EDITORIAL Ina Cameron

So glad the rain had gone off since all who came to the meeting had then to retrace their steps and make for the Burnside Hall. However all seemed to go well in the end. Please take note that from November onwards all our meeting will take place in the Burnside Hall at 7.30pm. The YPR’s will be there at 6.50pm for their meeting which unfortunately they had to cancel Monday night.

Please note that the YPR’s will have been formed for almost1 year and to celebrate they are going to do a litter Pick on Saturday 5th November. I believe it will start at the School at 10am, moving round the park, then to take in Murray Row from the shop and go up Smithy Road and down the Grissly Path. They hope to finish about noon. There will be details in the page in the newsletter. Please try and come along and assist with their goodwill help for the village.

Do come along to our next meeting on 14th November at 7.30pm.

ANNOUNCEMENTS Community Council

Our meeting finally got underway at the Burnside Hall as no Janitor turned up to let us into the school for the meeting as planned which meant that the YPR’s meeting had to be cancelled completely. We had some committee members waiting at the School to redirect residents and others to the Burnside Hall for the start at 7.30pm. We had a good turnout of over 30 who came

along to listen to the statement from Dr Brian Montgomery on the Pharmacy issue. As from now ALL COMMUNITY COUNCIL MEETINGS WILL BE HELD IN BURNSIDE HALL AT 7.30PM. Hope to see as many as possible there.

Dr Brian Montgomery from Fife NHS Board came along and spoke for about 20 minutes, relating how the dispensary started in the GP surgeries in Balmullo and Leuchars. He also gave some details about the process which started with the Leuchars Pharmacy being approved, the proposed Balmullo Pharmacy being refused, the dispensary initially being allowed to continue in Balmullo

but then forced to cease from April 2012. He then took questions from the floor. It became apparent that there were quite a few issues involved and that there appeared to be anomalies as to how it has come about that we are to lose our dispensing surgery. The outcome at the end is that “WE WILL BATTLE ON”. Further details will be given when we have agreed our future course of

action. It is intended that a letter will be send asking to send a deputation to the Health Board, at it’s meeting of 25th October in Glenrothes. A copy of the letter and details of results, asking people to accompany and support the deputation to the Health Board, will be placed in the Post Office.

As we had not a lot of time left we have postponed much of our issues till next month. Many thanks to our new Postmistress Hannah Goldsack for offering to take our Council Minutes for the time being.

COMMUNITY SPEED WATCH SCHEME Andrew Falconer

Balmullo has been offered the chance to participate in the Community Speed Watch Scheme overseen by Fife Constabulary. This will allow us to monitor the speed of vehicles on the main road (or any other suitable site within the village) and report offenders who would then be sent warning letters by the Police.

We need a minimum of 6 volunteers (over 18) willing to contribute 1 hour per week. Equipment provided will include a “radar speed gun” and high-visibility jackets. Training will be given in the use of the equipment and also on health and safety issues. Pamphlets will be available to hand

out to any drivers enquiring about the activity. The real aim is to encourage drivers to slow down on seeing the volunteers so the number of drivers recorded may be lower than anticipated. Trials have shown that most drivers co-operate

and volunteers operate with little or no risk to themselves or others. Anyone who is willing to volunteer should please first contact me by e-mail or phone (details inside cover) so that I can assess if we will have sufficient to apply to take part.

BALMULLO GARDENING CLUB Ali Macmillan

The Winter programme for the Balmullo Gardening Committee is in full swing. Following a very

informative Evening with Willie Duncan on 13 October, the next event will be the ever-popular annual Autumn Flower Show which will take place on Saturday 29th October in the Burnside Hall. There will be the usual variety of classes showcasing local growers and makers. Come along and see who's been doing what, and have a cup of tea with us too. Following this there will be a

chance to learn how to photograph nature at our next talk on 10th November at 7.30 in the Burnside Hall.

Please note in your diary that the AGM will be on Wednesday 23rd November at 7.00pm in Burnside Hall..

President Mrs. Mary Campbell welcomed members to the meeting on Thursday 6th October.

