2012 ANNUAL REPORT ENVIRONMENTAL EDUCATION AND INFORMATION SECTION

Environmental education (EE) places a vital role to promote communities at

all level their responsibilities on the environment. Hence, EE is the process to develop awareness, knowledge and concern on environment to the people through acquisition of skills, motivations and commitments to work individually and collectively toward the solution of current environmental problems and the prevention of new ones.

As such, the Environmental Education and Information Section (EEIS) of

DENR-Environmental Management Bureau (EMB) XII had spearheaded activities on the conduct of special events for national and international environmental celebrations in support to major environmental laws in the region. The office also implemented activities in line with Republic Act (R.A.) 9512, otherwise known as the Environmental Awareness and Education Act of 2008. The law aims to promote environmental awareness through environmental education (EE), as well as the integration of EE in the school curricula at all levels.

In 2012, the EEIS highlighted specifically on climate change adaptation

and mitigation; the protection of the ozone layer; proper solid waste management; air and water quality management; and integrating environmental education in all levels of education through coordination with relevant agencies such as the Department of Education and Commission on Higher Education. Also, distribution of information, education and communication (IEC) materials was done during the different celebrations pertaining to the environment to increase public awareness and strengthen advocacy of environmental protection.

The activities targeted for 2012 were successfully attained and

accomplished due to vigilant IEC campaign of the office in its mandate to raise environmental awareness in the region. The active support from the office, particularly in augmenting the manpower of the EEIS, and the coordination and invitations from other agencies, schools, non-government organizations, private sector and the civil society also led to the successful implementation of the various programs and activities of EMB XII.

• Earth Hour spearheaded by Local Government Unit (LGU) City of Koronadal along Gensan Drive, City of Koronadal on March 31, 2012.

• Green Caravan was conducted on April 17-19, 2012 which started from five (5) cities, namely: Zamboanga, Cagayan de Oro, Surigao, Cotabato and Davao City, in which all the participants converged at Davao City. The activity aimed to increase awareness of Mindanaonon on the serious environmental issues and the need to take resolute action. The organizers and members of the Earthsoul Solutions distributed educational materials on organic farming and environmental protection en route. This activity was sponsored by Department of Agriculture, DENR, Department of Agrarian Reform (DAR), Department of Interior and Local Government (DILG), Technical Education and Skills Development Authority (TESDA) and

LGU of Davao City.

• 1st Mindanaonon Environmental Summit was conducted

at NCCC Convention Hall, Davao City on April 20-22, 2012. The summit’s theme was “Nurturing Mother Earth thru grass-root environmental; protection and organic farming.” Among the topics discussed were about climate change and its impact to farmers; natural/organic farming and ecological solid waste management.

• Gaeatic Fair was conducted at St. Alexius College, City of Koronadal on April 20-21. The fair was collaborated with Mission Koronadal. It was a two-day activity which enclosed various activities such as: trade fairs like selling of second hand clothes, native products and plants; lectures about mobilizing citizens in saving Mother Earth and increase awareness about renewable energy; contests such as poster making and quiz bee; and film viewing about climate change. This activity was partnered with Mission Koronadal, an association of young environmentalists in the City of Koronadal.

• Inauguration of New Building was conducted at EMB New Building, Regional Government Center, Brgy. Carpenter Hill, City of Koronadal on April 25, 2012. The activity provided a venue showcasing the EMB XII Green Building and recognizing the efforts of the people behind the fulfillment of the dream of EMB XII to have its own office building.

c. World Environment Day/ Philippine Environment Month One (1) event

• Alay Lakad para sa Kalikasan and Hataw was conducted at the DENR XII Compound on June 5, 2012. It was the opening program of the region in celebrating the Philippine Environment Month and 25th Anniversary of DENR.

• A Media Forum was also conducted at DENR XII Conference Room on June 7, 2012. Press from radio stations and newspapers in the local were invited to be aware on the activities of the region in celebrating the Philippines Environment Month and 25th Anniversary of DENR. The reporters were given a chance to ask questions to the different regional directors and technical directors on issues concerning our environment. Engr. Leonard C. Moliva, Air Quality Management Section Chief, represented Director Datu Tungko M. Saikol during the forum.

• DENR Family Day celebrated at DENRO XII Compound with the theme: “Pasasalamat! Dalawampu’t-limang Taong Pagtutulungan” on June 14, 2012.

