    INTRODUCTION&VISION

    ThisDemocraticRepublicanPartyis thepeoplescall

    for

    an

    alternative

    of

    hope

    for

    St.

    Vincent

    &

    theGrenadines(SVG),fromaheartof love,sacrificeand

    hardworkforALLourpeople.

    FoundedbyAnesiaBaptisteinAugust2012,theDRP

    believes in Democracy as a scientific method of

    electinggovernment,

    where

    the

    party

    with

    the

    majorityseatsmustrule.WealsobelieveinRepublicanismaphilosophy

    ofgovernancethatemphasizesrespectforandprotectionoftheinalienable

    andinviolablerightsandfreedomsofALLofthepeopleboththemajority

    who elected government as well as the minority. This proRights

    philosophy is the basis upon which governance must be conducted.

    Therefore, all our great andworkable ideas andplans arebased on our

    sacredduty tosecureprotectionof theGodgivenrightsand freedomsof

    ALL. The DRP stands on its watch words LIBERTY, EQUALITY and

    DEVELOPMENT and is preserved by its watch phrasePEOPLES

    PARTICIPATORYPOWER.Guidedbytheseprincipleswewillusherina

    goldenageofeconomic,social,politicalandmoralprosperityforSVG.

    TheDRPpracticesinclusivismandassuchwewillbringtogetherthebest

    brains,talentsandtechnicalandotherexpertiseofourpeople,athomeandintheDiaspora,to runtheaffairsofgovernmentforthebenefitofALL.We

    arealsoequippedwiththevigor,energy,zeal,commitmentandreadiness

    tobring about the necessary actions to lift our nation out of the stifling

    deathanddecaythatwehavebeenexperiencing.

    AGRICULTURE,FOODSECURITY&THEENVIRONMENT

    TheDRPsAgriculturalplanforS.V.Gis

    based

    upon

    its

    duty

    to

    protect

    theinalienable rights to life and private

    property of ALL Vincentians at home

    and abroad. It also focuses on ensuring

    sustainablefoodsecurityandpreservation

    oftheenvironmentforourpeopleandthe

    restofhumanity

    whom

    we

    serve

    with

    agricultural

    exports

    inbusiness.

    In

    pursuit of this the DRP government will encourage organic farming

    nationwidewiththefollowingemphasesaccordingly:

    1.LegislativepolicytoaddressthedangersofGenetically

    ModifiedOrganisms (GMOs)andtoxicchemicals,toour

    Agriculturethrough:

    Banon theuseofGeneticallyEngineered (GE)seeds in

    ourAgriculturalenvironment.

    DevelopaseedpolicyandseedbanktoensurenopresenceofGEseeds.

    Requirementof labelingofGMO foods importedfor

    localconsumption.

    Banspraying

    ofdangerous

    chemicals such as Glyphosate ( in Roundup Ultra,

    Touchdown) and regulate the use of chemicals in

    harmony with the Annex 3 list of the Rotterdam

    Conventionon47hazardouschemicals.

    OrganicFarmingnationwidewithanaimofmakingSt.Vincentand

    theGrenadinesthe1sttotallyorganicfarmingnationintheOECSand

    CARICOM.SVGwill lead theway inour region,becomea sourceof

    education on the subject, emerge as a foodbasket of the region and

    becomeanexampleofsustainabilityinAgricultureandfoodsecurity:

    Strategicallyengagecurrentlocalorganicfarmers/expertsinknowledge

    sharingonsuccess inorganicfarming, includingsubstitutingchemicals

    withnaturalorbiopesticides(herbicidesandfungicides).Forexample

    TimorexGold orMelaleucaAlternafolia (Tea TreeOil) known for its

    successinfightingBlackSigatokainBananasandotherfungusinother

    crops.ThishasbeensuccessfulinSouthAmericanCountries.

    AdoptmodelsfromCountriessuchasBhutaninSouthAsia,bybringing

    inexpertstoinformonthescienceandeconomicsoforganicfarming,as

    wellasontraining,marketingandcertification.Wewillconducttraining

    programswith

    farmers

    inorganic

    farming

    tostrengthen

    their

    capacity

    andabilitytotransformtheirfarmingculturetoOrganic.

    OurAgriculturalPlanwillalsoemphasizeandencouragethefollowingto

    assistfarmers:

    Early and consistent consultations with Farmers nationwide for

    guidance and input into the development ofAgriculture policy in

    SVG

    Vigorousrepairsofandintroductionof newfeederroadstofarms.

    Assistingfarmerswithwatermanagement andwateraccessissueson

    farmstosustainactivityduringdryweatherpatterns.

    TheDRPwillalsoencourage:

    Direct Marketing Outlets for Farmers locally (for fairness among

    farmersandFoodTraffickers)

    Through

    our

    policies

    and

    plans theDRP will facilitate the creation ofA NEW INDUSTRIAL

    REVOLUTION here. We will facilitate the return, modernization and

    introduction of industries and factories from which we will produce

    uniqueVincentianproductsforlocalconsumptionandforexporttoglobal

    markets.

