EXECUTIVE SUMMARYIn the pursuit to sustain and strengthenthe implementation of environmentallaws and partnership with variousstakeholders, EMB MIMAROPAcontinually developed the annual targetsthat are of high importance during CY2011 and implement strategies toenhance the programmed activities inline with the mandate and procedure.These accomplishments were madepossible through the hard work anddedication of the regional and fieldpersonnel, the continuous support of thePENROs and CENROs resulting to asignificant contribution in theaccomplishment of the region’s target.Significant of which is theaccomplishment of EIAM Divisionhaving accomplished the targets for themost number of activities as planned forCY 2011. The implementation of EISsystem has declined in number of issuedECCs to 162 from the planned target of224. This is because of the adaptation ofsome projects as specified in the RevisedProcedural Manual for DAO 2003-30.The region organized four (4) clusteredMMT and 15 project-based MMTsduring CY 2011.In the Linis Hangin Program, a total offour (4) free vehicle emission testingactivities were conducted by the teamwhich covered all provinces within theadministrative jurisdiction of RegionIVB and a total of twelve (12) accreditedPrivate Emission Testing Centers(PETCs) operating in the region weremonitored by the PETC RegionalMonitoring Team (RMT). In line withthe celebration of the EnvironmentalMonth the EMB Region IV B organizeda monitoring activity of Private EmissionTesting Centers and Emission testing ofgovernment vehicles. The region alsoconducted a training on Stack EmissionTesting held in Tanza Oasis Hotellocated at Brgy. Capipisa East Tanza,Cavite.
Under the Sagip Ilog Program, two (2)rivers were included under this program,namely: Calapan River located atCalapan City in the Province OrientalMindoro and Mogpog River located atthe Province of Marinduque. Activitiesin this program include data gatheringthrough monthly water qualitymonitoring, pollution sources inventoryand providing assistance to localgovernment unit(s) concerned informulating water quality managementframework. In line with the designationof the Water Quality Management Area(WQMA) in Calapan City, a publichearing was conducted last December13, 2011. Completion of the remainingactivities required for the proposal ofdesignation of a WQMA such as datacollection and evaluation that will beneeded in the final proposal documentwill be given priority in CY 2012.
Laboratory records also showed that theregion has reached a total of 800collected samples for laboratory analysiswhich represents 95% of the annualtarget and accomplished 1790determinations resulting to 128 percentaccomplishment.
The Regional Office together with thesupport from PENROs and CENROsaccomplished all the target activities underToxic Chemical and Hazardous WasteManagement Section. Periodicmonitoring/inspection are being performedto ensure compliance to laws and regulationsrelative to hazardous waste management.
The information and education campaignactivities of the region were intensifiedand sustained, prioritizing the conduct ofcomprehensive lectures to schools,colleges and universities in order topromote the National Programs forSustainable and Eco-friendly Schoolsand to strengthen the implementation ofRA 9512, otherwise known asEnvironmental Awareness andEducation Act of 2008. In line with the

2011 National Search for Sustainableand Eco-friendly Schools, the region hasreceived entries from the differentprovinces. According to the points andranking system adopted by the judges,the regional winners were San MarianoElementary School from Roxas OrientalMindoro, Pres. Diosdado MacapagalMemorial National High School fromGloria, Oriental Mindoro, and PalawanState University from Puerto PrincesaCity. In the National Search forSustainable and Eco-friendly SchoolsElementary level, San MarianoElementary School in Roxas OrientalMindoro was the 3rd place winner in theelementary level and Palawan StateUniversity was the 2nd place winner inthe College level.
In the field of Gender and DevelopmentActivities (GAD), the region conductedseries of lectures and livelihood trainingsto sustain and expand the genderawareness of the region. Also, in linewith the celebration of World Water Dayand Women’s Month, EMBMIMAROPA conducted a motorcadeand MOA Signing for Adopt-an-EsteroProgram in Puerto Princesa City towiden the awareness and participation ofthe localities.
EMB MIMAROPA will continuallyexert effort in terms of managing andpreserving the vast natural resources andaddress the pressing demand to educatethe citizenry to inculcate into their mindsthat each one of us has a role andresponsibility to take care of ourenvironment and mother Earth ingeneral.
This office reiterates its vision to berecognized as a leading example ofecological frontier with equally balancedopportunities to boost economy withoutsacrificing clean and healthyenvironment for the protection of itscitizenry. EMB MIMAROPA pledges to
double the performance of its duties andresponsibilities in protecting, conservingand managing the environment andnatural resources of the region.

INTRODUCTION
MIMAROPA Region is blessed withrich natural resources and biodiversity,fertile soil, vast forest cover andwonderful water bodies. These factorswere the very reason for several parks,mountains and sanctuaries to be declaredas national treasures of the country, thus,posing an extra challenge to the wholeDepartment in achieving its goal ofprotecting and conserving theenvironment.
The region is considered as one of theeconomic assets and tourist attractions ofthe country having those attributes.Thus, there is really a need to achievesustainable development in order toprotect the environmental integrity whileaiming for economic growth of theregion.
Being the head agency in securing theenvironmental and developmentalconcerns of the region, theEnvironmental Management BureauMIMAROPA aims to achievesustainability of both the economy andecology while nurturing the welfare ofthe present and future generation. Thruthe implementation of the variousenvironmental laws mandated to thebureau such as RA 6969, RA 8749, RA9512, RA 9275, RA 9003 and PD 1586as guided by the vision and mission ofDENR-EMB, the region is alsoconsistently performing its duties thru aneffective and efficient implementation ofthe programs and projects under thebureau’s thrusts and mandates.
The region has established partnershipand linkages to the different stakeholdersin order to attain the said objective thatplays very important role in the societysuch as the local government units,government agencies, academe, civil andprivate societies and most especially theindustries/ business sectors. The strong
camaraderie with those sectors helpedthe region to realize not only its targetsand programs but also the advocacies forthe preservation and protection of theenvironmental quality.
With the partnerships created and withthe full support and dedication of theregional and field offices staff in thedifferent DENR PENROs and CENROs,EMB MIMAROPA has accomplishedthe targets and objectives regardless ofthe limited resources and manpower andother constraints faced during theoperations.

II. ECC Compliance Monitoringand Evaluation
a. During the CY 2011, the divisionand field offices’ technical staffsconducted compliance monitoring onprojects within ECAs and accomplisheda total of 600 out of the total targets of546 for an equivalent of 110%accomplishment.
Out of the total numbers of projectsmonitored, 51 firms were issued withNotice of Violations (NOVs) for projectsnon-compliant with the conditions set inthe approved ECC and theEnvironmental Management Plan(EMP).
Likewise, for survey of projects withoutECC, the division accomplished a totalof 162 out of the targets of 160 andissued 53 Notice of Violations (NOVs).Survey of project was conducted todetermine which projects are within/ notwithin the purview of the EIS Systemand for issuance of Notice of Violationfor projects which were operatingwithout ECCs.
b. Monitoring of projects with ECCwas strengthened to ensure that theproponents complied with the conditionsset in the approved ECC and theEnvironmental Management Plan(EMP). This activity guarantees the
effectiveness of environmental measureson prevention and mitigation of actualproject impacts, versus the predictedimpacts used as basis for the EMPdesign and continued updating of theEMP for sustained responsiveness toproject operations and project impacts.
III. Multi-partite MonitoringTeams (MMT’s) for ECP’s,Cluster MMT’s for co- locatedProjects located in ECA’s andProject-based
The division organized four (4) clusteredprojects namely: Southern Palawan ECCHolders Association, Puerto PrincesaSand and Gravel Quarry Operation,Puerto Princesa City Association ofGasoline Refilling Station and Non-ECPProject Association of Narra, Palawan.
Similarly, for project-based MMTs atotal of fifteen (10) were organized, towit:

There were five (5) EnvironmentalCritical Projects monitored namelyRio Tuba Nickel Mining Project andCoral Bay Nickel Corporationlocated at Brgy. Rio Tuba, Bataraza,Palawan; Berong Nickel Corporationlocated at Brgy. Berong, Quezon,Palawan; Malampaya GasCorporation located at El Nido,Palawan; and Puerto Princesa CitySanitary Landfill Project. Further, thedivision conducted monitoring on 57established MMTs.
IV. Other activities
Other activities undertaken by the regionduring the first semester include amongothers the regular updating of the EIA-ISdatabase. This ensures transparency tothe public as well as ready data that maybe needed from time to time. In linewith the identification of projectslocation, whether these are within oroutside of the environmentally criticalareas, the region mapped 84 projectswith issued ECC. EIA Staff werelikewise sent to capacity buildingconducted by the EMB Central Office.
Moreover, the region received and actedon three (3) environmental complaintsfrom the provinces of Marinduque,Romblon and Oriental Mindoro, to wit:
1. Complaint against Utopia ResortProject- Pto. Galera, Or. Mindoro
2. Complaint against Orchid StarProperty Development-Marinduque
3. Complaint against Mr. Rufano’sConstruction of Concrete Riprapand stockpiling of Stores/Boulders – Brgy. Punta, Looc,Romblon
The said complaints were resolvedthrough conduct of survey/ monitoringand technical conference with the clientand complainant.
National Greening Program
EMB MIMAROPA in collaboration withEMB CALABARZON and MAC-BANGeothermal Power Plant conducted atree planting activity at Calauan, Lagunaon September 30, 2011.
A total of 80 individuals from the saidoffices participated in the activity. Thesaid industry prepared the area and alsoprovided the seedlings to theparticipants. More than 800 seedlings ofKalantas (Toona calantas) were plantedat the end of the activity.
Further, the region has obtained support/commitments to the said program fromthe different industries, to wit:

AIR QUALITYMANAGEMENT
Guided by the underlying principle ofthe Philippine Clean Air Act that everyFilipino has the right to breathe clean air,EMB Region IVB (MIMAROPA)conducted various activities within thefive (5) provinces covered by the regionduring CY 2011 spearheaded by the AirQuality Management Section.
Linis Hangin Program
The Linis Hangin program encompassesall activities and efforts in minimizingthe air pollution caused by the three (3)anthropogenic sources of air pollution,namely: mobile, stationary and areasources.
Bantay Usok/Bantay Tambutso
To curb pollution caused by mobilesources of air pollution (e.g. cars, trucksjeeps, tricycles, etc.), the followingactivities under the Bantay Usok/BantayTambutso campaign were accomplished.EMB Region IVB coordinated closelywith the lead implementing agency inregulating motor vehicles, its regionalcounterpart in the Land TransportationOffice of the Department ofTransportation and Communications.
EMB Region IVB strengthened itsmobilization of its Anti-Smoke BelchingUnit during the year under report,making good use of the smoke opacitymeter acquired by the office. A total offour (4) free vehicle emission testingactivities were conducted by the teamwhich covered some provinces withinthe administrative jurisdiction of RegionIVB. The activities resulted to a total offorty (40) diesel-fed vehicles tested fortheir emissions, where five (5) vehicles(12%) failed to meet the vehicleemission standards.
Tables 2.1 below provides thedistribution of the emission testsconducted by EMB Region IVB duringCY 2011.

As per copy of the reports submitted bythe composite team for approval by theRegional Monitoring Committee (RMC),it generally showed that the actual testprocedures and analyzers/ equipmentused by the twelve (12) PETCsmonitored conformed with theImplementing Rules and Regulations ofRA 8749.
Bantay Tsimineya
As mandated under the Philippine CleanAir Act, the Environmental ManagementBureau is the lead implementing agencyin the regulation of stationary sources ofair pollution. The Bantay Tsimineyacampaign encompasses the activities andprograms in the management ofemissions from industries andestablishments.
The Office targeted 400 firms to monitorduring the year. Said activity coveredthose that were previously issued withPermit to Operate Air Pollution Sourceand Control Installation. A total of 344firms were monitored for CY 2011,thereby accomplishing 86% of itstarget firms to be monitored. Eighty five(85) firms (115% of target) were issuedwith Notice of Violation (NOVs) foroperating with expired permit or forviolating with the emission standards.

Out of the twenty (20) stack samplingtests targeted this year to be observed orwitnessed for compliance with theNational Emission Standards for SourceSpecific Air Pollutants, the Office wasable to witness twenty (20) tests fromtwenty (20) industries andestablishments operating within theadministrative jurisdiction of RegionIVB. Prior to the conduct of such tests,EMB Region IVB reviewed the testplans submitted and approved the testbased on the compliance of the test withthe approved methods of sampling andanalysis under the Philippine Clean AirAct.
The firms tested, with the frequency oftest and number of stacks tested arelisted hereunder:
1. Palawan Power Generation,Inc. at its power generation plantlocated at Brgy. Tiniguiban,Puerto Princesa City, Palawan –two (2) sampling episodesconsisting of two (2) stacks
2. Global Business HoldingsPower Resources, Inc. (formerly
Mirant Philippines, Inc.) at itspower generation plant located atBrgy. Papandayan, Pinamalayan,Oriental Mindoro – two (2)sampling episodes consisting oftwo (2) stacks
3. Aggreko International PowerProjects, Inc. for its powergeneration plant located at Brgy.Tayamaan, Mamburao,Occidental Mindoro – one (1)sampling episode consisting ofseven (7) smoke stacks

Bantay Sunog-Basura
During last year CY 2011 for BantaySunog -Basura campaign and its target toprovide technical assistance to six (6)local government units (LGUs) inidentifying priority sites for greening,the PENRO Office has submitted relatedcopies of documents to EMB IVBregional office on implementing ban ofopen burning which is from LGUTorrijos, LGU Mogpog, LGU Sta. Cruzand LGU Gasan.
The areas under the National GreeningProject (NGP) are the identified prioritysites for greening of DENR Marinduquefor C.Y 2011 with the followinginformation: a) Summary of NGP Targetfor 2011 , b)Summary of SeedlingRequirements, c) Summary of Numberof NGP Partners/ Contractors, Site
Preparation and e) PlantationEstablishment.
The coordination with LGUs in theenhancement on the Ban on openburning made it possible for the PENROOffice, CENRO Boac and EMB fieldpersonnel to implement and support theMemorandum dated June 06, 2011regarding LGUs Implementing Ban onOpen Burning in the Province ofMarinduque.
In the adaptation of the Resolution No.40 Series of 2010 entitled “ResolutionEnjoining Establishments, Firm,Company, Government and PrivateEntity/Group and Individuals to Refrainfrom Open Burning of Waste Materialsin their Respective Areas” by theSangguniang Bayan of the Municipalityof Sta. Cruz. The six (6) LGUs in theregion that was targeted by the EMBregional Office and PENRO Office, hasfour (4) LGUs that have alreadyimplemented this resolution on theirmunicipalities. As of now, the PENROOffice of Marinduque has formally sentletters to the two (2) municipalitiesaddressed to their Mayor that has not yetadapted the said resolution andinforming them to pass a resolutionenjoining establishment, firm, company,government and private entity/ groupand individuals to refrain from openburning of waste materials in theirrespective areas.
In order to determine the extent of airpollution within the region, EMB RegionIVB conducted emission inventory toaccount the contribution of the three (3)anthropogenic sources of air pollution,namely: stationary, mobile and areasources. Intensive data gathering,computations and analysis produced thequantified emissions of these sources onthe previous year. The product of thiseffort produced the Baco-Calapan City-Naujan Airshed Air Quality Status

Report (CY 2007-2010). Electroniccopies of the reports were also madeavailable for download at the EMBRegion IVB’s website.
Ambient Air Quality Monitoring
In order to determine if air qualitymanagement programs achieved itspurpose in the improvement of airquality in the area, the Office conductsambient air quality monitoring, incoordination with the local governmentunits (LGUs) and PENROs/CENROscovering the area monitored.
Four (4) established sampling stations,located in the provinces of OrientalMindoro and Palawan, are beingmaintained by the region. Themonitoring of these sampling stationscould not be accomplished without thefull support of the local governmentunits (LGUs) concerned in the area.