• MOA Signing for Adopt-an-Estero Adopters was also

conducted at DENRO XII Compund, Aurora St., Zone III, City of Koronadal on June 14, 2012. Ten agencies in the province of South Cotabato and Sultan Kudarat signed the MOA. These agencies are the following: Local Government of Barangay Morales, Police Provincial Office of South Cotabato and Sultan Kudarat, Rotary Club of Koronadal and Polomolok 101, Free and Accepted Masons, Society of Filipino Foresters in the Philippines, Tribal Mining Corporation, BJ’s Lechon House, and Ace Centerpoint.

• The DENR XII had long established its Sportsfest during environment month for the purpose of engaging employees in physical activities and sports. DENR Sportsfest proceeded from 18th day of June until 26th. The games were Basketbal Men, Volleybal Men and Women, and Badminton Doubles.

• The South Cotabato Airshed Governing Board members enjoined by EMB XII conducted a Roadside Mobile Apprehension Campaign situated at Gensan Drive, Brgy. Morales and Uptown, City of Koronadal. There were 47 vehicles inspected. Out of the 47 vehicle inspected, 16 failed and 31 passed the smokemeter tests.

• On DENR Radyo Serbisyo, the DENR XII 30-minuter radio program, Ma. Socorro C. Lanto guested to give information and updates to the listeners about the Priority Programs of EMB XII and about Adopt-an-Estero Program. DENR

Radyo Serbisyo is a regular program of DENR XII at FEBC 1062 DXKI with time slot every Thursday 4:00 to 4:30 in the afternoon.

• In line with the celebration of World Arbor Day, DENR XII

employees planted trees right after Flag Ceremony and Welcome Program for the New Regional Executive Director Adeluisa G. Siapno, CESO II at Tantangan, South Cotabato on June 25, 2012.

• DENR-EMB XII participated on the 2nd Tree Growing Festival spearheaded by the city local government of Koronadal at Quezon Mountain Range in City of Koronadal on June 29, 2012. The event aimed to plant 250,000 trees to benefit 435 farmers. The trees planted were coconut, coffee, cacao, assorted fruit trees and hardwood seedlings. This strategy ensured that planted trees will not be lost by kaingin (slash-and-burn farming method) or be made charcoals. Furthermore, the City LGU made those 435 farmers sign a MOA for this matter.

d. National Clean Up/Ozone Protection Month One (1) event report

• In the celebration of 2012 Ozone Protection Month, EMB XII sponsored a Flag Raising Ceremony at DENR XII Compound, Aurora St., Brgy. Zone IV, City of Koronadal on September 10, 2012. RD Saikol (now RED) reported the accomplishments of Montreal Protocol Implementation as a whole and essence of celebrating the 25th Anniversary of Montreal Protocol.

• Also during the Celebration of Ozone Protection Month,

Toxic Chemicals and Hazardous Waste Section Chief Engr. Elias G. Mamongcal guested the “EMB Dose sa Himpapawid”. He talked about Ozone Depleting Substances and preventive measures in protecting the ozone layer on September 11, 2012.

• In celebrating the Philippine Clean Air Month, “EMB Dose sa Himpapawid” guested Engr. Leonardo C. Moliva, the Air Quality Management Section on November 6, 2012. He discussed about Philippine Clean Air Act of 1999 also known as Republic Act 8749.

• 3rd South Cotabato Recyclable Waste Fair spearheaded by South Cotabato Provincial Environment Management Office (PEMO), in partnership with city/municipal governments of South Cotabato, DENR-EMB XII and Department of Education (DepEd) XII, the business sector, academe, non-government organizations (NGOs) and other concerned organizations, was conducted at Productivity and Technology (ProTech) Center, Alunan Avenue, City of Koronadal on November 22-23, 2012. Activities conducted were: buying of recycled wastes, recycled product showcase, Search for Green Earth Young Ambassador and Ambassadress (or the Search for Mr. and Ms. Recyclables that highlighted recycled attires), Environmental Quiz Bee and the Awarding of the 2012 Search for Model Schools in Solid Waste Management (SWM) Implementation within the Province of South Cotabato.

a. A radio program dubbed as “EMB Dose sa Himpapawid” was launched on August 7, 2012 at Far East Broadcasting Company 1062 DXKI. This regular program is aired every Tuesday 4:00 PM – 4:30 PM.

