Dear Mr. Bean:

Weber Murphy Fox appreciates the opportunity to submit a proposal for services related to the assessment of the Bellefonte Area School District’s elementary schools. We are excited about the opportunity to form a partnership with the School District and the Bellefonte community in evaluating the District’s facilities, educational programming and enrollment projections.

There are many reasons to assess district buildings. Maybe it is building safety or size. Maybe buildings are too hot or cold. Maybe one building is crowded and another has empty classes. The process of analyzing the specific needs and opportunities with an engaged school district can be very enlightening, giving purpose and direction and building support for a comprehensive educational plan. This goes significantly deeper than simply a facilities plan. Public schools are often also the social and cultural center of the community and can offer identity and life-long learning which defines the community.

Whatever the case, this proposal outlines the experience and qualifications necessary to express the issues that building improvements or new buildings can help remedy. Fundamental to the study is the understanding that:

1. Education, the district and community are impacted by school building conditions and design. 2. Public engagement in school building decisions makes for better education, district facilities and communities.

Our team represents a group of professionals with unusually broad capabilities and a deep pool of experience, specializing in public school projects, large and small. This team has worked together on similar facilities programs for other Pennsylvania school districts, producing award winning facilities that are appropriate for the districts’ educational program (and budget), and which have become sources of pride for the community.

This team brings a strong background in educational planning; facility planning and design; systems engineering; interior design; and the administration of K-12 school construction projects. We have a uniquely deep understanding of public school financing and securing all necessary approvals working with the PA Department of Education. Thus, it is our intent to simplify what can be a complicated and challenging process by breaking it down into three major study components:

The proposal provides an overview of our experience and approach. We start with a little background about our company, project team and related services. After telling you who we are, we highlight key study issues and our experience with these issues. Then we share our knowledge and what qualifies us to complete the study. And finally, a cost to do the study and a timeline to get it done.

We believe that creating schools which go beyond being simply warm, dry, safe, and functional, enhance the unique educational program and aspirations of the District. You can be assured that this partnership will exceed all your expectations!

Weber Murphy Fox (WMF) is incorporated in the Commonwealth of Pennsylvania. The fi rm has seven principals, each with a signifi cant ownership stake in the corpora on. The fi rm is licensed to prac ce in Ohio, Pennsylvania, New York, North Carolina and South Carolina.

PRACTICAL EXPERIENCE AND THE MASTER BUILDER - WMF’s education experience is deeper than most “School Specialists" because we have built many of the schools we designed. This experience influences how we assess, envision, plan, develop and build educational facilities. It also has a huge impact on the design and engineering solutions that we recommend. It is our Integrated Project Delivery system that allows us to extend our construction experience to pre-design services. A characteristic not found in traditional design firms. Regardless of the delivery system ... “because we are builders, we are better architects and because we are architects, we are better builders”.

PENNSYLVANIA SCHOOL EXPERIENCE - Since 1973, WMF has been providing professional services to Pennsylvania school districts. We understand the mechanics of “Plancon” and the background behind it. WMF has established lasting relationships with the regulatory agencies that influence school projects. We have extensive experience planning, designing, financing, and building schools.

Architecture

The Weber Murphy Fox design process starts with listening. Next, we gather information through discussion, observation, and research. Then we add the experience of our Construction Management Practice. By integrating construction cost and schedule data points we can make more informed design decisions. It's a process of design driven by information. A process we call Information Driven Design.

Interior Design

People live, learn and play within a building’s interior spaces. Thus, human and organizational terms characterize interior design performance. Terms such as higher productivity, greater creativity and innovation, increased revenues or patronage, ease of access and enhanced wayfinding. Interior design is not only for visual impact, but for health, comfort, flexibility and ease of use.

Planning and Landscape Architecture

Landscape Architecture encompasses the art, analysis, planning, design, management and stewardship of built and natural environments. At WMF our landscape architects focus on land use planning activities. They develop site solutions defined by environmental features, process, and systems. They unify building and site to promote human as well as ecological health and resilience.

Construction Management

WMF integrates design and construction perspectives from the onset. By doing so, we collect and analyze more data earlier in the process. This allows our clients to make informed and confident decisions… when decisions have the greatest impact.

