BURSSELS - Music industry groupsacross Europe have condemned theEuropean Commission'sproposals to clamp downon piracy, unveiled at theend of last month.

The plans, whichinclude provisions forpirates to be jailed, finedand have their bankaccounts frozen, also pave the way forlegal attacks on Internet file -sharingnetworks.

However, global record labels' bodythe IFPI, independent labels' organisa-tion IMPALA and the European Group-ing of Societies of Authors and Com-posers say the proposal "fails to intro-

duce urgently -needed measures to holdback the epidemic of counterfeiting". Ina joint statement, the trade groups say:"The Commission's unambitious draft

directive fails to introduceharmonisation at the lev-els necessary to ensurethat pirates can no longerplay on national differ-ences to avoid detectionand prosecution." Theysay the proposal would

perpetuate a patchwork of differinglegal measures and procedures acrossthe EU.

Featuring the haunting vocals ofSinead O'Connor, 100th Window is anaural panorama encompassing Arabicstrings, seething electronica and subter-ranean dub. Released on Virgin Recordson February 10, the band's fourth albumbreaks a five-year hiatus that manythought would bring down the curtainon the act completely.

PARIS -A row between the digitalarm of Virgin Megastores and two ofFrance's major record companiescontinues to expose the uncertaintyover when record companies shouldmake their catalogues available forlegal digital distribution.

The dispute came to a head onJanuary 28 when VirginMega.fr, Vir-gin Megastores' French Web store,accused Universal Music France andSony Music France of refusing tolicense their catalogues.

In a press statement, Paris -basedVirginMega.fr CEO Jean -Noel Rein-hardt said the two majors' unwilling-ness was all the more galling sincethe labels are always complainingabout the damage online piracy,especially peer -to -peer song -swap-ping, was doing to legitimate musicsales.

"The major labels cannot, on theone hand, complain about piracyand, on the other, refuse to open uptheir catalogues to legal (digital) dis-tribution platforms such as ours,"Reinhardt said.

Virgin Megastores' statement wasreleased shortly after Sony MusicFrance signed a deal to license 5,000local and international titles to e-compil.com, Universal Music's fullyowned French -language subscrip-tion -based digital store.

Launched in 2001, e-compilalready had 7,000 tracks from Uni-versal. It charges a subscription feeof euros 8 or euros 15.50 a month for10 or 20 digital tracks respectivelyfor downloading, CD burning andtransfer to portable devices. To date,e-compil says it has sold more than

With acts such as Royksopp, Madrugada, and Lene Mar-lin, Norway, a country with only 4.5 million inhabitants,has become one of the world's hottest sources of reper-toire.

But what is striking about Norway is that these flag-ship acts are not exceptions that hide a vast desert of tal-ent. There are dozens of acts across all music genrescraving attention-and in most cases worth the effort-as the focus on Norway's talent we publish this weeknicely highlights.

Twenty years ago, A -ha attracted worldwide atten-tion, but their success did not emulate others in theirhomeland. The difference now is that, hot on the heels ofLene Marlin, many other acts are ready for global atten-tion.

Norwegians usually joke that with a winter that lastssix months, there's no much to do but play music. The cli-mate might play a role, but does not explain it all. Whathas also happened is a growth in confidence from bothartists and labels-in their musical ability and in being

able to export their music beyond the national borders.At the same time, the industry has managed to structureits export efforts through the Norway Export Office.

Media support for local repertoire has been paramountand public broadcaster Petre certainly played a major rolein exposing many of these new acts, often at the "unsignedstage". This combination of factors has created local suc-cess stories for acts who then took their music to neigh-bouring countries and to the rest of Europe.

It is disturbing then to see that Petre is in the processof revamping its programming (see page 3) in order tocombat a declining audience, but at what seems to be theexpense of diversity and cutting edge music in order tofavour more mainstream music.

Even if Petre says it is maintaining its commitment toNorwegian music, artists and labelsshould remain extremely vigilant andmake sure that Petre continues toplay that pivotal role in exposing thecountry's wealth of talent.

It would be extremely regrettableif at a time when Norwegian artistsare poised to enjoy success abroadlike never before, they find it evenharder to get the exposure they needin their own backyard.

German stations face rights crisisby Michael Lawton

COLOGNE - A court decision maymean that German commercial radiostations will be faced with possibledemands for millions of euros in backpayments for phonographic broad-casting rights.

The court in Munich decided thatthe GVL, the organisation which col-lects payments for performers' and pro-ducers' rights, was justified in its claimthat the stations have been underpay-ing by around 20% since 1994. Thesame court decided against the GVL in1998, but was instructed by an appealcourt to hear the case again.

The GVL argues that commercialstations had an advantage over publicstations, while the two associationsrepresenting private broadcasters,

VPRT and APR, argue the opposite.The GVL says the levy should be onadvertising turnover, while the radioassociations say public stationsshould pay the levy on licence feeincome as well. Hans -Jurgen Kratz,CEO of Hot AC station AntenneThiiringen and chairman of the radiocommittee of the VPRT, says: "Overthe years public stations have beenpaying less and less; in 2000, theypaid just 1.04% of their totalturnover, while we're paying 4.52%.We can't accept an increase to 5.65%."

In addition, the court found thatthe stations were being allowed todeduct too much from their turnoveras expenses, and restricted thededuction to 5%.

Kratz, whose own station couldface a demand of around euros

500,000, says his operation couldcope, but many smaller stations couldbe in deep trouble. "If the GVLapplies the judgement fully," he says,"that could mean some stations willhave to declare bankruptcy. Thequestion is: does the GVL want this?"

Tilo Gerlach, head of the GVL, isclear on this subject: "We don't want todrive stations into catastrophe. Wehave a responsibility to artists andperformers, but we also have aresponsibility for the survival of theradio landscape. We want an agree-ment."

The two sides were engaged intalks until the summer, but failed toagree. The likelihood is that talkswill restart with the GVL in astronger position following the court'sdecision.

BMG Germany restructures 'to save jobs'by Olaf Furniss

MUNICH - BMG Germany hasannounced its latestrestructuring moves lessthan a month after itspresident, Thomas Stein,was stripped of his dutiesfor the rest of Europe.

The changes will seeBMG Berlin lose respon-sibility for all interna-tional acts and the depar-ture of co -managingdirector Christian Wolff,who joined the unit in1991 when the BMGHamburg division was merged withthat in the capital. Prior to this merg-er, only BMG Hamburg handledinternational acts.

"The prognosis for the Germanrecording market in the year 2003lets us expect another minus of morethan ten percent," said Stein (pic-

tured). "This fact urges a responsiblemanagement to make quick decisionsin order to secure jobs."

Wolff is to beretained as a consultantand will oversee therunning of the Na Klar!label which is home toschlager rocker Wolf-gang Petry. Meanwhileit is understood thatAndre Selleneit willcontinue as the solemanaging director ofBMG Berlin, which willreturn to a strictlydomestic A&R and mar-

keting role.Nationwide, BMG will be split into

two divisions: the "music companies",encompassing marketing/A&R, andthe "commercial unit" which willfocus on shared services.

Buoyed by his role as a judge onGermany's latest televised search for

next month's pop sensation, Steinhas awarded himself responsibilityfor the "music companies." All inter-national repertoire will be workedthrough the Munich office, whereFrank Briegmann, hitherto deputyMD of BMG Ariola Munchen, willlead the division.

The "commercial unit" will be runby Stein's deputy Andre Finkenwirth.In addition to overseeing the GSAsales operation, it will also cover cat-alogue/special marketing, DVD and"implement new business models."Within this division Karl Generotzkywill be responsible for catalogue/spe-cial marketing which will includechildren's entertainment, direct mar-keting and downloads. DVD, televi-sion compilations and new businessdevelopment, will be handled byUlrich Jarkel.

It is not yet clear how many staffmembers at BMG Berlin will be maderedundant in the restructuring.

