RULES AND REGULATIONS
I. This Department shall function entirely for and In tbe interest or the membership of the BrU~b North America Philatelic Society. Any Member, in good standing, may participate in the Department and, by his participation, attests and agrees to abide by the Rules and Regulations of the Department. Any Member, so participatinfl, may be denied such participation for infraction of any of the Rules or Regulations of the Department.
2. The President or the Society shall appoint a Member to serve as Sales Manager who shall be responsible to the Board of Governors. The President of the Society shall appoint a Committee to serve as a Board of Examiners to examine any and all stamps or books of stamps submitted to it by the Sales Manager and to order removed any such stamps or other material entered which, in its opinion, is of a questionable character, without any responsibility or liabilily therefore to the owner or anyone else.
3. The Sales Manager shall keep accounts and records of all transactions of the Department in books of the Society so provided by it. H e shall at specific times, provide the Board of Governors with reports or the affairs of the Department, lncludlng a full balance sheet or all bookkeepin11 entries and shall similarly cause such reports to be published in BNA TOPICS.
4. Members entering material for sale through the Department shall mount their material In such books as shall be prescribed by the Board of Governors, Books shall be obtained from the Sales Manager upon request and at such price as shall be determined by the Board of Governors. No other books or forms except the prescribed ones shall be used. The Department reserves the right to limit the dollar value of material entered in any one book and may reject any material which it feels will not be well received, except that such restriction shall be the joint action and decision of the Sales Manager and the Board of Examiners, without any responsibility or liability therefore to the owner or anyone else.

Any stamp or item which is damaged, counterfeit, re-perforated, cleaned, repaired, a reprint, or in any o ther way of doubtful or questionable cha racter, must be clearly so marked next thereto by the affixer upon submwlon for entry in the Department books. Any such stamp or item, In any way of doubtful or questionable character not so marked clearly by the affixer, so decided by the Board of Examiners or established by any other means, in its sole discretion, and without any Ita-
bility or responsibility therefor to the owner or anyone else, shall automatically cause a charge of at least 2S cents for any and each such unmarked Item and be removed from the book. In Instance or gross or deliberate abuse or violation of this Regulation, or where It may be deemed requisite or equitable, the Sales Manager may, at his discretion, impose reasonable additional charges, or deny the services and privileges of the Department, or both. Such gross and deliberate abuse or violation may be considered as "Conduct unbecoming a Member."
6. A charge of 2 per cent as an insurance fee shall be made of the net value of the material entered at any one time. Monies so collected shall be deposited ln the Insurance Fund from which Fund <.!aims for loss or damage to material shall be paid. The Board of Governors shall have flnal jurisdiction in the payment and settlement of clajms.
7. A charge of 8 per cent shall be deducted from all sales mnde through the Department. Monies so collected shall be deposited in the General Fund of the Department, and all costs of conducting the Department shall be paid from this Fund. Both the Insurance and the Commission charges shall be deducted whenever a payment shall be made to an owner.
8. Circuits must be forwarded to the next Member shown on the Route Sheet within live (~) days of receipt by the forwarding Member, to be forwarded by him by Registered Mall Insured for Five Dollars ($~.00). Strict observance and eompUance with this Rule shall be enforced by the Sales Manager and any violation shall be subject to a penalty and charge of 2S cents per book In the Circuit for each day delayed in forwardiDJI Circuits. The loss of nny material not so forwarded by Registered Mall shall be entirely the responsibility and liability of the remitter.
9. The Member, upon receiving a Circuit, shall verify the number of books in the circuit, as evidenced on the Route Sheet, and that all spaces on each page of each book contain a stamp or other item, or a proper Indication that the stamp or Item of the space has been sold or is accounted for. t O. Each so identified purchase shall be entered on the forms specifically provided for that purpose with each Circuit.

