WHEEL WASH THE 4th QUARTER 2015 SETTOON TOWING As you all are aware, we have kicked off our 2016 Safety Culture Improvement Initiative (SCII). The goal of SCII is first to benchmark our existing safety culture and then to develop a plan for improvement. We are convinced that improving our safety culture is absolutely necessary for Settoon Towing to reduce the number of vessel-related incidents and injuries. Incidents and injuries are very expensive, not only in the millions of dollars of actual damages and medical expenses, but in the confidence our customers, insurance underwriters and most importantly our employ- ees have that we will safely deliver cargo! We recently sent all mariners a Vessel Safety Culture Questionnaire to their homes with a stamped return envelope. We sent the surveys to your homes so you can remain anonymous. We do not want anyone to feel their responses will single out any particular person or vessel. It is more important that the surveys are completed as truthfully as possible. The survey results will assist us in benchmarking our existing safety culture. And, once we have completed the benchmarking, we will develop a plan to improve our safety culture. 1. CommunicationCommunications are open and effective: Healthy communication channels exist vertically and horizontal-ly within the company. Managers and masters are prepared to listen as well as speak. Everyone has, andunderstands, all the information required for safe operations. Communication channels are monitored fortheir effectiveness.

2. EmpowermentIndividuals feel empowered to successfully fulfill their safety responsibilities: The Company provides cleardelegation of, and accountability for, safety-related responsibilities. Each member of the workforce is pro-vided the authority and resources to allow success in his/her assigned roles. Each member of the work-force accepts and fulfills his/her individual safety responsibilities. Management expects and encouragesthe sharing of safety concerns by everyone in the company.

3. FeedbackManagement responses to safety issues and concerns are timely: Priority is placed on the timely commu-nication of, and response to, outcomes of incident investigations, audits etc., to the workforce.Mismatches between practices and procedures (or standards) are resolved in a timely manner to preventnormalization of deviance. The workforce is encouraged to raise safety concerns, which are resolved in atimely manner.

4. Mutual TrustRelationships are characterized by mutual trust: Members of the workforce trust managers to “do theright thing” in support of safety, and are expected to shoulder their share of responsibility for perform-ance, and to report potential problems and concerns. Employees trust the motivations and behaviors ofpeers. There is confidence that a just system exists where honest errors can be reported without fear ofreprisals.

5. Problem IdentificationPotential problems are readily identified: Each member of the workforce has experience, and/or training,in how to recognize unsafe acts and conditions, and how to take steps to avoid or mitigate them.

6. Promotion of SafetyManagers promote safety as a core value: Managers lead in promoting safety as a core value in the com-pany. Visible, active, and consistent support for safety programs and objectives exists at all levels of man-agement within the company. Managers are seen to be committed to doing what is right, demonstratingtheir values through their communications, actions, priorities, and provision of resources. This value cas-cades down through all levels of the company.

7. ResponsivenessCrew members are responsive to the demands of the job, including unexpected events and emergencies:Crew members are encouraged to get adequate rest between shifts to maximize their alertness andreadiness to respond during their work periods. All crew members are provided with emergency prepared-ness training and full personal protection equipment (PPE).

8. Safety AwarenessA strong sense of safety awareness pervades the company: Each member of the workforce has an aware-ness of his/her responsibilities with regard to safety to self, co-workers, the company, and to the environ-ment. All employees feel accountable for their own actions, and collectively for the actions of their col-leagues/crew. There is a strong individual and group intolerance for violations of established safety per-formance norms.

With great pleasure, I announce the following promotions effective December 9, 2015.

Mike Ellis is now President and Chief Operating Officer. Since joining us nine years ago, Mike has servedas our Executive Vice President responsible for various aspects of the Company including operations, riskmanagement, marketing and financial management. Mike has over twenty years of experience in themaritime industry and also serves on our Board of Directors.

Blaine Mitten is now our Chief Financial Officer. Since joining us several years ago Blaine has served asour treasurer and Financial Analyst. With more than thirteen years of experience in financial manage-ment and ten of those years with marine companies. Blaine is instrumental to our financial planning,banking and marketing support efforts. Blaine also now joins our Senior Management Team.

In addition to these announcements Alex Pucheu, our General Counsel has been appointed as Secretaryto the Board of Directors.

Mv. ALERTA A. SETTOON Settoon Towing, as “Goal Zero Heroes!

What happened?On August 22, 2015, at 0630 hours, the crewaboard the Shell Trading US Company time char-tered tug Mv. ALVERTA A. SETTOON and the timechartered barge SMI 753 were preparing for load-ing operations at a third party terminal. Duringthe pre-transfer inspection, the terminal providedcargo hose was identified by the tankerman to bein very bad condition and he did not feel safeusing it. The tankerman, using STOP WORKAUTHORITY, raised the issue to the Captain of theMv. ALVERTA A. SETTOON and the Captain theninformed the facility operator that they were refus-ing to load crude oil with the provided cargo hose.The terminal did not have a replacement hose tooffer. The Mv. ALVERTA A. SETTOON was thengiven new cargo orders by Shell Trading USCompany to proceed to another terminal to loadcargo. A day later, the original terminal installed anew cargo hose.

