WFA PROPOSED DECLARATION AUGUST UPDATE Alison Lennarz, Vice President The year is now more than halfway over. The project to modify the Windsor Forest Association governing documents to allow for permanent membership in WFA has been in the works for approximately 3 years, and the time for final action will soon be at hand. WFA has pursued this project as a way to assure funding for maintenance, repair, and replacement of its facilities, including the neighborhood entrances and signs, the clubhouse, the tennis courts, the pool, and the playground. These amenities increase the value of every lot in Windsor Forest, and they add non-monetary value by offering opportunities for friendship and interaction among neighbors. Our facilities require routine maintenance; as they age, they require repairs, and at some point in time, they will have to be replaced. (Long-range planning for our facilities is being taken up by a special committee formed for that purpose.) The problem with the current voluntary association is that membership in WFA fluctuates from year to year. No one is obligated to be a member of WFA, therefore annual funding for neighborhood needs is always uncertain. Lot owners who sign the proposed Declaration and approve Amended and Restated Bylaws agree to subject themselves and all future owners of their lots to annual assessments, as determined by WFA each year by vote at the annual meeting. Additionally, the membership of WFA may vote to impose special assessments from time to time to meet the needs of the association. The current WFA board has concluded that support for the Declaration of not less than 60% of Windsor Forest lot owners (approximately 212 families) is required in order for WFA to meet its current financial obligations at the current annual dues rate; the dues of 212 families are required under the 2012 budget in order for WFA to meet its budgeted expenses. WFA PROPOSED DECLARATION

AUGUST UPDATE Alison Lennarz, Vice President

The year is now more than halfway over. The project to modify the Windsor Forest Association governing documents to allow for permanent membership in WFA has been in the works for approximately 3 years, and the time for final action will soon be at hand. WFA has pursued this project as a way to assure funding for maintenance, repair, and replacement of its facilities, including the neighborhood entrances and signs, the clubhouse, the tennis courts, the pool, and the playground. These amenities increase the value of every lot in Windsor Forest, and they add non-monetary value by offering opportunities for friendship and interaction among neighbors. Lot owners cannot be obligated to sign the Declaration or to approve the Bylaws. If 60% of the neighborhood steps up and signs the new Declaration, other lot owners can be added over time. Incentives for participation in WFA in its new format have been considered and may be offered. If by the WFA Annual Meeting it appears that 60% support will not be achievable, the project will be dropped and ongoing funding for the neighborhood’s amenities will have to be secured in some other way, as yet unknown. The proposed Declaration and accompanying Amended and Restated Bylaws are available for your review at the WFA website. The first step is to ascertain whether the project has enough support to move forward by getting oral commitments from lot owners. The Declaration can be signed but not recorded until the requisite number of signatures (not less than 212 lot owners) and the Amended and Restated Bylaws have been approved at the annual meeting; the recordation of the Declaration and approval of the Amended and Restated Bylaws are each contingent on the other. Upon becoming a “mandatory” association (mandatory for those who have signed the Declaration), WFA will have the obligations to conduct reserve studies and to set aside adequate reserves for repairs to its “capital components,” and will have the obligation to file an annual report with the Common Interest Community Board and to pay an annual fee to the Common Interest Community in the amount of the lesser of $1,000 or 0.05% of the association's gross assessment income during the preceding year. In the interim, discussions about the advantages and disadvantages of subjecting our lots to the proposed Declaration and review of the proposed Bylaws are healthy and desirable. THANKS! The following item was submitted by John and Helen Allen of Sheffield Road.

The storm on Tuesday, July 24th, brought a large pine tree from the woods

behind our house down to within four feet of our garage. Luckily it didn’t hit the garage or our car which would have been in its path, except that I had just left to run an errand.

Thanks to the kindness of our neighbor behind us, Russ Macomber, his son

Tyler, and two other Windsor Forest neighbors and friends of Russ, Dan Kennedy and Scott Zrakovi, the tree was sawed up and removed from our

property by 4:00 PM Wednesday afternoon. We were lucky to have no property damage, but we were more than lucky to

have neighbors like Russ and the others who quickly came to our rescue. Many, many thanks!

There are two installment plan options for paying your family pool membership. The first option includes your homeowner association fees; the second is for pool only. Both offer a four-payment option that is billed monthly in four equal payments. The fees are slightly higher than paying all at once, but much easier on the wallet.