WORLD DJ DAY 2003 LAUNCHESLONDON - Top name DJs areonce again donating money tohelp vulnerable and disabledchildren as part of World DJ Day.Following last year's inauguralevent, World DJ Day will takeplace this year over one week(April 19-26) with DJs contribut-ing one night's fee to the WorldDJ Fund, used to support thework of Nordoff Robbins MusicTherapy. Last year organisersraised £400,000 (euros 615,000)

RADIO GONG SHAREHOLDING CHALLENGEDCOLOGNE - Following RTL's recent purchase of AVE'sportfolio of radio holdings-acquired from publishersHoltzbrinck-RTL has returned a 10% shareholding inMunich CHR station Radio Gong, fearing that its acqui-sition would be challenged by other shareholders. AVEapplied to the licensing authority to authorise thechange of ownership, but two days before the relevantmeeting, the application was withdrawn. Georg Dingler,Radio Gong station manager, says: "Nothing haschanged, the shareholders remain the same." Contra-dicting reports, he insists none of the other sharehold-ers have anything against RTL, but they might havewanted to exercise an option to buy the shares them-selves. RTL and Holtzbrinck refused to comment.

UNIVERSAL NAMES IBERIA PRESIDENT

MADRID - Marcelo Castello Branco(pictured) has been appointed to thenew post of president of UniversalIberian Peninsula. Branco, formerlypresident of Universal Brazil &Southern Cone, will be based inMadrid and will continue to report toJemis Lopez, chairman of UniversalMusic Latin America/Iberian Penin-sula. Lopez has been at the helm in Spain since Sep-tember, when Carlos Ituino resigned as MD Universalin the territory. Reporting to Branco are Toze Brito,MD of Universal Music Portugal, as well as UniversalSpain local director Jose Luis de la Pena and interna-tional director Alicia Arauzo.

MOVING CHAIRSHANOVER - Harald Gehrung, currently CEO of Bel-gian -based, German -language AC station 100.5 DasHitradio has been named as the new CEO of radio ffn,the Hot AC Hanover -based market leader for the stateof Lower Saxony. He replaces Wilfried Sorge, whowill become CEO of the advertising sales house RadioMarketing Services, which represents most of Ger-many's commercial radio.Former German RTL radio head Bernd von zurMiihlen has been called in to head MOIRA Rund-funk's radio activities. MOIRA is a medium sizedplayer in Germany with shares in Radio Regenbogen,Sunshine Live and the Berlin Turkish -language sta-tion Radyo Metropol, and it also owns 88.6-derSupermix in Vienna, where von zur Miihlen is cur-rently programme controller. MOIRA wants to expandits activities in Germany and Austria.PARIS - Michel Meyer has been appointed director ofpublic broadcaster Radio France's network of 43 localstations France Bleu. He replaces Radio France's direc-tor of development Francois Desnoyers, who acted asinterim director. Meyer was director of France Bleu'sParis station CityRadio and in charge of Radio France'sstations in Paris metropolitan area and in Normandy, aposition now filled by Claude Perrier.

LONDON - One of the origi-nal-and possibly the old-est-music talent TV shows,the Eurovision Song Contest,is expanding from a one to atwo night event.

From May 2004, viewersacross Europe-and theworld-will be treated to atwo -night show, rather thanthe normal three-hour pro-gramme. Coordinated by theEuropean BroadcastingUnion (EBU), the expandedevent will give more countriesthe chance to participate.

"No country which wantsto take part will be excluded,"says Jill Paulsson (pictured),assistant co-ordinator of theEurovision Song Contest atEBU.

From next year a qualify-ing round on the Friday willselect the cream of the hope-

fuls to go forward to the grandfinal the following evening.All countries taking part inthe qualifier will be able tocast their votefor the overallwinner by publicvote either bytext message orphone call.

The change ispart of a moregeneral drive tomodernise thecontest. "In thewake of showslike Popstarsand Pop Idol, wefelt it was time to bring thesong contest up to date," saysPaulsson.

The EBU anticipates a sub-stantial increase in audiencefigures for the 2004 edition ofthe show, from its currentreach of around 70 million.This year a record 26 coun-

tries will be competing in thecontest, to be held on May 24in the Latvian capital, Riga(last year's winner was Marie

N from Latvia). Asusual, it will bebroadcast live byEBU members-the respective pub-lic broadcasters ineach territory. TheEBU hopes thataround 35-40 pub-lic broadcasterswill screen therevamped shownext year.

This year willsee votes cast solely by thepublic, rather than by a com-bination of the public and ajury as in previous years.

The contest, launched in1956, has made stars out of anumber of its entrants,including Celine Dion, JulioIglesias and Abba.

Clear Channel under political fireby Frank Saxe

NEW YORK - Radio giantClear Channel (CC) is beingtargeted by a number of USpoliticians who object to whatthey say are its unfair, anti-competitive practices. Sena-tor Russell Feingold, radioconsolidation's arch -critic,has submitted a proposalthat would give governmentmore regulatory oversight onmergers.

During a January 30 Sen-ate hearing Feingold blasted"bland" radio programmingand the "shakedown" ofrecord labels by radio opera-tors. The chief culprit, headded, was Clear Channel.

CC chairman/CEO LowryMays hit back, telling thehearing: "We think Senator

Feingold is dead wrong. Thelegislation is built on thefaulty premise that the con-cert business and radio busi-ness need to be fixed. Theydon't." Although Clear Chan-nel owns 1,200 radio sta-tions, Mays said theseaccount for just 9% of all sta-tions in the US, making radiothe least consolidated seg-ment of media.

Radio lacked diversity,self-appointed artist spokes-man and member of theRecording Artist Coalition,Eagles frontman Don Henleytold the hearing. "Theplaylists are virtually identi-cal. Everyone gets the sameMcDonald's hamburger."

Conceding that CC oftenvoicetracks its presenters,Mays insisted that its sta-

tions are committed to serv-ing their local audiences, say-ing they are no "homogenisedMcDonald's" that play thesame formats in every city.CC has also developed a web -based initiative to allow newartists a shot at the radio,with 70 stations airing localmusic programmes, saidMays.

Henley also complainedthat many radio stationsdemand free promotionalconcerts from up-and-comingartists, something musicianssee as "just another form ofpayola".

Mays denied Henley'sallegations, arguing radioairplay is based on audiencefeedback, research and rat-ings, not on which concertpromoter they hire.

NRK Petre changes format, dumps presentersby Kyrre Dahl

OSLO - Following whatobservers describeas a "significant"loss of listeners,Norway's mainyouth -radio sta-tion NRK Petrehas changed itsformat. Severalprime -time pre-senters will bereplaced and thestation's music,historically CHRto Alternative Rock, willbecome more mainstream.

Currently celebrating itstenth year in operation, NRKPetre is a non-commercialnational enterprise, run by

public broadcaster NRK, witha target group comprisingmainly young people under 30.

The station waslaunched in 1993and the formathas varied fromCHR to Alt Rock,with a consider-able amount oftalk and newsthrown in.

The stationwas deemed suc-cessful early on inits history, but

according to Norsk Gallup,Petre's listening figures duringthe last three years have fallenfrom a peak of 12% daily lis-tening to only 8% in the fourthquarter of 2002.

The most significantchange will be to Petre's musicformat. It will play more main-stream repertoire, with a spe-cial focus on new Norwegianartists. Music producerHaakon Moslet (pictured) says:"Petre will give listeners boththe music they want to hearand a chance to explore newartists and new music trends.Presenting new Norwegianmusic is very important to us."

Many of the prime -timepresenters will disappear fromthe air. Shows like KarateKaliber, Junta and HolgerNielsens Metode will bereplaced by a new morningshow, a new afternoon showand several new music pro-grammes.

Danish sales fall 22% in 2002by Charles Ferro

COPENHAGEN - Recordedmusic sales in Denmark fellsharply last year with fig-ures reflecting a toughermarket than the global aver-age. Overall unit sales weredown 22% to11,949,000, whilethe retail value ofsales fell 16.6% lastyear to DKK 789.5million (euros 105.3million), accordingto newly -releasedfigures from theDanish branch ofIFPI.