This INTERVENTION by the crew of the Mv. ALVERTA A. SETTOON to identify and reject this unsafecondition, thus delaying commercial operations and preventing a likely environmental effect, is inkeeping with the highest standards of the maritime industry and fully meets Shell Shipping andMaritime’s expectations. Shell commends the crew of the Mv. ALVERTA A. SETTOON and SettoonTowing, for their attention to detail and safety leadership!

To eliminate marine incidents, we must question. We must be curious. We must intervene!

Who are Goal Zero Heroes?A Goal Zero Hero is someone who emphasize Shell’s three HSSE Golden Rules:

• Comply with the law, standards and procedures • Intervene in unsafe or non-compliant situations • Respect our neighbors

The rules emphasise our individual responsibility while encouraging us to help our colleagues andrespect our neighbors. For example, they encourage us to get involved if we see someone break-ing the rules. And they help us to understand why others step in to help if we are failing to comply.They are there to motivate us all to do the right thing, from the most senior to the most junior mem-ber of staff. Golden rules in their own right achieve nothing. It’s vital that we put them into prac-tice. We must apply the rules to everything we do, every day, and in every activity. No matter whatpressure we are under, the Golden Rules come first.

August 15, 1922 - November 26, 2015Genevieve Theresa "Gee" Settoon, 93, a longtime residentof Morgan City and a recent resident of Belle River, andAunt of Russ Settoon passed away on Thursday,November 26, 2015 at 2:30pm at Plaquemine CaringCenter. The following is excerpted from her obituary. Geewill be missed by many in the community and by her fam-ily. Born on August 15, 1922 in Bayou Pigeon to Archieand Amelia Settoon, Genevieve was a beloved daughterand sister. She worked for most of her life in managementwith The Morgan City Motel. She is survived by her brotherIrvin Settoon Sr.; 2 sisters-in-law: Grace and ShirleySettoon; and 23 nieces and nephews. She is preceded indeath by her parents; 7 brothers: Alvin, Sterling, Marshall,Dudley, Albert "Beat", Fred and George (died in infancy),

and 2 sisters: Alverida "Alverta" Gros and Anna Mae (died in infancy). Gee lived well intoher nineties just like her sister Alverta Gros. Below is a picture of the two of them in 2008at the Christening of the Archie C Settoon the Settoon Boat named in honor or their father.She will forever be remembered and will travel the waterways daily with our Settoon TowingFleet.

The Settoon Towing Management Team meeting was held at thePetroleum Club of Morgan City, again in December. During the meet-ing the management team were able to discuss company statistics,plans for improvement and goals for 2016. They also discussed thebarge industry and market at this time and how Settoon Towing isprepared for the long haul. Settoon’s strong capital structure andcost saving initiatives will help during the downturn. Russ mentionedthat it was another successful year and he’s looking forward to theNew Year and remember ALL TEAM MEMBERS MAKE A DIFFERENCE!

Getting To Know...Josh Toy

Josh was born and raised in Columbus, Ohio andhas been in Louisiana for the past forty plus yearsand never looked back. He came down from theNorth to slap chain on the drilling rig and ended upon a boat and never got off. Josh has been withSettoon Towing for fifteen years. He enjoys travers-ing the bayous, while admiring the natural beautyof the wildlife, but observing the eagles is hisfavorite thing to do. Before working for SettoonTowing Josh worked on offshore boats. He went

from unlicensed engineer to unlicensed pilot and then decided to comeinland and that’s when he got on his first tow boat. He has been on atow boat ever since then for the past thirty eight years. Growing up, healways wanted to be a jet pilot and boats were his hobby. When askedwhy Settoon Towing, Josh stated that he likes the family oriented baseand he can always go one-on-one if he has any questions or needs help.The direct communication is always there for you, whereas in a corpora-tion it’s more difficult to get the support that Settoon Towing has to offer.When Josh is not working he enjoys traveling to the islands. With the upcoming winter months approaching, it is important tostay warm in cold climate conditions. Some of our vessels travelto areas of dangerously low temperatures. When exposed to coldtemperatures, your body begins to lose heat faster than it can beproduced. Prolonged exposure to cold will eventually use up yourbody’s stored energy. The result is hypothermia, or abnormally lowbody temperature. Body temperature that is too low affects thebrain, making the victim unable to think clearly or move well. Thismakes hypothermia particularly dangerous because a person maynot know it is happening and won’t be able to do anything aboutit. Hypothermia is most likely at very cold temperatures, but it canoccur even at cool temperatures (above 40°F) if a personbecomes chilled from rain, sweat, or submersion in cold water.