Since 1983, WMF project teams have included in-house design and construction professionals. Today we continue to integrate technologies in our processes. We find that this enhances communication, increases efficiencies, and reduces process waste.

Sustainable Design

Sustainable Design ensures that meeting today’s needs does not compromise the ability of future generations to meet their needs. Currently the firm has 10 LEED Accredited Professionals.

Building Information Modeling (BIM)

In 2006 WMF incorporated BIM to improve professional service quality and productivity. It is a tool we use to more efficiently plan, design, construct, and manage buildings and infrastructure projects. BIM affords earlier budgeting and estimating, phasing and scheduling insights. BIM’s principal benefit is the fostering of collaboration across the project lifecycle.

PROFESSIONAL BACKGROUND

Robert Lingenfelter is a Project Manager, Certified Planner, and Professional Landscape Architect. As WMF's Landscape Architecture Practice Leader, Robert manages building design and land use solutions characterized by site features, process, and systems. As a LEED Accredited Professional, he works to promote human as well as ecological health and well-being. He is actively involved in all aspects of the design and construction of educational buildings.

Mr. Yazembiak joined the firm in May 2001. He was named Principal in early 2013. Today he leads our Construction Management Practice. Charle has a profound intereest for integration of new technology into our design and construction process, particularly the use of BIM (Building Information Modeling), to steamline the oveall project process and delivery

When involved in projects for which the firm is providing design services Charlie engages with the team to apply the firm’s construction management resources. This includes managing all budget, schedule, and construction phasing planning and development. He assists the project team in bridging design and construction activities for a comprehensive project perspective. He participates in the design, product research, and coordination for many of the firm’s projects.

PROFESSIONAL BACKGROUND

Mr. Fox, an Architect and licensed contractor, joined WMF in 1975 and became a Principal 1978. He has served as President and CEO of the firm and most recently chaired the Board of Directors. Dick has developed a specialty within the firm in the planning and design of various public and educational facilities, as well as, ski resort planning and design.

The trait that best defines Dick’s professional career is his passion for lean and efficient project delivery systems. He believes that it provides extraordinary value for his clients and delivers better projects, (when measured by almost any metric).

Genevieve (Genna) Druzak is a Registered Architect and Senior Associate with the firm. In her ten years at WMF, she has been heavily involved in the integration of new technology into the our design process, particularly Building Information Modeling (BIM). She has taught multiple classes as adjunct faculty at Mercyhurst University, often related to the evolving use of BIM in the design industry.

Outreach and mentorship is a passion, as she has been involved in several Young Explorers programs for the Boy Scouts of America as well as having served as Associates Chair for the local AIA chapter of Northwest Pennsylvania, coordinating efforts of young architects trying to establish themselves within the community.

Anna is a Principal with WMF. Prior to joining WMF, she practiced with firms in State College, Philadelphia, Canada and Japan. She has taught in the Department of Architecture at Penn State, as well as being an invited design studio jury critic at several universities in Canada and the United States.

Anna currently serves as chair of the Occupational Advisory Committee for the State College Area High School Architectural Drafting and Design Program and in 2015 she joined the Board of Directors and Facility Committee of Discovery Space, a children’s science museum in State College.

JAMES N. KOSINSKI, PE, LEED APTower Engineering: Principal-in-Charge

PROFESSIONAL BACKGROUND

Mr. Kosinski is primarily responsible for the design of HVAC systems and their components for Tower Engineering’s K-12 projects. He has experience with the design of numerous types of HVAC systems, including constant and variable air volume air handling, geothermal heat pump and exhaust systems; chilled water and hot water; electric/electronic, pneumatic and DDC control systems. As a Mechanical Engineering Group Leader, Mr. Kosinski coordinates the efforts of a team of staff engineers, designers and CAD operators.

PENNSYLVANIA PUBLIC SCHOOL EXPERIENCE

WMF has been providing architectural services to school districts in Pennsylvania since 1973 when Dick Fox came from Graduate School to work for the Pa. Dept. of Education. He was charged with designing and implementing a new system for Planning, Designing, Financing and Constructing schools in Pennsylvania (PlanCon). After nine years of traditional Design – Bid – Build school projects in Northwest PA, WMF undertook its first Integrated Delivery School project, combining the Architecture and Engineering with Construction Management.