1. This Department shall be maintained and shall function entirely for, and in the interests of, the membership of the British North America Pbilatelic Society. Any member of the Society in good standing may borrow material from the Library. Any member may be denied that privilege for infraction of any of the rules of the Li,brary.
2. The Librarian shall receive and acknowledge a il. contributions to the Library. He shall cause to be published in BNA TOPICS reports of all activities of the Library.
·3. A Member, on written application to the Librarian, accompanied by all charges, may have sent not more than two (2) volumes and shall not retain such borrowed material for more than thi rty (30) days, at which time, or sooner, same borrowed material must be returned in good condition, fully insured and all charges prepaid. The Member so borrowing material from the Library shall be responsible and liable to the full value of the material until same shall have been acknowledged as received by the Librarian. A member shall make such adjustment or payment for any damage or Joss to the material borrowed from the Library in such amounts as shall be determined and established by the Librarian.
4. There shall be a charge of twenty-five (25) cents per week or part thereof for each item borrowed from the Library and held in excess of thirty (30) days. A rental of twenty-five (25) cents or more per week may be charged for any special or rare book when so determined by the Librarian.
NOTE: It would be appreciated by the Librarian if members would include return postage when re':[uestiog books, as much of the Library's budget is used up by mailing costs.

MINUTES of the 15th annual meeting of B.N.A.P.S. held Saturday, Sept. 21, 1963, at the Williamsburg Lodge, Williamsburg, Virginia.
The meeting was officially opened and called to order by the President, Dr. Clare Jephcott at 10:30 A.M.
It was moved by Dr. Day, seconded by Mr. Llewellyn that the meeting accept the minutes of the previous meeting as published in BNA TOPICS. The motion was affirmed.
A telegram was read from Dr. C . W. Hollingsworth, President C.P .S.G.B., extending greetings and best wishes.
PRESIDENT'S REPORT I take pleasure in extending a warm
welcome to all members and guests attending this, the 15th annual Convention of our Society in these beautiful surroundings. Further, I wish to thank the host group for their efforts in making this Convention such a success.
The members realize that there was a de,flcit of some $400.00 for the year 1962 and this has not even been partially covered by an increased membership. Due to increased costs consideration has to be given to increasing our revenue. The annual dues have remained the same for several years and are compa rable to other societies giving fewer benefits.
Due to the resignation of some committee chairman, several new appointments had to be made. D~. E. C. Black has succe:ded Mr. R. J . Duncan as Librarian; Mr. V. G. Greene has succeeded Mr. F . W. Campbell as Chairman of the Library Co:nmittee; and Mr. E. J . Whiting has succeeded Mr. G. B. Llewellyn as Advertising Manager; and Mr. R. A. Peters has succeeded Mr. A. H. Kessler as Chairman of the Convention Committee. Mr. V. G. Greene was appointed Chairman of the Editorial Board; Mr. I. N. Sissons Chairman of the Board of Examiners; Mr. R . J. Woolley, Chairman of the Perlin Group and Mr. E. A. Richardson, Chairman of the Nominating Committee.
Two new committees were formed. Canadian Fancy Cancellations Group under the Chairmanship of D r. K. M. Day and the Liaison Study Group Committee with Mr. E. A. Richardson as Chairman .