    ThiswillincludeAgriculture,Fisheries,WaterbasedindustriesforAgro

    processing,Industriesforcosmeticsandmedicinaldevelopment(from

    Agro produce) andAssembling factories (Electronics and Technological

    equipment).Someexamplesare:

    Fruit& FoodProcessingMakingJuices,Jams,Jellies,Dried fruitwith

    Farine

    Cereals,

    Peanut

    Butter,

    RENEWABLEENGERYPOLICY

    Inordertoensureweareabletocompeteinthisnewindustrialrevolution

    weseek

    tocreate

    ,the

    DRP

    recognizes

    our

    need

    for

    clear

    renewable

    energy

    policies.WewillpursuegreateremphasisonSOLARandWINDenergy

    production, as well as building on GEOTHERMAL Energy plans and

    projects in a manner that is sustainable for our people, business

    developmentandpreservationoftheenvironment.

    SOLARandWINDEnergyarelikeGodsgiftsthroughthesunandwind

    to us and we will develop a policy which facilitates every home and

    businesswho desires to go off the grid in energy provision. ThisDRP

    governmentwillgivetaxbreaksandotherincentivestopersonswhowish

    topurchasesolarpanels,encouragingourelectricitycompanyVINLECto

    promotearewardsystemforsurplusenergythatfeedsintotheirgrid.

    We will also research adequate locations forWIND farms in order to

    sourceWIND ENERGY for SVG. These will serve to reduce the Fuel

    surchargeassociatedwithdependenceonFossilFuelsbasedproductionof

    energyorelectricity.

    Heartprinciple

    TheDRPwillrecruitVincentianexpertsathomeandintheDiasporato

    lead technically in thisarea.Wewillcarefullystudycurrent initiativesandseehowbesttheycanbemanagedandincorporatedintoourpolicy,

    ensuringVincentiansreceivethebestinthelongrun.Finally,anymajor

    investmentandprojectinthisareawillseeaDRPgovernmentcreating

    opportunity for the average Vincentian, both at home and in the

    Diaspora,toearnsharesinthedevelopment.

    TOURISM,FOREIGNAFFAIRS&TRADE

    UnderaDRPgovernmentTourismRevenuewillgrow.

    Wewillmaximizeourpotentialas theuniqueTouristDestinationwhichtheDRP leadership understands constitutes our ThirtyTwo (32) Islands

    andCays,whichremaintheGemsoftheAntilles.OurTourismpolicywill

    bedrivenbyvigorousandongoingResearch,StrategicPlanningbased

    on such Research, Product Development accordingly and adequate

    financial input into theMarketing of ourDestinationwith its various

    productofferings.Wewill workwithTourismexpertsinSVG,includingourDiaspora,todevelopexcitingprojectsaroundournaturalofferings.

    ThisDRPgovernmentwillcreatetherightenvironmentforprivatesector

    initiatives and partnerships tobuild on already existing Tourism niche

    marketsaswellaspursuenewandlucrativenichemarkets.Theseinclude

    butarenotlimitedto:

    Yachting SVGisthepremiumYachtingDestinationintheCaribbean.

    Water Sports/Activities Tourismthis is indemand and theDRPwill

    facilitateitssafedevelopment.

    Cruise Tourism TheDRPwill target quality above quantityQuality

    Visitorsspendmore.VisitorexpenditureishigheramongEuropeanand

    othernontraditionalmarkets.

    Eco&NatureAdventureTourism(CableCars,Zipliners,Hiking).

    Science&GeologicalResearchTourismaroundourrich,volcanicsoils.

    This area targets Researchers, University students in Geology,

    Volcanology,Soilsstudiesandmore.

    Tourism Development cannot be successful without adequate

    transportationaccesstotheDestination.ThisDRPGovernmentwill early

    engage experts to carefully assess the statusof theArgyle International

    Airport(AIA)projectcurrentlyunderway,withaviewtocompletingitfor

    safeandproperoperationalization toensure the successofourTourism,

    AgriculturalandIndustrialDevelopment.

    FISHERIES

    TheDRPunderstandsthepotentialthatSVGhasinthisareaandwillwork

    withtechnocratsandexpertsinthisarea,fromhomeandabroadtoensure

    that this potential is fullymaximized for the economicbenefits of the

    fisherfolk of our Country and indeed our Country itself. As indicated

    underourIndustrialRevolutionplan,theDRPwill:

    Facilitate the creation of industries in the area of canned fish and

    cornedfish.

    Pursue the setup offish farms for the farming ofproduce such as

    shrimp,lobstersandothertypesoffishdemandedontheregionaland

    othermarkets.