Since then, WMF has been involved in public school assessment, planning, design, and construction throughout Western and Central PA either in a sole-source AE / CM or teamed with another CM or AE. Project types include:

WMF TEAM EXPERIENCE

Weber Murphy Fox (WMF) will be the lead Architectural firm and will be responsible for entering into an agreement with the District. The Main Point of Contact will be Robert Lingenfelter, AICP, PLA, LEED AP, and he will maintain the design team’s relationship with the District. We will have a Principal, Project Manager and Project Architect involved. The Principals will work closely with the District and oversee the Project Managers and Design Team throughout the project.

Project Managers are responsible for the in-house coordination and direction of the project. Project Managers combine a high degree of design and technical experience with practical experience savvy. Project Managers will also be the main firm contact for day-to-day coordination with the consultants on the project.

Project Architects assist the Project Managers and brings relevant experience to support the day-to-day design and work of the Project. Project Architects handle responsibilities for certain aspects of the Project under the direction of the Project Managers.

Other architectural personnel will assist the project team on an as-needed basis throughout the course of a project. This includes work on such items as Interior Design, LEED/Sustainability, and BIM input of the architectural design and construction documents.

This tiered management (Principal, Project Manager, and Project Architects) provides redundancy in supervision that improves overall project quality at no added cost. Having multiple personnel working simultaneously helps expedite the process and gives the added benefit of being able to review the others work and provide another perspective.

PETERS TOWNSHIP SCHOOL DISTRICT NEW HIGH SCHOOL — McMurray, Pennsylvania

WMF partnered with Hayes Design Group Architects (HDG) to perform a Feasibility Study to determine the viability of renovating the existing 237,230 SF high school versus building a new high school, as well as an assessment of the other facilities for the School District. Based on the study, the School District decided to construct a new, three-story high school building on a portion of the former Rolling Hills Country Club property and hired the WMF/HDG team to provide complete architectural and engineering services (schematic design through construction administration).

Features of the new, 298,000 SF high school include: 50 general instruction classrooms surrounding a two-story learning commons with an adjacent learning stair, 1,200-seat performance auditorium, food court style cafeteria with an outdoor dining patio, 2,000-seat multi-sport gymnasium, 300-seat auxiliary gymnasium, and an 8-lane natatorium. The design also features 21st century learning concepts including interactive technology and spaces that promote collaboration with flexible furniture arrangements. Other design features include preservation of the open land, rolling hills, and beautiful vistas on the existing site through the creation of the exterior aspects of the building including new sports fields, plazas, and parking areas.

The goals of the project are to provide a more efficient floor plan and building layout to meet educational program requirements, flexible classrooms for current instructional pedagogies, separate wings to allow for securing the facility during events on campus, and a highly energy-efficient facility to save the District significant operating costs.

BETHEL PARK SCHOOL DISTRICT NEW HIGH SCHOOL — Bethel Park, Pennsylvania

WMF partnered with Hayes Design Group Architects (HDG) to design a new high school campus master plan inclusive of phasing the new, 321,000 SF high school building and demolishing the existing buildings, and the addition of new athletic fields and parking. The new high school is comprised of a single building with three connected components consisting of an athletics wing, fine arts wing, and academics wing, tied together by a 2-story commons area. The project was phased to allow the existing stadium and baseball field to remain open during construction.

Our team worked with the Municipality’s Department of Planning and Zoning through land development approvals to ensure compliance with applicable regulatory agency reviews and permits. This project included design of the building and facilities along with the campus athletic complex to create a central green space and sharing of facilities within the District. Project highlights included: Eight lane, 25 yard swimming pool, 2,450 seat full submersion gymnasium, state-of-the art science labs, and a cafeteria adjacent to the courtyard.

Architectural services were provided through partnering with HDG in which responsibility was shared equally.

