Greetings in Jesus' name! It's my privilege to present the annual report for Foursquare Missions International. Since 1927 we've been apostolically working to open nations with the Gospel and establish reproducing church planting movements. Today, we celebrate our incredible past, reimagine our shared future, and re-engage pastors to reach the world for Christ – together with you and a growing global family.

This report represents the scope of that partnership, and we hope you are encouraged and inspired by wonderful breakthroughs and growth throughout the nations.

FMI area missionaries serve regionally throughout the world. They minister globally, oversee field personnel, interface with national leaders and workers, and are pivotal leaders in this global partnership. They are supported by the "Global Missions Fund" and they are pivotal to allocating these catalytic resources towards the unreached through partnership with you and our global Foursquare family. The Global Missions Fund is dependent on Foursquare churches’ generosity, and it supports workers and ministry among some of the least reached places.

While you'll see that The Foursquare Church has been growing, many churches and believers are not mentioned in this report as they are in restricted areas. With them in count, we are now over 100,000 churches and meetings places in 150 nations.

Thank you for your partnership in mission as we Pray for breakthrough, Give generously, and Go courageously--together. It is our sincere hope to deepen our collective engagement in 2017.

AREA MISSIONARY UPDATES Since 1927, the Global Mission Fund has enabled FMI to send the highest caliber missionaries to the field, and mobilize leaders and churches to focus on developing church planting movements among unreached and under-reached cities, nations, and people groups. This handful of key leaders is responsible for facilitating a movement that has resulted in a growing network of some 100,000 churches, many not included in our official reports due to security concerns, in over 145 nations. Today, there are unprecedented opportunities to reach people with the Good News of Jesus Christ through your partnership and investment in the FMI Global Mission Fund.

Global Mission Fund Objectives FUND Funding catalytic leaders who open new nations, including unreached and under reached people groups EQUIP Help prepare and train global leaders and church funded missionaries for the expansion. CULTIVATE Cultivate church planting movements among new nations and people groups in partnership with national churches of God’s Kingdom. COACH Serve the nations by coaching national leaders through the four development stages through the Foursquare Church. CARE Provide field-care for U.S. & non-U.S. Foursquare missionaries. NETWORK Partner and network with the Global Foursquare Church and national leaders. FACILITATE Facilitate channels for missionary service. In keeping with the seven objectives of the Global Mission Fund, our area missionaries provide the following reports and key areas of prayer for the regions with which they partner. Each report includes highlights relevant to one or two objectives that are pertinent to each region during the previous year.

THE CARIBBEAN

PRAY [ Pray for the Cross Cultural Training Center in Trinidad; believe for students to come from other nations who will be able to reach others with the gospel. [ Pray for Haiti as they recover from Hurricane Matthew. Also, pray for the continued development and maturing of the national leader and board. [ Pray for new Caribbean nations to be opened to the gospel.

PARTNERSHIP IN MISSION § God is calling us to network in Cuba: we have

purchased a building in downtown Havana that will become the home of Foursquare Cuba national offices, a church, Angelus Bible Institute extension, and BAM.

§ God is calling us to partnership with FMI missionaries John and Debbie Booker serving St. Lucia, Haiti, and the Eastern Caribbean.

§ God is calling us to develop young leaders: we have installed young first time national leaders in Jamaica and the Dominican Republic.

§ God is calling us to nurturing faith: evangelistic crusades are working well with some while one-on-one personal evangelism is also effective. Discipleship is lacking in most countries, and is a primary focus of development.

§ God is calling us to expansion as we establish the work in St. Lucia and pursue contacts in St. Vincent, Guyana, and other islands.

CENTRAL and SOUTH AMERICA

PRAY [ Pray for children, youth and pastors with a passion to reach and disciple the next generation. [ Pray for the expansion of new churches and for leaders under age 40 to lead them. [ Pray for all education, training, and mentoring efforts of leaders in the region.