    ThroughdiscussionswiththeRepublicofChinaonTaiwan,wewill

    aim toprovidegreaterassistance toourVincentianfishers tobenefit

    from their quota in fishing in the Atlantic through the right tools

    (vesselsetcetera).

    WewillalsoensurethatSVGcomplieswithinternationalregulations

    and requirements in the area of Fisheries in order to restore

    confidence inour states compliance statusand regainopportunities

    accordingly.

    REVOLUTIONINHEALTHCARE

    In theareaofHealthCareourgovernmentwillbringabouta revolution

    basedonourduty toenhanceandprotect the right to lifeofourpeople

    and allwithin our shores.Wewill promote an exponential (or rapid)

    development in health care and the availability of medicine for the

    peopleofSVG.Amongthemeasureswewilltakearethefollowing:

    Provideadequatesupplyofmedicationatallhospitalsandcommunity

    clinics,ensuringthatdrugstotreatHIV/AIDSpatientsareavailableat

    clinicsalso,accordingtoneed.

    Educate thepopulation into theuseof local fruitsandvegetables,as

    foodswhich serve as naturaldrugs andmedicine for the prevention

    and cure of diseases. This will include revolution of the Schools

    Feeding Program into amore healthy one, partnering actively with

    localfarmersandothercitizenstodonatefruitsandvegetables toour

    schoolskitchens.

    ofthestateofSVGandthecurrentweatherpatersresultingindangerous

    rainfallandfloodstowhichweareprone.

    DISEASES&MEDICINE

    TheDRPisveryconcernedwithournationscurrentabilitytoprepareto

    address newdiseases inourenvironment, suchasChikungunya,Ebola

    and even the ZikaViruswhich the PanAmericanHealthOrganizationrecently announced is now confirmed in the Caribbean Community

    (CARICOM). Throughactive andongoingresearchweproposeaspecial

    measure for our people which willbuild immune health and provide

    servicetootherCountriesregionally.ItiscalledSilver.

    MAKINGSILVERNUTRIENT

    NanoSilverorColloidalSilver as it is

    alsocalledisanaturalimmunebuilder

    nutrient which studies have proven

    neutralizes hemorrhagic fever typed

    viruses such as Ebola and Marbug

    Viruses.TheUnitedStatesDepartment

    of Defense study, cleared for public

    release in 2009, revealed that Nano

    silverinhibitsEbolavirus.Thisnutrient

    wasusedintheAfricannationofSierra

    Leone in 2014 to treat Ebola Patients

    successfully, according to a report from theirMinistry of Information.

    Silver is also sold currently in the region, inBarbados andTrinidad for

    example. Silver suspended in water and

    silvergelareusedforingestionandtopical

    applicationtoaddressvirusesandbacteria.

    The DRP will acquire further research

    hereandwill:

    Import silver rods (99.9% silver) to

    SOCIALDEVELOPMENTFORLIFE

    OurSocialDevelopmentplanforSt.VincentandtheGrenadinesbeginsat

    the foundation, that is, with a focus on our children as themen and

    womenof tomorrow and therefore the fabricofVincentian society.Our

    planwill also reform the Family Services department to providemore

    effective service to ALL and we will place special emphasis on the

    situationoftheelderly,childrenwhoarefatherlessormotherlessandthe

    disabledcommunity.

    MINISTRYOFCHILDRENSPROJECTS

    TheDRPproposestheestablishmentofaMinistryofChildrensProjects.

    Through this ministry we will investigate, discover and implement

    projects in communities throughoutSVG for children to learn skillsand

    talents for lifeto use their hands for life. There will be a focus on

    developingindustriousandentrepreneurialtraitsinthem.

    The disabled community is one of themost vulnerable among us and

    sadly,oneof themostneglected.TheDRPhasa comprehensiveplan to

    address their socialdevelopment accordingly, showing great respect for

    nation, the DRP proposes a Ministry of Rural Development with a

    difference.

    MINISTRYOFRURALDEVELOPMENTNoArealeftBehind

    Although calledRuralDevelopment, thisministrysworkwill focus on

    ALLconstituencies.ThusthemotoNoAreaLeftbehind.Theministry

    will also prioritize development in areas that aremost rural and have

    suffered largely fromneglect andunderdevelopment.Thisministrywill

    manageabudgetwhichisgeareddirectlytowardsdevelopmentalprojects

    identifiedineachconstituencyaccordingtotheirneeds.

    Thefunctionsofthisministrywillfacilitatelocalgovernmentexperiences

    where the implementation ofprojects in all constituencies is concerned.

    Projectscanbe identifiedand lobbiedforbyconstituencyrepresentatives

    inconsultationwiththeirconstituents.Theministryprocesswillallowfor

    accountability and avoid corruption. It will also guarantee greater

    representationattheconstituencylevelbyelectedmembersofparliament.

    In this constituencydevelopmentwork theDRPwill lift the imageof

    our capital Kingstown. By working with Planning experts we willensure that Kingstowns appearance is improved with green spaces,