TITUSVILLE AREA SCHOOL DISTRICT FACILITIES IMPROVEMENTS — Titusville, Pennsylvania

Weber Murphy Fox became involved with the Titusville Area School District during its initial Strategic Planning Process, providing input to a Citizen Planning Group as they investigated reorganizing and renovating all the District’s outdated and over-crowded facilities.

The broad plan was to end up with a centralized facility for all pre-school activities; four neighborhood elementary schools; a new middle school and a renovated high school.

First in the phasing plan was the Early Childhood Center, which created some additional space in all the Elementary Schools. Second was a new Middle School, constructed on an Industrial “brown field” site, which created some additional space in the elementary schools and the existing Jr./Sr. High School. Then the High School was renovated in four phases while maintaining continuous occupancy. Finally, two of the four elementary schools were renovated, and additions were completed.

WMF was pivotal in coordinating all the phases of each project. The educational specs for each of the projects provided for state of the art, age appropriate educational programs. The program was bid as separate projects as required by PA Department of Education procedures. All the regulatory approvals were achieved by WMF.

WMF provided Integrated Delivery, serving as the AE and Construction Manager.

OSWAYO VALLEY SCHOOL DISTRICT ELEMENTARY SCHOOL — Shinglehouse, Pennsylvania

This small, rural school district in north central Pennsylvania consists of only two facilities—an Elementary school and a Secondary school. Enrollments per grade vary from 26 to 76, creating a challenge in the flexible use of space. Because of very limited financial resources, the solutions had to be as cost-effective as possible. This became particularly important in realizing the goal of providing advanced and specialized curriculum to a small number of students through distance learning and internet-based technologies. Before any renovations were accomplished, Weber Murphy Fox performed a district-wide feasibility study.

Elementary SchoolAfter analyzing the building’s shortcomings and physical needs, a list of priorities such as window replacement, boiler replacement, re-plumbing, rewiring, and asbestos abatement were established. The facility was then organized into three sections: Early Childhood (K-1st); Primary (2nd & 3rd); and Elementary (4th & 5th) to correspond to the current and revised curriculum. Each area was buffered by one or more “swing classrooms” to accommodate enrollment changes.

The sixth grade was relocated to the secondary building to create a Middle School (grades 6—8) within the secondary setting. Common areas were organized in the center of the building, adjacent to the administrative addition. A variety of safety and security issues were incorporated into the redesign of the site circulation and building entrances and appropriate educational technology was incorporated into all areas. The work was begun and expedited during the first summer with finalization scheduled and coordinated to allow continuous occupancy of all areas except the existing offices (formerly classrooms).

Secondary SchoolThe sixth grade was relocated from the existing elementary school to the secondary building to create "two schools within a school”- a Middle School (grades 6 – 8) and a High School (grades 9 – 12). Common and shared specialty areas such as new science labs, a new family and consumer science lab, art lab, music suite, and library were organized in the center of the building. A variety of safety and security issues were incorporated into the redesign of the site circulation and building entrances and appropriate educational technology was incorporated into all areas. The work was begun and expedited during the first summer and scheduled and coordinated to allow continuous occupancy of adequate areas to support the ongoing curriculum.

GIRARD SCHOOL DISTRICT FACILITIES IMPROVEMENTS — Girard, Pennsylvania

Our almost 30 year relationship with the District began in 1991 when we performed a Districtwide Facilities Analysis as Girard was investigating facilities needs and a change in educational programs. Projects that were identified in the feasibility study and implemented in accordance with PlanCon guidelines include:

Rice Avenue Middle School Additions & Renovations—This was the first project in the District’s facilities and educational program improvements, completed in 1993.

District Administration Building—An Administration Building was constructed as an addition to the existing High School. The building was designed to accommodate four (4) classrooms in the future without disturbing windows or structure. It was engineered to accept a new second story and the roof was designed with a concrete deck to become the future second floor. WMF was both Architect and CM.