EMB-Region IVB continued to maintainthe two (2) established stations withinthe Baco-Calapan-Naujan airshed area,to monitor TSP concentrations at the
City of Calapan and PM10concentrations at the Municipality ofBaco. Table 2.6 presents the details ofthe sampling stations at OrientalMindoro:
Strengthened efforts by EMB-RegionIVB and the ENRO of the ProvincialGovernment of Oriental Mindororesulted to a total of thirty four (34) airquality samples gathered at the CapitolSite station.
Efforts by EMB-Region IVB, PENRO,CENRO and the ENRO of the CityGovernment of Puerto Princesa failed tosustain the monitoring stationsestablished at the city. Without anoperational monitoring equipment,ambient air quality sampling failed.However, Atty. Regidor B. Tulali of theCity-ENRO, prioritized for budgetingamong the city’s projects to repair thesaid equipment. Hopefully, by CY 2012,the sampling equipment will beoperational and monitoring data could begathered again in line with the proposalto establish an airshed within the City ofPuerto Princesa.
Table 2.6 shows the summary of the airquality samples collected at the stationsestablished at Oriental Mindoro. Thesucceeding figures show the assessmentand graphical representation of theambient air quality monitoringconducted during the 1st quarter of CY2011 at Oriental Mindoro. Results of themonitoring at Station 1 (Capitol Site)during 1st quarter of CY 2011 showed20% of the samples gathered failed tomeet the National Ambient Air QualityGuideline Values (NAAQGV) for TotalSuspended Particulates (TSP).

EMB Region IVB also celebrated theEnvironment month at Calapan Citywherein one of the activities organized isthe monitoring of Private EmissionTesting Center (PETC). There were two(2) private emission testing centersmonitored in Calapan City. Anotheractivity that was conducted is the
emission testing of government vehiclesat LGU Roxas and Pinamalayan. Both ofthese activities were coordinated withthe mayors of the said local governmentunits and personnel from this Officewere assisted by employees/officersfrom LGU Roxas and LGUPinamalayan.
Finally, it was also in CY 2011 thatTraining on Stack Emission Testingwas conducted by the EMB Region IV-Bpersonnel and division chief from theadministrative office and PCD Divisionheaded by Regional Director EnP SixtoE. Tolentino, Jr. at Tanza’s Oasis Hotellocated at Brgy. Capipisa East Tanza,Cavite. The said training was assisted byguest speaker from Region IV-A DENRCALABARZON and was participated byEMB MIMAROPA technical staff andofficers.

SERVICES
We, at the EMB Region IVB Laboratory,in support of the DENR’s mandate topreserve and protect the environment,are committed to generate reliable,accurate, traceable and good quality datathat will be used in the formulation ofenvironmental criteria, standards andpolicies; assessment of the quality of thecountry’s environment; adjudication ofpollution cases; and assessment of theenforcement of environmental standardsand policies.
It is therefore the policy of the EMBLaboratory to implement and maintain ahigh standard of quality in the laboratorythrough continuous and sustained stafftraining, acquisition of appropriatematerials, maintenance of existingfacilities, and participation in theinterlaboratory exercises and otherproficiency tests.
In the past year 2011, the region hadbeen in close coordination with theNRDC management and the EMBCentral Office with regards to the plan ofestablishing its own laboratory. Theregion had started purchasing equipmentin preparation for the realization of thisplan. At present, Region IVB-MIMAROPA is the only region in theentire nation that has no laboratory of itsown. Analyses of environmental samplescoming from the five provinces of theregion are being done at the EMB-Central Office Laboratory.
The Laboratory activity is underthe supervision of the Pollution ControlDivision. The Laboratory is composed oftwo staff; both are contracted asLaboratory Analysts. No licensedchemist is assigned to certify technical
validity of results. One is a BSChemistry graduate and the other is a BSBiochemistry graduate. Likewise, thereis no Aide assigned in the laboratory,and therefore, the chemists/analystsperform some of the functions oflaboratory aides.

The main function of the Laboratory isto analyze environmental samples fromthe region. The target for 2011 is toanalyze 800 air and water samples or tohave 1,400 determinations. The actualnumber of samples analyzed was 759(95% of the actual target) and the totalnumber of determinations was 1,790(128% of the actual target).
The quality of data generated in alaboratory depends primarily on theintegrity of the samples that arrive at thelaboratory. Consequently, the fieldpersonnel must take the necessaryprecautions to protect samples fromcontamination and deterioration. (WaterQuality Monitoring Manual, Volume I,Clause 5.3.4)
It is an old axiom that the result of anytest can be no better than the sample onwhich it is performed. In the CY 2011,

the sample collectors have improvedespecially in the matters of timelysubmission of samples and its completedform of sample submittal and analyticalrequest. The sampling team is now moreknowledgeable in the recommended /required holding time for everyparameter to be analyzed. Only thenewly hired PCD technical staff neededthe assistance in this matter.
The region sent its laboratory analysts toattend the Training on the Introductionto ISO 17025:2005 facilitated byIntegrated Chemists of the Philippinesheld at FTI, Taguig City and TrainingWorkshop for New EnvironmentalLaboratory Recognition Assessorswhich was conducted by EMB CentralOffice ELR Assessors.
The Region IVB Laboratory’s suppliesare not included in the procurement planfor supplies of the EMB-Central Office.It is therefore, the obligation of theRegion to check that the supplies neededfor the laboratory analyses are allprovided. For CY 2011, the office wasable to provide all the immediate needsof the laboratory. There were just fewsupplies missed due to financialconstraints and unavailability of supply.
During CY 2011, the followingequipment was procured for use by theLaboratory Services Section of EMBRegion IVB:
1. one (1) unit BOD incubator2. one (1) unit drying oven3. one (1) unit dessicating cabinet
At present, the YSI Meter (On-siteinstrument used for pH, DissolvedOxygen, Total Dissolved Solids,Temperature and Conductivity) is beingmaintained by the region by calibrating it
before use. The schedule for the externalcalibration of coliform incubator andwater bath was missed, nevertheless, aninternal calibration was performed. Thetemperature of the two equipment is stillaccurate. The calibration of analyticalbalance used in TSS analysis was donein-house. The pH meter is routinelycalibrated before use and it is scheduledto be calibrated by the supplier by CY2012. The hot plate used in digestion ofheavy metals samples had been usedwithout the assistance of the supplierduring installation. It is thereforerecommended to be calibrated by thesupplier to correct the dial of thetemperature. The newly acquired BODincubator was calibrated upon deliveryduring the month of September. Theautoclave and drying oven are yet to beinstalled. The rest of the equipments andinstruments used by the region in itslaboratory analyses were the same as theequipments and instruments used by theEMB-Central Office. Hence, thosefacilities are well-maintained andcalibrated.
At the start of the fourth quarter thisyear, a proficiency test was conductedamong all the EnvironmentalLaboratories in the Philippines. Theregional office participated in thefollowing parameters: Ammonia,Biochemical Oxygen Demand, ChemicalOxygen Demand, Nitrates, Nitrites, Oiland Grease, Phosphates, Total DissolvedSolids, Total Suspended Solids and TotalSolids, Total Cadmium, Copper, Iron,Lead, Nickel and Zinc. Unfortunately,we were unable to achieve a Certificateof Excellence. The laboratory’s resultsfor the heavy metals did not fall withinthe range of acceptable limits. This is thefirst time our laboratory has participatedin almost all of the parameters beingassessed. The laboratory analysts haddone the appropriate corrective actions

