May 9, 2013 To: CCHRB Members Re: Message From the Chair I have elected to take a departure from the typical messages that we have seen in many of our annual reports. I have elected to issue a renewed challenge to the Committee. The purpose of this Committee is to investigate problems or enhancements, support research and disseminates information for economic design, construction, operation and rehabilitation of high rise buildings; this is written in our CCHRB constitution. Yes, we can continue to be proud of our accomplishments. We are successful in the continuing issuance of our Scholarship. The momentum of our spring seminar program is still strong and many members of the Committee are going back to their Colleges and Universities and sharing our knowledge with future architects and engineers. Many are even participating with junior high and high school students, giving back and sharing our knowledge. That is the core function of our Committee. There are many other achievements the group has participated in but as I complete my first year I look back and have to ask the question, are we, as Committee members, doing enough to fulfill our constitution? As the economy slowly starts to rebound, spluttering at times, many of us and the companies we work for are coming to the realization that how we conduct our work in the future has changed and may not ever return to the old days. Technologies that affect how we do our work continue to change at a pace that is at times is hard to keep up with and does affect how we do our work and even more, how we teach and share our knowledge with others. We must think how we will share the knowledge that members of this Committee hold in the future. The Committee has in the past year added four new members and continues to add diversity to the Committee. This diversity will only make us stronger and able to cover more issues in the High Rise community. We should continue to build on this diversity but must also realize the loss of knowledge that is occurring with an aging Committee. The passing of Dr. Gene Corley was an example of this. It is a true loss for the Committee and the profession he served. The Committee is financially sound but is in this position due to past administrations developing a practice of working within a balanced budget and as you will see within this report, the current Executive Committee will follow that established pattern. We can report that it is not necessary to discuss the issue of raising our dues at this time, but it could happen if certain situations arise. But back to the first question, are we doing enough? Please read through this annual report. Look at the different task force groups. Many are busy because of their annual activities but are others are truly busy. As a Committee member look where your name is identified under a task force and ask if the group has been productive. Ask how you can be more involved. What are our task force objectives and what do we want to accomplish? We have reported in the past of stagnate task force groups, in the coming year let’s see how we can move
forward and reenergize the groups and make changes if necessary. Maybe
there are new task force groups that should be formed or combined. With the changing times in our profession, let’s talk about how we can be more involved
and more important, how we can be more effective. Again, please look through the task force reports and in the following months, let’s see what we can do to improve our effectiveness. The competition for all of our time is difficult both on a professional and personal manner but if we are to be successful it will require everyone’s effort. As I complete my first year as CCHRB Chair, I am amazed how quickly the time has flown by. I first want to thank all of the CCHRB members for your support and the work that many have done to shape our Committee and to put us out in front, not only locally but globally. I would like to thank Carl Baldassarra (Vice Chair), Dr. Abbas Aminmansour (Secretary), Chuck Anderson (Treasurer), Jane Cameron (Program Director), and Peter Weismantle (Immediate Past Chair), who have worked hard with me on the Executive Committee to keep our Committee strong and effective. As others have said before me, it is an honor to serve the Committee as Chair and I look forward to the following year and the challenges it will bring. I also look forward to the opportunity get to know even more of our members in the coming year. The Committee has had many great accomplishments and we should all be proud but I believe more are to come and that we must continue to be a forward looking group. Activities For Last Year: None. 2013-2014 will be a more active and productive year.
Potential Activities for Coming Year: This Task Force was organized in the wake of the World Trade
Center disaster in 2001, with the original intent to focus on
issues related to terrorist attacks on high rise buildings. The
sense of urgency regarding that issue as has significantly
diminished. However, there continue to be studies,
recommendations and reports issued by such organizations as
NIST, regarding the topic, and it is appropriate to review,
discuss, inform and advise the full CCHRB committee
membership, as appropriate, on those matters.
Tornado Response: There has been discussions among
members of the CCHRB members in the past about the value
of a long term goal of this Task Force to become more
knowledgeable about the nature and impact of tornadoes on
high rise buildings, and to identify simple and cost effective
techniques that can be utilized to protect life and mitigate
damage to property as related to high rise buildings. The
shocking loss in April 2011 of over 300 lives in one day from
tornadoes in the southern United States is a reminder that
there still remains much work to be done to minimize the
likelihood of future such tragedies.
Earthquake Response: In addition, information continues to
become available regarding the performance of high rise and
other buildings during the March 2011 Japan earthquake and
tsunami. CCHRB committee members who have access to
valid research on that event, that is consistent with the goals
of CCHRB, are encouraged to share it with other members of
the committee. Issues to be reviewed might include
structural performance; cladding performance; dependability
and performance of systems; and human behavior with
regards to life safety issues. There has been some discussion
about having a presentation or seminar on this event.

