total --three each for NSFs andtwo each for state Olympicbodies. The IOA has 39NSFs but a few of them areunder dispute due to hav-ing rival factions.

The SGM may be con-vened at any time by IOApresident or the ExecutiveCouncil or on a writtenrequisition signed by presi-dents and secretaries of not

less than 50 per cent mem-ber units within one monthfrom the date of receipt bythe president of the saidrequisition.

In a major breakthrough indetecting the deadly swine fluvirus that killed around 2,000

people in India in an outbreak thisyear, a key military research cen-tre has developed a kit that candetect the virus in a matter ofhours.

While current tests to detect theswine flu virus takes two to threedays, the new kit delivers resultsin two to three hours, knowledge-able officials in the DefenceResearch and DevelopmentOrganisation (DRDO) told IANS.

Developed by the Gwalior-based Defence Research andDevelopment Establishment(DRDE), the kit will also be cost-effective and is expected to bepriced at around Rs.2,000 ($30),while the present tests can costanything between Rs.4,500 andRs.10,000 in the peak season.

"While conventional identifica-tion methods require time-con-suming culturing and detection ofanti-bodies, this kit uses a geneamplification method and is basedon the principle of auto-cyclicstrand displacement mechanism,"a DRDO official aware of thedevelopments told IANS on con-

dition of anonymity as he is notauthorised to speak to the media.

The DRDO, which leadsdefence research in the country,focussed on developing the kit inview of possible enhanced use ofchemical, biological, radiologicaland nuclear warfare (CBRN) infuture, the official said.

"In case of a biological weaponbeing used, the first step to combat

this is detection. Handy kits likethese are being developed keepingthat in mind," the official said.

Asked if the kit can be used on alarge scale, the official said somefirms have already been given thetechnology to develop the kits.

"Our role is to develop the tech-nology. We have already handed itover to some interested manufac-turers. It will now be up to the

government to decide if it wants touse it at a larger level," the officialadded.
