NEW DELHI Continuing its crack- down on major sources of air pollution in the national capital, the Delhi Pollution Control Committee has issued notices to 172 ongo- ing construction projects in the city. The concerned parties have been directed to sub- mit reports on the current status of construction and steps being taken by them in compliance with the Ministry of Environment and Forests guidelines, 2010, on prevention of dust and garbage accumu- lation on their sites, while carrying out the construc- tion. They will also have to submit adherence reports on directions mentioned in the orders of the National Green Tribunal. It has been found that though these projects had obtained prior environ- mental clearance from the Ministry of Environment and Forests or from State Environment Impact Assessment Authority (SEIAA), Delhi, subse- quently, the mandatory CONTD. NEW DELHIDelhi Police Saturday filed

chargesheet against 13 personsarrested in connection with thePetroleum Ministry documentleak case.

Crime Branch of Delhi Policefiled the chargesheet beforeMetropolitan Magistrate AkashJain, who fixed April 20 for itsconsideration.

According to police sources,the accused have beenchargesheeted for the allegedoffences punishable under sec-tions 457 (trespass), 380 (theft),420 (cheating), 468 (forgery forthe purpose of cheating), 471(using as genuine forged docu-ments), 120-B (criminal con-spiracy) and 34 (common inten-tion) of IPC.

The court fixed the 44-pagechargesheet for considerationbefore Chief MetropolitanMagistrate Sanjay Khanagwal,who was on leave today.

The police have arrayed 42prosecution witnesses in thecase.

Police sources said that provi-sions of the stringent OfficialSecrets Act (OSA) have notbeen invoked against theaccused yet and further investi-

gation is going on.On April 15, the Ministry of

Petroleum and Natural Gas in itsreport had told the court thateight documents recovered fromthe accused in the case wereclassified in nature and none ofdocuments seized from themwere in public domain.

Among the 13 accused are fivecorporate executives -- ShaileshSaxena from RIL, Vinay Kumarfrom Essar, K K Naik fromCairns India, Subhash Chandrafrom Jubilant Energy and RishiAnand from Reliance ADAG.

Other eight accused are IshwarSingh, Asharam, RajkumarChaubey, Lalta Prasad, Rakesh

Kumar, Virender Kumar, energyconsultant Prayas Jain and jour-nalist Shantanu Saikia.

All the accused are in judicialcustody.

On April 10, the court hadsought reports from the Homeand the Petroleum ministriesabout the nature of documentsrecovered by the investigatorsduring their probe.

NEW DELHIThree persons including a

government official were onSaturday taken into custodyfor allegedly taking bribe bythe Anti-Corruption-Branch(ACB), the first arrests relatedto any complaint made on thenewly launched anti-grafthelpline in Delhi.

According to ACB, a com-plaint was lodged by a calleron Delhi government's 1031helpline on Thursday, claimingthat bribe was being taken atthe entry gate of AzadpurMandi for allowing trucks hav-ing valid entry pass to enter.

"The caller was then askedto do a sting after which a teamof 15-18 officials of ACB car-ried out a late night raid at 1:30am when close to 20,000 truckqueue up to get entry," an offi-cial said.

Following the complaint,ACB verified the details of thecomplaint and conducted araid today and arrested threepeople including a governmentemployee.

"A security in-charge andtwo contractual staff werearrested who used to take heftyamount from transporters to

allow them early entry.Amount varied on the basis ofurgency and cost of consign-ment in the truck," the officialalleged.

These were the first arrestsin connection with complaintson the helpline, officials said.

The agency has also seizedcurrency notes from their pos-session. Out of the three arrest-ed, one is a governmentemployee.

According to the govern-ment, within 100 hours of itslaunch, the helpline answereda total of 32,489 telephonecalls out of which only 70were found to be serious andthey were forwarded to ACBfor investigation.

Kejriwal launched thehelpline at a public gatheringat Talkatora stadium on April5. The helpline is functioningon a 24x7 basis and willremain open on all days.

The calls received so far arenow being analysed to segre-gate frivolous and real com-plaints.

The government said effortsare being made to ensure thatno call made on 1031 numberremains unanswered.

Kejriwal, Sisodia, noted advocatePrashant Bhushan and Shazia Ilmi, whohas quit the Aam Aadmi Party, appearedbefore Metropolitan Magistrate SunilKumar Sharma who recorded Sibal's state-ment in the matter in which all four ofthem are facing trial.