IFPI marketing directorAnnette Tingstrup (pic-tured) says three factors areto blame for the slump:"One, for several years saleswere boosted by TV ad cam-paigns, but the latest fig-ures reflect marked cuts inTV advertising expenditure.Another factor is young con-

sumers who spend moneyon other things while get-ting their need for musicfulfilled through radio andillegal copying, which is initself a major problem."

The apparent decline inTV advertising has hit

music sales. Rev-enues and volumesrose steadily in themid -90s as themedium was addedto marketingstrategies, andDenmark saw apeak year in 2000when volumestotalled 20.3 mil-

lion units, worth DKK 1.2billion (euros 160 million).But 2001 saw unit salesdecline by nearly a quarteras TV spend decreased, andlast year saw another hit.

Even Christmas salesdid not help rescue annualsales. In December unitsales dipped 20% compared

Domestic repertoire per-formed considerably betterthan international, with a5% fall in value and a 13%drop in unit sales, down to4.6 million. Domestic reper-toire was spurred on bysolid album sales of SortSol, Safri Duo (Universal),Kim Larsen, Saybia and Jon(all Capitol/EMI/Medley).

Sales of internationalrepertoire fell 27% in vol-ume to 7.3 million unitsconsumers may have easieraccess-or are more like-ly-to pirate internationalproducts.

Culture Minister BrianMikkelsen has promised toinitiate legislation to helpprotect intellectual proper-ty. "It's a problem in society,a moral issue and I believewe need to raise aware-ness," adds the IFPI'sTingstrup.

London Alternative Rock station XFM has unveiled a new high -profile postercampaign, to run on the UK capital's Underground train network from Febru-ary 3. The campaign highlights some of the personalities who have shows onthe station, including Christian O'Connell, Zoe Ball and Ricky Gervais. ATHENS - Greek AOR com-mercial station Eva FMrelaunched as Super StarFM on New Year's Day onthe same frequency, 98.6.What began as a female -oriented station has nowchanged its focus to includethe 18-35 demographicplaying a blend of main-stream Greek hits.

Super Star FM, ownedby Radiopliroforiki Y. Poli-tis MME, was awarded afour-year license in Marchlast year following a year-long licensing procedurepunctuated by delays. Atotal of 15 commercial sta-tions finally got the greenlight to go on the air. Thetotal number of FM sta-tions currently broadcast-

ing to Athens' 4.5 millionresidents is 35.

The station's slogan is"All the stars are here",with popular artists, filmand theatre actors hostingtheir own guest pro-grammes on what is knownas "Super Star Weekend"."It's quick, trendy and con-temporary," says pro-gramme director KostasVenetis, who adds thatthrough games, parties andtheatre events Super Staraims to become an "activeradio [station]" that willquickly become one ofAthens' top five stations.

The local regulatorybody is expected to invitecommercial radio operatorsto apply for four additionalFM frequencies when anew antenna park is com-

pleted atop Mount Par-nitha, on the outer reachesof Athens.

Meanwhile a new GreekTV talent show, Sing YourSong, in which amateuracts compete for a record-ing contract, is airing oncommercial TV channelAlter on Saturday nights at21.00.

The participating actswill be awarded points forcomposition, lyrics, vocalsand stage presentation,and first prize is a dealwith local independentlabel Legend, which willrelease a CD containing all12 songs featured on theshow.

The programme's view-ers will be invited to phone-in and vote for theirfavourite act.

ITALIAN LEGISLATION RESOLVES LICENCE PAYMENT DISPUTE

MILAN - The Italian parliament has settled the issue ofmoney owed by local radio and TV stations for unpaidlicence fees. Licence payments were effectively suspend-ed from 1994 until December 1999, when legislation waspassed on the subject. Under the new agreement sta-tions can pay monies owed-figures are not available-in instalments and without interest charges. In a state-ment, Marco Rossignoli, head of AERANTI-CORALLO,a group representing over a thousand local TV and radiostations, says: "This is an important result and we'd liketo thank the Minister of Comunications, Maurizio Gas-parri, whose support was decisive in getting this mea-sure approved by parliament."

Spain falls inSpain's big music radio success story of the past year hasno star presenters, plays no current hits, and has no work-ing relationship with the record labels. Furthermore, it's theonly national commercial music network ignoring mater-ial from Spain's all -conquering TV talent show OperacionTriunfo. Howell Llewellyn discovers what's made SoftAC/Gold network Kiss FM an overnight ratings sensation.

Since its launch in April2002, the 55 -station KissFM network has shaken thenormally stable Spanishradio market to its founda-

tions by multiplying by eight theaudience of its predecessor on thesame frequencies, Soft AC networkOnda Cero Masica. The 100,000average daily listeners of OCM ayear ago has been transformed into800,000 average daily Kiss FM lis-teners in the most recent EGM fig-ures, elevating the new station tofourth position among the coun-try's national music networks,despite the fact its national cover-age is far from complete.

"We researched the market wellto find out where there were spacesto be filled, and we saw that theremight be room for an AC hybrid ofmainstream Soft AC with romanticoldies and Latino ballads," saysKiss FM programme director MarcVicens. "In other countries, thesame mix probably would not be sosuccessful-but Spain has a veryspecific taste for this kind of thin."

Kiss FM is owned, programmedand managed by Blas Herrera'sRadio Blanca group, with technicaland commercial logistics (such asstudios and the station's saleshouse) supplied by Onda CeroRadio. It is broadcast on the formerfrequencies of OCR's now -defunctOnda Cero Mtisica network, as wellas on frequencies owned by RadioBlanca.

"The difference between KissFM's format and that of [the for-mer] OCM is how the format isdefined," says Vicens, who has abackground in news/talk radio atCadena SER in Barcelona andZaragoza, and was formerly direc-tor at Catalan station Ona Milsica.

"We adjust the type of songs weplay very tightly, and we have asolid bloc of irresistible songs forour 25-44 age target such as [LouisArmstrong's] What A WonderfulWorld and [Elvis Presley's] LoveMe Tender."

Vicens says that all the songs onthe station's music database fitperfectly with Kiss FM's marketingstrap -line, which is "Your new sta-tion-fall in love." "The 'fall in love'claim is broad and positive-wesay fall in love with the songs, withthe day, with us. Even songs offailed love, coldness or indifferencecan achieve this."

He adds: "We programme asound that is soothing and thera-

current decade. "We don't need newproduct, as we think our targetaudience already has its tasteestablished," says Vicens. "Our cri-teria [for airplay] involves knowingthat our target already has astrong knowledge of the song."

This explains why there is noworking relationship with thelabels. "We are friends, but that isall," says Vincens. "Our priority isto satisfy the listener, not themusic industry which wants todevelop [new] tastes-our target[audience] already has its tastesworked out."

Some 70% of Kiss FM's songsare in English and 30% in Spanish,and most are from the '80s and'90s, with a few "essentials" fromthe '60s and '70s. The choices aremade at a presenters' meetingaccording to "the target taste" andhas very little with current charttrends. "We have a meeting everythree months or so when wechange about 20% of the database,"says Vicens. "That doesn't mean weput in a bunch of new songs. Wejust refresh the database-a lot of

imal-none of the presenters arestar names, and there's just oneminute of news on the hourbetween 06.00-12.00, and everyhalf-hour between 06.00-10.00. InMadrid, there's also weather andtraffic reports broadcast 06.00-10.00.

Most of Kiss FM's promotion hasbeen via television ads, althoughthe network was quick to place full -page ads in the national press afterthe official EGM ratings figureswere released in last year, reveal-ing that a minor earthquake hadhit the radio charts. Vicens saysthat parent company Radio Blancais currently working on a new 2003advertising campaign for the net-work.