• EMB XII launched the pilot episode of “EMB Dose sa Himpapawid” at Radio Station DXKI (1062 khz), Brgy. Morales, City of Koronadal on August 7, 2012. Regional Director (now Regional Executive Director) Datu Tungko M. Saikol shared the mandates and programs of DENR, particularly of EMB. The radio program was hosted by Bai Soraya L. Meditar, the OIC-LEED/Chief, EEIS. Furthermore, the program also has news reporting and environmental tips segments provided by Ms. Maysheen B. Collong and Ms. Emma M. Cadagat.

• National Solid Waste Management Commission Secretariat Executive Director Emelita C. Aguinaldo was the main guest on August 14, 2012. She discussed the present developments/status of Republic Act 9003 also known as the Ecological Solid Waste Management Act of 2000 in national aspect.

• Solid Waste Coordinator/Section Chief of EMB XII Mr. Jhul Tare guested the August 28, 2012 episode. He discussed the present developments of R.A. 9003 in regional aspect.

• Water Quality Management Section Chief Engr. Bolawan M. Sambari and WQMS staff Ms. Maricel T. Olog guested the September 4, 2012 episode. They discussed Philippine Clean Water Act of 2004 also known as Republic Act 9275’s salient points and updates.

• Toxic Chemicals and Hazardous Waste Section Chief Engr. Elias G. Mamongcal guested the September 11, 2012 episode. He talked about Ozone Depleting Substances and preventive measures in protecting the ozone layer.

• Laboratory Section Chief Engr. Leoncia Rellon guested the

September 18, 2012 episode. She discussed the process of classification of waterbodies and the classified waterbodies in the region.

• 2nd Negosyo Week Festival and 12th City Charter Anniversary of Koronadal (October 2-7, 2012) Promotional Activity on October 2, 2012.

• Consumer Month promotional activity through radio guesting, Ms. Mary Ann Morales, Consumer Welfare Chief of Department of Trade and Industry (DTI) XII guested the October 9, 2012 episode. She discussed about the Welfare of every consumers and what to expect on the Consumer Month celebration.

• To support the celebration of National Statistics Month, EMB XII conducted a Quiz-on-the-air during the airing of “EMB Dose sa Himpapawid” on October 23, 2012. Ten (10) lucky listeners answered the questions prepared by EEIS staff and were given a prize for those who gave the right answer.

• To increase awareness of listeners, Ms. Meditar discussed the listeners the Environmental Impact Assessment System (Presidential Decree No. 1586) on October 30, 2012 episode.

• Air Quality Management Section Chief Engr. Leonardo C. Moliva guested the November 6, 2012 episode. He discussed about Philippine Clean Air Act of 1999 also known as Republic Act 8749.

• Promotional activity of 3rd Recyclable Waste Fair was conducted during DENR-EMB XII’s radio program, “EMB Dose sa Himpapawid” on November 20, 2012. Ms. Elbe M. Balucanag, Environment Management Specialist of Provincial Environmental Management Office (PEMO) of South Cotabato guested on the said program.

• To discuss and understand the air pollutants, AQMS Chief

Engr. Moliva guested the December 4, 2012 episode. He also discussed the preventive measures against pollutants.

• To understand R.A. 6969 or Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990, Ms. Meditar gave some salient points on the said law. She also discussed Philippine Inventory of Chemicals and Chemical Substances (PICCS), Priority Chemical List and the Chemical Control Order (CCO), and enumerated some chemicals on the list on December 11, 2012.

• GAD Committee of EMB Central Office and EMB XII conducted a consultation/training needs assessment (TNA) activity for local government units and non-government organizations of Gender-Responsive Economic Actions for the Transformation (GREAT) of Women Project Pilot Areas within the municipalities of Pigcawayan, Pikit, Aleosan, Libungan, Midsayap, Alamada, and Banisilan, also known as PPALMA-B Alliance in North Cotabato on September 17-20, 2012. Particular interest was the assistance for the arrangements for proposed conduct of seminar on environment. Bai Soraya L. Meditar, GAD Coordinator of EMB XII together with GAD Committee representatives, Ms. Vilma Elpa, Marvin Culajana and Mr. Ernesto B. Jarabe, Chief

of Admin and Finance Division, EMB Central Office visited the mentioned municipalities. Among the projects of local women entrepreneurs monitored by the group were the “tinagtag”, malong (inaul) weaving, pangos dried fish making, and handicrafts. The group also met the local chief executives of the said municipalities. Hon. Bartolome B. Lataza, Jr., Mayor of Alamada, North Cotabato requested the assistance of EMB with regards to their request for the Mines and Geosciences Bureau XII to conduct geohazard assessment at Asik-asik Falls (located at Upper Dado, Alamada) which was still pending at MGB.