PARTNERSHIP IN MISSION § God is calling us to partnership with FMI

missionary Lee Schnabel who is leading continuing education for pastors in Bolivia, Nicaragua, and Peru.

§ God is calling us to partnership with FMI missionary Aaron Hunter who is training leaders to reach children and youth; 60% of our population is under age 30.

§ God is calling us to expansion: in spite of political and financial challenges in the nation, the Venezuela Foursquare Church has expanded from 65 to 135 churches in six years.

§ God is calling us to renewal: an example is the expansion of the Church in Bolivia – our oldest Foursquare presence in the region.

§ God is calling us to strategically train our leaders for discipleship and evangelism.

EAST AND SOUTHERN AFRICA

PRAY [ Pray for Foursquare pastors and members driven from their homes in South Sudan and for the churches they are planting in refugee camps. [ Pray for rain in Kenya and Burundi where drought is responsible for loss of income, crops and cattle, and where people are dying. [ Pray for churches and nations to step up and help neighboring nations suffering from the effects of drought.

PARTNERSHIP IN MISSION § God is calling us to develop strong, young

leaders in partnership with national leaders throughout the region; emphasis is on discipleship and planting healthy churches.

§ God is calling us to partner with healthy national churches with a passion for self-sustaining church plants.

§ God is calling us to reach out: the Kenyan church sponsors community service events in largely Muslim areas.

§ God is calling us to discipleship: the Ugandan church trains people to lead small home groups and then joins those groups together in congregations of 50 to plant a church together.

§ God is calling us to network with national leaders with a vision to plant churches and ultimately send missionaries to other nations.

EUROPE

PRAY [ Pray for an outpouring of the Holy Spirit across Europe. [ Pray for church planters to be sent to unreached cities and people groups. [ Pray for laborers for the harvest – missionaries, pastors, and leaders who can support the ongoing ministry on the field and in local churches. [ Pray for outreach with refugees and the spread of the gospel.

PARTNERSHIP IN MISSION § God is calling us to develop Foursquare Ukraine,

nationalizing 30 Foursquare churches. § God is calling us to partner with the Foursquare

Europe Board to restart the work in Romania. § God is calling us to network with FMI

missionaries Brett and Tammy Toft in Estonia, Denmark, Finland, Latvia, Lithuania, Norway, and Sweden.

§ God is calling us to celebrate missionaries Chris and Laura Dakas and the 25-year anniversary of The Stephen Center. A ministry center and popular hotel and restaurant in Albania, The Stephen Center welcomes refugees and local residents with the gospel.

§ God is calling us to develop Foursquare ministries in the North Balkan nations of Croatia and Bosnia-Herzegovina.

§ God is calling us to relationships with more than 20 FMI missionaries serving throughout Europe.

§ God is calling us to relieve suffering for refugees in partnership with FDR, Foursquare UK, and Foursquare Germany.

reaching this largely unreached area of the world through workers coming and partnering together from the U.S., Europe, and South America.

§ God is calling us to respond to the suffering: Daily, we minister to the spiritual, emotional and physical needs of thousands of refugees and are witnessing tremendous breakthroughs.

§ God is calling us to give dignity, hope and transformation through BAM (Business as Mission) that give us access into nations and lives otherwise closed to traditional missions; BAM brings dignity to those without jobs, and is a platform to disciple in real life situations.

NORTH AMERICA

PARTNERSHIP IN MISSION § God is calling us to a high level of partnership to

meet the explosive demand for missionaries, ministers, and workers who will reach increased numbers of unreached people in the nations of North America.

§ God is calling us to network with Foursquare Mexico which has its own mission director; this will enable Mexico to send workers to other nations and direct incoming missionaries and teams to pivotal places within Mexico.

§ God is calling us to evangelism and discipleship in smaller groups, requiring more involvement of every believer in our nations.

§ God is calling us to expansion through ethnic and minority groups, and through compassion ministry outreach.