Elk Valley Elementary—To accommodate a growing enrollment and to initiate a full time kindergarten program, Girard School District, needed more classroom space in this K - 4th elementary school. By utilizing several opportunities to infill courtyards and notches in the existing building, a large portion of the new area could be accomplished without additional circulation space. The efficiencies afforded by using the existing structure, allowed the district to provide unusually spacious areas for special educational programs including physical education, computer laboratories, library, music and art. Overall, the district was able to provide nearly a third more program area for a budget still only 60% of the cost of a standard elementary school for the enrollment served.

High School Additions and Renovations—A complete renovation project of the existing High School with an addition to house a wrestling room and team locker rooms. Substantial interior renovations included a new Learning Resource Center, computer lab and cad lab. Other interior renovations upgraded classrooms, administrative offices, the cafeteria, kitchen and gymnasium.

District Athletic Complex—The scope of the project was to develop a new facility for competition football and soccer on an existing practice field with an all-weather track. The design solution provided home side bleacher seating for 2,500 with a 1,400 sq. ft. press box including two scouting boxes and two video top platforms. Visitor side bleacher seating for 1,000 was added as well as a new sound system, scoreboard, and field lighting. The project also included an 8,000 sq. ft. field house located under the home side bleachers. The field house houses two team locker rooms for sixty players, associated shower and toilet facilities, plus referee facilities and storage. A concession stand was constructed at a location, which also allowed this building to include four ticket windows and public toilet facilities.

STATE COLLEGE AREA SCHOOL DISTRICT BUILDING ASSESSMENTS — State College, Pennsylvania

The State College Area School District (SCASD) was in the planning stages of an update to its District Wide Facility Master Plan. The intent of the Downtown Campus Building Assessments was to obtain an independent analysis of several facilities regarding the feasibility of renovations. Buildings to be assessed for structural integrity and ADA accessibility included the Fairmount Avenue Building and the Central Office Building.

The Accessibility Assessment examined each building in the context of building blocks and accessible routes, as outlined in relevant codes: ICC ANSI A117 and the International Building Code. The structural fitness of the building components was assessed based on a review of existing drawings, visual observation for defects and distress (facades, structural members, interior and exterior, building elements: Stairs, exposed foundations, walls, floors, ceilings, roof and parapets), and correlation of field conditions with drawings.

The assessments provided the SCASD with an outline of probable costs for upgrades that would move the buildings towards greater accessibility. The structural assessments included a review of the structural integrity of each building, including the floor systems and facade, to determine adequacy for future use or to identify potential limitations or work that may be required to renovate the buildings. Both assessments helped inform Board renovation decisions in support of the continued use of the Downtown Campus for athletic, physical education and other district functions.

PENNSYLVANIA PUBLIC SCHOOL KNOWLEDGE

Planning and designing flexible and supportive learning environments is at the core of our team’s mission and experience. Taking on an educational project sets in motion a particular set of analyses that encompasses not just brick-and-mortar needs, but also what is necessary to help the School District realize its vision for preparing students for the 21st Century. School projects are about more than plumbing and HVAC systems (although these are certainly important). Schools must provide a comfortable, healthy, and safe environment while also giving educators and students access to current technology, and the ability to adjust as teaching methodologies and student populations change over time. We emphasize and understand the importance of designing educational spaces that inspire learning and are composed of collaborative, technology-enabled environments that are adaptable for change over time.

We believe that design excellence is achieved through an interactive process with the client, from programming through completion. For any project identified by the Feasibility Study, our team will investigate the issues and concerns facing the District and all stakeholders, and research various solutions. Our findings will be integrated into the range of options our team recommends.

Because of the unpredictable nature of education funding mechanisms, all planning, design and building must be done within the context of absolute efficiency and economy. Our team will provide the best product for the price and maintain vigilant oversight of project budgets for cost controls and savings opportunities. We will not compromise on quality, but we’re keenly aware of and sensitive to the School District’s economic accountability.

THE WMF TEAM BRINGS SEVERAL UNIQUE ABILITIES TO THE TABLE:

• Our team represents a group of professionals with unusually broad capabilities and a deep pool of experience, specializing in public school projects, large and small. We know and understand what it takes to successfully complete a Feasibility Study and Assessment effort as well as what is required to plan, design and execute school projects of all sizes. • Our team is experienced in working with PDE’s PlanCon Process, analyzing demographic studies and applying local knowledge and trends concerning age group enrollments. We will also use the recent Feasibility Study completed by Crabtree, Rohrbaugh & Associates to help the District. We will map out a cost-effective plan for housing future grades of students and looking at different alternatives to address capacity.