As the matter commenced before thecourt, advocate Rahul Mehra, appearingfor the accused, moved an applicationseeking exemption from personal appear-ance for Kejriwal and Sisodia.

Mehra said that Kejriwal has gone to StStephen's College to attend the convoca-tion function, while Sisodia had a meetingwith the Union Home Minister.

He, however, said if the court woulddirect them to appear today, they would doso later in the day.

Advocate Mohit Mathur, who appearedfor Sibal, opposed the plea seekingexemption for Kejriwal saying whether a

college convocation was more importantthan attending the court proceedings.

"He (Kejriwal) is willing to attend theconvocation but not bow down before thecourt. This is very strange," he said.

Mathur, however, did not opposeSisodia's exemption plea.

At this juncture, Mehra told the courtthat Kejriwal and Sisodia would appearbefore it at 12.30 pm.

Thereafter, when the court startedrecording Sibal's statement, Kejriwal andSisodia appeared before it. Bhushan andIlmi were also present.

The matter has now been fixed for cross-examination of Sibal by the accused onMay 2.

The court on September 20 last year hadput all the four accused on trial for chargeunder section 500 (defamation) of the IPC.

The accused had not pleaded guilty tothe offence and had claimed trial.

The court had on July 24 last year sum-moned Kejriwal, Sisodia, Bhushan andIlmi in the criminal defamation case filedby Amit Sibal, who is a senior lawyer.

Sibal had alleged that AAP leaders hadsaid he had taken advantage of his father'sposition to represent a telecom companyin the court cases here.

The Water Resources, River Developmentand Ganga Rejuvenation Minister called forclose coordination between urban local bod-ies to achieve the goal.

National Mission for Clean Ganga(NMCG), an autonomous body under theWater Ministry has launched 'Nirmal GangaSahbhagita' for initiating a sustainable part-nership with 118 urban local bodies locatedalong the river for a clean Ganga.

In a notice to 78 urban local bodies ofUttrakhand, UP, Bihar and Jharkhand lastweek, the ministry had directed to furnishaction plans to set up sewage treatment plantsto it within 15 days, as 75 per cent of the pol-lution in the river is caused by untreated sew-erage waste.

Highlighting the achievements of her min-istry, Bharti said that inter-linking of river forbetter management of water resources isbeing taken up as top priority.

The Interlinking of Rivers Programme hasbeen given special attention by the ministryin past one year and it also set up a specialcommittee as per directions of SupremeCourt in September last year.

The three major projects of water sharingbetween states under inter-linking pro-gramme include Ken-Betwa link project inUttar Pradesh and Madhya Pradesh andDamanganga-Pinjal and Par-Tapi-Narmadalink projects in Maharashtra and Gujarat.

However, the Minister said there has notbeen much clarity on river development. "Wewill have to work for few more years on riverdevelopment as there is not much clarity onit," she said.

"Are you being cut to size," she was asked."I don't think so. I am too fat for that," shereplied.

To a question whether there was a move toundercut her, Irani said she did not think so.

"I do not think so. My Prime Minister wonthe elections on good governance. He givesme a responsibility as the HRD Minister. Iam fulfilling the responsibilities to the best ofmy abilities. My performance in Parliamentis for the entire nation to see and judge. Itsmy boss who judges me, for my party tojudge. I am still doing OK."

Queried about allegations of saffronisationof education, she said the education sectorwill be within the constitutional frameworkof the country. "How wrong is that".

She was asked about a belief that her min-istry reports to RSS. She said "no, it doesnot."

Narendra Modi will soon com-plete a year in office. Is ittime for Indian Muslims to let

go of the past and give pragmatism achance?

Generally, whenever Muslim“leaders” go to meet the PrimeMinister of the day, they carry a thickdossier of complaints and a charter ofdemands, most of which have little todo with the community’s real inter-ests.

But when a group of maulvis metPrime Minister Narendra Modi lastweek, they had a rather unusualrequest. Rather than cribbing aboutHindutva loudmouths or demandingjob reservations, they wanted thegovernment’s help in rescuing IndianIslam from Wahabbis seeking to sub-vert its gentler Sufi tradition andreplace it with the harsh Saudi brand.

They were concerned that theWahabbi influence — a principalsource of radicalisation — was grow-ing among Indian Muslims, with for-eign-funded groups attempting toinfiltrate their institutions. Thisincluded attempts to take over Sufishrines (dargahs), which Wahabbisregard as symbols of idolatry, as wellas mosques and madrassas.