NORTH ASIA

International School of Ministry, a unique program with an Asian context to train workers.

§ God is calling us to evangelism in the region that is taking place through personal relationships at home and at work.

§ God is calling us to personal discipleship among believers in Hong Kong, Japan, and South Korea; these believers are learning how to do church in the context of relationships, and not so much in a building.

§ God is calling us to advancement of the Church in Mongolia and its influence despite increasing opposition.

SOUTH ASIA

PRAY [ Pray for the establishment of in-service leadership training (ILT) - relational, biblically-based training for emerging and existing leaders in the region. [ Pray for the India Initiative that reaches the unreached – 90% of the population has never heard the gospel. [ Pray for after school programs in Bangladesh; we hope to launch 10 new locations in 2017.

PARTNERSHIP IN MISSION § God is calling us to expand our influence,

reaching the unreached with the love of Christ. In India alone reside 1/3 of all people groups (2,345) of the world, and of those 2,026 have never heard the gospel.

§ God is calling us to breakthrough in nano-business opportunities and animal husbandry in the region which will provide income and stability for pastors and their families.

§ God is calling us to partnership with the Gateway District to support and sustain ministry in Bangladesh.

§ God is calling us to evangelism in the region through personal, relational approaches that are producing results.

SOUTH PACIFIC

PRAY [ Pray for missionaries to establish works and strengthen existing works in South Pacific nations, in hundreds of islands with thousands of people who need to hear the gospel. [ Pray for the expansion of Foursquare churches in Micronesia. [ Pray for workers to open the nation of Nauru to the Foursquare gospel.

PARTNERSHIP IN MISSION § God is calling us to on-going revival, complete

with the outpouring of the Holy Spirit on young people in Indonesia, Papua New Guinea, Borneo, and Australia.

§ God is calling us to prepare young people for ministry through Bible college, youth camps, and conferences.

§ God is calling us to breakthrough as newly sent FMI missionaries arrive in Fiji and Vanuatu.

§ God is calling us to disciple converts of the Vanuatu Cargo Cult, and build Foursquare churches at the request of former cult leaders.

§ God is calling us to outreach through over 40 Foursquare medical centers and 400 schools in Papua New Guinea, in partnership with 1,800 Foursquare churches in PNG.

§ God is calling us to reach the next generation through outreach events and concerts as thousands come to Christ.

SOUTHEAST ASIA

[ Pray for more workers who are willing to invest their lives, learn the language, adapt to the culture, and share the truth and love of Jesus Christ with unreached people.

PARTNERSHIP IN MISSION § God is calling us to reach trafficked women and

show them a way of escape through Christ. § God is calling us to network with workers in

closed nations, train leaders and launch Bible studies there in 2017.

§ God is calling us to continued revival in Cambodia where 250,000 people have come to Christ through Foursquare Children of Promise and Foursquare churches.

§ God is calling us to plant Foursquare churches along major highways in the Philippines and share Jesus as the Deliverer from addictions.

§ God is calling us to expand the training and development of leaders; focused teaching, personal discipleship, and local events will equip and release new pastors and leaders.

WEST AFRICA, FRANCOPHONE AFRICA and NATIONS

PRAY [ Pray for French-speaking nations that exist around the globe; pray for unity and passion to share the gospel. [ Pray for French-speaking nations in the Caribbean for church planters, workers, and long term leadership. Evangelism and church planting are real needs in these nations. [ Pray for residents of France, especially those from other nations, that all will develop faith in Christ in spite of hardened, political climate. [ Pray for God’s vision for Francophone Africa, unity, faith, and discipleship among unreached people.

PARTNERSHIP IN MISSION § God is calling us to nationalize works in Burkina

Faso and Guinea this year, after an 18-year investment of relationship-building.

§ God is calling us to partnerships like the ones with the Northwest District and Medical Mission to reach the unreached in Niger.

§ God is calling us to partner with Cote d’Ivoire which has sent missionaries to outlying areas with a goal of planting churches.