REPORT OF THE SECRETARY The total membership as of September I ,
1963 stands at I 027. This compares with the figure of 1036 of September 1st, last year; or, a loss of 9 members for the year. For this year, 72 members were enrolled and 11 were replaced on the rolls for the total increase of 83.37 members were dropped from the rolls, 39 resigned and 16 were lost by death to the total decrease of 92; or, the net loss of 9.
I o the Secretary's report for the past few years the need for greater efforts in recruiting new m embers has been repeated ly emphasized. It is qui te obvious that the same emphasis must be placed on the same efforts. It would seem that our normal number of new members has become about 73 compared with the previous 100 or more. We certainly have not approached nor realized the possible potential. The answer must be that everybody, all of us must exert greater efforts.
THE PRESIDENT'S CERTIFICATE Each year the "President's Certificate" is
awarded to the member who proposed the most new members during the year. From January 1962 to December 1962, new members were enrolled by the following in the number indicated: E. A. Each year a winner is voted to receive the 'Vincent G. Greene" Award"- a silver
cup awarded to the author or authors of the best original article or articles, column or series of columns originally published in BNA TOPICS. To determine such a winner, the 4 elected officers, the 9 members of the Board of Governors and the Donor are canvassed by the Secretary for their 3 successive selections. Points are allowed on a 3 for 1st, 2 for 2nd and 1 for 3rd basis The above named have all been canvassed by the Secretary and, from the 10 ballots received, notes the following point score: Lloyd W. INTERIM REPORT OF THE TREASURER
(January 1st thru August 31st 1963) The Annual Report of the Treasurer for
1962 was published in the July-August Issue of Topics, so I will only give you a comparison between the estimated and actual results of last year's operations.
At the time of last year's meeting at Alpine Inn I estimated that we would show a loss for the year $192.50. The actual indicated a loss of $405.15, due to an abnormal increase in printing costs on the Yearbook plus increased costs for printing and illustrating Topics.
I will now give you a summary of the financial operations of BNAPS for the first eight months of 1963.
As in the past, this report does not include income or expenses in connection with the current Yearbook for which records are not complete, nor does it contain anything pertaining to the Handbook Operations of the Society for the same reason. The total 1963 income through August from all sources was $4,472.49 and the total expenses for same period was $4,009.09, leaving a balance of $463.40 of 1963 funds for use toward paying expenses through the balance of the year.
It was estimated that the income for the
balance of !963 will be about $505.44 and the expenses for the same period will be about $1,615.00. If these estimates prove to be accurate we should show a Joss of $646.16 for the 1963 year.
The above estimated expenses include a loss of $200 on the 1963 Yearbook, so I respectfully request all those present at this meeting to support this Yearbook with their ads. I am sure Ed Whiting our new advertising manager will be very anxious to hear from you.

REPORT OF THE CHAIRMAN OF THE BOARD OF GOVERNORS
Mr. Meyerson reported that, during the year, the Board had discharged all and any matters brought to its attention. The Board, in session the previous day, had unanimously found it necessary to increase the annual dues starting with the 1964 season from the $4.00 to $5.00 and Life Membership dues from the $75.00 to a $100.00 amount. The Board further decided that the Advertising Manager be advised to review printing costs of the magazine to submitting a new schedule of advertising rates for 1964. In the interest of diversity, it was decided that all regular columns appearing from 6 to 10 times a year b~ limited to one page only. It was agreed that the Editorial Board delegate a committee to review earlier issues of the magazine and to extract for reprinting those articles of: special interests to the membership. The· Editorial Board was further delegated to contact those members of BNAPS, outstanding in their field, to induce them to write for the magazine.
The Board of Governors favored a determined effort to recruiting more members ' by means of direct approach to members of other societies already known collectin~; B.N.A. but not members of BNAPS. The rules governing BNAPEX exhibitions will be corrected to read an allowance of 64 pages of exhibits rather than the 4 frame allowance. Mr. Meyerson moved the acceptance of his report which was so ordered on a second by Mr. Greene.
Mr. Mcintyre, Publicity Director, reported that releases on BNAPS had been sent to the various stamp publications during the