to avoid the same mistakes in the nextPT exercise.
Both laboratory staffs had attended the2011 Inter-comparison Exercises forDENR Laboratory Analysts held on 28September – 07 October 2011 at EMBCentral Laboratory wherein analysts’analytical capability were enhanced andlaboratory proficiency was determined.
Region IVB analysts’ results for thedifferent parameters: BOD5, COD (Openand Closed Reflux), Chlorides, Oil andGrease, Total Suspended Solids, TotalMercury, Total Metals in Sediments andSO2 in Ambient Air were all satisfactoryexcept for chlorides. The laboratory doesnot perform Chlorides analysis. Theanalysts had done appropriate correctiveaction in order to be prepared in casethere will be requests for Chloridesanalysis from the region’s samplingteam.

WATER QUALITYMANAGEMENT
In the continuing implementation of theprovisions of RA 9275, known as thePhilippine Clean Water Act and DENRAdministrative Order No. 2005-10, theImplementing Rules and Regulation ofRA 9275, DENR through theEnvironmental Management Bureauaccomplished its targets in Region IVB(MIMAROPA) in order to ensure theeffective management of water resourcesin the country.
Despite the problem faced by EMB-Region IVB of not having its ownenvironmental laboratory for the analysisof water samples, the office remainedsteadfast to effectively implement itsvarious programs in water qualitymanagement through propercoordination and scheduling of samplingwith the EMB Central Office laboratorywhere the analysts are currently residing.
SAGIP ILOG PROGRAM
The Sagip Ilog program of the DENR isone of the key programs implemented bythe Water Quality Management Sectionof EMB Region IVB. The objective ofthe program is to identify priority rivers,monitor its water quality and recommendmeans and/or programs to improve itsBiochemical Oxygen Demand (BOD5)and Dissolved Oxygen (DO) level by30% in Metro Manila and 50% in othermajor urban centers based on the CY2003 level.
In Region IVB, two (2) rivers wereincluded under this program, namely:Calapan River located at Calapan City inthe Province Oriental Mindoro andMogpog River located at the Province ofMarinduque. Activities in this programinclude data gathering through monthlywater quality monitoring, pollution
sources inventory and providingassistance to local government unit(s)concerned in formulating water qualitymanagement framework.
Calapan River
Traversing the City of Calapan at theProvince of Oriental Mindoro is CalapanRiver. Challenges faced in the waterquality of the Calapan River can betraced from two major issues: (a)increasing population in Calapan Citythat generates a corresponding amount ofdomestic wastewater, either dischargeddirectly to the river without treatmentthrough septic tanks or treatment facilityand (b) increasing number of industriesand establishments operating within thecity directly or indirectly dischargingwastewater generated in the said river.DENR Memorandum Circular No. 2003-12 dated 07 July 2003 officiallyclassified Calapan River as Class CInland Water. Seven (7) stations werepreviously established and maintainedfor the water quality monitoring ofCalapan River. The locations of thesestations are tabulated hereunder:

A total of eleven (11) sampling eventswere conducted for this year at CalapanRiver.
In terms of Biochemical OxygenDemand (BOD5), Calapan River duringCY 2011 achieved a rating of Poorwherein barely only 43% of the seventyseven (77) water samples taken at thesaid river met the water quality criteriafor Class C water (10 mg/L). In a perstation basis, six (6) of the stationsexhibited Poor water quality for this
parameter. Only Station 4 (San VicenteEast) achieved Fair water quality,showing 55% compliance with theDENR water quality criterion for ClassC waters. Figure 5.1 is the summary ofthe results of the laboratory analysis forBOD5 at Calapan River for CY 2010.

In terms of Dissolved Oxygen (DO),Calapan River is rated as Poor duringCY 2011 wherein only one (1) sample,taken at Station 3 (Camilmil), met theminimum criteria for DO (5 mg/L).Figure 5.2 is the summary of the resultsfor DO at Calapan River during CY2011.

Table 5.2 shows the change of the BOD5
and DO levels of Calapan River basedon the CY 2003 level. Data showed anincrease in concentration of BOD and arelative decrease in the DO content.Thus it is hereby advised thatmanagement interventions be conductedto improve its water quality in itsintended use and classification. Further,it is recommended to conduct

rehabilitation activities in order torestore if not improve the water qualityof Calapan River.

Mogpog River
The Province of Marinduque was onceknown for its thriving industry of coppermining. However, after the mine tailingsspillage that occurred during CY 1996,the operation of the said miningcompany abruptly stopped. MogpogRiver was one of the water bodiesseverely affected by the incident and isbeing monitored up to this date.Mogpog River is officially classified asClass C Inland Water. Five (5) stationswere established for the water qualitymonitoring of Mogpog River. Thedescription and location of these stationsare tabulated in Table 5.3.

A total of twelve (12) sampling eventswere conducted for this year at MogpogRiver. However, instead of BOD5, TotalSuspended Solids (TSS) was monitoredextensively considering the fact that thearea was the site of a notable miningdisaster. DO was also monitored in-situas mandated under the Sagip Ilogprogram. Further, BOD5 was notmeasured as a pollutant parameter in thewater quality monitoring of MogpogRiver since the distance from the site tothe laboratory will not meet the requiredholding time for its analysis. This year’smonitoring of TSS in Mogpog Riverresulted to a rating of its water quality asFair, with 75% of the samplescomplying with the acceptable DENRcriteria for Class C waters. However, theoverall average for TSS of MogpogRiver failed to meet the DENR criteriabecause of the extremely high TSSvalues measured in the water samplestaken at Station 1 (Bocboc) during theOctober and December sampling events.Rainfall was observed to have occurredduring those sampling events. Figure 5.3shows the summary of the TSS levels ofMogpog River during CY 2011.

Government of Puerto Princesa and ten(10) businesses/ establishments/institutions that expressed their whole-hearted support in the program as thedonors-partners. The MOA signing eventwas held at Asturias Hotel. The esterowas divided into three (3) sections forthe donor-partners to collaboratively“adopt”. Thereafter, series of planning,clean-up, and capacity building activitieswere conducted as part of the program’swork plan which includes among othersthe mud-ball making and its introductionin the estero in order to improve its waterquality. In due recognition of the supportgiven by the City Government of PuertoPrincesa and the donor-partners of theprogram, the DENR awarded Plaques ofCommendation on 20 October 2011 atthe A & A Plaza Hotel in PuertoPrincesa City. RED Concordio D.Zuñiga with PENRO Juan Dela Cruzawarded the plaques. In his closingmessage of the event, RED Zuñigaemphasized the importance of thepartnership of the department and thedifferent stakeholders in the realizationof the environmental programs. Heacknowledged and appreciated all theefforts of the partner industries andstakeholders to the implementation ofthe program.
INDUSTRIAL EFFLUENT ANDMONITORING
During the year under report, a total ofone hundred and seventy seven (177)Discharge Permits were issued tofirms/establishments within theadministrative jurisdiction of RegionIVB that discharge regulated wastewater.This year’s accomplishment is 80 morefirms than last year’s accomplishment.The succeeding table shows thedistribution of the Discharge Permitsissued during CY 2011.