§ God is calling us to train leaders and disciple believers in parts of West Africa where the threat of disease and social unrest is lessening.

§ God is calling us to establish Business as Mission (BAM) in places where poverty has been rampant, hoping to provide sustainability and hope for people and the region.

Work with Global Council Jim, working with Ted Vail, provides leadership for and coaching and mentoring of national leaders as well as being available and assisting as the Global Council grows in their vision and their engagement in the mission of the global Foursquare Church. Jim serves as the Chair of the “Opening New Nations” sub-committee of the Global Council and undertakes other assignments on behalf of the Global Council, as requested.

Area Missionaries Jim Scott serves as the Area Missionary for North America (Canada, the United States, and Mexico). In addition, he supports and provides leadership for the Area Missionaries as they all serve their regions and coach individual nations using the strategy of the Four Stages of National Church Development.

The Area Missionaries also facilitate the placement of FMI missionaries in partnership with FMI and the Missions Committee, provide pastoral covering, oversight and care for FMI missionary personnel, network U.S. churches and districts with strategic opportunities on the field, identify and network strategic intra-national and inter-agency alliances towards mission, steward ICFG global resources (e.g. finances, properties, relationships), develop, coach and network national churches and regional councils and respond to emergencies and crisis situations on behalf of FMI and the U.S. Foursquare Church.

Missionary Care The FMI team, The Area Missionaries and the Missions Committee are envisioning a more inclusive and comprehensive member care ministry. It begins with a culture of care that has an expectation that prayer, care and resourcing belongs to all who are part of a missionary’s life and we all have a role to play in caring for them. This culture invites circles of care that are being developed beginning with the missionary application process through the missionary’s return and then as an alumni/ae FMI missionary.

Missionary Alumni/ae The Foursquare Church has an underappreciated and under-utilized treasure in our former FMI missionaries! As one part of a renewed member care ministry, we are exploring how FMI, the National Church, Life Pacific College, LPC-IGNITE, our Districts and our local churches might be resourced by this team of experienced missionaries.

Global Church Partnerships We are depending upon the Holy Spirit to provide opportunities to bring leaders and nations together to develop strategic initiatives that invite their best contributions. We believe that together we can develop pathways for fruitful partnership, discover and remove the obstacles that inhibit or prohibit the expansion of the Kingdom of God, capitalize on kairos moments, engage challenges and celebrate the opening of new nations and people groups. Central to these efforts are discipleship, education, training, coaching and leadership development.

International Disaster Relief Foursquare Disaster Relief (FDR) is one expression of our mission as we bring compassion ministry and resources to situations of great need. FDR International serves those affected by natural disasters, famine, disease or war by partnering with local churches for the provision of spiritual care and meeting physical needs. Sharing the gospel through proclamation and demonstration—acts of power through the Holy Spirit and acts of compassion—are at the heart of this ministry. 2016 International FDR Response International Responses: 29 Partner Donations: $292,928 Relief to the field: $365,357 Gifts in Kind: $340,000 Grants: $68,600

• Business as Mission (BAM) is a developing Global Church partnership that is finding creative ways to bring the Gospel through people who may not be classically trained ministers or funded missionaries. It provides a way for business professionals to take the gospel to influential people within a country. And as the doors to traditional missions may be closing in some ways, we’re seeing God use BAM to open doors in new areas for all kinds of people and vocations.

• As FMI Director Ted Vail wrote: “You are limited. No one person is the apostle of everything. No one person is going to reach the world alone. God has designed us as people, but also as churches, to be limited and to need one another. If we’re going to reach the world, if we’re going to reach your neighborhood, it’s going to come with partnership.” Indeed, this partnership is local, regional, national and international.

The FMI Mobilization Team exists to help mobilize the U.S. Church for mission within the U.S. and around the world towards helping complete the Great Commission.

