1.0 INTRODUCTION

Aargus Pty Ltd was appointed by Willow Frank on behalf of Lilac Pty Ltd (the

“client”) to conduct a Hazardous Materials Assessment on the nominated property

located at 20 Waterview Street, Putney NSW (the “site”). This inspection was to

ascertain the extent, type and condition of hazardous materials within the nominated

building, associated building structures and surrounding soils. For the purpose of this

report, these materials include, but not limited to, asbestos-containing materials

(ACM), synthetic mineral fibres (SMF), lead based paint (LP) and polychlorinated

biphenyls (PCBs) within fluorescent light capacitors and perimeter surface soils. The

location & site features of the nominated site are shown in Appendix A.

Asbestos products have been commonly used in commercial and industrial properties

since the late 1800s for fireproofing, soundproofing and insulation. Some asbestos

products were also used in houses and may still be found in houses built before 1990.

In Australia, asbestos cement materials were first manufactured in the 1920s and were

commonly used in the manufacture of residential building materials from the mid-1940s

until the late 1980s. During the 1980s asbestos cement materials were phased out in

favour of asbestos-free products. From 31 December 2003, the total ban on

manufacture, use, reuse, import, transport, storage or sale of all forms of asbestos

came into force.

The nominated site was inspected on Friday 17th June 2016 by Con Kariotoglou

(Project Manager / WHS Consultant) of Aargus Pty Ltd, NSW WorkCover Approved

Asbestos Assessor, Licence No. LAA001006, and included an inspection of the

property and all nominated building structures within the boundary of the site. All

fieldwork and reporting was conducted in accordance with Aargus Fieldwork

Protocols 2012 (Appendix C), the NSW Work Health and Safety Regulations 2011,

and NSW WorkCover Codes of Practice.

1.1 Objectives and Scope of Works

The objectives of this hazardous materials assessment are to identify and, if possible,

quantify any potential hazardous materials found at the site and determine if these

materials present a potential health risk to people currently using the site or involved in

the demolition/refurbishment of the site.

Our professional judgement and experience was used in the identification and location

of hazardous materials in accessible and representative areas using non-destructive

methods (if occupied). However, it is not possible without substantial stripping and

demolition of the building to guarantee that every source of hazardous material has

been detected. Therefore, care should be exercised when opening any previously un-

inspected and non-accessible areas. Should any personnel come across any suspected

hazardous material or materials unknown to them, work should cease immediately in

the affected areas until further sampling and investigation is performed.

The inspection was conducted during normal business hours.

Our scope of works to undertake the project included:

Conducting a site inspection to identify all areas of potential concern (such as

roofing, insulation, switchboards, building materials etc);

Site photographs;

Interpretation of results and findings; and

Recommendations and final conclusions drawn from the assessment results.

1.2 Notification and Consultation

It should be noted that under Asbestos/Hazardous Material Regulations, there is a

requirement for the employer or occupier to record the findings of the

asbestos/hazardous materials risk assessment and provide the information to Health

and Safety Representatives for any relevant designated work group.

This Hazardous Materials Assessment survey report should not be used for the

purposes of costing for the removal or programming of future refurbishment or

demolition works unless accompanied by an appropriate and site-specific scope of

works as part of a Hazardous Material Management and Abatement Program. This

Hazardous Materials Assessment report should be read in its entirety and must not be

copied, distributed or referred to in part only.

1.3 Limitations

All work is conducted in a professional manner, with due diligence and appropriate

care. However due to the disproportionate cost of potential damages or liability

relative to the cost of our services, Aargus cannot offer any guarantee that all hazards

have been identified.

Subsequently, Aargus’ liability to the client or any other party resulting from the

assessment, whether under contract law, tort law or otherwise, is waivered. No liability

is taken for materials not assessed or areas not assessed.

If during future work materials which are suspected of being hazardous are identified,

all work within the area of concern should cease, the suspect materials should be sent

for laboratory analysis and expert advice should be sought from an Occupational

Hygienist.

Unless specifically noted, the survey did not cover:

Inaccessible locations such as small voids, cavities or beneath steel grates and

the like.

Materials which are obscured or covered by a second building fabric, such as a

ceiling above a false ceiling, or a second concealed floor covering beneath the

primary floor covering.

Air conditioning, heating, mechanical, electrical or other equipment which

requires specialist knowledge, and all internal areas of live operational plant

which cannot be safely accesses, unless otherwise specified.

General exterior ground surface and subsurface areas eg. Asbestos in fill/soil;

Materials dumped, hidden, or otherwise placed in locations which one could

not reasonably anticipate.

Materials other than normal building fabric, materials in laboratories or special

purpose facilities and building materials that cannot be reasonably and safely

assessed without assistance.

Settled dust is generally not sampled or commented on, unless otherwise

targeted during this inspection. Settled dust may contain hazardous

constituents, particularly if it is in the vicinity of hazardous materials or areas

where hazardous materials have been removed.

Where materials suspected of being hazardous are identified they are normally reported

on to the best of the consultant’s ability. Analysis is not always included.

Aargus reports are not to be reproduced or reviewed except in full. All reports are

prepared for a particular client’s objective, and therefore should not be used by any

third party as a basis for future decision-making.

2.0 SITE INFORMATION

2.1 Site Identification

The nominated property is located at 20 Waterview Street, Putney NSW in the Local

Government Area of City of Ryde Council (refer to Appendix A – Site location & site

plan, Figure 1). The site is registered as follows:

Lot 1 in DP430647;

Lots 440 to 447 in DP15224;

Lots 2 in DP70488; and

Lot 1 in DP70489.