IMPLEMENTATION OF CLEANWATER ACT
Identification of Water QualityManagement Areas
The region identified and initiated theplan for Calapan River as the first waterbody within the administrativejurisdiction of Region IVB(MIMAROPA) that will be designated asa Water Quality Management Area(WQMA) pursuant to Section 5 of RA9275 (Philippine Clean Water Act) andits Implementing Rules and Regulations(IRR). Regular water quality monitoringof the river was conducted, this being thetarget under the Sagip Ilog program.With the plan to designate Calapan Riveras a WQMA, the collection of theprimary data on the quality of this waterbody was strengthened with a total of
eleven (11) sampling events this year.Moreover, additional water qualityparameters were included in themonitoring plan. In compliance with theprocedural manual for the designation ofWQMAs, the region also conductedinformation dissemination activitiesthrough series of stakeholders’ meetings.
Finally, to conclude the calendar year, apublic hearing was conducted last 13December 2011.
Completion of the remaining activitiesrequired for the proposal of designationof a WQMA such as data collection andevaluation that will be needed in thefinal proposal document will be givenpriority in CY 2012.
Monitoring of Water Bodies
Water bodies are monitored to determinethe current status of its quality forcomparison with its current classificationif it meets its present and intendedbeneficial usage. Five (5) water bodieswithin the administrative jurisdiction ofRegion IVB were monitored for theirwater quality during CY 2011, astabulated below:

Aside from the parameters for closemonitoring (BOD5 and DO for CalapanRiver while TSS and DO for MogpogRiver) under the Sagip Ilog program,Calapan River and Mogpog River werealso monitored during CY 2011 for otherwater quality parameters.
1. Calapan River (OrientalMindoro)
As far as pH is concerned, the waterquality of Calapan River is assessed asFair with 89% of all samples collectedmeeting the criteria for Class C water.Figure 5.4 is a graphical representationof the water quality of Calapan River forpH.

Figure 5.6 showed the phosphateconcentration at the said river. Resultsshowed that three (3) out of the seven (7)stations established failed to meet theDENR criteria. The overall average alsofailed the criteria of 0.4 mg/L. However,Calapan River is categorized as Poor for
this parameter during CY 2011, withonly 36% of the samples (10 out of28) passing the DENR criteria underClass C water.

Figure 5.7 shows the result of themonitoring conducted during CY 2011for nitrates at Calapan River. There wasno criterion for nitrates for Class C waterstated in DAO 34 Series of 1990 as thevalue of 10 mg/L is applicable only forlakes, reservoirs and similarlyimpounded water. The highest Nitratesconcentrations were observed at Station1 (Sta. Isabel) and Station 5 (San VicenteNorth). Similarly, there was no DENRcriterion A similar trend was alsoobserved at the nitrites concentration asshown in Figure 5.8.

For Total Suspended Solids (TSS),Calapan River should not exceed a 30mg/L increase in the said parameter to beable to meet the Class C criteria. Resultsshowed that the TSS concentrationsduring CY 2011, from each of thestations and for the overall average, areall within the criteria as compared fromthe baseline value as shown in Figure5.9. Assessment of Calapan River forTSS during CY 2011 showed Goodwater quality.

2. Mogpog River (Marinduque)
Additional water quality parameterswere monitored at Mogpog River duringCY 2010, namely: pH, Total Cadmium(Cd), Total Lead (Pb) and DissolvedCopper (Cu). Heavy metals (Cd, Cu andPb) were included in the monitoringsince the said river is near a closedmining industry (Marcopper MiningCorporation).
Figure 5.10 is the summary of the CY2011 monitoring at Mogpog River forpH. Results showed that Mogpog Riverwas able to maintain its average waterquality within the DENR criteria of pHfor Class C water at all monitoringstations established as well as the overallaverage.

With an average of 0.061 mg/L, MogpogRiver failed to meet the DENR criteriaof 0.050 mg/L for Lead under Class Cwaters. The first three quarters of CY2011 showed levels below the detectionlimit of the analytical equipment for totallead. However, during the last quarter ofthe year, results showed levels above themaximum set criterion that affected theoverall average. In all the established stations alongMogpog River, only stations Bocboc andManggamnan failed to meet the setcriterion for dissolved copper of 0.050mg/L under Class C waters during CY
2011

2011 (Figure 5.12). Even though theriver had a relatively high dissolvedcopper concentration during the firstquarter monitoring, it exhibited adecreasing trend towards the last quarter.Figure 5.12. Dissolved Copper concentration ofMogpog River, CY 2011
As shown in Figure 5.13, the waterquality at all the stations established atMogpog River failed to meet the setcriterion of 0.010 mg/L for Cadmiumunder Class C waters. The suddenincrease during the second quartermonitoring affected the whole river. Therest of the quarters remained at levelsbelow the instrument detection limit. Ascompared last year, the river had a lowertotal cadmium level for CY 2011however it still fall above the DENRcriteria based from DAO 34, Series of1990.Figure 5.13. 3. Bacungan River (Palawan)
Bacungan River is located within PuertoPrincesa City, Palawan. Bacungan Riveris classified as Class “A”, Class “B” andClass “C” for upstream, midstream anddownstream portions respectively as perDENR Memorandum Circular No. 2005-006 dated 23 June 2005. Coordinates of

CY 2011 water quality monitoringshowed that Bacungan River showedoverall average TSS levels within therespective DENR water quality for allthe respective present classifications.The highest concentration was recordedat the downstream portion (7.75 mg/L)but is still way below the DENR limitfor Class C water (not more than 30mg/L increase). Likewise, TSSconcentration at the upstream portion(2.75 mg/L) which is the most stringent

in classification (Class A) also showedan average value that is way below theallowable limit set by DENR (50 mg/L)as shown in Figure 5.15. In terms ofTSS, Bacungan River exhibited Goodwater quality with 100% compliance atall the monitoring stations with theDENR water quality criteria under theirrespective present classificationsFigure 5.15. Monitoring for pH during CY 2011average pH levels at the upstream anddownstream sections that meet theallowable range of pH for theirrespective classifications (Upstream –Class A and Downstream – Class C).The midstream portion of the riverexceeded the maximum DENR waterquality criterion for the said parameterunder Class B water (Figure 5.16).Complete assessment, however, couldnot be made for this parameter as therewere only two (2) out of the four (4)sampling events where this parameterwas measured.

Monitoring for phosphates, nitrates,nitrites and color was also conducted
during CY 2011. For Nitrates, theupstream portion also showed 100%compliance with the DENR waterquality criteria thereby exhibiting Goodwater quality (Figure 5.17). No ratingwas made at the midstream anddownstream portions of the river as norecommendation was made by DAO1990-34 for the allowable limit forNitrates for Class B water (midstream)while the value set by the same DAO forClass C water (downstream) cannot beused for Bacungan River since it isapplicable only to lakes or reservoirs,and similarly impounded water.

Results of the CY 2011 water qualitymonitoring showed that Bacungan Rivershowed levels of Phosphates that arewithin the respective DENR waterquality for all the respective presentclassifications (Figure 5.18). Phosphateconcentration at the upstream portion(0.018 mg/L) which is the most stringentin classification (Class A) exhibited anaverage value that is way below theallowable limit set by DENR (0.1 mg/L).

In terms of color, Bacungan river met theDENR water quality criteria on thewhole stretch of the water body for thesaid parameter based on the presentrespective classifications (Class A –Upstream, Class B – Midstream, andClass C – Downstream), as shown inFigure 5.19. Complete assessment,however, could not be made for thisparameter as there are only two (2) outof the four (4) sampling events wherethis parameter was measured.

Results of the water quality monitoringduring CY 2011 showed a decrease inthe average Nitrite concentration ofBacungan River from its upstreamportion to its downstream portion(Figure 5.20). There are no DENR waterquality criteria for Nitrites for all therespective classifications of BacunganRiver. However, the data can serve asbasis for possible sources of oxygendepletion through nitrogen conversions(Nitrites to Nitrates).