• Members/leaders of Foursquare churches apply, train, and deploy as long term missionaries. • Coordination, networking, resources, and insurance for U.S. churches and institutions that participate in short term missions. • A team of district mission representatives (DMRs) functions to represent FMI to the district and the district to FMI to help

network and facilitate mission activities on a district level.

LONG TERM DEPLOYMENT • FMI has 16 missionary applicants preparing paperwork and planning to attend Orientation. • FMI has 23 missionary applicants who have completed the orientation training (Level 1) and are now working on

their field budgets, ministry proposals and awaiting a formal letter of invitation from the host nation. • FMI has 10 missionary units with board approval who are currently raising funds prior to deploying. • FMI has an additional 110 people who have inquired and are considering the missionary application process. • FMI is working with district mission representatives and 45 future potential missionaries in their districts.

APPRENTICES In partnership with Life Pacific College and Dr. Karen Tremper, we have two FMI apprentices on the field, another from LPC-Ignite in the application process, and additional prospects. COACHES REPORT Coaches Purpose statement: To assist missionaries with support raising and “ministry partner development” throughout the deployment process and to sustain funding while on assignment.

• The coach helps missionary candidates have success in connecting with ministry partners. • The coach helps missionaries meet support raising goals in a timely and effective manner so they can fulfill God’s call. • “Ministry partner” – a person who partners long-term with the missionary through prayer and financial support. • The coach helps the missionary stay accountable to his/her goals.

Support raising is one of the most difficult responsibilities that missionaries face. We need to develop and train coaches that will assist and encourage our missionaries. We believe that having a good coach is one of the most important aspects of reaching the nations with the gospel! When a missionary is raising support, the coach and missionary speak weekly via a phone call for about 30 minutes and the coach reviews the missionary’s weekly report.

• FMI has 19 coaches who have been retrained. • FMI currently has 10-15 coaches who will be trained to coach missionaries in ministry partner development. • The “Strategy Team” continues to meet and develop our coaching strategy. • Two of the most common problems deployed missionaries encounter are “lack of financial support” and

“loneliness.” We are asking our coaches to contact the missionary at least quarterly while on the field.

District Mission Representatives (DMR) DMR transitions in the past year have been consistent with district supervisor transitions. Yasseer Handall was appointed to the new Hispanic District by Juan Vallejo and Richard Casteel became the DMR for the newly merged Pacific Southwest District under Fernando Castillo. DMRs met in Hawaii prior to convention for training in best practices and security, and met with area missionaries. All the DMRs have conducted self-evaluation and have been evaluated by district supervisors. Paul Greer, Kaj Martin and George Cline are following up on those evaluations and developing a working plan for each DMR in 2017.

Short Term Missions FMI defines a short-term mission as any trip up to 12 months long. This includes teams as well as individual ministry assignments. In 2016 228 Teams 1977 Team Members Three deployed 1-12 month interns In 2017 Insurance to be changed to provide better service to our churches

DONOR CARE TEAM

The FMI Donor Care Team is both caring for existing donors and cultivating new ones, and is primarily responsible for the Global Mission Fund, as well as Foursquare Disaster Relief donors. A renewed commitment to global mission revealed a need for renewed emphasis on the Global Mission Fund.

Global Mission Fund Summary Since 1927, the Global Mission Fund (GMF) has enabled FMI to send the highest caliber missionaries to the field, and mobilize leaders and churches to focus on developing church planting movements among unreached and under-reached cities, nations, and people. This handful of key leaders is responsible for facilitating a movement that has resulted in a growing network of some 100,000 churches, many not included in our official reports due to security concerns, in over 145 nations and territories. 100% of giving goes to urgently planting the gospel and making disciples in some of the hardest to reach people in some of the most challenging places.

Opportunity Beginning 2017, we will re-clarify, re-communicate, and re-connect Foursquare churches to our shared global mission. A robust GMF will help to complete the Great Commission. The harvest is indeed plentiful, especially among unreached people, and we must pray, give, and go. Together.
