4. Site Meetings and Inspections
Auckland Council’s Erosion and Sediment Control officer visited the
Southern and Northern Area works
on the 5th, 11th, 18th and 26th of October.
5. Environmental Monitoring
5.1. Tree Management
Grant Sirl, Arborist – Arbor Advice Ltd (the Project Arborist) has
provided the following report for the

5.2. Noise and Vibration Monitoring
Noise monitoring has been undertaken for new plant and activities
since the start of construction works
in January 2012 to assess levels against noise predictions (As
provided in the Construction Noise and
Vibration Management Plan) and to confirm compliance with the
project noise criteria. Compliance has
been measured against Consent conditions CNV.2 for noise, CNV.3 for
noise from air blast and CNV.4 and
CNV.5 for vibration.
The focus for noise and vibration during October has been:
Monitoring of noise and vibration for drill and blast in Southern
approach trench and for
construction of Alan Wood Reserve stormwater pond.
Monitoring of noise where rock breaking for the sewer alignment
(Southern area) in close
proximity to the residential properties.
Monitoring of site establishment works in northern area.
The table below shows the maximum measured noise levels for
activities undertaken in October at noise
receivers. There were no measured exceedences of project noise
criteria set out in CNV.2 measured at
relevant noise receivers.

Vibration and noise monitoring for the Southern area blasts was
undertaken by Styles Group. A report of
their findings during October is appended. The results showed
compliance with project vibration limits set
out in CNV4 and CNV.5 and CNV3 for noise from air blast.
Three Site Specific Noise Management Plans (SSNMP) were submitted
to Auckland Council and approved in
October. These were SSNMP#8, in relation to construction of
temporary stormwater and sewer line under
Richardson Road, SSNMP#9, in relation to stream realignment ‘A’ tie
ins and SSNMP#10, in relation to
installation of Super-T Beams for Richardson Road Bridge . These
works have been completed.

The table below shows the over pressure and maximum vibration
levels recorded for each blast
undertaken in October. The monitoring was carried out at the
nearest dwelling and also the nearest
occupied dwelling (closest receiver). There were two measured
exceedences of the peak sound pressure
level set out in CNV.3 measured at the closest receiver (on the
23rd and 29th of October. Maximum
recorded was 124dB). There were also two measured exceedences of
the peak particle velocity set out in
CNV.5 measured at the closest receiver (on the 11th and 24th of
October. Maximum recorded was

5.3. Air Quality Monitoring
Two Total Suspended Particulate (TSP) analysers and one met mast
are required in the Southern Area
(Sector 9) under consent conditions AQ16 and AQ17. One TSP analyser
with met mast is required in the
Northern Portal Area (sector 7) with the start of construction in
October 2012.
Two E-BAM TSP monitors are currently co-located at a site in Hendon
Park considered representative of
relevant exposure to the Southern area main works. The co-location
of the E-BAMs has enabled
assessment of the performance of the monitors. A correlation of 0.8
has been achieved. A second site has
been set up in Alan Wood Reserve at the rear of residential
properties along Hendon Avenue, as agreed
with Auckland Council. This will allow greater coverage across the
Southern Area Main Works
construction activities. There are currently sewer alignment works
in the area of Alan Wood Reserve
where one of the the E-BAMs will be moved to, so this will remain
at Hendon Park until the sewer works
have been completed there.
The power to the Hendon Park E-BAMs was lost on 18th September 2012
with the demolition of the
adjacent housing on Hednon Avenue to enable the Watercare sewer
diversion to be constructed. Power
was reinstalled on 23rd November 2012. Auckland Council have
continued to be updated with progress

with this and additional visual checks on dust have been made
during this down time in the absence of
real time monitoring results.
The Northern area E-BAM was installed at Waterview School on the
9th October 2012. This provided data
until the 23rd October 2012 when the Waterview School Board
requested it be closed down. A new site
will be installed outside the School grounds and is awaiting
installation of a power line by suppliers
Vector.
E-BAM results for October are available for the Waterview School
site and show levels below the project
consent limit and short-term trigger levels for TSP with the
exception of the following episode.
11/10/12 13-14pm and 3-4 pm– EBAM3 showed levels of >200µg/m3
(Maximum 527 µg/m3) for
2 hours. This was during school holidays during early site
clearance works and prior to
installation of the noise wall at Waterview School. No further
exceedences were recorded that
day.