Blanca plans to increase thenumber of Kiss FM outlets to 60this year, including a station cover-ing the populous Barcelona area.This would make Vicens' target ofone million daily listeners in 2003a very realistic one indeed.

Norway: from nowhere to whereAll the key players agreethat the Norwegian musicscene has changed dramat-ically in the last threeyears. From an almost des-

perate hunt for new talent in the late90s there is now an abundance ofquality new artists in a variety ofmusic genres.

Although things had started tohappen before she entered the scene,Lene Marlin is still regarded as thebreakthrough the industry had beenwaiting for. Three years ago, she wasthe first Norwegian artist to achievesuccess abroad since A -ha in the 80s,and once she had succeededNorwegian artists seemed to reach anew level of self-esteem virtuallyovernight.

"There is a lot more interest inNorwegian artists abroad now, espe-cially in England," agrees MortenBakke, A&R and label manager atBonnier Amigo Music Norway."Royksopp has shown the outsideworld that it is possible to make qual-ity music in Norway."

although it's probably time to talk'about a "Royksopp factor" as well.The dance/electronica band is cur-rently a major draw throughoutEurope, and will soon be set loose inthe US.

"Norwegian artists are makingbetter records than ever before," saysPer Eirik Johansen, president of EMIRecorded Music Norway, who believeslanguage skills are one of the reasonswhy things are happening forNorwegian acts. Johansen has bothLene Marlin and Royksopp under hiswing, but he also has strong belief inartists such as Madrugada, SondreLerche, Anja Garbarek, Morten Abel,Satyricon, Bertine Zetlitz and severaldebutants. Most of the above willrelease new albums this year.

"Norwegian artists usually speakEnglish very well, and that is a hugeadvantage when they are trying tosucceed in the English-speaking mar-ket," he says, adding that he believesthe industry has become a lot moreprofessional in the last few years.

Spellemannsprisen awards this year.The current quality of Norwegian

music is also reflected in sales figures.In 2002 record sales in Norway were14% higher than in 2001, with 13.7million albums and one million sin-gles sold. Some 19% of the albumssold were made by Norwegianartists-an increase of 21% on 2001.

Export growthThe total value of records sold inNorway in 2002 was NOK 1.9 billion(euros 250 million). The figure obvi-ously doesn't include recordings byNorwegian artists sold outside theirhome country, but the news here isalso positive: Norwegian music exportis the fastest growing in the world,according to a Swedish report. Thereport shows that royalties forNorwegian artists, from record salesand airplay outside Norway, hasgrown an impressive 42% per yearover the last three years.

Norwegian music exports are stillrelatively small though. In 2001, total

Events herald major month for industryFebruary is a crucial month for professionals and artists in the Norwegianmusic industry. The official awards show, Spellemannsprisen, takes place inTonsberg on February 22, and the main industry festival By:larm is inTrondheim from February 13-16.

The festival consists of two separate sections, a conference section forindustry professionals and artists, and a live section featuring concerts opento both the press and the public. This year more than 70 up-and-comingNorwegian bands will perform during the four day festival, and every year sofar there at least one band has been "discovered" at By:larm.

This year the festival will also host the Alarmprisen awards show, in co-operation with TV channel ZTV and the Alarm foundation. Alarmprisen'sbasis is to inspire Norwegian artists to make good quality music, and jour-nalists and votes from the general public determine who gets the prize. Thereare 45 artists are nominated in nine categories.

The main reason for Norway'sexport success is Royksopp-whoreceived an award for best musicvideo and performed live at the MTVEurope Music Awards in Barcelona inNovember-along with A-ha's come-back album and a couple of hit singlesfrom Lene Marlin.

Better music"The Norwegian audience buy morerecords now because Norwegianartists are making better records,"explains Jorgen Bratlie, A&R managerat Sony Music Entertainment Norway.Bratlie believes the Norwegian musicscene is better than ever, with plentyof talent still to come through.

Sony had a good year in 2002, ship-ping 200,000 copies of BjornEidsvaag's album Taalt, easily thenumber one Christmas album in2002. Young debutant Maria Menawas also a huge hit for Sony in 2002,with platinum sales and three nomi-nations at the Spellemannsprisenawards. Mena will release her secondalbum this year, and other artists tolook out for from Sony in 2003 include

Amulet, Erik Faber, Xploding Plastix,Gluecifer, Christine Guldbrandsenand Motorpsycho.

The above acts cover a variety ofgenres, and although it's difficult todefine any distinctive trends in theNorwegian music scene, "rock neverdies", according to Morten Bakke atBonnier Amigo, though he also identi-fies a trend towards more R&B andhip hop.

Sony's Bratlie doesn't acknowledgeany trend beyond the generalimprovement, which he puts partlydown to the fact that the Norwegianmusic industry has access to, and isusing more channels-especially tele-vision-to promote its music. Lastyear, Viasat launched a new channel,ZTV, which broadcasts several hoursof music a day. ZTV has become a veryimportant channel for new Norwegianmusic videos, and even public broad-caster NRK broadcasts more musicthan ever before, both on radio andtelevision.

Public radio station NRK Petre isstill the most important channel fornew Norwegian artists, but otherradio stations are increasingly puttingmore Norwegian music on theirplaylists. New national commercialradio station Kanal 4, promises to usea playlist with at least 35% musicmade by Norwegian artists and com-posers.

New IdolAnother facet-as well as a differentapproach-to the music industry isthe TV -show Idol, which recentlystarted airing on national commercialchannel TV2. Thousands of youngNorwegians have entered the competi-tion to become Norway's next pop star,and BMG Ariola will give the winner arecord deal. BMG's general managerLena Midtveit has high hopes for Idol,which is having a knock -on effect. "Weare also seeing a much improved salesfor our Norwegian artists," she says,pointing to great expectations for newreleases by Zuma, Number SevenDeli, Crowtown and Illumination, aswell as the Idol winner.

The major companies are not theonly ones enjoying the current goodtimes for the Norwegian music indus-try. Dozens of indie labels are alsobenefiting, both in Norway, and in therest of the world. Again, Royksoppbrought down the barriers. "Europe ismore interested in us now than [itwas] just three years ago," says A&Rmanager Paal Klosterman at RacingJunior. "The outlook for 2003 looksvery promising for us."

Racing Junior is one of many smallindependent labels that despite theirsize, have managed to gain successwith Norwegian underground artists.Established in 2000, it has receivedtwo nominations for the 2002 Spelle-mannsprisen awards, for releases bySalvatore and Al Phoenix. "I'mimpressed at the high number ofsmall bands that have managed tocreate a name for themselves in thelast few years," he says.

New deal for SpellemannsprisenIt's all change for this year's Norwegian Music Awards, witha new venue, new organisational regime and greateremphasis on pop, as Kyrre Dahl reports.

Spellemannsprisen is the officialNorwegian music awards, andrecognises Norwegian artistsand composers for their creativeachievement over the past year.

The awards celebrated their 30thanniversary last year, but this year, sev-eral details will be different, accordingto Spellemannsprisen secretarySaemund Fiskvik.

"The awards ceremony will, fromnow on, not be organised by a TV chan-nel, but by the music industry itself," hesays. "That gives us several new oppor-tunities to freshen up the concept,although the basis will still be to honourNorwegian artists and composers fortheir creative achievement."

The local IFPI, indies body FONO andartist organisation GRAM -ART areorganising the event through theSpellemannsprisen committee, the leaderof which is FONO's Andreas Gilhuus.

One major difference this year is thelocation. Historically the awards havetaken place in Oslo, but from this yearthe show moves to the new Oseberg con-cert hall in the coastal town of Tonsberg,100 km south of the capital.

Another difference is the show itself,

which will include a lot more pop androck artists than previous editions. Thisyear's awards ceremony will also bebroadcasted live on TV2 with artistssuch as Gaate, Maria Arredondo, JagaJazzist, St.Thomas, Bertine Zetlitz andBjorn Eidsvaag appearing.