2.2 Site Description

The main features of the site include approximately 20 building structures of various

sizes, an electrical substation, sealed carpark and driveway areas, unsealed vegetation

covered areas, wharves, jetties and a shoreline within the site. A summary description

of each item is listed below:

In general:

Road access to the site is off Waterview Street along the north eastern

boundary.

Water access to the site is off Parramatta River along the south western

boundary.

The site is irregular in shape and has a total area of approximately 14,130m2

(1.413ha) with a perimeter of approximately 540m.

The following descriptions of building structures should be read in conjunction to Site

Plans Figures 3A & 3B in Appendix A.

Building 1: Electrical Substation

Located within the northern central portion of the site.

Building structure was inaccessible.

Building 2: Residential Structure

The 100m2 building is located within the northern central portion of the site.

The exterior of the residential property consists mainly of fibre-cement exterior

walls and roof and timber window frames with flaking paint. The exterior wall

was slightly damaged in a few locations.

The interior of the residential property consists mainly of fibre-cement interior

walls and ceiling with carpet or vinyl flooring.

Fluorescent lighting was noted within the building structure.

An electrical switchboard containing fibre-cement backing was located on the

southern exterior of the building.

Building 3: Garage to Building 2

The 20m2 building is located within the northern central portion of the site,

north of Building 2.

The exterior of the garage consists mainly of fibre-cement exterior walls and

roof.

The interior of the garage consists mainly of fibre-cement interior walls and

concrete flooring.

Fluorescent lighting was noted within the building structure.

Building 4: Log Building

The 30m2 building is located within the central portion of the site.

The exterior of the log structure consists mainly of timber logs and metal

cladding walls and corrugated tin roofing.

The interior of the garage consists mainly of timber log walls and concrete

flooring.

The structure was mainly used for storage of commercial fit-out items.

Building 5: Warehouse

The 170m2 building is located within the central portion of the site.

The exterior of the warehouses consist of plaster/fibro or metal panelling walls

and roofing.

The interior of the warehouses consist of plaster/fibro or metal panelling walls

and roofing with concrete flooring.

The structure was mainly used for boat repairs.

Various types of paints, glues, lacquers and other chemicals were noted stored

within this building structure.

Fluorescent lighting was noted within the building structure.

Building 6: Warehouse

The 160m2 building is located within the central portion of the site.

The exterior of the warehouses consist of plaster/fibro or metal panelling walls

and roofing.

The interior of the warehouses consist of plaster/fibro or metal panelling walls

and roofing with concrete, vinyl and tiled flooring.

The structure was mainly used for storage.

Fluorescent lighting was noted within the building structure.

Various types of batteries, paints and other chemicals were noted stored within

this building structure.

Building 7: Warehouse

The 260m2 building is located within the central eastern portion of the site.

The exterior of the warehouses consist of plaster/fibro or metal panelling walls

and roofing.

The three eastern garages were locked and inaccessible at the time of the

inspection. Anecdotal evidence from other tenant’s onsite suggest the garages

were mainly used as storage of equipment and vehicles.

The western portion of the warehouse was accessible and consisted of

Gyprock/plaster walls and ceilings with concrete flooring.

Fluorescent lighting was noted within the building structure.

The structure was mainly used for offices.

The southern verandah timber decking of the building was severely damaged.

Large amounts of timber were stockpiled to the west of the building.

Building 8: Concrete Building

The 15m2 building is located within the central portion of the site.

The exterior of the building consists of concrete blocks with a metal roof.

The building was used for storage of flammable chemicals.

Building 9: Residential/Office

The 145m2 building is located within the north western portion of the site.

The exterior of the residential property consists mainly of fibre-cement exterior

walls and roof. The exterior walls were slightly damaged in a few locations and

paint was flaking.

The interior of the residential property consists mainly of fibre-cement interior

walls and ceiling with carpet or vinyl flooring.

Building 10: Shade Cloth Carport

The 40m2 carport is located within the western portion of the site.

The exterior of the carport consists of shade cloth.

The structure was mainly used for protecting vehicles.

Building 11: Shed

The 10m2 shed is located within the western portion of the site.

The exterior of the shed consists mainly of metal cladding walls and roof.

The structure was mainly used for storage.

Building 12: Shed

The 4m2 shed is located within the western portion of the site.

The exterior of the shed consists of fibre-cement exterior walls and roof.

The structure was mainly used for storage.

Building 13: Concrete Block Building

The 16m2 building is located within the western portion of the site.

Building location was inaccessible at the time of this inspection.

Building 14: Large Warehouse / Boathouse

The 4,800m2 warehouse is located within the western half of the site.

The structure is mainly used for large boat repairs and equipment storage.

The exterior of the warehouse consists of fibre-cement exterior walls. The

exterior walls were slightly damaged in a few locations.

The northern portion of the roof consists of fibre-cement while the remainder

consists of corrugate metal.

The interior of the warehouse consist of a mixture of fibre-cement, Masonite

and Gyprock/plaster walls, with timber or concrete flooring.

Fluorescent lighting was noted within the building structure.

Large ducting was noted within the northern portion of the warehouse interior

which may contain SMF insulation. At the time of the inspection the ducts were

inaccessible.

Numerous electrical switchboards were noted within the interior of the

warehouse which may contain fibre-cement backing.

Building 15: Concrete Block Building

The 10m2 warehouse is located within the southern portion of the site.

The exterior of the shed consists of concrete block walls and metal roof.