5.4. Ground Water Monitoring
Monthly monitoring for piezometers identified in Appendix A of the
Groundwater Management Plan
(GWMP) is ongoing, with the exception of around 22 piezometers
around the tunnel which are still to be
installed (as per the rev 4 GWMP).
Piezometers located within 150 m of the Southern Approach trench
have been monitored weekly since
June (Appendix B), in advance of excavation above the water table
that commenced in July. Dewatering
activities commenced in September when groundwater was encountered
in the excavation (at a depth of
approximately 9 m below ground level). Accordingly more intensive
monitoring of groundwater levels
around the Southern Approach Trench (twice-weekly in accordance
with condition G.6) has commenced.
Piezometers in close proximity to the trench (i.e. less than 30 m
distance) have recorded a drop in
groundwater level of between 2 m and 4 m, with some wells showing a
slight recovery during the month
of October due to reduced dewatering in some areas. Wells that are
very close to the trench (i.e. BHA4,
BHB1 and BHB4) show the effects of pumping from the low point sump,
with short term peak drawdowns
of up to 5.5 m in the alluvium, 7 m in the East Coast Bays
Formation rock, and up to 6 m in the basalt.

At a distance of 30 m to 120 m groundwater levels have lowered by
up to 2 m; beyond a distance of 120
m there is negligible drawdown. Groundwater levels for all
piezometers remain above proposed trigger
levels (Figure 1).

Continuous pre-construction monitoring of Oakley Creek base flow is
ongoing with data reviewed
monthly; to date, all recorded flows remaining within the expected
seasonal range. Dewatering activites
will trigger 3-monthly reporting, and review of flow data by a
hydrologist and freshwater ecologist in
accordance with condition G.12 in December.
5.5. Settlement Monitoring
Monthly monitoring of framework ground settlement markers
identified in the Settlement Effects
Management Plan (SEMP) continues.
Framework markers within 150 m of the Southern Approach Trench have
been being monitored weekly
since June (Appendix B). Recorded vertical movements are within the
pre-construction seasonal range
and in many cases within the accuaracy of the survey (+/- 3
mm).
Surveyed levels for all markers are above proposed trigger
levels.
5.6. Ecological and Water Quality Monitoring Oakley Creek
Construction phase water quality monitoring has been carried out
monthly, as required by consent
conditions. Results for January to October 2012 are summarised in
Figures 1 to 6 below. Full laboratory
reports are available on request.
Concentrations of all contaminants were consistent with those
measured earlier in the construction
phase, and comparable to pre-construction baseline levels.

To respond to this, event-based water quality and/or ecological
(macroinvertebrate) monitoring was
carried out at several sites on Oakley Creek (E1, E2, WR3, O4, O5,
O6) on 26, 27, 29 and 31 October. The
results of this monitoring have been separately reported to
Auckland Council. In summary, there is no
evidence of long-term adverse effects on water quality or
macroinvertebrate communities.
Fieldwork for the second 6-monthly round of monitoring (prior to
the commencement of the 2012-2013
earthworks season) was carried out in late September, and the
report is currently being finalised.
Auckland Council, iwi and MFish/MPI have been notified of the
Alliance’s intention to relocate fish from
the section of Oakley Creek/Te Auaunga which will be affected by
the Diversion A works. This relocation
work is nearing completion (final relocation expected to happen in
the week commencing 26 November).