Activities during past year: The activities for this task force have been minimal for the past year. Few informal discussions have taken place with regard to initiatives that the Sustainability Task Force can undertake to contribute to the design community for existing as well as the new high rises.
Potential activities for the coming year:
In the coming year, the team will coordinate on-going discussions to begin to steer task force interest into compiling sustainability approaches for repositioning existing high rise buildings that can eventually translate into a task force publication.

Activities during past year: The History/Archival task force continues to photographically document the monthly Committee meetings. With the rollout of the new website, much information of our activities has been, and will continue to be, placed onto the website.
Potential activities for the coming year:
The goal for the coming year is to continue to archive and add our history to the website as the year goes by. Looking ahead, 2014 will be the Committee’s 45th year. We should be prepared for special activities to mark that anniversary.

Activities during past year: Inactive, due to changing of Deans at IIT.
Potential activities for the coming year:
Tom Brock has circulated an invitation to IIT students to participate in erecting another mock-up on campus this summer. Unlike our previous outing in which students volunteered to participate, this will be a 3 credit course that lasts 8 weeks. If we get sufficient enrollment, the course will start on Monday, June 3. Thus far we have 9 students who want to enroll with a goal of 12 total. We still have to clear this with the College Dean and with University’s Facilities Department. We already have the façade materials on campus but will need steel for constructing an armature on which to hang the mock-up.

Activities during past year: No Task Force activity in the last year. The City experienced a few high-rise fires which raised some calls for additional life safety requirements, but no action was taken and none is contemplated.
Potential activities for the coming year:
The Task Force is awaiting the City’s decision to proceed with adopting the ICC model codes. Task Force members, as well as other CCHRB members, may be involved in assisting the City in this effort. Possible activity with a seminar in the future.

Activities during past year: We have started to contact several manufacturers and Industry Organizations to ask if they are developing LCAs for their product lines. Most are aware of LCAs and EPDs, but have not started development to date. The other area of our research is into the building movement front, some contacts have been established with several product lines to obtain and testing or research that they can share with our committee.
Potential activities for the coming year: Once we obtain information, have the provider provide an overview of their data a one of our monthly meetings. Work with them to tailor their presentation for our committee needs. Look for additional contacts in curtain wall industry to expand research information on potential scale of movement. Working with the Sustainability Task Force on a Life Cycle Assessment study LCA) of Chicago high rises. A building LCA is a multi-stage (cradle, material, construction, life or use, deconstruction, disposal/reuse/recycle) evaluation of everything that goes into the building across all life stages and then mathematically generates a foot print of the building from an environmental stand point. These foot prints can be compared to review impacts and efficiencies. Our Task Force will assist the Sustainability Task Force by working on obtaining building materials EPDs and updating the data to reflect Chicago energy data sets.