The interior of the building was inaccessible at the time of the inspection.

Building 16: Concrete Block Building

The 16m2 building is located within the south western portion of the site.

Building location was inaccessible at the time of this inspection.

Building 17: Shed

The 10m2 shed is located within the south western portion of the site.

The exterior of the shed consists of fibre-cement exterior walls and roof. The

exterior walls were extensively damaged.

Building 18: Concrete Wharf

The 850m2 concrete wharf is located within the south western portion of the

site adjacent to Parramatta River.

The structure is mainly used for boat storage.

Building 19: Timber Jetty and Shed

The 40m2 shed at the end of a timber jetty is located within the south western

portion of the site adjacent to Parramatta River.

The shed location was inaccessible at the time of the inspection because the

timber jetty was extensively damaged.

The exterior of the shed appears to consist of timber panelling with a

corrugated metal roof.

Potentially hazardous materials were located within the site:

FIBRE-CEMENT SHEETING; located on several exterior walls and roofing of

several building structures;

VINYL FLOORING; located within several buildings;

LEAD IN PAINT; located within window timber structures and exterior walls

of several building structures;

PCB CAPACITORS; located within fluorescent lighting of several buildings;

and

ELECTRICAL BACKBOARDS: located within several buildings.

3.0 ASBESTOS

3.1 Background

Asbestos is the fibrous form of various mineral silicates, which belong to the

Serpentine and Amphibole groups. The more significant species of asbestos in terms

of health risks include chrysotile (white), crocidolite (blue), amosite (brown or grey).

As a product, asbestos has a remarkable ability to resist heat and considerable

resistance to acids, alkalines and other chemicals. It is also a very good non-conductor

of electricity. Asbestos is found in a wide variety of materials which include insulation,

roofing materials, floor tiling, cement products, resins and in many other building

materials and structures.

Exposure to the asbestos dust will occur primarily during a disturbance of the material

when dust is formed and dispersed as airborne contamination. Drilling, sawing,

sanding, grinding and cracking of the materials will generally provide enough

disturbances to create harmful dust.

3.2 Health Aspects and Exposure Standards

Inhalation of high concentrations of asbestos may result in asbestosis, a progressive

scarring of lung tissue and lung cancer, or mesothelioma, a form of lung cancer. The

destructive nature on lung tissues of asbestos fibres below 3 microns (3m) in diameter

has been well documented, especially that of blue and brown forms of asbestos.

Common latency periods for associated diseases to develop are within 10 to 50 years,

which emphasizes the need to minimize potential exposure pathways and maximizing

control measures and monitoring procedures.

Any admissible exposure to airborne asbestos should be kept as low as achievable and

in any case below the specified exposure standards. These standards are determined by

the National Commission for Occupational Exposures. Below is a summary of the

threshold limits for airborne concentrations measured as a time-weighted average

(TWA) fibre concentration.

3.3 Asbestos Containing Materials

Asbestos-containing materials can be classified into the following main categories:

Sprayed or trowelled asbestos material applied to ceilings, walls and other

surfaces for fire-rating purposes. This material is commonly referred to as

limpet asbestos.

Asbestos-containing insulation on pipes, boilers, tanks, ducts etc. which is often

referred to as asbestos lagging.

Asbestos cement products, cementitious or concrete like products.

Asbestos paper products, millboard in electrical switchboards or underlying

lining for linoleum or vinyl floor coverings.

Asbestos textiles, braided asbestos, rope, tape, gaskets etc. (Note that rope and

millboard are potentially friable).

Vinyl tiles, linoleum and vinyl flooring mastic and associated adhesives.

Asbestos-containing compounds, gaskets and mastic from mechanical fittings,

and roofing membranes.

Electrical switchboards containing compressed asbestos tar electrical boards,

asbestos cement sheeting, asbestos tape to spark arresters and asbestos

millboard from inside auxiliary switchboxes/fuse boards.

Roofing sealants, bituminous membranes, tar composites and similar materials

were occasionally mixed with asbestos materials.

Some office furnishings such as wall partitions may contain an asbestos cement

internal lining plaster or “Stramit” type panelling. Certain types of older vinyl

covered desktops and workbenches may contain an underlying asbestos

millboard lining.

Sprayed Asbestos Materials

Sprayed asbestos or limpet asbestos is most often found on structural steel members to

provide a fire rating. Limpet asbestos is a friable material. Friable materials are

materials which can be easily crumbled, pulverised or reduced to powder by hand

pressure. Limpet asbestos tends to be the most friable of all asbestos-containing

materials and can contain relatively high percentage of asbestos (30% - 90%).

Limpet asbestos can slowly release fibres as the materials age i.e. as its friability

increases. Direct mechanical damage or excessive machinery vibration can lead to more

significant release or airborne asbestos fibres.

Asbestos Containing Lagging Materials

Insulation such as lagging usually contains a smaller percentage of asbestos (usually

20% - 50%). Protective jackets on insulation materials (such as metal jacketing or

calico on pipe lagging) prevent asbestos fibre release. Physical damage to the

protective jacket however, may lead to the release of respirable fibres. The binding

material in the insulation can deteriorate with age rendering it more friable.

Asbestos Cement Sheeting Material

Asbestos cement products and asbestos gaskets generally do not present a significant

health risk unless due to occasional damage is negligible and thus not a significant risk.

Care must be taken therefore, in the removal of asbestos cement products to avoid the

release of airborne fibres. Unless analysis of fibro-cement products indicates otherwise,

these materials should be considered as containing asbestos.