• Our team has completed a number of District-Wide Feasibility studies illustrating our ability to work with Boards, District and Building Administration, and Professional Staff to develop buy-in and consensus concerning the needs and priorities of a school district. Consensus-building is the most important element of a study with this breadth and magnitude. Although there is one client – the School Board, in reality there are many more constituents often with varied interests. Working closely with the School Board and District Administration, our team will take the lead in facilitating the consensus-building process. It is important that stakeholder interests are heard and factored into the overall considerations of the study. Experience tells us that approaching a study in this comprehensive fashion significantly improves the quality of the final product and a sense of ownership is shared by everyone involved.

QUALIFICATIONS

The WMF Team brings a strong background in educational planning; facility planning and design; systems engineering; interior design; and the administration of public school construction projects. We have completed a variety of project types (from small to large) for our school district clients, including facilities assessments and feasibility studies at several of the school districts listed below. WMF has not had any contracts or agreements that have been terminated because of dissatisfaction with services performed.

PENNSYLVANIA PUBLIC SCHOOL PROJECTS

SERVICES - FACILITY ANALYSIS

In preparing a Feasibility Study, our approach is to gather information from multiple sources and perspectives simultaneously. We gather as much relevant information as possible quickly, so we can begin to synthesize the data and begin an iterative process working with the District Administration and School Board over the course of several meetings to review the evaluations and develop recommendations. Once the Board is satisfied with the results of the Feasibility Study, a final booklet will be prepared and issued.

As part of our evaluation process, we would provide a comprehensive facility survey for all existing structures, site amenities, parking lots and drives located on District property. As a matter of practice, we like to issue a survey developed by our team to key stakeholders (teachers, administrators, and facility maintenance personnel) to help determine the problems and needs of the District. We use this as a first step to get those groups to start thinking about their buildings and their spaces. These users are often a great resource for learning about any issues or needs. We then follow up with those stakeholders through a series of meetings to review the survey findings and dig a little deeper into their responses.

Concurrently and independently, our team of professionals will evaluate the various buildings systems; electrical, HVAC, plumbing, fire protection, shell, structure, life safety, ADA compliance, finishes, food service, technology, and security. In addition, we will assess the existing parking lots and athletic fields. We then combine our evaluations with the user data to prepare a comprehensive facility survey for each structure, facility, parking lot and site amenity indicating their overall condition, list any specific needs for repairs or replacement within the next ten years, and help the District prioritize the recommendations. Cost estimates for the recommendations will be developed by our professional estimators. SERVICES - EDUCATIONAL PLANNING

While the facility surveys are being completed, we will work with District Administration to examine District-wide enrollment and existing facility capacity. This information will inform some analysis to the likely facility needs over several segments of time.

We will establish a target budget based upon the level of funding available to the District. This will require working with the District’s Financial Advisor with respect to current indebtedness, tax base, and probable State reimbursement for projects being considered.

We will evaluate your current educational programs and operations to determine compliance with Pennsylvania Department of Education (PDE) and if any upgrades are needed to meet current, identified, or foreseeable future requirements. One of the complex issues with major renovations is defining the scope and costs in a manner that keeps the proposed project(s) within the Act 34 limits (if there are substantial additions) and in a manner that maximizes the potential for reimbursement within the proposed new Plancon approval and state reimbursement methodology. Thus, we will utilize PlanCon Part A, Project Justification Forms. The Part A analysis is being done to evaluate where options fall relative to Act 34 limits, public hearing requirements and potential future state reimbursement. The evaluation will look at each building’s ability to support the desired educational programs. It will take into account current student population and projections from PDE and the recent study to consider the future viability for buildings and spaces. We will look specifically at the technology used and possible advancements that could be incorporated into each building. We will also focus specific attention on the facility spaces that address STEAM and other special needs to look at possible improvements.

