1 INTRODUCTION

This Method Statement defining the details for directional signage has been preparedin accordance with the requirements of Planning Condition 2.19 of the Consent andDeemed Planning Permission for Ewe Hill 22 Windfarm dated 16 th May 2014.Planning Condition 2.19 states:

“ 2.19 Prior to the commencement of the development the Company must submit tothe planning authority for their approval details of directional signage advisingdrivers of heavy goods vehicles to remain on specified access routes. Thereafter

the details approved shall be implemented.

Reason: To protect the amenity of residents in the vicinity of the wind farm. ”

This Method Statement has been prepared with the aim of implementing necessaryprovisions to ensure any disruptions arising as a result of construction traffic from EweHill 22 Windfarm is kept to the minimum.

This Method Statement has been prepared by ScottishPower Renewables (UK)Limited. Any references to ScottishPower Renewables (UK) Limited shall beconsidered as a reference to SPR. The existence of this Method Statement andcompliance with it shall not operate to relieve SPR of any of its obligations under thestatutory requirements or legislation applicable to the development.

The location of Ewe Hill 22 Windfarm is shown on drawing referenced UKCO-DLO-EWE0002 Site Layout (as presented in Appendix 1).

2 BACKGROUND INFORMATION

The impacts of traffic and transport were assessed by RPS as part of theEnvironmental Impact Assessment process undertaken for the windfarm development.The considerations of traffic to and from Ewe Hill 22 Windfarm were presented in theEnvironmental Statement 1.

3 COMPLIANCE WITH THE METHOD STATEMENT

SPR will adhere to this Method Statement throughout the construction phase of thewindfarm in accordance with Planning Condition 2.19. If there is a need for anydeparture from the Method Statement during these works then SPR will consult with





abnormal and indivisible loads, light goods vehicles and private vehicles will berequired to utilise the entrance of the site off the B7068 to gain access and take egress

from the site. Vehicles will not be permitted to access the site from any other point.Temporary roadside signage will highlight where the new Site entrance junction off theB7068 to road users associated with construction traffic.

Traffic will be monitored regularly to ensure that no alternative accesses to site areused by windfarm construction traffic. If any alternative access to site is identified asbeing used on a frequent basis by windfarm construction traffic then additional signagewill be installed as necessary. Should any vehicle driver be found to be contravening

the site access rules, they will be subject to disciplinary action and, in the case ofrepeat offenders, be removed from site.

Details of the planned Ewe Hill 22 Windfarm Construction Traffic and ConstructionWorkers Traffic Routes are shown on drawing referenced EWE-I-018 – Ewe Hill 6Section 69 Agreement (as presented in Appendix 1).

Traffic will be monitored regularly to ensure that the correct vehicle classifications arefollowing the appropriate/approved routes to access the site. The InfrastructureContractor shall operate a site induction scheme to ensure all employees / contractors/sub – contractors and suppliers on the site are aware of the designated access routesand associated vehicle classification and any vehicle/personnel found to becontravening the site access rules will be subject to disciplinary action and, in the caseof repeat offenders, be removed from site.

4.1 Provision of approp riate s ignin g/ l ining arrangements

Signage will be implemented both within and outwith the windfarm includingappropriate signage at the site entrance to provide drivers with all the necessaryinformation regarding permissible access routes to and from the windfarm, and whilsttravelling within the windfarm, including travelling along the B7068. The temporaryroute identification signage scheme will be prepared with the aim of protecting theamenity of residents in the vicinity of the windfarm during the construction of Ewe Hill22 Windfarm. The temporary route identification signage scheme will provideguidance to all drivers, including HGV drivers, in respect of the specified access routes

that should be followed, both in gaining access to and egress from the windfarm site.Whilst the scheme will apply to all drivers associated with the windfarm site, abnormaland indivisible loads to be delivered to the windfarm site will be subject to additionalrequirements agreed with Transport Scotland and the relevant Roads Authority.