Warnings signs of hypothermia:•shivering, exhaustion•confusion, fumbling hands•memory loss, slurred speech•drowsiness

If you notice any of these signs, take the person’s temperature. If it is below 95°, the situation isan emergency—get medical attention immediately.

If medical care is not available, begin warming the person, as follows:•Get the victim into a warm room or shelter.•If the victim has on any wet clothing, remove it.•Warm the center of the body first—chest, neck, head, and groin—using an electric blanket, ifavailable. Or use skin-to-skin contact under loose, dry layers of blankets, clothing, towels, orsheets.•Warm beverages can help increase the body temperature, but do not give alcoholic beverages.Do not try to give beverages to an unconscious person.•After body temperature has increased, keep the person dry and wrapped in a warm blanket,including the head and neck.•Get medical attention as soon as possible.

A person with severe hypothermia may be unconscious and may not seem to have a pulse or tobe breathing. In this case, handle the victim gently, and get emergency assistance immediately.Even if the victim appears dead, CPR should be provided. CPR should continue while the victim isbeing warmed, until the victim responds or medical aid becomes available. In some cases,hypothermia victims who appear to be dead can be successfully resuscitated.

Adding / Removing Dependents from InsuranceWhile you are generally only allowed to change your benefits elections during the open enrollmentperiod each year, certain life events provide an exception. Those life events allow you to changeyour benefits elections in the middle of the plan year if certain requirements are met. The follow-ing are examples of types of life events that may allow you to change your benefit elections duringa plan year:• Birth/Adoption of child• Change in Insurance Coverage• Change in Employment Status• Death of Dependent• Dependent Child Reaches Limiting Age• Divorce/Annulment• FMLA-related Leave• Legal Separation• Marriage• Spouse Loss of Other Coverage

Please notify Human Resources immediately if you experience any life event changes so that wecan ensure there is no interruption or error in your benefits. When a life event occurs, you have31 days from the date of the life event to make the adjustment to your policy. If you do not haveany life changing events and would like to add / remove a dependent from your policy, you maydo so during open enrollment. Open enrollment for benefits is during the month of June, with aneffective date of July 1st each year. Be on the lookout via e-mail for the necessary forms to com-plete during open enrollment if you plan to add / remove someone from your policy that does notmeet a qualifying event. Please contact Human Resources with additional questions.

Importance of License RenewalsIt is VERY important that you pay attention to all expiration dates on all credentials; Driver’sLicenses, TWIC Cards, USCG Licenses, Medical Certificates, Radar Renewals, Radio Licenses andany other credential required to legally perform your duties. We have built within our system e-mailreminders that go out to all employees. Please do not wait until the last minute to apply for anyrenewals. Some renewals take longer than others & with an expired license, you will be unable toperform your duties. This is your livelihood guys – PLEASE put this front & center. Your careerdepends on it!

Our Settoon Towing TeamBy: Kellie Burnett

Breaking ground for our new operations facilityseems like yesterday. Russ purchased the prop-erty in 2013 and immediately started to roll outhis vision for the eleven acres of property thatincludes a boat slip not far off of the ICW. Thenew facility houses shore based operations per-sonnel, safety, training, dispatch, purchasing,maintenance, and human resource supportoffices, a crew change area, training facility aswell as a supply and grocery warehouse. Theinnovation and inspiration that Russ envisionedproved the commitment that he has for hisemployees and the marine industry. Russ hasstated before that success is not always easy, it

is not about luck, but it is about being aggressive, decisive,focused and lots of hard work. Recently, I visited the Gibson officeand I enjoyed seeing the employee’s smiles as they worked dili-gently at our new state of the art facility. While visiting we had afew vessels in the slip that I was graciously invited to tour. Thisopportunity allowed me to capture pictures of some vessels, crewmembers and staff. I enjoyed their enthusiasm for the cameraand hearing their reasons why they love working for SettoonTowing.While visiting and touring the facility I was over-whelmed with the gratitude and positive attitudestowards Settoon Towing as a Company and RussSettoon’s leadership. I can honestly say Settoon Towing is by far thebest company I’ve worked for! I truly enjoy work-ing with everyone here. Settoon Towing is likeone big family (my opinion). To be honest I don’t even know where to begin… Appreciation… wow! that doesn’t even begin to describe it. Russhas helped me in more ways I can count. I started a family working here and have watched them grow. I’ve watchedSettoon grow over the last few years as well. More importantly I’ve been able to look back at all the help, and all theOpportunities, Russ has given me that have helped ME grow. I’ve never felt like a number here. I remember when Imet Russ for the first time in the back of Houma, I didn’t know who he was, but he knew me by name. This list couldgo on and on. In short to keep this from turning in to a novel… I would have to say “Thank You for the opportunities,Thank You for the growth, and Thank You for the chance to succeed. Without Settoon I can definitely say I wouldn’tbe where I am today. That’s not something to take lightly nor is it something that can be explained in one word, butI am and will continue to be forever grateful.