External asbestos cement claddings become weathered after many years by gradual

loss of cement from the exposed surface. This leaves loosely bound layers enriched

with asbestos fibres. In other words, the material becomes more friable through the

weathering process.

Asbestos Containing Vinyl Products

Vinyl tiles and linoleum flooring manufactured before 1984 may contain asbestos in

various quantities in a well bound cohesive matrix. Asbestos containing vinyl floor and

wall coverings generally do not present a significant health risk unless they are sanded

or otherwise mechanically abraded so as to release asbestos dust. Fibre release due to

occasional damage is negligible and thus not a significant health risk. Care must be

taken therefore, in the removal of asbestos containing vinyl tiles to avoid the release of

airborne fibres. Unless analysis of vinyl tiles and linoleum flooring indicates otherwise,

these materials should be considered as containing asbestos.

Asbestos Containing Gaskets

Gaskets and sealing compounds in equipment, duct work and re-heat air conditioning

boxes may contain asbestos. These should be replaced with non-asbestos equivalents

during routine maintenance. In addition, asbestos containing mastic and seals in air

handling duct work joints. These usually do not pose a hazard as the asbestos fibres are

firmly held within plastic resinous compound and should be replaced as part of routine

maintenance or removed during the demolition of the plant equipment.

Asbestos Insulation to Re-Heat Boxes

Insulation to internal lining of ductwork sections and electrical re-heat air conditioning

boxes generally contain asbestos millboard. These should be replaced with non-

asbestos equivalents during routine maintenance.

Asbestos Risk Assessment Factors

In summary, to access the health risk posed by the presence of asbestos-containing

material, all relevant factors must be considered. These factors include:

Evidence of physical damage;

Evidence of water damage;

Proximity to air plenums of direct airstream;

Friability of asbestos material;

Requirement for access for building operations;

Requirement for access for maintenance operations;

Likelihood of disturbance of the asbestos material;

Accessibility;

Exposed surface area;

Environmental conditions;

These aspects are in turn judged upon (i) potential for fibre generation, and (ii) the

potential for exposure. Where these factors have indicated that there is a possibility of

exposure to airborne fibres, appropriate recommendations for repair, maintenance or

abatement of the asbestos-containing materials are made.

The assessment of asbestos materials should be subject to periodic review. The period

between each visual inspection should be determined by the condition and location of

the asbestos.

4.0 SAMPLING METHODOLOGY

The hazardous materials assessment inspection was carried out in accordance with the

guidelines documented in the NSW Work Health and Safety Regulations 2011. The

survey consisted of a visual walk-through inspection with limited sampling/analysis as

required. If multiple locations are of similar construction and appear similar, then an

inspection is commonly undertaken of one (1) and the inspection results assumed to be

consistent for the remainder.

The visual inspection was targeted in the areas of most concern such as lagging around

pipe work, cooling and insulation material, building materials, roofing, flooring and

sound proofing.

The assessment was conducted on the basis of the condition, type and location of the

materials at the time of inspection. The scope of this investigation did not allow

intrusive sampling techniques to be undertaken at all locations therefore the register

may have limitations as a reference document for the purposes of renovation or

demolition as certain areas within the property were inaccessible.

4.1 Material Sampling

Our professional judgement and experience was used in the identification and location

of asbestos materials in accessible and representative areas using non-destructive

methods. Therefore seven (7) samples were initially collected (17th June 2016) during

these investigations as well as a positive visual identification were made within

accessible areas during the inspection.

4.2 Asbestos

This component of the assessment was carried out in accordance with the guidelines

documented in the WorkCover NSW: Code of Practice for the Management and

Control of Asbestos in Workplace.

The purpose of the on-site phase of the survey is to identify the presence of asbestos

materials through a combination of visual inspection and material sampling. The

qualitative risk assessment of any asbestos materials identified is based upon an

evaluation of factors, such as the friability, location and condition of the identified

materials, whether the nature of the work carried out in the area is likely to disturb the

asbestos, the likelihood of fibres released entering the occupied space and any other

information considered important or relevant.

These factors have also been utilised in the process of determining appropriate

recommendations for the timing of future hazards identified has been allocated a Risk

Rating. This will assist in the development of a comprehensive hazardous materials

management control and abatement programme.

Suspected samples that may contain hazardous materials warranting identification were

analysed by a NATA accredited laboratory by stereo microscope and polarised light

microscope with dispersion staining. Some samples, such as vinyl tiles, may be

analysed for asbestos by X-ray diffraction.

4.3 Synthetic Mineral Fibres (SMF)

This component broadly identifies SMF materials found or suspected of being present

during the survey based on a visual assessment. A visual inspection targeted in the

areas of most concern such as piping, lagging around pipe work, cooling and insulation

material, building materials, roofing, and sound proofing.

The purpose of the on-site phase of the survey is to identify the presence of synthetic

mineral fibre materials through a combination of visual inspection and material

sampling. The qualitative risk assessment of synthetic mineral fibre materials identified

is based upon an evaluation of factors, such as the friability, location and condition of

the identified materials, whether the nature of the work carried out in the area is likely

to disturb the synthetic mineral fibre the likelihood of fibres released entering the

occupied space and any other information considered important or relevant.

Samples that may contain SMF are analysed by a NATA accredited laboratory by

stereo microscope and polarised light microscope with dispersion staining.