year and resulted in a number of inquiries which were answered.
Mr. Peters advised the meeting that the Permanent Convention Committee had handled all and any matters which came to its attention. Mr. Greene advised the meeting that the 1964 convention would be held at Lake Muskoka, Gravenhurst, Ontario, with dates to be announced later, as well as additional details. The meeting was then informed by Mr. Westhaver that the 1965 convention would be held at Cape Cod instead of Boston as previously decided. ~r. Nickle rose to enter a bid for the convention to be held in Calgary, Alberta, in either 1966 or 1967 but final decision on the year was tabled for decision at the 1964 convention.
REPORT OF THE MEMBERSHIP COMMITTEE
The report of your Membership Committee is not what I would call a good report for 1962-63. 1 sincerely wish that this was not so.
Basically there bas been no growth in BNAPS for nearly five years. In November 1958 this Society's membership passed the I 000 mark. In June 1963, the last figures available at the time of this report, we had only 1021. Worse than that - in the past three years we have lost membership! In November 1960 we reached an all-time high of 1056 members, - which is 35 more than we have today.
Our applications are running at only a little better than 7% of our present membership. To furnish needed replacements we should be receiving approximately 100 to 120 applications a year, - -instead during the past twelve months we received only 73.
What are the problems, - and what are the remedies? I hope this meeting today will help with the answers. I can however make some suggestions.
First: Since it is our main service to members we must improve the appearance and contents of BNA TOPICS. The Editor can only publish the material submitted to him. Perhaps the Editorial Committee can adopt a program of soliciting new and varied material.
Second: We must make more members aware of the necessity of obtaining new members for our Society. If we could double the number of active membership proposers we would have more than 100 new applicants a year.

Third: We must secure greater publicity for our Society. Perhaps we should take advantage of the opportunity offered by some of the Philatelic magazines to let BNAPS put out a Special Issue.
Fourth: We should encourage the Study Groups to obtain publicity for their Groups, and to actively seek new members for BNAPS and their Groups.
No doubt, others here today will have better suggestions than these. Your Committee would welcome them.
During the coming year we are hopeful of obtaining additional advertising in other philatelic papers. We are hopeful of seeing some of the suggestions made here put into action and bear fruit. We are hopeful that we can enlist the active participation of other members on this Committee. We are hopeful of having a better report at this time next year!

Reporting as Chairman of the Nominating Committee, Mr. Richardson remarked that the committee had especially selected candidates for the Board based on an area distribution in an effort to have a balanced Board.
REPORT OF THE EDITOR It is a pleasure to report that over the
past year the publication of the society's magazine, BNA Topics, has been completed without difficulty. Ten issues and a yearbook were printed and distributed to all members.
It appears that the content of the magazine was varied and informative. The editorial committee hope to retain the interest of the members by printing articles on many B.N.A. philatelic subjects. One new column was added. Canada's Semi-Official Airmails by Daniel Rosenblat and columns on Squared Circles, Newfoundland, BNAPSer's, Postal Stationery and Revenues were printed on a more or less regular basis. The President's Page was also a new innovation.
There is a substantial backlog of articles, but more would be appreciated. The circulation and changes of address are being ablyhandled by Mr. Hedley J. Hollands.
There is still the problem of transmission of the magazine through the mails. We have found that there is no delay with our mail-
ers. Now we are placing the date of printing on the front cover. The post office is aware of our problem and is attempting to alleviate the situation.

Mr. Greene, Chairman of the Editorial Committee reported to the meeting that no controversial manuscripts were submitted to the committee during the year. Several meetings were held with the President and Editor to discuss the editorial contents oj. TOPICS and ways to improve the contents of the magazine.
Advertising Manager Whiting informed the meeting that he was making every effort to provide a satisfactory yearbook issue with 52 ads in hand to $356.00. More realization from ads was necessary and he was working at the meeting to secure more ads from any who hadn't given one.
REPORT OF THE LIBRARIAN January - August, 1963
Mr. Robert J. Duncan, our founding librarian, retired due to illness in the fall of 1962. In announcing Mr. Duncan's retirement, President Clare M. Jephcott gave an appreciation of Mr. Duncan's tireless aid to the Society. Size of our debt to Mr. Duncan is well known by charter members of the executive and by those who have used the library in preparing articles and in writing up their collections. What may not be realized generally is the fact that Mr. Duncan performed much of this service from his own personal philatelic library, now dis-banded. .
From these remarks, members of the society will realize that our present library consists mainly of the books and pamphlets listed in the inventory appearing in the 1963 Yearbook. Articles and tear-sheets listed on page 265 of the 1960 Yearbook have been withdrawn from use for the time being to permit re-organization. Our stock of journals is nearly non-existent.
Substantial assistance is required if the library is to be of use to the membership. Needs are listed as follows:
First requirement is the publishing of the cumulative index for Topics. Soon 20 volumes of Topic will be completed. This fine achievement would become much more useful to the membership if an index was published. Dr. Harry Daggett has completed
the preparations of a cumulative index to the end of Volume 19.
Second need is for money to provide for new books as they appear, books and pamphlets at present not in our library, and for duplicate copies of much used reference books, and for duplicate sets of B.N.A. journals. Money is also needed to provide for binding of journals.
Finally, generous support of the membership is required to provide journals, books, auction catalogues, specialized catalogues, etc. now lacking in the library. It is hoped that members will donate material which may be of no further use to them, material which will be most useful to build our library. Requirements of the library and acknowledgements of your gifts will be published from time to time in Topics.