Among the nominees (for nomineeprofiles, turn to page 8), young pop tal-ent Maria Mena has been nominated inthree categories, while Bjorn Eidsvaag,Paperboys and The Margarets have twonominations apiece.

Somewhat surprisingly, last year'sbiggest Norwegian success abroad,Royksopp, have only been nominated intwo categories, Song Of The Year andMusic Video Of The Year, both for thesong Remind Me. This is due to the factthat Royksopp's album Melody AM wasreleased in Norway in 2001, and the duowon two awards at Spellemannsprisenlast year-for Best Electronica-Albumand Best Music Video for Melody AMand Eple. A -ha are also nominated inthe same two categories as Royksoppthis year, with Lifelines nominated inthe Music Video category and ForeverNot Yours in with a decent shout of tak-ing the honours for Song of The Year.

MARIA MENA (Sony Music)Maria Mena is only 16 years old, butshe is still the artist with most nomi-nations at this year'sSpellemannsprisen awards. She isnominated in three categories: SongOf The Year for My Lullaby, Popartist Of The Year, and Debutant OfThe year. Sony Music has sold morethan 40,000 copies of her debut albumAnother Phase, and plans to release anew album in 2003. Mena writes allher own music and lyrics, and thesmash hit debut single My Lullabywas a melancholic song about herparents' divorce. "I have very highexpectations for myself," she tells theworld on her website.

BJORN EIDSVAAG (Petroleum)Bjorn Eidsvaag has been in theNorwegian music business for morethan 30 years, and his latest albumTaalt was last year's best-sellingNorwegian album, shipping more than200,000 copies. In a country with only4.5 million people that's a lot of records.He is nominated in two categories:

Song Of The Year for Mysteriet Deg andin the Vise category. Originally apriest, Eidsvaag has recorded 18albums with mostly soft mainstreampop with christian-influenced lyrics. Anumber of lyrics are about people hemet during in his work as a minister ina psychiatric hospital.

JAGA JAllIST (Warner)Jaga Jazzist have become very popu-lar in the UK and BBC Radio 3 listen-ers voted their album A LivingroomHush the best jazz album of 2002. Thereview on the jazz section of the BBC'swebsite says: "If you need any furtherproof that Europe [and particularlyNorway] is the place where all theinteresting stuff is happening, look nofurther than this record." The tenmember group is not actually nomi-nated in the jazz category atSpellemannsprisen, but should have afair chance in the open class, wherethey are nominated for the album TheStix, which has been released inNorway and is due to be released inother countries in April this year.

MADRUGADA (Virgin)Madrugada are another Norwegianband that has enjoyed reasonablesuccess outside Norway over the lastfew years. They have sold more than250,000 copies of their first twoalbums and have been nominated inthe category for best rock album fortheir third album Grit. WhenMadrugada's first album IndustrialSilence was released in Britain,Melody Maker proclaimed it "Thebest Norwegian rock album in theworld... ever". Their musical style isbest described as "Depressive Rock",and they are considered by many asthe number one Norwegian rock bandof the moment.

ROYKSOPP (Wall of SoundNirgin)Royksopp are currently Norway's mostsuccessful group abroad. Last year theduo received two Spellemannsprisenawards, for Electronica Album Of TheYear and Music Video Of The Year forMelody AM and Eple. This Year theyare nominated in the best song and themusic video category, for Remind Me.

Royksopp are a favourite for the videoprize, having already scooped the samegong at the MTV Europe Music Awardsin Barcelona last November. The duo,Ibrbjorn Brundtland and Svein Berge,have become very popular in Europe,with their uniquely ambient dance/electronica sound. Royksopp are signedto Wall Of Sound and they are planninga US -release in the next few months.

A -HA (Warner)A -ha are still one of the most impor-tant groups in Norway. Their biggestsuccess was of course back in the 80s,but their comeback -album last yearsold reasonably well, at least in theirhome country and Germany. A -hahave been nominated for best song forForever Not Yours and best musicvideo for Lifelines. Almost 20 yearsafter starting their career, A -ha arestill recording and touring, and com-bine the two elements on their firstever live album How Can I Sleep WithYour Voice In My Head which is due tobe released in Norway and Germanyin March.

The stars of Norway's futureFURIA(MTG)

Furia have been around for years, butthe five patient girls from Os outsideBergen have only recently been ableto show their talent to a larger audi-ence. After several changes in line-upand a couple of demos, they won theZoom unsigned competition in 2000,which was followed by a 25 -date tourthrough Norway and England. Afteryears of practice and playing smallvenues, they finally landed a recorddeal with MTG Records last year, andnow the all -girl band are reaping thereward. Hailed in the Norwegianpress for their atmospheric music,their dark guitar -driven dark pop isfull of melancholy, while strong tuneshave helped them onto the A -list ofradio station NRK Petre severaltimes. Their debut album ...And ThenWe Married The World was releasedin early January and is followed by amajor national tour during Februaryand March. Jorgen Hegstad, musicproducer at NRK Petre, says: "...AndThen We Married The World is a thor-ough, varied album with robust songwriting which should hit a wide, rockinterested public."

TENNIS(Bjork Audio/MNW)

Bergen is probably best known asthe capital of Norway's electronicmusic scene, but there is also a ded-icated collection of bands that playcatchy guitar driven indie-pop. Thefive members of Tennis are all new-comers to the scene, but throughoutthe band's brief existence they havealready reached the A -list of themajor music radio channel NRKPetre. They also won Petre's democompetition Urort (which means"untouched") in 2000. Their debutsingle Spartacus was a minor radiohit, but it was last year's single HereComes The Coastguard which hadthe music press acclaiming theirbeautiful pop songs. The single wasalso an advance taste of what was tocome on debut album Your FriendIn Sound, which was released lastmonth to positive reviews. Tennisare already a major live draw in theBergen area and are set to tourNorway during the spring.

GAATE(Warner Music)

Although the idea of mixing rock andfolk music is not a new one, therehave been few examples of this kindof crossover in Norway. But the richtraditions that make up Norwegianfolk music were finally placed in thecommercial spotlight when the youngmembers of Gaate saw the potentialof blending old folk tunes with heavyguitars. The core of the band consistsof siblings Gunnhild (vocals, fiddle)and Sveinung (fiddle, keyboards)Sundli, who come from a family offolk musicians. After the release oftwo EPs, last year's debut albumJygri was well received by public andcritics alike, and made Gaate ahousehold name on the Norwegianmusic scene. One of the band's mostsignificant achievements is gainingrespect from both the often -conserva-tive folk music scene while bringingNorwegian folk music to a youngeraudience. "Gaate is a young andambitious band with very good musi-cians and they have succeeded withan untraditional mixturf ofNorwegian folk music and rock," saysWarner Music Norway A&R nanagerTerje Pedersen.

SPAN(Island)

After an impressive number of con-certs, Oslo -based rock'n'roll cru-saders Span have made a name forthemselves in the Norwegian andEnglish club scene. The roots of theband go back to singer Jarle andFridjof Nilsen's former band ExplicitLyrics. Since the beginning of theirnew project three years ago thingshave kicked off, with Span earningglowing reviews for singles and EPs,and appearing at Kerrang magazine'sK*fest, NME On Show and on datesaround Europe with Nickelback andothers. Span, as so many other recentNorwegian bands, were discovered atby:Larm, Norway's answer to In TheCity. According to the band their aimis to produce a record that is theequal to Nirvana's Nevermind andSoundgarden's Superunknown. Highgoals aside, their music has spawneda lot of attention from both audienceand press, and the band have recent-ly signed to Island. A full-lengthalbum is expected sometime during2003.