It was Mr. Modi’s first such inter-action with Muslims since he becamePrime Minister and he was clearlykeen to tom-tom it. His tweet that he“had a good meeting with leaders ofthe Muslim community” was accom-panied by a photo of the meeting witha link to an official statement.

This was duly followed by a cheerypress release from the PrimeMinister’s Office highlighting how“Muslim leaders reiterated full sup-port of the community to the primeminister in meeting his objectives ofensuring speedy economic growth,promoting communal harmony andpeace, and strengthening nationalsecurity”. Mr. Modi, in turn, “specif-ically assured the leaders that he willlook into their grievances regardingissues concerning shrines, masjidsand madrassas”. He shared their con-cern about “the trend of increasedradicalisation and the emerging

threat of terrorism”.

Who represents Muslims?

So far, so good. But then conserva-tive Muslims swung into action call-ing the whole thing a “farce”; a “PRstunt” by the Bharatiya Janata Partyand “sarkari” Muslims to burnish Mr.Modi’s image. The show, theysaid, was staged to claimthat Mr. Modi was“engaging” withM u s l i m s .T h emau l -v i s

i nq u e s -tion weresought to bedismissed as“nonentities”, keento advance their personalambitions.

At this point, it is important tostress that those who met Mr. Modiwere all from the relatively moderateBarelvi sect, which doesn’t share thefatwa-spewing, hang-‘em-flog-‘emzeal of the Deobandi school, many ofwhose leading lights are behind theattack. Some independent Muslimcommentators, too, have questionedclaims about the representative char-acter of the delegation.

“It is not clear who organised themeeting… but it was clear that hav-ing failed to woo the ‘usual suspects’of Muslim leadership, [the] Moditeam had to settle for people thatmost Indian Muslims have neverheard of… most of them areunknown or very marginal playerseven in the Barelvi movement,’’wrote Kashif-ul-Huda, editor of thecentrist Muslim blogsite,TwoCircles.net.

He may be right. But here’s thequestion: who truly represents all ofthe Muslim community? Mr. Huda’s“usual suspects”? Deobandi mullahs?Muslim politiciansof the

C o n g r e s s /Samajwadi Party variety? Over thepast 60 years, we have tried them all.And look where they have landed thecommunity.

So, rubbishing Barelvi mullahs fornot being sufficiently representativeis a bit of a red herring. What this rowreally exposes is the deep intra-com-munity divide over the issue ofengaging with the Prime Minister.Even among liberal Muslims whofavour engagement, there are divi-sions. One set suggests that it shouldnot become a prestige issue aboutwho makes the first move. The otherinsists that Mr. Modi must first showsome sign of reaching out to them,indicating regret over his alleged rolein the Gujarat violence.

“I think Mr. Modi will have to

make the first move. Congress apolo-gised for anti-Sikh riots. If not [an]apology, then Mr. Modi will at leasthave to show some indication that heis willing to join hands. This is clear-

ly not there in the present situation,”said Arshad Alam, assistant professorat Jawaharlal Nehru University, to aTV journalist, echoing the popularMuslim sentiment.

Head over heart

In a few weeks’ time, the Modigovernment will complete a year inoffice, but Muslims still remain tornbetween their mind, which tells themto be more pragmatic, and their heart,which doesn’t let them forgetGujarat. Anyone who favoursengagement is dubbed a “sarkari”Muslim. Wipro chairman AzimPremji has been accused of giving‘legitimacy’ to the RashtriyaSwayamsevak Sangh agenda byattending an RSS event despite his

protestations that he wasn’t doingany such thing. The sharp Muslimreaction underlines the depth of theiropposition to doing business with theSangh Parivar.

Given the RSS’smajoritari-

an agendaand its deep-seated

antipathy towards Muslims, the com-munity’s reluctance to shake handswith it or its political proxies such asthe BJP is understandable. It willrequire a huge leap of faith for themto embrace groups that routinelyquestion their nationalism.

But while it is easy to see whereMuslims are coming from and sym-pathise with the position they havetaken, the problem is that it is anemotional response. And the difficul-ty with emotional responses is thatthey ignore practical commonsense— that a permanent state of hostilityultimately hurts the weaker side. Andwhether they like it or not, Muslimsare the weaker side in this case and acompromise is in their interest.