REPORT OF THE SALES MANAGER The financial report of the Sales Depart
ment has been submitted to the Treasurer and is included in the BNAPS financial report printed in the July-August issue of TOPICS.
Sales for the Department year were good, although it is probably better to show the amount paid to members as an indication of activity. This figure is just over $3,000.00, and, broken down, shows that seven members received over $100, with the top at $463. Seven other members received from $50 to $100, while 18 others received from 40c to $50. It would be well for our Canadian sellers to bear in mind that they get about 7% exchange, which makes the commission charge about 1% and insurance at 2%. ·
There is need for much more material, and this should be broken down into exhibit classes in order to obtain maximum sales. There are many requests for special circuits of material that is classified in this manner.
For the past four years we have had the help of Bill Hassan, #91 I, and the Department welcomes this opportunity to express its thanks before the Membership. Bill bas worked one afternoon a week, and without his aid we would not be able to achieve the results we have.
Again we will enclose with the Yearbook our members circuit request cards. These

are filed in order of receipt, and circuits are sent out accordingly as requested. Requests far outnumber material available, and in some cases over a year has elapsed before a member receives his requested material. Remember, a circuit (regular) takes over 90 days to complete its rounds to ten members.
May I suggest to the Permanent Convention Committee that they require, (as a part of their supervision of the whole Convention program), that each host group appoint a committee of about four members to supervise a BNAPS circuit table during bourse hours.
'Groups that meet regularly, or even irregularly, should so advise the Sales Manager, and request circuit material. Edmonton and Calgary groups purchased substantial amounts of material, and others could hold a "Circuit Night" thus aiding both buyers and sellers.

From these figures you will note that your chairman has sold a total of 1102 handbooks since our last Convention and that the total of funds handled has amounted to some $2300.
A new handbook has been added to our current list, a revised edition of "Canadian Duplex Cancellations of the Victorian Era". 1860-1902, by E. A. Smythies, C.I.E., F.R.P.S.L. and published by the CPS of GB and is now available at $2.25 This is a second and up-to-date edition of one of the same title which we had available a few years ago.
As to future plans, we are presently considerating a final edition of Dr. Whitehead's "Squared Circle Postmarks of Canada". To assist in the cost of publication and particularly the cost of the number of new illustrations which the author and his associates wished to include in the third edition, the members of the "Squared Circle" Study Group have kindly donated the sum of $147.50. We also have under preparation "The Flag Cancellations of Canada" which Ed. Richardson is editing and we are awaiting copy to be able to prepare this for publication.
In closing this report we would invite any member having a specialized knowledge of any phase of British North American philately to discuss with the Chairman or any member of the Handbook committee the possibility of publication under the auspices of the Society.