ASKIL HOLM (Universal Music)

The year 2002 saw a whole new generation ofNorwegian voices in the male singer song-writer tradition. Vidar Vang, Jim Stark andThomas Dybdahl all stepped in the samefootsteps as internationally recognisedartists as Conor Oberst and Ryan Adams. 22 -year -old Askil Holm from Namsos outsideTrondheim is the fourth member of this clus-ter of fresh male songwriters. Although he isstill young, Holm has been a performingartist for many years. He has toured andcomposed as a solo artist since 2001 when he released his debut EP The ManWith The Boomerang on his own label. Another EP Seven Days In The Sunfollowed this in early 2002. His debut album is due this year and is beingreleased on Universal Records, the record company that got Holm's signatureafter his momentous performance at by:Larm 2002.

HELLDORADO(unsigned)

Helldorado claim they are firmlyentrenched in the indie-rock-punk-surf tradition, and a close look at theirmusic reveals the humorous descrip-tion is not that far from the truth. Theblend of traditional Americana andspaghetti -western style sound mixedwith a dark image and'name has gar-nered them more than their fair shareof press attention. They were also asensation at last year's Zoom competi-tion for Norwegian unsigned bands,and will play at by:Larm in midFebruary. They became one of fourwinners that were offered a nationaltour, a trek that also took them toEngland. Formed as early as spring2001 they have yet to become a hugename, but debut mini album LostHighway-mixing driving rock andsome country influences-earned ravereviews. "I think about vultures cir-cling over Helldorado in the desert,"says Totto Mjelde, producer at NRKPetre. "The only thing they have todrink is a little whiskey in a pouchand they keep predators away byplaying heavy guitars."

SGT. PE1TER(New Records)

27 -year -old PetterFolkedal fromBergen is the manbehind this myste-riously named pro-ject. After splittingup with his formerband Velouria hebegan recording ina friend's studio

under the name Sgt Petter. Hisrecordings spawned attention-radiostation Petre were interested in hisdemos and aired some of his songs-and after getting in contact withHans Petter Gundersen at GjoaStudio he landed a contract withindie label New Records in Bergen.He has recently gathered a full bandto play with him on stage, and theyare already an underground concertfavourite in Norway. Sgt Petter'smusic nods to a vide variety of stylesincluding Britpop, funk, electronicaand country, and he is undoubtedlyone of the most talked about artistsprior to this year's by:Larm event inTrondheim. Indeed, Sgt Petter'sdebut album It's A Record wasreleased on January 27 to criticalacclaim, and Jorgen Hegstad, musicproducer at NRK Petre, says: "Thecombination of a great voice and aoccasionally catchy tunes makes SgtPetter one of the most interestingrecord debutants in a long time."

RALPH MYERZ & JACK HERRENBAND (Emperor Norton)

Although electronica oddballs RalphMyerz & The Jack Herren Band have beenaround for quite some time, 2003 is set tobe the year of their major breakthrough.Inspired by 60s and 70s music of variouskinds, Ralph Myerz represents a rhythmichybrid of various music styles rangingfrom hard funk to easy listening. After alengthy existence as a band touring venuesin Norway and Europe, the trio have

gained a reputation as a unique live act-the combination of an energeticdrummer, a percussionist, a DJ and pyrotechnics being both unusual andvisually stunning. With the hit Nikita from their recent EPA Special EP theyhave also shown an ability to make hit records as well. After a couple of well -

received EPs, the band's first long player is set to hit the shelves in March fol-lowed by a major national tour.

Escoffery lets it go with Soulonicaby Paul Sexton

UK soul artist Shaun Escoffery began2003 at number one. Not on any saleschart, but on a list of hot new tunescompiled by Gilles Peterson, the influ-ential specialist presenter at UKnational CHR station BBC Radio 1.

As the year turned, the Jazzanovamix of Escoffery's Let It Go-whichoriginates on Escoffery's debut albumShaun Escoffery-sat proudly atopPeterson's "record box" top 10. Theearly exposure for Let It Go has fur-thered the support for the artist byRadio 1 presenters, who also includeTrevor Nelson and the Dreem Teem.

The track is just one of the newversions of songs from the honey -voiced artist's first set, which wasreleased on UK indie Oyster Music inNovember. The new versions will bereleased on a set entitled Soulonicaon March 17 and will also feature col-laborations with DJ Spinna, 4 Hero,Peter Kruder and Koop.

Oyster Music co-owner and A&Rdirector Chris Cooke says: "Shaunwas listening to the new Jazzanovaalbum and Kruder & Dorfineister andreally got into it. He was like 'Whynot?' As a record company, the bestthing you can do is nurture artists'

enthusiasm." Cook adds thatSoulonica is "an album in its ownright" and that the Let It Go remix is"flying out of the door".

Meanwhile, east London -basedEscoffery's two -pronged progressincludes continuing support for theoriginal set, which was Album Of TheWeek on national AC BBC Radio 2from January 6. The station's execu-tive producer (music) Colin Martinacknowledges the traditional chal-lenges of credibility and crossover fac-ing UK soul acts, but says: "Shaun isan exceptional talent, albeit with atouch of Luther Vandross. With hiswriting skills and classy vocals I hopehe'll come up with the commercialcrossover track which will establishhim as a real find."

Escoffery pronounces himself"really excited" at the depth of enthu-siasm of his industry fans, who alsonumber none other than Elton John."The reviews that have come backhave been wicked," says Escoffery.

After signing with Oyster late in2000, Escoffery began to make wavesin the cooler environs of clubland withthe single Space Rider, co -writtenwith Geoffrey Williams, whose creditsrun from Eternal to Michael Jackson.That cut and its follow-up Days Like

This announced a British soul artistdetermined not to be damned by com-parison.

"We've had a batch of the Omars,Don -Es, even Soul II Soul and Sade,"says Escoffery, "some of them success-ful because they did their own thingand held on to that. Where [other]people have gone wrong is in trying tocopy the Americans."

Last May, Escoffery guested atBeverley Knight's Shepherd's BushEmpire show, and brought the housedown. "Beverley's given me a lot ofgood advice on how to deal with thebusiness," he says. "I can't sing herpraises enough."

Escoffery, reluctant to be restrictedto the record store R&B browser, sayshis label understands his long-termgoals. "Oyster have given me so muchspace to create. What I do is slightlyleft of centre of the R&B/garage thing,but it has this underlying soul finishto it. I always told them, bear with mewhile I find my space, and they'vebeen so supportive."

Meanwhile, Cook says Oyster islooking for deals in the rest of Europeon Escoffery and has been "getting alot of interest." The label has alreadysigned a deal with Italian distributorHalidon.

Epitaph spreads word of Looptroopby Johan Lindstrom

Following their success with The Hivesand Millencolin, Epitaph -owned Swedish -based label Burning Heart has movedaway from rock into rap with the launch ofSwedish act Looptroop on the internation-al stage.

With an emphasis on live performance,in support of the album The StruggleContinues the quartet from Vasteras hasembarked on a European tour which seesthem spreading the word in Scandinavia,Germany, the Netherlands, Belgium,Spain, Italy, Switzerland, Austria, theCzech Republic and Slovakia.

Consisting of rapper and lyricistPromoe, rappers CosMIC and Supreme,and producer and DJ Embee, Looptroophave come a long way since the self -releases on their David Vs Goliath label.The act's 1998 debut album Modern DayCity Symphony was issued in cooperationwith Burning Heart and spent severalweeks on the Swedish sales chart.

The Struggle Continues again showcas-es Looptroop's combination of progressivehip hop tracks with radical political mes-sages, but also signals a move towards amore accessible sound and a moreadvanced production style. The albumwas released in Sweden on October 28 aswell as in the rest of Scandinavia, the UK,France, Germany, Spain, Italy andBenelux.

"The way we work is we get releasecommitments, but we work harder on cer-tain markets," says Mudda Johansson,promotion manager at Burning Heart."On this release, Looptroop has reallymade a big leap forward-especially whenit comes to their studio work. And with

constant touring we want to take it to thenext level."

The act has built up a strong fanbase,become the most respected act in theSwedish hip hop community and wellknown outside their country of origin."Looptroop are already established inEurope," says Andreas Melin of Swedishhip hop website streetzone.com. "They're aperfect example of a group that workshard and represents its material whetherthere's a big record company behind themor not."