Our team will also concentrate on evaluating existing educational spaces for their ability to be flexible, learner focused environments that promote collaboration, inspire creativity, and encourage the overall wellness of occupants.

"The timing of the phasing was amazingly close to that projected and enabled the District to spread out their debt service and also to avoid serious facility related inconveniences. Our high school renovation was done with no tax increase or increased operating costs to the annual budget. The plan developed which allowed us to maintain occupancy in our facilities while the additions and renovations were completed kept our educational program running smoothly. Two of our projects were successfully done closing school at the end of May and opening in early September which many firms would not even attempt. COMMUNITY ENGAGEMENT - BUILDING CONSENSUS

Once the Feasibility Study is complete, our team will take the lead in building a consensus behind therecommendations. With any project, on the surface there is one Client – the School Board. But below the surface, there are really many more constituents with interests that include: Central Office Administrators and Staff, School Administrators and Staff, Teachers, Maintenance and Food Service Staff, Students, Parents, other Taxpayers. It is important to share the information and recommendations with these groups. This will entail Special Board Meetings or public meetings to present the plan to the community and allow for their feedback and comments. In these meetings, it is important to note that although we may not be able to accommodate everyone’s requests, we should acknowledge their request and let them know they are being heard and understood. Building a consensus on the design ideas, renovations and upgrades, and related budget is very important in gaining support from the community.

FOLLOW THROUGH

It is important that the efforts in the Feasibility Study and consensus building in the community do not lose momentum. From our experience, projects that do not move forward soon after a study is completed or schematic designs are developed; the projects lose momentum and quickly fade away from the forefront. Later when these thoughts get resurrected, the efforts in the study must be updated and sometimes the scope of work changes requiring some of the work to be redone. We will work with the School District to make sure the best decisions are being made both educationally and financially and the projects are a success for the community.

FEE PROPOSAL

LUMP SUM FEE - PROFESSIONAL SERVICES

We expect that the Bellefonte Area School District will receive fee proposals that could vary widely in their amounts. This is usually because different firms anticipate different amounts of time that their team members will expend in the Study effort. We also understand and appreciate that at the Facilities Assessment and Feasibility Study stage, the District would prefer to spend as little as possible in order to obtain good information that they can use to weigh decisions concerning their facilities. The fee we are proposing below is based on an in-depth effort by our team of architects and engineers experienced in K-12 educational facilities who understand what it takes to conduct a thorough and accurate assessment. The District will receive from our team comprehensive and prioritized information on facility conditions, recommendations, and associated budgetary costs. The District will be able to count on this information in order to make informed decisions in regards to the District’s facilities and their ability to house and support instruction.

It is important to understand our proposed fee below includes 600 to 700 hours of professional architectural and engineering services necessary to produce quality deliverables for the Study. As mentioned in this proposal, our team of architects and MEP engineers have recently undergone district-wide studies with Peters Township and South Fayette Township. To develop our proposed fee for the Bellefonte Area School District elementary school study, our team utilized similar tasks and associated efforts as a reference point.

Our proposed compensation for Professional Services for the Study as defined in the Scope of the Firm's Services of the Agreement is a Lump Sum Fee of Ninety-Two Thousand Five Hundred Dollars ($92,500). This fee also includes all reimbursable expenses for mileage, phone, printing, etc. Additional services include Lump Sum Fees of Four Thousand Four Hundred ($4,400) for review, recommendations and cost estimates related to existing AV, data/networking and security systems and Two Thousand Six Hundred ($2,600) for Energy Star Analysis and Conceptual Energy Calculation.

The District will be faced with making important decisions regarding its elementary school facilities and the future of the District that will likely fall into the magnitude of millions of dollars. We will provide you with reliable information that will help you spend each dollar wisely. We hope that we will get a chance to show you what our team can offer, as we believe our services are an excellent investment for the District; one that will provide solid information upon which the District can rely.

EXCLUSIONS

Please note that the fees listed above do not include professional services for geotechnical investigations, land surveys, or environmental investigation and testing for hazardous materials at any of the facilities. These services, if needed, are to be performed by the Owner at the Owner’s discretion and cost. However; WMF could assist the Owner in procuring these services, if necessary.