Remarking on the progress of the Fancy Motion seconded by Mr. A. Kenyon and voted affirmed. Cancellations, Dr. Day advised that no formal study group had been formed as yet but that he would welcome and appreciate any new material and source.
REPORT OF THE STUDY GROUP LIAISON
The Study Group Liaison is a new appointive post created at last year's Annual Meeting. There have been no precedents, no previous outline of work, no previously planned projects to follow or carry out. We start from scratch.
The Study Group folder and Survey sheets which has been distributed at this convention is one of our first projects. We hope that those in attendance will complete the survey forms and turn them in before this convention ends. On the basis of this survey we will build plans for our program for 1963-64.
Another project of the Study Group Liaison has been organizing, programming and assisting the Study Group Seminars held at this convention. Seminars already held, or yet to be held during these three days include:-

of the 1963 Yearbook, information regarding the existing Study Groups, their projects, their Chairman and Secretary, and where available, the membership.
During the past year the Canadian Revenue Study Group continued to function as a formally organized Study Group with its own officers, bulletin, treasury and program of action. We hope that a number of other Study Groups will also organize. Among those which seem good candidates are:

from BNA TOPICS, the greatest service which BNAPS can offer to members can be a strong, healthy, active number of Study Groups. Furthermore, unless BNAPS is able to meet the needs of the Specialists in these many popular fields, we can expect the formation of separate specialist societies, organized outside and distinct from our Society. While it is still true that most BNA collectors are interested in collecting fine stamps in a wide range, including Canadian Classics, - yet the real vigor, enthusiasm and challenge is to be found in the specialties. The results of the Squared Circle handbooks, and the activities of the Revenue Study Group is ready evidence of this.
Your Co-ordinator of Study Groups will welcome any suggestions from officers, board members and society members, as to future posible activities of this office. We are pleased with results so far, but we expect greater results in the years to follow.

One of the finest, well balanced stamp exhibitions featured the 15th annual convention of BNAPS whkb convened in the Williamsburg Lodge. The show, comprised of 175 frames in 43 exhibits of 19th and 20th century specialized collections, was staged in one of the best lighted halls -part of the new Conference Centre in Williamsburg, Virginia, adjoining the Lodge.
The event ran three days, September 19 to 2 1, and BNAPEX '63 drew more than 120 registered members. Located in the historic town which was the first British settlement in North America, and includes a restored area, provided a charming and fascinating site for the visitors.
The jury selected was the same as at Alpine Inn, Vinnie Greene, Dr. K. M. Day and Ed. Richardson.
The Grand Award, an engraved silver tray with the society's gold medal affixed in the centre, was won by Dr. Robert V. C. Carr of Youngstown, Ohio, with an exhibit of New Brunswick grid cancels which feature identifying postal numbers. The Gold award went to a new member, Frank M. Morgan, Hanover, N.H., on an exhibit of federal and provincial revenues.
The Championship Award, went to A. G. Fairbanks, Westmouot, P.Q., on his former Grand Award winner, an exhibit of specialized Nova Scotia. The Goodwin Award was placed on a fine showing by James A. Pike of Ford, Wash. of British Columbia and Vancouver Island covers. The Revenue Study Group's silver tray was awarded to a novice exhibitor. Albert Wood of Brookfield, Wise. Eight silver medals and seven bronze were awarded.
General co-chairman of the gathering were Jack Levine and Jim Culhane; exhibition, John Siverts; bourse, AI Keeler; seminars, Ed Richardson; certificates, E. J. Whiting; at large, D. C. Meyerson, E. A. Richardson and George T. Turner; program, Jack Levine; advertising, AI Kessler.