4.4 Polychlorinated Biphenyls (PCBs)

Where safe access could be gained, detailed information of capacitors in light fittings

was noted for cross-referencing with the ANZECC Identification of PCB Containing

Capacitors database – 1977. Due to the inherent hazard in accessing electrical

components, or other reasons such as height restrictions, immovable equipment and

furniture, light fittings may not be safely accessed. In these instances, comment is made

on the likelihood of PCB-containing materials based upon age and appearance.

The purpose of the site inspection is to identify the presence of PCB containing

electrical components through a combination of visual inspection and component

sampling and testing. The qualitative risk assessment of any PCB containing electrical

components identified is based upon evaluation of the condition of the component item

for leaking PCB oil. The site assessment examined a representative portion of the

fluorescent light fittings throughout the building. However, it is possible that there will

be a variation of capacitor types (or leaking capacitors) in fittings not examined.

Electrical equipment, including the capacitors in fluorescent light fittings, or cooling oil

in electrical transformers may be presumed to contain PCBs unless relevant equipment

identification details can be safely established. In order to establish these details a

qualified electrician is usually required to isolate and de-energise the equipment prior

to inspection. Where capacitor details can be established safely they are compared to

the list of PCB containing and PCB free equipment identified in the Australian and

New Zealand and Conservation Council (ANZECC) Identification of PCB Containing

Capacitor register to determine whether they contain PCBs.

4.5 Lead Containing Paint

The objective of lead paint identification in this survey is to highlight the presence of

lead-based paints within the building, not to specifically identify every source of lead-

based paint through a combination of visual inspection, on-site testing and material

sampling. The qualitative risk assessment of any lead based paints identified is based

upon an evaluation of factors, such as the condition of the plant membrane (adhesion

to the substrate, surface deterioration, ie, chalky or cracked etc.), an examination of

the paint layers (ie, inner layers of lead based paint covered with outer layers of lead-

free paint to provide a protective coating), location of the paint (ie accessibility of

children etc.) and other information considered important or relevant.

Lead based paint is assessed by laboratory analysis. Surfaces that were in good

condition, recently painted or unable to be sampled without destruction may be

assumed to contain lead based paint on certain criteria.

4.6 Lead Containing Dust

A visual inspection and sampling of areas of suspected lead-containing dust was

conducted in accordance with AS4874-2000 “Guide to the Investigation of

Potentially Contaminated Soil and Deposited Dust as a Source of Lead Available to

Humans”.

4.7 Electrical Backboards

Where accessible, an assessment was conducted on the switchboards and electrical

backboards to check for hazardous materials.

Electricity Backboards (throughout buildings) – inaccessible, not inspected and

not sampled due to live electricity (likely to contain asbestos based building

construction material due to being new).

Buildings 13, 15, 16 and 19 interiors were inaccessible at the time of the

inspection due to either their location was inaccessible or they were locked

(unlikely to contain asbestos based building construction material).

4.9 Asbestos Risk Assessment

Risk Assessment is the overall process of risk identification, risk analysis and risk

evaluation. The purpose of a risk assessment is to allow informed decisions to be made

about hazardous material control measures, induction and training, air monitoring and

health surveillance requirements.

The semi-quantitative risk assessment process adopted by Aargus is based on AS/NZS

ISO 31000:2009 Risk Management – Principles and Guidelines (Standards Australia,

2009). The risk assessment algorithm adopted by Aargus is based on HG264 Asbestos:

The Survey Guide (UK Health and Safety Executive 2010). The potential risk factors

posed by ACM in premises are influenced by a number of interrelated factors

including:

ACM classification and potential for fibre release (eg. is the material bound by

another stable matrix as in bonded ACM or soft and unbound with a high

potential for fibre release as in friable ACM);

Degree of damage / weathering (eg. is the material weathered or damaged);

Management such as encapsulation or enclosure (eg. is the material effectively

managed by way of encapsulation or enclosure);

Potential for disturbance (ie. how likely is the item / material likely to be

disturbed given the location, extent, potential for fibre release); and

Location (eg. is the material indoors within a constricted space or outdoors).

The risk assessment for the survey of the nominated property within this report has

been determined in accordance with Appendix C.

6.0 CONCLUSIONS AND RECOMMENDATIONS

Through field examination and laboratory analysis, hazardous containing materials

were identified at the site. As a visual assessment has established that the asbestos

identified on exterior and interior building structures do not exist in a friable or

fragmented state, they therefore currently pose minimal environmental or human health

concerns. However, the asbestos does present a liability should the site be renovated or

demolished during which potential exposure pathways may be created (e.g. disturbance

of asbestos fibres from activities such as demolition of building structures and

excavation of surrounding surface soils).

Hazardous material removal / management should only be undertaken by appropriately

licenced contractors working in accordance with a specification / scope of work

prepared by an occupational hygienist. The following are some general

recommendation that should be considered for the management and control of

hazardous materials within work places. Any specific hazardous material removal or

management will require detailed and specific documents including but not limited to:

Risk Assessments; Safe Work Method Statements; and / or Management Plans.

6.1 Asbestos Control Strategies and Management Options

The ‘Maintain Undisturbed’ (defer action) option as outlined in the NSW WorkCover

“Code of Practice for the Management and Control of Asbestos in Workplaces (2011)”

is recommended as a short to medium-term strategy for the management of the “Low

Risk” asbestos containing materials, until such time as demolition and/or refurbishment

works are undertaken.

6.2 Controlling the Risk

To eliminate the risk of exposure, or if this is not reasonably practicable, minimising

them so far as is reasonably practicable, a risk management process should be followed

that involves identifying whether asbestos or ACM is at a workplace and including

them in the asbestos register, assessing the risk of exposure and then implementing

appropriate control measures.