4. Honda Bay (Palawan)
Honda Bay is located within PuertoPrincesa City, Palawan, at the northeastof the City proper with the pier area (Sta.Lourdes Wharf) approximately 15 to 30minutes of land travel. Honda Bay wasproposed to be classified as Class “SB”by EMB Region IVB during CY 2009and awaiting the formal designation assuch by the DENR Secretary through therelease of a DENR memorandumcircular.
Eleven (11) stations were established forthe water quality monitoring of HondaBay as described hereunder:

Low levels of Mercury were detectedfrom the water samples taken during CY2011 at eleven (11) stations establishedat Honda Bay (Figure 5.22). The highestMercury concentration was recorded atStation 2 (Brgy. Tagburos) during thefirst quarter sampling event. Datashowed that the water quality of HondaBay met the DENR water quality criteriafor the said parameter (0.002 mg/L) ascompared with its proposedclassification (Class SB).

DENR water quality criteria for itsproposed classification (Class SB) asshown in Figure 5.23. The highestconcentration was recorded at Station 10(Bat Island) during the July samplingevent with a value of 25 mg/L but is stillway below the DENR limit for Class SBwater (not more than 30 mg/L increase).

CY 2011 results of water qualitymonitoring of Honda Bay showed that interms of Dissolved Oxygen, the waterbody met the minimum DENR criterionfor the said parameter under its proposedClass SB classification (Figure 5.24).

The pH levels of Honda Bay exceededthe maximum allowable range of pH forits proposed Class SB classification atten (10) monitored sites. It was only atStation 1 (Mangrove Area) where the pHwas measured within the allowable rangefor Class SB water (Figure 5.25).

5. Boac River (Marinduque)
EMB Region IVB sustained themonitoring of Boac River up to this dateto determine impacts of the CY 1996mine tailings incident on its waterquality.
Monitoring conducted at Boac Riverduring CY 2011 showed levels ofDissolved Oxygen (DO) above theminimum criteria of 5.0 mg/L for ClassC water (Figure 5.26).

For CY 2011, Boac River exhibited anaverage concentration of 3 mg/L for totalsuspended solids. The river had beenimproving through the years. This hasbeen the lowest TSS concentration in thelast five years.

The pH of Boac River remained withinthe permissible range of 6.5 – 8.5 forClass C waters as stipulated in DAO 34,Series of 1990. Hence, the river hasmaintained an acceptable pH in the lastfive years (Figure 5.28).

During CY 2011, all six (6) stationsestablished failed to meet the DENRwater quality criteria of 0.050 mg/Lunder Class C water for Lead (Figure5.29). Assessment of the trend could notbe made on this year’s Lead results fromthe upstream portion of the river(Bantay) to its downstream portion(Tabigue).Figure 5.29. Lead levels of Boac River, CY 2011
This year, Boac River has an average of0.020 mg/L of Dissolved Copper. Hence,
the river passed the water qualitycriterion of 0.050 mg/L set by the DENRfor Class C waters (Figure 5.30). Duringthe four quarters of monitoring, it wasonly during the first quarter that the rivershowed trace amounts of dissolvedcopper however the concentration islower than the DENR criterion.

The DENR set the criterion of 0.010mg/L for Cadmium under Class C watersas stipulated in the DAO 34 Series of1990. The average cadmium levels ofeach station monitored during CY 2011show that the river failed to meet the saidcriteria (Figure 5.31). This was due tothe ebb and flow of Total Cadmiumconcentration that was observed in allthe stations throughout the monitoringperiod.

The DENR, through the EMB, ismandated by the Philippine Clean WaterAct to classify water bodies.Classification is the categorization ofwater bodies taking into account, amongothers, the following: (1) existing qualityof the body of water; (2) size, depth,surface area covered, volume, direction,rate of flow, and gradient of stream; (3)most beneficial existing and future use ofsaid bodies of water and lands borderingthem, such as for residential,agricultural, aquacultural, commercial,industrial, navigational, recreational,wildlife conservation, and aestheticpurposes; (4) vulnerability of surface andgroundwater to contamination frompollutive and hazardous wastes,agricultural chemicals, and undergroundstorage tanks of petroleum products. Asof CY 2011, forty-nine (49) water bodiesin Region IVB are officially classified byDENR: consisting of seven (7) coastaland marine areas, one (1) lake, twentyfive (25) principal rivers and sixteen (16)minor river systems. Per provincialdistribution, the Province of Palawan hasthe most number of classified waterbodies (21), followed by OrientalMindoro (15), Occidental Mindoro (9)and Marinduque (3). Romblon has onlyone (1) water body officially classifiedby DENR. Sixty (60) classifications hadbeen officially designated by DENR inthe said water bodies of the region.Other water bodies have multipleclassifications to account for multipleuses at their respective stretches (e.g.Bacungan River is classified as Class Ain its upstream portion, Class B in itsmidstream and Class C downstream).During CY 2010, only two (2) waterbodies were targeted for classification.Realizing the need to fast-track theclassification of water bodiesconsidering the island nature of theregion, five (5) water bodies wereinitially targeted for CY 2011 to undergothe rigorous water classificationprocedure, namely: (1) Puerto Princesa
Bay - Puerto Princesa City, Palawan; (2)Nagsaguipi River - Puerto Princesa City,Palawan; (3) Montible River – PuertoPrincesa City, Palawan; (4) BabuyanRiver – Puerto Princesa City, Palawan;and (5) Bacuit Bay – El Nido, Palawan.However, as the year

progressed, two (2) additional waterbodies were included in the program,namely: (1) Reassessment for theClassification of the Ambient Waters inthe Vicinity of Malampaya ShallowWater Platform – Northwest Offshore,Palawan; and (2) Sabang Bay – PuertoGalera, Oriental Mindoro. Afterpainstaking water quality monitoring anddata gathering activities and the conductof public consultation, EMB Region IVBis completing the final document withthe recommended classification forsubmission to the EMB Central Officefor final review and the eventualapproval by the DENR Secretary of theofficial classification of the said waterbodies.
Industrial Ecowatch Program
The Industrial Ecowatch program aimsto promote mandatory self-monitoringand compliance with environmentalstandards and to encourage voluntaryself-regulation among establishments toimprove the environmental performance.This program aims to build and enhancethe capability of the establishments intheir self-regulation.

The industry types evaluated by theMIMAROPA region for IndustrialEcowatch are beach resorts, all located atthe Province of Palawan. Three (3) firmsunderwent assessment and these are:Amanpulo Island Resort, Lagen IslandResort, and Miniloc Island Resort. Initialratings were already made by EMBRegion IVB for final review andapproval by the EMB Central Office andafter the completion of the validationinspection, as tabulated hereunder:

Beachwatch Program
This program aims to monitor beachareas frequently visited by both local andforeign tourist. There are two (2)significant parameters to monitor theTotal Coliform and Fecal Coliform. Inthe implementation of this program, theregion adopted an integrated approach toaddress priority needs on coastal zonemanagement.
During the year under report, five (5)beaches/bathing areas within theMIMAROPA Region that are frequentlyvisited by tourists were targeted formonitoring and assessment, two ofwhich were tagged under theEnvironment and Natural ResourcesManagement Project (ENRMP) of theWorld Bank.
The beaches monitored under thisprogram are as follows:

Figures 5.32 and 5.33 illustrate the CY2011 geometric mean of five (5)monitoring episodes conducted tomeasure the Total and Fecal Coliformcount at the six (6) sampling stationsestablished at Sabang Bay located atBrgy. Sabang, Puerto Galera, OrientalMindoro during CY 2011. Resultsshowed that four (4) out of six (6)stations in Sabang Bay failed to meet theDENR water quality criteria for ClassSB water in terms of total coliformwhile five (5) stations failed to meet theapplicable DENR water quality criteriafor fecal coliform.