Day. Those interested would like to identify and authenticate the source of numerous cancels.
This was the first year that panel discussions have been tried by study groups, and it proved very satisfactory, said Ed Richardson. "The greatest service that a society can give its members are study groups; there's real vigor found in these."
As co-ordinator, Ed Richardson presided at several separate group meetings. He issued and distributed to members a fivepage leaflet, with questionnaire sheet attached for ready completion by members. It listed 32 different existing or possible swdy groups with a brief outline of possible area of study for each, along with a sample roll of 12 group activities.
Ten members met in the F lag Cancel Group where Lloyd Sharpe was the source of material. Realistic pricing is promised for the coming handbook, a third. Nine attended the Semi-Official Airmail seminar with Nels Pelletier, the resource. Patriotic Covers group viewed a large stock of First World War and 1904 pieces in the hands of Clarence Westhaver. Twenty-five attended the Revenue Group with Wilmer Rockett, and discussed Cape Breton laws.
Twelve attended the Postal Stationery group with George Hicks of Listowell. It will issue a checklist of railway companies pictorial postal cards. The squared circle study group fai led to meet as billed.
Annual Banquet The annual banquet was attended by 110.
Roll call by chairman Bert Llewellyn revealed members present from 21 states and five provinces. The Ontario group was the largest Canadian, and Western Canada's table of ten next, with five from Edmonton, four from Calgary and one from Prince Albert Sask.
A cable to President Jephcott conveyed good wishes from the Canadian Philatelic Society of Great Britain.
A pleasant highlight was the presentation of a silver ice bucket to the veteran secretary Jack Levine, one of the founders.
Trophies were presented by Ed Richardson. "I never saw so many Canadian threepenny beavers together, as at this show." He praised the exhibits committee.

Bernard Harmer, President of H. R. Harmer, Inc., International Stamp Auctioneers of New York has just announced that his Company will sell the celebrated George Ludlow Lee Collection of 20th Century Canada Imprint and Plate blocks.
In addition to the straight-forward mint collection of blocks which is complete except for two items, the collection also includes a wide range of position blocks of the extremely rare and popular imperforate and part-perforate errors.

for 1962 and a projected $600 deficit for 1963. These two deficits just about wipe out our surplus and it is therefore, necessary to increase the dues.
This is the first change in dues since 1958 and it was taken with the greatest reluctance. However, there was no alternative.

Although the collection was commenced as recently at 1959, Mr. Lee's drive resulted in it soon becoming the pre-eminent collection of its kind. The major acquisition was the outstanding Sol Kanee collection obtained through a Canadian source. Further extensive purchases from prominent dealers and auctioners on both sides of the Atlantic completed the many difficult-tofill gaps that existed.

Lee will offer through Harmer's his used collection of plate and position blocks. Unwanted until quite recently, used blocks are becoming appreciated by collectors and their true rarity discovered. Used mostly for First Day covers, the blocks have a
wonderful range of attractive special postmarks.
Seaway iov.erted center error In the same auction Harmer's will offer,
on Mr. Lee's behalf, the unique bottom row block of 10 (5 x 2) of the extremely popular Seaway center inverted. This extraordinary piece is expected to bring in the $25,000 to $35,000 mark. A used single oncover of the same error will also be offered.
Auction scheduled for December 9, 10 The auction will be held at the H. R.
Harmer Galleries at 6 West 48th Street, New York on Monday and Tuesday, December 9, 10. The fully illustrated de-luxe catalogue is expected to be ready by early November. It can be obtained from Harmer's without charge.

Ite m O ne: While my name may be a newcomer to these pages, insofar as being an advertiser is concerned, I'm no newcomer to the B.N.A.P.S. My membership number is # 165, which takes me back a long, long way, to the early days of this group.
Ite m Tw o: Running auction sales is hardly a novelty either to Member # 165. In the past thirty years, we have run no less than 120 auction sales, in about twenty different cities from Coast to Coast.
Ite m Three: While United States stamps predominate in our sales, those of British North America are easily second. Many of your fellow B.N.A.P.S. members are receiving our catalogues regularly, and bidding almost as regularly.
Ite m Four: Our sales during the coming season will include some very choice B.N.A. material, early covers, Pence and Cents issues, and more popu lar mint items, both in Canada and Newfoundland .
Item Five: If you are interested in adding to your collection, and if you have never investigated auction buying, this may be the time to do it. Chances are that part of those lovely collections you admired at the last B.N.A.P.S. Exhibition were at least partly built with our help.
Item Six: It's the easiest thing in the world to get on our list. Just send a request, and give your B.N.A.P.S. number. That will make it unnecessary for us to ask for references, for everyone knows that there is no higher type of philatelist than the one who belongs to this organization.