Moreover, a compromise is not

such a bad thing; it is a means to anend. Having allowed the heart to rulethem for so long (and it has donethem little good), how about givinghard-headed realism a chance? To beblunt, they have no other option: notonly is Mr. Modi here to stay but,given the prevailing public mood,RSS remote-controlled governments

are likely to become a more fre-quent feature of our political

landscape.

state of other so-calledsecular forces means that

there seems to be no such thing asa viable secular alternative any more.Nobody is coming to their rescue.Muslims are on their own now. Howthey handle this new situation will bea test of their political maturity andsurvival instincts.

Meanwhile, the leadership vacuumamong Muslims has never been asserious as it is today. If the liberalclass continues to be coy about soil-ing its hands, it will lose the moralright to crib that mullahs and theirpolitical proxies have hijacked theagenda.

In 2009, when theNorwegian NobelCommittee decided that the

Nobel Peace Prize was to beawarded to U.S. PresidentBarack Obama “for his extraor-dinary efforts to strengtheninternational diplomacy andcooperation between peoples”,and within the first year of hiselection as the AmericanPresident, no one, not even therecipient himself, thought thathe deserved it. “There was asense of surprise and evenshock,… a belief that the awardwas premature, a disservice anda political liability,” said aWashington Post commentator.The Chairman of theNorwegian Nobel Committee,Thorbjørn Jagland, himself,denied the charitable sugges-tion that the award was inanticipation of Mr. Obama liv-ing up to his promise. “We havenot given the prize for whatmay happen in the future. Weare awarding Obama for whathe has done in the past year,”he said.

Among the accomplishmentsof the Nobel Laureate whichwere enumerated by the NobelCommittee were his Cairospeech to reach out to theMuslim world, and his Praguespeech, which announced hiscommitment to a nuclearweapon-free world and his ini-tiatives on climate change. Butnone of these will match hisrecent, path-breaking movestowards Myanmar, Cuba andIran. All American soldiershave not come home fromAfghanistan, Iraq and else-where, but the image of theUnited States today is of arestrained and reasonablepower, and not of a DonQuixote tilting at windmills.Mr. Obama is now lookingmore like a Nobel Laureatethan he did in 2009.

The lifting of sanctions

against Myanmar even beforedemocracy was restored was aconcession to the military juntathere. The dramatic handshakeand subsequent meeting withPresident Raúl Castro of Cubain Panama, recently, is indeedhistoric. On Iran, Mr. Obama istaking major risks, having tobattle not only with Iran, butalso with Israel, Saudi Arabiaand his own Congress. Noother American President hastaken so many initiatives withglobal implications in a shorttime. All the deals are not done,but each of these could lead tothe ending of some festeringconflicts and to greater eco-nomic benefits to the U.S. andothers.

Mr. Obama seems to havecome to realise what WinstonChurchill knew a long timeago: “To jaw-jaw is always bet-ter than war-war.” The newObama doctrine is that engage-ment combined with addressingcore needs is more useful thansanctions. Breaking isolationistpolicies for strategic advantageis the new approach of theObama administration. With itsimmense power and resources,the U.S. can afford to takesome calculated risks. It canalso retrace its steps if its part-ners fail to abide by their com-mitments or adopt inimical pos-tures. Increasing strategicdepth by making concessionseven while keeping optionsopen is a refreshingly novelidea that Mr. Obama has put inplace.

Iran nuclear deal

Among his new initiatives,striking a deal with Iran over itsnuclear programme has beenthe riskiest. Given the nature ofthe Iranian regime and thevolatility of its neighbourhood,there is no guarantee that thedeal will be implemented. TheIran nuclear deal is still aframework and there is many a

slip between the cup and thelip. Mr. Obama himself admitsthat the deal is fraught withrisks for the U.S., Israel andSaudi Arabia. The fact sheetsand statements by the two sidesare contradictory and thechances of reconciling thembefore the end of June this yearare by no means assured.

Something most fundamentalto the framework like the peri-od for which the restrictionsimposed by the agreement willlast is still unclear. The U.S.mentions 15 years, while theIranian figure is 10 years. Theprovision relating to the ship-ping out of low-enriched urani-um, leaving only 300 to 500 kgon Iran’s soil, and even aboutthe destination of the shipment,are vague. Some years ago,Brazil had worked out a similararrangement, which was dis-owned by both the U.S. andIran. It is also not clear howIran would be prevented fromreconverting any remainingenriched uranium. Convertingthe facility in Fordow into aresearch laboratory was apainful decision for Iran. But,with the infrastructure pre-served there, the temptation togo back to its original missionwill remain.