With the increasing total and fecalcoliform levels, there is a need to fasttrack the construction and completion ofthe Sabang wastewater treatment project.

2. Coron Bay (Palawan)
Continued development programs at theMunicipality of Coron may put to riskthe water quality of Coron Bay due toimproper discharges of domestic wasteand poor sanitation. The influx ofresidential and commercialestablishments near and along the saidwater body are the main sources ofdomestic wastewater discharges at thebay.

Six (6) sampling stations wereestablished in the coastal area of CoronBay for monitoring of bacteriologicalparameters. The geometric mean of thewater samples gathered at Coron Bayduring CY 2011 measured for TotalColiform showed that all the monitoringstations failed the DENR water qualitycriteria under Class SB waters for thesaid parameter (1000 MPN/100 mL), asshown in Figure 5.34.

Meanwhile, the geometric mean of thelaboratory results of analysis of five (5)consecutive monitoring at Coron Bay forFecal Coliform showed that all of thestations failed the DENR water qualitycriterion for Class SB waters for the saidparameter (200 MPN/100 mL).

3. White Beach (Puerto PrincesaBay, Puerto Princesa City,Palawan)
The coastal waters of White Beach(Puerto Princesa Bay) is still officiallyunclassified by the DENR. However, itis being compared to Class SB waters inorder to determine if the water quality ofthe beach area is suitable as a bathingarea.

Results of the monitoring at the three (3)stations at the coastal waters of PuertoPrincesa Bay showed values of TotalColiform count that meet the allowableDENR water quality criterion underClass SB waters, as shown below.

The geometric mean of results for five(5) consecutive months of White Beach(PPC Bay) for fecal coliform during CY2011 shows that the water quality at allthe monitoring stations established failedto meet the DENR water quality criterionfor Class SB waters (200 MPN/100 mL),as shown in Figure 5.37.

4. Bacuit Bay (Palawan)
Located at the Municipality of El Nido,Bacuit Bay is littered with islands andislets, some with limestone cliffstowering up to three stories high whilesome have beautiful stretches of whitesand beaches. There are also beachespartially hidden by limestone coves andareas that can be reached by swimmingthrough small crevices.

5. San Isidro Bay (OrientalMindoro)
More popularly known as White Beach,San Isidro Bay is considered as analternative for Boracay, cheaper andideal for groups. Located at PuertoGalera in Oriental Mindoro, getting toWhite Beach will take a 2-3 hour busride from Manila through the SouthLuzon Expressway and 1-1/2 hr ferryboat from the Batangas Pier.

TOXIC CHEMICALS ANDHAZARDOUS WASTE
MANAGEMENT
The Regional Office together with thesupport from PENROs and CENROsaccomplished all the target activitiesunder Toxic Chemical and HazardousWaste Management Section. Strictmonitoring of industries was conductedin order to accomplish all targets. Out ofseventy four (74) hazardous wastegenerators annual target for monitoringthis year, the Region had monitoredninety seven (97) hazardous wastegenerators which include power plants,resorts/hotels, ice plant, etc which isequivalent to 131% accomplishment.
Transport of hazardous wastes fromgenerator to the registered treater wasstrictly monitored by the Region.Because of the strategic location ofMIMAROPA and there was no TSDfacility in our Region, most of the treaterthat has been contracted by the industrieswas from NCR, CALABARZON, andRegion III. The Region monitored ten(10) transports of hazardous wastes withdifferent industries, with this we checkedif the Transport permits was still valid,the volume of waste being transported,vehicles, labels, etc.
The Region had issued twenty two (22)DENR ID for new firms generatinghazardous wastes. This is presented intable below including their specificlocations per province. Considering thatthere are 20 targets relative thereat,therefore, we have made 115%accomplishment.

To be able to determine if the firmscomply with the requirements pursuantto RA 6969, we have surveyed twentytwo (22) firms out of twenty (20) targetfirms which able this office to attain a110% accomplishment. Further, from thefirms surveyed, this Office issued 11Notice of Violations.
Moreover, the region had monitoredforty four (44) hospitals and informedthe management that they shouldcomply with the requirements of thelaw. Three (3) healthcare facilitiesnamely Luna Goco Hospital, Dr.Condrado Medina Memorial MedicalClinic/Laboratory, and Grace MissionHospital registered as hazardousgenerators all from Oriental Mindoro.
One of the regulated chemical underChemical Control Order (CCO) isPolychlorinated Biphenyls (PCB), strictmonitoring of the inventory oftransformers and that they can onlytransport this waste to DENR-EMBaccredited transporter and treater. Thereare sixty (60) registered CCO-PCB, four(4) of these are newly registered (seetable below).

ECOLOGICAL SOLID WASTEMANAGEMENT
Continuous implementation of solidwaste management plans and programsin EMB MIMAROPA Region hassuccessfully conducted this year.
I. Proper Closure & Rehabilitationof Open and Controlled Dumpsites
The submitted plans were evaluatedaccording to the distributed annotatedoutline corresponding to the issuance ofAuthority to Close by the Region. Thisindicates the progression of theconversion of the open dumpsite into abetter disposal facility, preferably, acategorized sanitary landfill.
For CY 2011, a total of five (5) Closureand Rehabilitation Plans were submittedto the region and after thoroughevaluation, the concerned LGUs wereissued with corresponding Authority toClose.

1. The livelihood training forWomen’s Organization, LGUand barangay constituents wasconducted in Roxas, Palawanon March 23, 2011. Theactivity aims to promoteawareness on ecological solidwaste management anddeveloping skills in recyclinglivelihood activities. Mr.Melchor Zuela, from theProvincial Government ofPalawan, was the speaker andinstructor of the differentrecycled products such as ultralight stove, organic vinegar,

bracelet, plastic wax forsouvenirs and other noveltyitems, and rice hull carbonizer.It was participated by themembers of different women’sorganization and otherconstituents of the barangay.

The region has conducted aCapacity DevelopmentWriteshop for LGUs on thePreparation of the 10 yearComprehensive Solid WasteManagement Plan in PuertoPrincesa City on May 18-20.The activity aims to strengthenthe compliance of LGUs in theimplementation of RA 9003.Almost 90% of the totalnumber of local governmentunits attended the said activity.

It aims toincrease knowledge on theproper solid wastemanagement throughestablishment of materialsrecovery facility (MRF) intheir respective campuses andto increase awareness ongender equality and sensitivitythrough gender dynamics.
VI. Report Preparation:
All activities are done with thecorresponding reports. No field worksare approved without reports on theprevious travel however; final reportingis reflected in the State of BrownEnvironment Report (SOBER) which issubmitted at the details of how, whenand to whom the activity is being done.
All activities under solid wastemanagement programs are accomplishedin close coordination with the PENRO’s& CENRO’s. The Local GovernmentUnits (LGU’s) in MIMAROPA Regionare very supportive in theimplementation of RA 9003, thusattaining the required accomplishments.

The lecture was conducted atMayor’s Office of Municipalityof El Nido, Palawan. It wasparticipated by the staffs andpersonnel of the PlanningDivision and the different focalperson for the environmentalprotection of the saidmunicipality. One topicdiscussed was about waterclassification of El Nido Baysince the region included thesaid water body in the targets forCY 2011. The LGU of El Nidoexpressed their support andwillingness to provide assistanceon the said activity and otherenvironmental programs of theregion.
2. Earth Day Celebration

The activity was in coordinationwith the Mayors and their staffsfrom the two municipalitiesnamely Hon. Wilfredo HernandezSr. of Pinamalayan and Hon.Jackson Dy of Roxas. The teamwas able to test ten (10)Government Vehicles in themunicipality of Pinamalayan. Outof the 10 vehicles tested, eight (8)passed the DENR standards whiletwo (2) failed.