When choosing the most appropriate control measure, the following hierarchy of

controls must be considered:

eliminating the risk (for example, removing the asbestos)

substituting for the risk, isolating the risk or applying engineering controls (for

example, enclosing, encapsulation, sealing or using certain tools)

using administrative controls (for example, safe work practices)

using PPE.

A combination of these controls may be required in order to adequately manage and

control asbestos or ACM.

1. Removing the Risk (preferred option): Any asbestos removal work is to be

undertaken in accordance with the requirements outlined in the NSW Work Health

and Safety Act 2011 and:

a. NSW WorkCover: Code of Practice for The Safe Removal of Asbestos

2011;

b. NSW WorkCover: Code of Practice for The Management and Control of

Asbestos in the Workplace 2011;

c. Guidance Note on membrane Filter Method for Estimating Airborne

d. That a WorkCover licensed Occupational Hygienist/Asbestos Assessor

prepares an Asbestos Removal Control Plan (ARCP) in accordance to

Work Health and Safety Regulations 2011 and NSW WorkCover Code of

Practice: How to Manage and Control Asbestos in the Workplace which

will follow the appropriate measures for the safe removal of asbestos

impacted materials.

e. That a Class B licensed contractor is appointed to remove all asbestos

containing materials prior to the property’s refurbishment or demolition.

f. That the asbestos material identified in this report are disposed of as per

Schedule 1 Part 3 of the Protection of the Environment Operations Act

1997 and at an EPA licensed landfill facility that can accept this asbestos

waste.

g. Following the removal of the non-friable ACM, it is recommended that an

Asbestos Clearance inspection be undertaken to ensure all asbestos

materials are appropriately removed from site.

h. Our office contacted if further suspect materials are found. See attached

Unexpected Asbestos Finds Protocol.

2. Isolating the Risk: That an Occupational Hygienist, or equivalent, prepares an

Asbestos Management Plan in accordance to the above regulatory guidelines which

will follow the appropriate measures for the safe control and management of

identified asbestos containing materials within the workplace. This may include:

a. Enclosing the Asbestos: Where it is not reasonably practicable to remove

asbestos, the preferred alternative control measure is enclosure. This may

be determined during the risk assessment by reviewing a range of issues

including productivity, the condition of the asbestos, the risk it poses to

health and cost. This is an interim control measure and should be supported

through regular inspections by a competent person to identify if the

asbestos requires removal due to damage or deterioration. Enclosure is the

creation of a structure built around the asbestos so that it is completely

covered to prevent exposure of the asbestos to air and other substances.

Enclosure creates a separate physical barrier that prevents access to the

asbestos and therefore minimises the potential for exposure to airborne

fibres. Enclosure should only be used on non-friable asbestos where

removal is not reasonably practical and where the asbestos is at risk of

damage from work activities. Consideration must be given when designing

the enclosure for the need to provide access to the asbestos for regular

inspection of its condition.

b. Encapsulating and Sealing Asbestos: If the asbestos cannot be removed

or enclosed, encapsulation or sealing is the next appropriate control

measure. For example, if the asbestos is weathered, damaged or broken, it

should be removed. Asbestos that is encapsulated in a resilient matrix, for

example in reinforced plastics, vinyls, resins, mastics, bitumen, flexible

plasters and cements have little opportunity to release airborne asbestos

unless the matrix is damaged. This type of encapsulation will seal any loose

fibres into place and should be used only when the original asbestos bond is

still intact. Although encapsulation has limited application and can create a

health risk for workers undertaking the activity, it is used when it would

create a greater risk to remove the asbestos. Encapsulation helps protect

the asbestos from mechanical damage, increases the length of serviceability

of the product and may also be used to prevent the release of airborne

asbestos during the removal process. Sealing is the process of covering the

surface of the material with a protective coating over the asbestos to

prevent exposure to airborne asbestos. Sealing asbestos is the least effective

method for controlling the release of airborne asbestos. It should only be

considered as an interim control while a more effective control such as

removing or enclosing can be implemented. It is commonly used for pipe,

furnace and boiler insulation. The process either coats the material,

reducing fibre release, or binds the fibres together. Asbestos should be

sealed, coated or painted to protect it. Sealing is inappropriate where the

sealed material is likely to suffer mechanical damage (for example, drilling

or sanding).

3. Safe Work Practices: It is important that safe work practices are in place when

carrying out asbestos work or asbestos-related work. Wherever possible, dry

asbestos should not be worked on. Techniques that prevent or minimise the

generation of airborne asbestos fibres include:

a. the wetting of asbestos using surfactants or wetting agents, such as

detergent water

b. the use of thickened substances, pastes and gels, including hair gel and

shaving cream, to cover the surfaces of asbestos being worked on (these

substances should be compatible with the conditions of use, including the

temperature, and should not pose a risk to health)

c. the use of shadow vacuuming

d. performing the task in a controlled environment (for instance, a ventilated

enclosure).

e. When selecting the best technique, the work should first be assessed for any

electrical hazards that might result from the use of water or other liquids. If

an electrical hazard exists, primary consideration should be given to

removing the asbestos, rather than relying on dry work methods. If

asbestos-related work or maintenance or service tasks are assessed by a

competent person as involving similar levels of risk, they too may be

performed only after the risks for that task have been assessed and

appropriate control measures implemented.