The monitoring mechanismwill be the hardest nut to crackwhen the deal is finalised. Thedeep distrust between the twocountries will not disappear ina hurry and the intrusive moni-toring, which goes beyond theprovisions of the AdditionalProtocol that Iran had accepteda long time ago, will be hard toput in place. The InternationalAtomic Energy Agency (IAEA)reports are replete withinstances of its inspectors beingturned away from sensitiveinstallations. The devil in thedetails of the monitoring mech-anism will raise its headthroughout the period ofrestrictions on Iran’s nuclear

activities. The selling point ofthe deal for the Iranians is thatthe nuclear infrastructure willremain intact and that the“break out” period for Iran,now two months, has beenextended only to one year forthe next 15 years. Iran willzealously guard this capability,with its attendant effects onmonitoring.

Iran’s supreme leader,Ayatollah Ali Khamenei’saccusations recently, about theObama administration “lyingand having deceptive and devil-ish intentions” may be totoughen Iran’s bargaining posi-tion in the next two months, buthis insistence that all sanctionsmust be lifted as soon as theagreement is signed is mostunrealistic.

Mr. Obama will not be in aposition to give any such guar-antee, given the position of theCongress. Moreover, there isno intention on his part toremove the sanctions relatingto human rights and terrorism.Since Iran’s sole motivation forthe deal is to get the cripplingsanctions lifted, this may wellbe the biggest hurdle in itsfinalisation and implementa-tion.

A reconnection with CubaThe U.S. has nothing to lose

by normalising relations withCuba. Cuban immigrants in theU.S., who want to see theCuban regime crushed, droveAmerican policy so far. TheCuba policy had isolated theU.S. in its own backyard. Bywinning Cuba back, the U.S.may win back some of its lostinfluence in Latin America.Congressmen of Cuban originwere the greatest proponents ofthe blockade because of theirpersonal animosity towardsFidel Castro. Cuba has not beena threat to the U.S. for quitesometime. Even the U.S.’sallies were not with it in the

case of the Cuban blockade.Cuban cigars and rum came tothe U.S. through other coun-tries. In fact, Cuba had main-tained contact with the U.S. atfairly high levels through its‘Cuban Interests Section’ in theSwiss Embassy in Washingtonto deal basically with theCuban immigrants. SomeCuban diplomats were productsof Ivy League universities andspoke American English likenatives. Normalisation of rela-tions with Cuba was long over-due and it is likely to succeedsooner than the two sides seemto expect in their statements inPanama.

Calculated risk on MyanmarThe U.S.’s decision to make

up with the junta in Myanmarmay appear insignificant, butgiven the special position ofChina in Myanmar, it was a cal-culated risk. In the short term,Myanmar has brought econom-ic benefits for the U.S. andMyanmar’s own desire todiversify its international rela-tions has presented a windowof opportunity. The risk is thatthe junta may not change itscolour and the U.S. may becompelled to reverse its policyin Myanmar.

The new Obama Doctrine hasalready brought in changes,considered unlikely even a fewmonths ago. Nobel Peaceprizes have been awarded in thepast for less spectacular suc-cesses in foreign policy. Theaward of the Nobel Peace Prizeto Obama in 2009 may havebeen premature, but today, thedecision of the Nobel commit-tee appears vindicated.

The arrest of the Kashmir separatist leader MasaratAlam Bhat within six weeks of his release fromjail shows an early collapse of the ‘healing touch’

policy adopted by the Jammu and Kashmir governmentled by the Peoples Democratic Party soon after coming topower. Mr. Alam was a known troublemaker with thepotential to instigate violence, and little thought seemedto have gone into the decision to let him walk free fromjail after more than four years in detention. At a rally tobe addressed by Hurriyat chairman Syed Ali ShahGeelani in Srinagar, Mr. Alam was at the head of a groupof youths shouting anti-India slogans and waving thePakistan flag, forcing the government to first place himunder house arrest and later take him into custody. Thatthe PDP and its partner in government, the BharatiyaJanata Party, were divided on how to deal with Mr. Alamwas evident from the start. Not only did the PDP fail toconsult the BJP on the issue, it appears to have underes-timated the sinister consequences of releasing Mr. Alamwithout wresting any kind of assurances from him. If Mr.Alam’s release last month embarrassed the BJP, his arrestnow is an acceptance of failure by the PDP, which was atpains to stress that while the released person had a histo-ry of involvement with stone-pelting he had never wield-ed a gun. If political considerations weighed heavily inthe decision to release Mr. Alam, matters of practicalpolicing seemed to have forced the government’s hand inordering his rearrest. Other than giving the hardliners inthe Kashmir dispute an opportunity to regroup, therelease and rearrest episode appears to have achieved lit-tle. The Kashmir issue is not any closer to a solution.Politically, both the PDP and the BJP will be seen as hav-ing bungled in this case. In a State torn by violence, flag-waving and sloganeering might seem minor crimes, butthe Jammu and Kashmir government cannot be seen asignoring the anti-national implications of Mr. Alam’swaving the Pakistan flag in the Valley. If the governmentdoes not clamp down on this symbolic defiance, it willonly embolden the separatist forces. Political autonomyfor Kashmir will have to be negotiated within the frame-work of India’s sovereignty, and the crackdown follow-ing the waving of the Pakistani flag is a clear statementof intent and purpose from both the State and Centralgovernments. The Masarat Alam release and rearrest fias-co was an avoidable political miscalculation. Nothingmust be allowed to undermine the credibility of a genuinepolitical initiative from the Mufti Sayeed administration,which should pick up the threads of the earlier dialoguebetween New Delhi and Srinagar on proposals for moreautonomy for the State.