Alongside the Netherlands' public CHRstation 3FM and Alternative Kink FM,and Germany's Urban Jam FM, Swedishpublic broadcaster P3 has put its weightbehind Looptroop. The band has beennominated for P3's new, annual musicaward P3 Guld in several categories andwill play at the ceremony.

"We've played them continually formany years," says P3's music director PiaKalischer. "They do good hip hop and havedeveloped from record to record."

Plans for 2003 include the release of asecond single from the album and a pro-motional tour in the US ahead of analbum release there in the summer.

NEW YORK REVISITEDNew York New York by Lemon8 (Basic Energy/Netherlands) is atrack with a history of unfortunate timing. It was originally pro-duced nearly two years ago, specifically for John Digweed and hisresidency at the legendary Twilo Club. Then disaster struck with9/11 and the track was shelved. This was followed by the closure ofTwilo last year. Now finally released, the fact of having beenrecorded two years ago has not taken anything away from a trackthat was way ahead of its time at conception. New York New Yorkis a powerful, hypnotic dance tune with complexity and class inequal measure. The references come largely from trance but therhythm is pure New York house resulting in a powerful stylisticcollision.

MAJOR NEW TALENT ALERTEmilie Simon's debut single Desert (Barclay/France) shows exactlywhy she is regarded as one of the most exciting and original newperformers from the thriving French scene. The basis of her soundis a voice that switches from assertive stridency to a jazz -tingedfragility to choirboy-esque trilling, accompanied by some wonder-fully unorthodox music. The result is orchestrated pop with amutant strain and huge charm that willfully and knowingly breaksand remakes the rules. Simon is a true original whose inspiredchoice of remixers-Avril, Leila Arab and Thievery Corporation-says as much about her music as any reviewer ever could.

SWEET SOUL MUSICHarrison Crump's reputation, based on tracks like Adore andStomp Your Feet (recorded for Eric Morillo's Subliminal Records),plus vocal contributions to Felix Da Housecat's current album TheKittens And The Glitz (CityRockers/UK), is currently on somethingof a high. Crump has a sublimely soft soul voice that caresses andweaves its way around the melody on I Need Your Love (PIASRecordings/UK) to create a track that has it all. An original mix byFelix Da Housecat chuggs along most agreeably with all the usualelectroclash/80s ingredients while Crump's own Hump Vocal mix isfresh and vocal -heavy. The Crump Daddy Club Mix is a thumpinghouse shuffle with striking percussion interludes that should givethe track plenty of club presence. A classic crossover tune.

from Kippax, near Leeds. Their new single TheTruth Is No Words is somewhat reminiscent ofLed Zeppelin. London -based university radiosustaining service Student Broadcast Network(SBN) is alternative -formatted and is currentlyplaying the track 18 to 23 times a week. "I thinkit's a really good single," says programmedirector Alastair Brown. "They've put out goodtracks from the album and I'm looking to bringthat track up in rotation soon, so it will end up onthe A List. They're a good, solid UK act." TheMusic have created a loyal growing following inthe UK thanks in large part to their liveperformances. "A lot of people had said thatthey're into the album, we broadcast some livetracks at the end of 2002 and that went downreally well. Their live show is spectacular," saysBrown. After playing a string of sold -out shows inthe UK, The Music went on a sold -out tour withThe Vines in the US, and return to the States totour with Coldplay in February.

embraced wholeheartedly by European radio andhas made it on to playlists of all the majorterritories in less than a month of its January 10release to radio. "We love it," says Henrik Sand,programme director of CHR-formatted RadioViborg in Denmark. "We started to play it lastweek and we already have calls asking us to playit again." The single starts off with a mellow,ballad vibe, as a slowly -strummed guitar chordechoes in the background, and drops suddenlyinto a heavy electric sound as the chorusreverberates in the background. "I think themusic and the hookline fit very well in the musicpicture right now," says Sand. "It isn't a typicalballad; it's a ballad with an edge." The secondchorus blends into a powerfully fast -paced half -rap, half -pop rhythm that settles back into theoverall soothing feel. The new album is scheduledfor release on March 3.

Panjabi MC climbs from two to number one onthe European Dance Traxx chart this weekwith Mundian To Bach Ke. Although the act isof UK Asian descent, the track is licensed fromPanjabi MC's label Natchural to the Germanindie Superstar. With new entries in UK,Ireland and Italy this week, Mundian To BachKe is already displaying a broad base of supportamong Europe's national dance charts. It is alsothis week's second most -popular track in termsof both club play and dance retail.

Ousted from its number one spot by the newcorner, meanwhile, Tomcraft's Loneliness(Kosmo) has correspondingly dropped in sup-port, at least in terms of sales, even though it isstill performing well in the clubs.

As reported last week, Bob Sinclar's TheBeat Goes On (Yellow) is on a resurgence andreaches the track's previous peak of numberthree (from number four last week). Apart fromPanjabi MC and Bob Sinclar, there are only twoother tracks recording a strong move upwardsin the top 10.

Together's So Much Love To Give fromFrance's Roule label climbs from number nineto five and has debuted on national DJ chartsin the Netherlands and Finland this week. Thetrack has already topped the Germany's DDC,sales -based chart. And the negative pressaround the act in the UK has not appeared tohave affected the perfox mance of T.A.T.U. andthe Russian female act's All The Things SheSaid (Universal). The track is the only new oneto the top 10 this issue, moving from16 to num-ber 10 after debuting on the French dancestores chart this week.

Negative press around Michael Jackson alsoseems to have had no effect on the upwardsurge of a new version of Billie Jean by TheSound Bluntz, up 17 places to number 35.

There are eleven brand-new entries to theTop 100 this week, led by Wackside featuringSister Sledge's Lost In Music (Oceanlight), in atnumber 22.

At number 24, this week's highest re-entryLayo & Bushwacka's Love Story (XLRecordings) is the biggest sales gainer.

While Robbie Williams' Feel (EMI) holds at num-ber one this week, Christina Aguilera swapsplaces with Blue and Elton John to take up thesecond place with the follow-up to Dirrty, themuch more laidback Beautiful (BMG).

There is generally little significant change inthe top places this week, although just outside thetop ten Pink climbs up six places to number 11with her Family Portrait (Arista) off her albumMissundaztood.

Also moving up four places tonumber 14 is '03 Bonnie & Clyde(Roc -A -Fella) by Jay -Z (pictured)featuring Beyonce Knowles.

Scottish Radio Holdings'station (CHR) Tay FM is one ofthe many stations aroundEurope playing the track, butonly in the evenings.

"We play Jay -Z at night -times," saysGraham Waggott, head of music at theDundee -based station. "It's different up herefrom stations down south. We can't get awaywith a lot of rap, apart from the most success-ful stuff."

While Tay FM may shy away from Jay -Z,Waggott admits the station cannot ignore hiphop. "We play Eminem," he says. "You can'tignore him-one of the biggest stars in theworld. We just have to watch when we playhim."

One track which is much more in keepingwith the station's top 40 music policy is BigYellow Taxi (Geffen) by Counting Crows fea-turing Vanessa Carlton. "I think it's a greattune," says Waggott. "It went straight on tothe A List when it came out." The tune is fea-tured on the soundtrack of Two Weeks Notice,the new film with Hugh Grant and SandraBullock. "Obviously the release of the film isgoing to help it on its way as well," saysWaggott, whose station targets the 15 -35 -year-

old demographic. "It's a great cover. It canappeal to everybody."

Another track on an upward trajectory is RedHot Chili Peppers with Can't Stop (Warner),which moves up twenty places from number 47 to27 this week. "They're a great band, but that par-ticular track is a bit rocky. We have to be careful,"says Waggott.

Despite Russian duo t.A.T.u.(pictured) having received nega-tive press in the UK for whatsome people see as the cynical,sexual marketing of young girls,Waggott says he's unperturbed bythe coverage. "It's a good tune initself," he says of All The ThingsShe Said (Interscope), which is

up one place at number 12 this week, "so whyshouldn't we play it?" The act's new track NotGonna Get Us enters at number 38 this week.