Task Force: Non-Chicago Codes

Task Force Members: Carl Baldassarra, Robert Fahlstrom (City of Chicago Department of Buildings, on behalf of the Commissioner), Robert Grupe, Jeff Harper, Nestor Iwankiw, Steven Nilles, Gary Kohn, Wayne Miller, John Urbikas, Gene Corley, Luke Leung. Several other professionals who are not CCHRB-members assisted with the review of the SFPE Guide (see below).
Activities For Last Year:
Reviewed and commented to the draft version of
“Guidelines for "Guidelines for Designing Fire Safety in
Very Tall Buildings", prepared by the SFPE (Society of
Fire Protection Engineers). This Task Force submitted
72 of 160 review comments, of which 42 (58%) were
either accepted or accepted in principle. Those 42 were
51% of the 83 comments that were either accepted or
accepted in principle. In brief, this Task Force had a
positive impact on the contents of the final document.
Potential Activities for Coming Year: Non-Chicago Codes often have a greater impact on the
work of many CCHRB members than the Chicago
Building Code (CBC). It is important for CCHRB to
continue to work with the City of Chicago in ongoing
major effort to improve the CBC (which is the
responsibility of another Task Force of CCHRB). It is also
important that CCHRB membership continue to develop
their knowledge of national codes (IBC and NFPA) and
codes utilized in the areas where work on new projects
continues in the coming decade; such as China and the
Middle East.
Potential activities of the coming year include
continuing to monitor and respond to as appropriate, to
proposed changes to the IBC and NFPA codes, or other
codes and standards, which impact high rise buildings.

Activities during past year: We expanded task force committee member involvement in the process of inviting applications, which resulted in a much greater response to our call for applications. After that, we sequenced the reviews and the selection process to make an award.
Potential activities for the coming year:
Steve Riggio took on the role of fundraiser with his own generous commitment of funds. Following up on this, we will begin to build the endowed fund, which eventually may be large enough to make the scholarship supported independently from the CCHRB treasury. As usual, we will be judging and proposing a candidate for award of this year’s scholarship and welcome all revenue generating programs the CCHRB will run to help finance the scholarship program. Kai Hansen of IIT was the 2012 CCHRB Scholarship Recipient.

Investigation to control increasing seasonal snow and ice accumulation due to recent changes in weather temperature and moisture.
Potential activities for the coming year:
As stated in the report, the number of occurrences of snow and ice accretions falling from buildings continues to be increasingly apparent as evidenced by the number of caution/warning signs placed on sidewalks and pedestrian ways after snow and freezing rain events. Buildings of varied vintages, configurations, and facade types are affected. To the extent possible, snow and ice accretion affecting Chicago high rise buildings will be documented and studied for repetition of freeze and thaw patterns to allow control of accumulation.

Sixty four members have established their individual login information thus far.

Activities during past year: No formal meetings were held this year. The Task force has completed its task and, as such, it was decided to place this group on hold pending further work requested by the City.
Potential activities for the coming year:
It is not known when the Phased Occupancy/Advanced Occupancy Code changes will be implemented by the City. The Task Force will continue to monitor the proposal and report back to the membership if any change in status occurs. It is suggested that this
task Force be dissolved until that time.

Activities during past year: Since there have not been any significant
revisions/opportunities in the Lateral Forces world,
we agreed last year to make the Lateral Forces
Task Force a dormant task force. As a result, there
have been no task force meetings or new
information to report in the past year.
Potential activities for the coming year:
The Task Force is awaiting the City’s decision to proceed with adopting the ICC model codes. Task Force members, as well as other CCHRB members, may be involved in assisting the City in this effort.

The CCHRB 2012 Spring Annual Seminar was held in the morning of that day. Out of town presenters
at the seminar were given the opportunity to speak briefly about their other research activities and
the activities of their organizations as related to high rise buildings.
Presentations were by Duncan Phillips (RWDI); Nate Wittasek (Exponent, Inc.); Richard Bukowski
(The RJA Group).

“Benefits of High Performance Concrete for High Rise Buildings”
Stephen Fleming, M.Sc.E., P.Eng.,Technical Services Director for Prairie Material
The presentation focused on the technical enhancements that high performance concrete has introduced over
the last 20 years and showed the information from Trump Tower, in Chicago, as a case study for illustrating
the mix and concrete types that were used in its’ construction.