4. Personal Protective Equipment: PPE will need to be used, in combination with

other effective control measures, when working with asbestos. The selection and

use of PPE should be based on a risk assessment. If work with asbestos requires

the use of other chemicals that are themselves hazardous chemicals, a further risk

assessment must be performed. Safety data sheets (SDS) must be referred to for

information on appropriate PPE to use and any other precautions to take when

using the chemicals (the manufacturer or importer of a hazardous chemical must

supply an SDS on request). The ease of decontamination should be one of the

factors considered when choosing PPE. For PPE that is not clothing and cannot be

disposed of, it must be decontaminated and kept in a sealed container until it is

reused for the purposes of asbestos-related work.

This document should be held as an Asbestos Register of the site and updated every 12

months or earlier where ACM has been disturbed or a risk assessment indicates the

need for re-assessment;

All occupiers are to be provided with a copy of this Register and all updates to the

Register. Any action taken to control asbestos and ACM in the work place, or in plant

at the work place, is to be recorded in this register. These details are to be recorded in

the Asbestos Control Log following the Register.

Any exposed broken edges of ACM remaining in place should be immediately sealed

with an appropriate sealant, such as Emerclad paint, or equivalent, to minimise the

generation of airborne asbestos fibres if / when these materials are disturbed.

6.3 Synthetic Mineral Fibres (SMF)

All roofing insulation appeared to be new and in good condition;

SMF materials may be enclosed or removed to reduce the risk of human

exposure and environmental contamination;

Damaged SMF materials should be removed and replaced with a suitable

alternative product as soon as practicable;

All SMF work is to be undertaken in accordance with the requirements

outlined in the NSW Work Health and Safety Act 2011 and:

o National Standard for Synthetic Mineral Fibres [NOHSC:1004(1990)];

o National Code of Practice for the Safe Use of Synthetic Mineral Fibres

{NOHSC:2006(1990)];

o Guidance Note on the Membrane Filter Method for the Estimation of

Airborne Synthetic Mineral Fibres [NOHSC:3006(1989)].

The Safe Work Australia (SWA) 8 Hour Time Weighted Average (TWA)

exposure standard for airborne synthetic mineral fibre is 0.5 fibres per millilitre

of air (fibres/mL).

6.4 Polychlorinated Biphenyls (PCBs)

All fluorescent light fittings within all the building unless confirmed otherwise

by inspection in the presence of a licensed electrician appeared old and in fair

condition. It is assumed that all lighting within all the buildings within the site

are assumed to contain PCB Capacitors, and therefore require removal and

disposal from site.

Positive identification of the types of capacitors present will require a qualified

electrician to isolate and de-energise the fittings at the time of inspection.

PCB containing capacitors should be managed in accordance with the PCB

Chemical Control Order in relation to Materials and Wastes Containing

Polychlorinated Biphenyl, 1997.

6.5 Lead Containing Paint

Confirmed lead containing paintwork should be removed under controlled

conditions prior to demolition works.

According to current standards and guidelines, where lead content in paint (by

weight) exceeds 1.0% (10,000mg/kg), the paint should be stabilised such that it

is not flaking, or removed by either chemical means or in a manner, which does

not liberate dust into the atmosphere;

Lead based paint may remain in-situ during demolition work provided that is

not flaking and is in a stable condition. Lead based paint should not be ground

or subjected to heat (such as oxy cutting) during the demolition process, but

rather should be removed by chemical means at location where this is required;

The waste material should be also tested for total lead and lead leachate to

determine the appropriate method of disposal. The paint is not to be removed

by dry sanding or by electrical means;

The Australian Safety and Compensation Council (ASCC) 8 hour Time

Weighted Average (TWA) exposure level for inorganic lead (dusts and fumes)

in air is 0.15mg/m3;

Copies of the register must be kept by the site owner and a copy placed at an allocated

position near the entrance of the property. The register may not contain all hazardous

materials at the nominated site and may preclude areas where no access was made

available for various reasons. This register should be read by any employer or self-

employed person who proposes to carry out work involving dismantling part of the

building. The register is provided if the building or part of it or essential plant in or on

it is to be demolished. The register is to be supplied to any principal contractor

working on the premise. The register is to be supplied on the sale of the building to

the buyer and the report is to be provided to contractors as part of any demolition

program.

In conclusion, our findings have satisfied the DA requirements for a hazardous

materials survey to be conducted at the property and have determined that the site, as

it currently stands, presents minimal environmental or human health concerns from

asbestos, synthetic mineral fibres, lead in paint and PCB contamination. Only when the

identified buildings are to be renovated or demolished do all materials containing

asbestos need to be appropriately removed.

ENVIRONMENTAL SITE ASSESSMENT

These notes have been prepared by Aargus(Australia) Pty Ltd and its associated companiesusing guidelines prepared by ASFE (TheAssociation) of Engineering Firms Practising in theGeo-sciences. They are offered to help you in theinterpretation of your Environmental SiteAssessment (ESA) reports.

REASONS FOR CONDUCTING AN ESA

ESA’s are typically, though not exclusively, carriedout in the following circumstances:

as pre-acquisition assessments, on behalf ofeither purchaser or vender, when a propertyis to be sold;

as pre-development assessments, when aproperty or area of land is to be redevelopedor have its use changed for example, from afactory to a residential subdivision;

as pre-development assessments ofgreenfield sites, to establish “baseline”conditions and assess environmental,geological and hydrological constraints tothe development of, for example, a landfill;and

as audits of the environmental effects of anongoing operation.