The final numbers/species relocated at Diversion A will be advised
to stakeholders in due course, as
required by the MFish/MPI permits to capture and transfer.
Fortnightly monitoring of significant vegetation, including
geraniums, continues to be carried out. All
translocation of geranium plants from areas that will be affected
by the works has been completed. This
has included successful transplanting into the Diversion C
area.
At least one pair of NZ dotterel have been found nesting on the
traffic island at the Great North Road
interchange. That area of the site has been cordoned off and
drillers who have been conducting
geotechnical investigations at the site have been advised to stay
out of the area.
We have been advised by Friends of Oakley Creek that an arson event
on 19 November caused a fire in
the Lizard Relocation Site (adjacent to Oakley Creek, behind
Unitec). Approximately 25-30% of the recent
plantings have been lost, although the fire was outside the main
area where logs had been placed to
provide additional lizard refugia. We are investigating whether any
of the predator bait stations have
been destroyed, and what remedial action might feasibly be
undertaken by Friends of Oakley Creek or the
Well-Connected Alliance.
5.7. Contaminated Soil Monitoring
Earthworks in October 2012 requiring off-site disposal of soil
comprised those from the following
locations:
Watercare /Hendon sewer;
Southern Approach Trench;
Northen Portal Approach Trench.
Table 5.1 below provides a summary of the volume of spoil disposed
from the Southern Area works since
the previous monitoring report. About 49,202 tonnes of soil, 38,000
tonnes of basalt rock and 3,252.68
tonnes of refuse were removed from site. They were removed to Three
Kings Managed Fill site,
Greenmount Managed Fill site, Wiri Cleanfill and Redvale
Landfill.
The topsoil containing slightly elevated BAPeq soil from the
Valonia Wetlands works is now proposed to
be reused on site. Contaminant concentrations of the topsoil
stockpiled on the site (refer Valonia 1,
Valonia 2, Stockpile 2 S1 and Stockpile 2 S2 samples in laboratory
reports in Appendix A) are below
human health criteria for recreational land use and Auckland
Regional Plan: Air Land and Water
permitted activity criteria. The results show that reuse is
appropriate. The base of the excavation of the
slightly elevated BAPeq soil has also been validated. The
validation testing (refer samples HS1 and HS2 in
the laboratory report in Appendix A) show metal and hydrocarbon
concentrations within published
background concentration range for the Auckland Region.
Table 5.2 provides a summary of the volume of spoil disposed from
the Northern Portal Area works which
commenced on 1 October 2012. About 520 tonnes of clay soil have
been removed to Three Kings
Managed Fill site from the vicinity of the northern portal area
following demolition of the houses along
Great North Road and works relating to the Waterview Reserve open
space area at the corner of
Waterbank Crescent and Herdman Street.

Pumping was undertaken in October to dewater the excavations and
other ponding areas. Pumped water
was directed into the forebay of the silt retention pond, or
impoundment area. The pH and clarity data
was collated (refer to table below for data collected). Data was
collated prior to the lowering of pond
decants to discharge out to receiving environment.
Pond 1 – Richardson Road Access Area
Regular site visits have been made during October by a member of
the Erosion and Sediment Control
Team.
5.9. Archaeological monitoring
General archaeological monitoring of the works has been undertaken
by the Project Arcaeologists from
Clough and Associates in accordance with consent conditions and the
following NZ Historic Place Trust
Authorities:
• 2012/595 General Authority for earthworks in association with
Stage 1 Southern Area Enabling
Works (Section 12 of the Historic Places Act).
• 2012/950 General Authority for earthworks in association with
Stage 2 Southern Area Main
Works (Section 12 of the Historic Places Act).
No archaeological findings have been encountered to date.
6. Stakeholder Management
6.1. Stakeholders
We have made significant progress in terms of community engagement
this last month, having increased
our staff numbers in this area. Dedicated stakeholder managers and
support staff have been engaging
directly with the southern and northern sector communities most
affected by the works. This face-to-face
communication has been reinforced by printed media including
construction updates, signage, flyers and
local newspaper advertising and editorial.
The recent Community BBQ in Waterview was a massive success, and
generated a positive response from
many of these community members. In the southern sector, our
efforts remain focused around the
management of blasting and rock-breaking impacts on Hendon Ave
residents.

6.2. Queries, Concerns and Complaints
In October there were 144 interactions with stakeholders.
Of the interactions, 29 were complaints from residents. A few of
the issues stated were blasting noise;
speeding trucks on local roads; increased truck movements; resident
at 71 Hendon continued to express
his displeasure of the noise adjacent to his residence; night works
and GNR car movements in and out of
BP.
24 concerns were also reported including property damage
potentially caused by blasting; trucks at night
queuing at the end of the street at night; pedestrian issues with
the closure of the footpath; lighting along
GNR footpath and trees needing to be cut to improve
visibility
An additional 14 queries were received including concerns with
drainage off their property; potential
purchases of property asking if the tunnel would pass under their
homes.
