Background I-49 Lafayette Connector Concept Refinement Background of the Community Outreach and Concept Refinement Phase The Context Sensitive Solutions (CSS) process for the I-49 Lafayette Connector began in 2015 with the intent to focus community outreach, discussion, and debate primarily on the CSS design features of the federally approved corridor concept. After speaking with hundreds of community members and agency stakeholders, however, it became very apparent that the community desired a more in-depth discussion and evaluation of potential refinements to the original I-49 Lafayette Connector concept. Several years have passed since the suspension of the last planning/design process and the community has undergone significant change. In response, the DOTD/LCP Team inserted a Concept Refinement phase into the CSS program, lasting approximately 6 months, in order to gather input from the community and the work groups to: 1. Review and discuss the changes that had taken place in the community; 2. Identify potential refinements to the I-49 Connector Concept; and 3. Review those potential refinements from a community and technical perspective, through a three tiered evaluation process, eventually leading to a final refinement concept recommendation. The refinement concepts and ideas considered during this phase must fall along the approved corridor. A concept or idea could not be considered if it had already been studied in the previous work and determined it should not move forward.