Each of these circumstances requires a specificapproach to the assessment of soil and groundwatercontamination. In all cases however, the objective isto identify and if possible quantify the risks thatunrecognised contamination poses to the proposedactivity. Such risks may be both financial, forexample, cleanup costs or limitations on site use, andphysical, for example, health risks to site users or thepublic.

THE LIMITATIONS OF AN ESA

Although the information provided by an ESA couldreduce exposure to such risks, no ESA, however,diligently carried out can eliminate them. Even arigorous professional assessment may fail to detectall contamination on a site. Contaminants may bepresent in areas that were not surveyed or sampled,

or may migrate to areas which showed no signs ofcontamination when sampled.

AN ESA REPORT IS BASED ON AUNIQUE SET OF PROJECT SPECIFIC

FACTORS

Your environmental report should not be used:

when the nature of the proposeddevelopment is changed, for example, if aresidential development is proposed insteadof a commercial one;

when the size or configuration of theproposed development is altered;

when the location or orientation of theproposed structure is modified;

when there is a change of ownership or for application to an adjacent site.

To help avoid costly problems, refer to yourconsultant to determine how any factors, which havechanged subsequent to the date of the report, mayaffect its recommendations.

ESA “FINDINGS” ARE PROFESSIONALESTIMATES

Site assessment identifies actual subsurfaceconditions only at those points where samples aretaken, when they are taken. Data derived throughsampling and subsequent laboratory testing areinterpreted by geologists, engineers or scientists whothen render an opinion about overall subsurfaceconditions, the nature and extent of contamination,its likely impact on the proposed development andappropriate remediation measures. Actual conditionsmay differ from those inferred to exist, because noprofessional, no matter how qualified, and nosubsurface exploration program, no matter howcomprehensive, can reveal what is hidden by earth,rock and time. The actual interface betweenmaterials may be far more gradual or abrupt than areport indicates. Actual conditions in areas notsampled may differ from predictions. Nothing canbe done to help minimise its impact. For this reasonowners should retain the services of their consultants

through the development stage, to identify variances,conduct additional tests which may be needed, and torecommend solutions to problems encountered onsite.

SUBSURFACE CONDITIONS CANCHANGE

Natural processes and the activity of man changesubsurface conditions. As an ESA report is based onconditions, which existed at the time of subsurfaceexploration, decisions should not be based on anESA report whose adequacy may have been affectedby time. Speak with the consultant to learn ifadditional tests are advisable.

ESA SERVICES ARE PERFORMED FORSPECIFIC PURPOSES AND PERSONS

Every study and ESA report is prepared in responseto a specific brief to meet the specific needs ofspecific individuals. A report prepared for aconsulting civil engineer may not be adequate for aconstruction contractor, or even some otherconsulting civil engineer. Other persons should notuse a report for any purpose, or by the client for adifferent purpose. No individual other than the clientshould apply a report even apparently for its intendedpurpose without first conferring with the consultant.No person should apply a report for any purposeother than that originally contemplated without firstconferring with the consultant.

AN ESA REPORT IS SUBJECT TOMISINTERPRETATION

Costly problems can occur when designprofessionals develop their plans based onmisinterpretations of an ESA. To help avoid theseproblems, the environmental consultant should beretained to work with appropriate designprofessionals to explain relevant findings and toreview the adequacy of their plans and specificationsrelative to contamination issues.

LOGS SHOULD NOT BE SEPARATEDFROM THE ENGINEERING REPORT

Final borehole or test pit logs are developed byenvironmental scientists, engineers or geologistsbased upon their interpretation of field logs(assembled by site personnel) and laboratoryevaluation of field samples. Only final logscustomarily included in our reports. These logsshould not under any circumstances be redrawn forinclusion in site remediation or other designdrawings, because drafters may commit errors oromissions in the transfer process. Althoughphotographic reproduction eliminates this problem, itdoes nothing to minimise the possibility ofcontractors misinterpreting the logs during bidpreparation. When this occurs, delays, disputes andunanticipated costs are the all-too-frequent result.

To reduce the likelihood of boring logmisinterpretation, the complete report must beavailable to persons or organisations involved in theproject, such as contractors, for their use. Those whoo not provide such access may proceed under themistaken impression that simply disclaimingresponsibility for the accuracy of subsurfaceinformation always insulates them from attendantliability. Providing all the available information topersons and organisations such as contractors helpsprevent costly construction problems and theadversarial attitudes that may aggravate them todisproportionate scale.

READ RESPONSIBILITY CLAUSESCLOSELY

Because an ESA is based extensively on judgementand opinion, it is necessarily less exact than otherdisciplines. This situation has resulted in whollyunwarranted claims being lodged against consultants.To help prevent this problem, model clauses havebeen developed for use in transmittals. These are notexculpatory clauses designed to foist liabilities ontosome other party. Rather, they are definitive clausesthat identify where your consultant’s responsibilitiesbegin and end. Their use helps all parties involvedrecognise their individual responsibilities and takeappropriate action. Some of these definitive clausesare likely to appear in your ESA report, and you areencouraged to read them closely. Your consultantwill be pleased to give full and frank answers to yourquestions.

The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house

Analysis Holding Time Compliance

Holding times for VOC in soils vary according to analytes of interest. Vinyl Chloride and Styrene holding time is 7 days; others 14 days. A recorded breach does not guarantee a breach for all VOC analytes and

should be verified in case the reported breach is a false positive or Vinyl Chloride and Styrene are not key analytes of interest/concern.

Holding time for leachate methods (e.g. TCLP) vary according to the analytes reported. Assessment compares the leach date with the shortest analyte holding time for the equivalent soil method. These are: organics