The Coastal Clean-up Operationwas conducted at Roxas, OrientalMindoro on June 22, 2011. It wasparticipated by the personnelfrom the region, PENRO CalapanCity and CENRO Roxas. Thegroup was able to collect threesacks of garbage from theshoreline of Brgy. Dalahican.Most of the wastes collectedwere plastic, candy wrappers andpet bottles.

The activity was conducted inPoras Elementary School andTanza Elementary School inBoac, Marinduque on June 29,2011. It aims to increaseknowledge on the proper solidwaste management throughestablishment of materialsrecovery facility (MRF) in theirrespective campuses and toincrease awareness on genderequality and sensitivity throughgender dynamics.
The participants were elementarystudents from Grade 4 to Grade6. The school heads expressedtheir gratitude in the conduct ofthe lectures. They were alsogiven information materials fortheir school library.

Coastal Clean-up Activity
The EMB MIMAROPA familycelebrated the 26th InternationalCoastal Clean-up together with theCity of Manila, Lands ManagementBureau, Philippine Coast Guard andother public and private sectors onSeptember 17, 2011 at Baywalk,Roxas Blvd., Manila.
The clean-up activity was conductedby batch in order to accommodatethe large number of participants fromvarious government agencies andprivate sectors. Most of the wastescollected were plastics, disposables,empty food and liquid containers,pieces of wood and other householdwastes.
In addition, the adopt-an-esteropartner industries and stakeholders inPuerto Princesa City conducted acoastal cleanup activity at the stretchof the “City Estero” covering thebarangays of Mandaragat, SanMiguel and San Pedro. There weremore than 90 individuals participatedin the said activities including theresidents and the students from thesaid barangays.
Tree Planting Activity atCalauan, Laguna
EMB MIMAROPA in collaboration withEMB CALABARZON and MAC-BANGeothermal Power Plant conducted atree planting activity at Calauan, Lagunaon September 30, 2011.
A total of 80 individuals from the saidoffices participated in the activity. Thesaid industry prepared the area and alsoprovided the seedlings to theparticipants. More than 800 seedlings ofKalantas (Toona calantas) were plantedat the end of the activity.
5. National Clean Air Month,National EnvironmentalAwareness Month Celebration andClimate Change ConsciousnessWeek
In line with the celebration of theNational Clean Air Month, the regionconducted Basic Training for PollutionControl Officers (PCOs) on November15- 18, 2011 at Bay ViewPark Hotel, Manila. The primaryobjective of the seminar is for all PCOsto be familiar and be updated with all thelaws and regulations specifically in thefield of environment in accordance withthe DENR thrusts and mandates. Further,the training also aims to increaseawareness for PCOs to become morepro-active and effective in performingtheir individual tasks in the field. A totalof 64 participants attended the saidtraining from the different industries inthe region.
In the observance of the NationalEnvironmental Awareness Month, theNational Awarding of the winningschools of the National Search forSustainable and Eco-friendly Schoolswas conducted on November 16, 2011 atSM North Event Center while theregional awarding for elementary andhigh school level was conducted on

In addition, there were two (2) regionalwinners from MIMAROPA Region thatwere also recognized at the NationalLevel namely San Mariano ElementarySchool- 3rd place and Palawan StateUniversity- 2nd place.
II. Annual State of the BrownEnvironment Report
The region is currently finalizing hassubmitted the 2009 State of the BrownEnvironment Report on August 2010 tothe EMB-EEID together with the 2009Air Quality Status Report and 2007-2009Baco-Calapan City-Naujan Airshed.
In line with the preparation of the 2010SOBER, the region conducted a meetingon December 13, 2010 for the reviewand analysis of data collected.
III. Regional Inter-agency Committeeon Environmental Education
The first meeting of the Regional Inter-agency Committee on EnvironmentalEducation (RIACEE) was conducted onMarch 31, 2011 at DENR MIMAROPAConference Room, simultaneous withthe meeting of the members of theRegional Ecology Center.
The 2nd meeting was conducted on June23, 2011 during the conduct of theseminar orientation on Water QualityManagement Area (WQMA) at Max’sRestaurant, Calapan City. Theparticipants were composed of thedifferent representatives from theregional and provincial governmentagencies in MIMAROPA Region.
IV. Baseline EnvironmentalAwareness Survey for EducationSector
The region has completed the BaselineSurvey on Environmental Awareness,Knowledge, Attitudes and Practices (AKAP)of LGUs in the province of Palawan fromMarch to April 2011. There were 25respondents from 12 LGUs who participatedto the said survey.

VI. Environmental AwarenessCampaign
The region has conducted 33 seminars/symposium and lectures to variousstakeholders in the five provinces ofMIMAROPA Region. This comprisesone hundred eighteen percent (118%) ofthe total target for CY 2011.
The region has conducted one (1) radioguesting in DZRB radio station thruEngr. Buena Fe A. Rioflorido. The topicwas about climate change mitigation and
adaptation. Further, the province ofPalawan has conducted three (3) radioguestings in the different local radiostation.
VII. Production, Printing andDistribution of IEC materials
The region has distributed CD andinformation materials acquired fromEMB Central Office and NSWMC to thelocal government units, academe andother stakeholders during the conduct oftrainings/ seminars and conduct ofenvironmental celebrations.
Furthermore, the region has reproducedand distributed a fact sheet about climatechange adaptation which was obtainedfrom the EEID website.

It wasfollowed by the lecture anddemonstration of Mr. Zuela of thedifferent recycled products. After thediscussions and demonstrations, theworkshop proper begun. The activity aims to strengthen theassociation of Pollution Control Officersand build stronger partnership betweenthe PCOs and the bureau through theelection and oath taking of officers, andthe conduct of the MOA signing betweenthe Department of Environment andNatural Resources (DENR) and theSHELL PHILIPPINESEXPLORATION (SPEx) involving theKALAP MOUNTAIN BIKERSASSOCIATION in the conduct ofvarious environmental activities andinformation campaign.
The program started at 9:00 in themorning after the registration of theparticipants with Regional ExecutiveDirector, DENR MIMAROPA,Concordio Zuñiga gave the opening
message, encouraging the participants tobe true pollution control officers.
Regional Director Sixto Tolentino Jr.gave the rationale of the activity whileEngr. Buena Fe Rioflorido gave theoverview of the summit. The EMBDirector, Atty Juan Miguel Cuna gavethe inspirational message, encouragingthe PCOs to support the undertakings ofthe government in the implementation ofthe environmental programs of DENR.Afterwards, the PCOs were asked tointroduce themselves briefly to giveideas to the participants of prospectofficers of the association.

II. Conduct of Training for PollutionControl Officers
The region conducted a total of twotraining/ workshop during CY 2011 atBayview Park Hotel, Manila on May 24-27, 2011 and November 15-18, 2011.
The primary objective of the seminar isfor all Pollution Control Officers to befamiliar and be updated with all the lawsand regulations specifically in the fieldof environment in accordance with theDENR thrusts and mandates. Further, thetraining also aims to increase awarenessfor PCOs to become more pro-active andeffective in performing their individualtasks in the field.
III. Conduct of Training on StackTesting
The region conducted Training on StackTesting on July 14-15, 2011 at Tanza’sOasis Hotel and Resort, Cavite.
The activity aims to educate the SEMs/EMS and the regional technical staff onthe different methodologies of stacktesting and to enhance their knowledgeand skills in monitoring and evaluationon the provisions of Clean Air Act.