Among the new tracks on the Tay FMplaylist are Jody Lei with Showdown(Independiente), which is "a sort of poppy R&Btune and it works really well on the station".The new Turin Brakes single Pain Killer(Source) is also a new addition ("They've beenbubbling under for years, but this single mightfinally see them break through into the main-stream"), as is Mull Historical Society's TheFinal Arrears (Blanco y Negro) "partlybecause they're a Scottish band and we like tosupport local talent," says Waggott.

It says counterfeiters could facefines equal to double the amount theyshould have paid the copyright hold-ers: until now, this has only been thelaw in Greece, Ireland, Austria andthe United Kingdom. And there is aprovision to sue for loss of profits, ameasure that does not currently existin the Netherlands, Spain or the UK.However, in a blow to the entertain-ment industry, the proposed directivedoes not oblige EU governments toestablish unauthorised downloadingas a crime, and it will put the onus onthe artist to prove injury.

Music industry groups warn piracyrates will rise when the EU enlargesnext year to include countries from theformer eastern Europe who have aver-age piracy rates of 50%. They say theywill lobby EU governments and theEuropean Parliament to press fortougher provisions.

In Germany, the proposal wasgreeted with dismay by ThorstenBraun, the legal advisor of the Ger-man phonographic association, BPW."When I compare this with the cur-rent German law, there is nothingnew," he says, adding that hugepirate operations were based justacross the German border in Polandand the Czech Republic, and enlarge-ment would simply bring this prob-lem inside the EU.

GMG's Myers talks of big moneyfuture after Communications Billby Gareth Thomas

LONDON - The managing directorof the Guardian Media Group's(GMG) radio hold-ings, John Myers, setout his stall at theRadio Academy'sSpeech Radio confer-ence in London lastweek, saying that hebelieves GMG waspositioned to be one ofthe "top three" radiocompanies in the UKin the wake of theforthcoming Commu-nications Bill.

Myers (pictured)told delegates at theFebruary 5 conference that thegroup-which owns the regionalReal Radio -branded stations inWales, Scotland and Yorkshire,and Jazz FM in London and Man-chester-had "huge cashresources" and has "the ability toget cash". The company-a private-ly -held trust-has spent £70 mil-lion (euros 109.4 million) over thepast eighteen months acquiringScot FM and Jazz FM in Manches-ter in a bid "to prepare for thefuture," said Myers. The othermajor players in the UK are con-sidered to be the Capital RadioGroup, GWR, Emap and Chrysalis.

being included in the Queen'sspeech in the autumn.

Phil Riley, Chrysalis RadioCEO, says that as a trust, GMGmay have access to significant cashresources. "But what they don'thave, and the other groups dohave, is paper in terms of shares,"says Riley.

"What's a benefit in one poten-tial deal might be a drawback inanother," continues Riley. "Theymay end up as a major shareholderin a quoted radio company-whether they'll privately own oneof the big three, that's hard to call.But compared to the big US groupswe're all tiddlers."

French digital licensing row erupts250,000 digitised songs.

Sony's new relationship with e-compil is said to have exacerbatedmatters, as Sony Music Entertain-ment and Universal Music Groupjointly own Press -play, the US -basedsubscription ser-vice currentlybeing investigatedby EU and USanti-trust authori-ties for the majors'potential abuse oftheir dominantposition.

Speaking toM&M Virgin-Mega.fr's Paris -based director ofdigital distributionLaurent Fiscal(pictured) says VirginMega.fr hasabout 400 titles from leading inde-pendents Wagram and Naïve so far.He says he can't, however, under-stand why his site has no deal withany of the majors since its April2002 launch. He argues that if themajors, which own the vast majorityof hit songs that consumers want tobuy online, don't offer their reper-toire to legal sites, then digital dis-tribution is doomed to fail.

He says his company's site delib-erately avoided selling physical CDsonline as it only duplicated the

activities at Virgin Megastores'physical retail outlets.

"We perceived that digital distrib-ution is a real breakthrough. We'resaying (to the labels) that we're sell-

ing cultural goodsthrough our storeseveryday," he adds."With our brand,experience, expertiseand relationship withcustomers, we're hap-py to be one of theplayers to create anew legal alternativein the Internet space."

Yet, he continues,despite positive discus-sions with BMG, EMIand Warner, which hebelieves will yield posi-tive results soon, Sony

and Universal appear reluctant to dobusiness.

Sony Music declined to commenton his claims, while a UniversalMusic statement said: "It is up tothe rights owner, whether it's Naïve,Wagram, Sony or Universal, todetermine the conditions for the(digital) distributor. If they acceptthe conditions, which e-compil hasdone, the music will be availablelegally. If not, which is still the casewith VirginMega, then the negotia-tions need to continue."

Even though Fiscal says Virgin-Mega.fr first contacted UniversalMusic Online, which is the label'sdigital arm and operates e-compil,for repertoire at the end of 2001,Bramly insists the notice was givenat a much later date.

Meanwhile the debate looks set tocontinue. Lucy Cronin, the Brussels -based director of GERA (Global Enter-tainment Retail Association) Europe,says the association is constantly talk-ing to IFPI, the labels' internationaltrade group, to encourage the majorsto be less protectionist.

"GERA Europe is very concernedabout the fact that retailers thathave gone online are finding it diffi-cult to get content that they are ask-ing for," she says. "There's a marketthere to be captured, but withoutcontent you can't capture it."

Having scrapped an album's worthof material recorded with Spiritual-ized's Lupine Howl, Del Naja believes100th Window is a considerable stepforward.

"We started again in a very simplis-tic way," he says, "which was hardbecause we had been working with bigsweeping pieces of music with psyche-delic guitar jams and they all soundeda bit post -Mezzanine. I just really didn'twant to do that; I think every albumshould be different. So we moved awayfrom Mezzanine into a more emotionalspace, with more instruments and com-plexity in the arrangements."

The firt single, Special Cases, fol-lows 100tti Window on February 24,but is already causing a stir at radiostations including public CHR broad-casters BBC Radio 1 in the UK, YLEXin Finland and VRT Studio Brussels inFlanders.

Eppo Janssen, programme con-troller at Studio Brussels, is enthusias-tic about the act's new project. "SpecialCases has been a `hot shot' on our sta-tion for one week and now it's on highrotation," he says. "We really love thetrack and have big expectations for thenew album. It's certainly a warmersound than Mezzanine. This weekendthe album will be presented to our lis-teners and we're making it 'record ofthe weekend'."

Marc Picken, MD of the MassiveAttack -owned label Melankolic, and theact's manager, believes that althoughthey have received good feedback sofar, radio is not the only focus. "It's notgoing to be an easy record in a straight-forward commercial sense and we don'tnecessarily expect radio to embrace itpublicly," he explains. "I think the reac-tion is because Massive Attack's stand-ing is alerting people, but we don'tanticipate huge rotation or playlists.Radio is always a bonus and a goodone, but it never drives our campaign.We focus on other areas."

Formed in Bristol in 1987, MassiveAttack have worked with an impressivelist of vocal collaborators includingShara Nelson, Tricky, Tracy Thorn andLiz Frazer, but none have penned any-thing as haunting as Sinead O'Connor'sA Prayer For England, which Del Najaplans to release as the second single,with the proceeds going to the RedCross: "I asked [O'Connor] if there wasanyway of writing something really gen-tle in complete and utter contrast to themusic. Its about the protection of chil-dren on every level whether it be domes-tic violence, kidnap or being underthreat in war zones. It's a very beauti-fully written song and unusual becauseit's difficult to write a song with suchserious lyrics and make it beautiful andnot simply confrontational."

With O'Connor and Marshall onboard, Massive Attack will commencea world tour, taking in New Zealand,Australia and Japan in March, Europein April and performing in festivalsfrom June.