“21st Century Chicago – Existing and New City Developments”
Mr. Lucas Tryggestad, Associate Director, Studio Head and Technical Coordinator at SOM. Mr Douglas Voigt, Associate Director, Urban Planning Studio at SOM.
The presentation focused on 2 potential paths for Chicago’s future in the 21st century: (1) Renovate the
existing Chicago building stock through “Retrofit Chicago: Commercial Buildings Initiative”, and (2) Create a
new 21st vision of environmentally sustainable city living in Chicago through the Lakeside Idea at the South
Works site on Chicago’s Southeast lakefront.
Led by the City of Chicago to work with the federal government on existing buildings, Retrofit Chicago’s
Commercial Building Initiative is a voluntary leadership effort to increase energy efficiency in commercial
buildings larger than 200,000 square feet. Participating buildings in the Initiative will reduce energy use by
20% within the next 5 years, to begin work within 6 months, and to share best practices. The 14 buildings that
initially committed to join the initiative represent multiple architects and architectural styles and range in age
from 7 to 117 years old.
Lakeside is a catalyst for the rebuilding of neighborhoods on the southeast lakefront of Chicago. It
will provide a new, attractive way of living based on 21st century infrastructure and
technologies. Plans include the use of robust and proven solutions to advance clean energy
technologies by harvesting wind, sun and biomass energy, distributed through an intelligent district
energy network. The network ensures flexibility in terms of energy sources making it possible to
select the most efficient energy source available at any time over the development’s life‐cycle.

“Elevator Strategies for Super‐Tall and Mixed‐Use Towers”
James Fortune, President and Principal of Fortune Consultants Ltd, discussed the criteria and
calculations that go into determining the elevator systems for a variety of building types and
heights, and for different cultures around the world. The focus of the presentation was on mixed‐
use Super‐tall projects. He also discussed recent advances in technology of the machine room‐less
elevators, and the different Fire and Life Safety codes that are permitting elevators to be used as
evacuation in emergency situations.

Guest speakers/participants from the Fire Protection Symposium, which was a 2‐day event held in
Chicago on November 7‐8, 2012 and was sponsored by the Fire Protection Research Foundation.
The 3 guest speakers were selected based on their topics involving sustainability, as they related
to Fire Protection.
Kathleen Almand (NFPA): Kathleen provided an intro on the Fire Protection Research Foundation,
their mission statement and an overview from their 2‐day conference held in the city.
‐ “Do We Understand the Impact of “New” Sustainable Materials on the Fire Load of Buildings?”
was presented by Tom Chapin of Underwriter’s Laboratory.
‐ "Is Performance‐Based Fire Protection the Best Way to Achieve Sustainable Building Goals?" was
presented by Ray Grill of ARUP.
‐ “Risk Management as an Integral Part of Sustainability” was presented by Lou Gritzo of FM GLobal.
December 10, 2012.
There was no scheduled presentation in December, as the members enjoyed the Holiday party
at Phil Stefani’s 437 Rush Restaurant and Grill.

“Design of Composite Mega‐Columns with Multiple Rolled H‐Sections”
The presentation was given by Jean Claude (J.C.) Gerardy, a Structural Engineer based in Belgium at
ArcelorMittal, who is responsible for worldwide promotion, marketing and sales for ArcelorMittal
Sections on large projects. Mr Gerardy’s presentation included the benefits of using steel Mega‐
columns on projects to save cost and time during construction to the CCHRB and presented case
studies in both New York City and in China.

“The Central Market Project and Design of the Tallest Building in Abu Dhabi”
John Viise, a Structural engineer, from Halvorson and Partners (H+P) presented the structural design
and phasing of a 7,000,000 SF redevelopment project in the heart of Abu Dhabi, which also includes
a 380 meter high residential tower.

“Two towers in Korea from Adrian Smith Gordon Gill Architects”
Juan Betancur and Sara Beardsley presented FKI tower, currently under construction, and the
“Dancing Dragons” towers at Yongsan International Business District, with a focus on the sustainable
features and the exterior wall design. The Yongsan towers are 388m and 445m office‐tel towers
with a naturally ventilated shingle façade to allow for dramatic interior spaces.

“Recent Energy Code Changes to the Chicago Building Code”
Daniel Murphy from ESD presented the changes to the Chicago Energy Code as a result of the city
adopting the new IEC 2012 code. The IEC 2012, which also references the updated ASHRAE 90 2010
standard, reflects changes to lighting, energy efficiency and some implications for the overall
building envelope. The standards and codes also provide guidelines on how to achieve these new
requirements.