Our expected speaker for the evening was unable to attend, so member Mrs Mary Reilly stepped in at short notice and gave an illustrated talk on Historical Sites around Fife. Some of these were well-known but others were much less so. Mrs Mary Campbell also reported on the SWRI weekend based in Pitlochry, with country walks, making this a very enjoyable break. The evening was a

great success and everyone enjoyed tea and chat afterwards.

POLICE IN THE COMMUNITY

A COMMUNITY course on how policing is delivered at local level is to start in Cupar later this month, and places are still available. The North East Fife Community Team will be delivering the course and it will be held at

Elmwood College in Cupar. Participants experience some of the highlights of the work Fife Constabulary carry out, including police training and are exposed to the operations of the police and how the force goes about delivering the highly praised Community Engagement Model. This course will provide residents with the opportunity to meet with the police in an informal

setting and gain a better understanding of policing in their area. The course commences on the 26th October running for seven weeks and finishes early December. The programme is facilitated by Police Officers and staff and there is no cost to those attending. This course helps bring policing closer to the community and I am sure it will be as successful as p r e v i o u s e v e n t s . "

CARE FOR OUR HEDGEHOGS Jeremy Greenwood

This time last year, I wrote about how good it is for wildlife if you pile up in a corner some of the

dead stems, twigs, leaves and hedge-cuttings that result from the autumn clean-up of the garden. Recent news of the continued decline of hedgehog populations in Britain prompts me to repeat the message. Such rubbish heaps can be just what the village hedgehogs need when they are looking for places to hibernate. (So always check the bonfire for a spiny lodger before you light it!)

Even better than the simple pile of garden rubbish is to bury inside it a wooden box with a hole in the side, to provide a winter home for a hedgehog. A simple box will do, though if you want to be really nice to Mrs. Tiggywinkle you could make one of the special boxes shown on the website of the British Hedgehog Preservation Society. To keep your guest dry and warm, it’s a good idea to

cover the box with plenty of twigs and dead leaves, to have a floor in the box (slightly raised off the ground) and to provide some really dry hay, straw or dead leaves that the animal can use to make a cosy nest.

Why should you bother? For some people, a good enough reason is that we humans are probably responsible for the decline in the hedgehog population because of the way in which we have managed the countryside. More directly, as gardeners, it’s in our interests because hedgehogs relish a meal of slugs and snails.

Perhaps you never see hedgehogs in your garden. Neither did we until we replaced a solid fence with one that hedgehogs could creep through. So, if you have solid fences, why not cut a few holes in the bottom or dig a few holes underneath? (15 centimetres wide should be enough). Your

reward will not just be knowing that you have made it easier for the village hedgehogs to get about in their search for food or places to hibernate but also the occasional sighting of one of them in your own garden – and fewer sightings of snail damage on your plants.

Due to unforeseen circumstances, we had to cancel our October meeting at the very last minute.

However all items that should have been discussed will be brought forward to our November

meeting, including a look at what those in both Primary & Secondary school would like from the

YPR Group. Before the New Year we intend to invite our local MSYPs to our meetings to give an

update of their work since the summer.

The two main updates we have this month are:

Contacting the YPR Group: In addition to our Facebook page (Balmullo YPR Group) and Twitter

account, we now have a new website: http://bypr.weebly.com/. Lewis has kindly set this up and

all 3 of us will be working to regularly update it with important news and notices.

1 Year of the YPR Group: We held our inaugural meeting on the 4th November 2010, and we will be

celebrating 1 Year of the group with a Community Litter Pick. This will be held on Saturday 5th

November 2011, between 10am and 12noon. We will be meeting outside the school. We will be

visiting the following areas: the park, around the shop and along the grizzly path. All are welcome.

Our next meeting will be held on Monday 14th November at 6.30pm in the small hall of Burnside

Hall. - We hope to see you there.

BALMULLO GALA Michael Grant

The Balmullo Gala is held annually on the 2nd Saturday of June each year and is situated in the village park. Attractions are available for all ages and everyone is welcome.

A committee spends a year planning the event with the support and suggestions of the

Community so that Balmullo can have the Gala that it wants.

All local organisations are welcome to take part and raise funds for their groups. It is the aspiration of the Gala to give back profits to the groups, and thus enhance the community led

groups.