NAGPUROn the 64th anniver-

sary of social reformerVinoba Bhave's'Bhoodan (land gift)movement', a BJP MLAon Saturday claimed thatabout 23 lakh acres ofland acquired during themovement is yet to bedistributed among thelandless villagers andfarmers.

Nearly 47 lakh acres ofland was acquiredthrough donations andother means of servicesduring the movement,

which began on April 18,1951 and continued forthe next 14 years, BJPMLA Ashish Deshmukhsaid.

Deshmukh has alsowritten a letter to PrimeMinister Narendra Modiurging him to take cogni-sance of the matter andexpedite the process ofland distribution.

"At a time when theopposition is politicisingthe Land Bill issue, it isin the favour of farmersthat the poor landless getbenefit of the Bhoodan

movement," the BJPMLA wrote in the letter.

According to officialdata obtained byDeshmukh, the centralgovernment after intro-ducing the Land CeilingAct, in its first round byDecember 1970, hadacquired a total of 25.64lakh acres of the 47 lakhacres. From the acquiredland, 11.78 lakh acreswere redistributed to theneedy by the governmentacross the country.

On the other hand,12.16 lakh acres secured

through bhoodan washanded over to scores oflandless people, he said.

Deshmukh claimedthat till date, 23 lakhacres of bhoodan land isyet to be distributed, ofwhich 45,000 acres is inMaharashtra.

April 18 marks the64th year of the com-mencement of 'Bhoodanmovement'. The move-ment had evoked hugeresponse, mainly instates like Bihar, UttarPradesh and MadhyaPradesh.

written to the Gujarat govern-ment-appointed committee thatthe state law providing formandatory voting is unconstitu-tional and unclear, and it shouldnot be enforced.

Governor OP Kohli gaveassent to the Gujarat LocalAuthorities Laws (Amendment)Bill 2009 in November 2014. Itmakes it mandatory to vote inthe elections to the local bodies,apart from reserving half theseats for women.

"The bill has been moved in ahurry without inviting any dis-course with intellectuals,experts or social activists. Thisbill is violative of the right tofreedom under the article 19 (1)(a) as it does not give choice tovoters to abstain from voting,"Congress's chief whip in theAssembly, Balwantsinh Rajput,said in his letter yesterday.Article 51 (a) of the

Constitution gives the right tovote, but doesn't speak aboutmandatory duty, the lettersaid.

The BJP government earlierthis month formed a committee,headed by the former state elec-tion commissioner KC Kapoor,to frame rules under the law andinvited suggestions from thepeople.

Rajput said if a person,though physically fit, can notcast vote due to some social orother compulsion, it would beimproper to impose "an illogi-cal law" on him or her.

The committee -- which issupposed to prescribe the penalaction under the law -- cannotdeclare a citizen as defaulterand bar him/her from casting avote, contending polls or win-ning an election (for failing toexercise the franchise),Congress said, adding that suchan action would amount to thecapital punishment in a democ-racy. The law itself does notspecify the punishment, so it isnot clear. Further, the Gujaratcitizens who are outside thestate during the polls can not beforced to vote, it said.

Former Governor Kamla hadrefused assent to the bill twice,saying it violated the Article 21(right to personal liberty) of theconstitution.

Ruling PDP presidentMehbooba Mufti also con-demned the killing of theteenager and voiced con-cern over the police notadhering to the SoP.

"Now that FIR has been

lodged in the tragic inci-dent, I am sure investiga-tion would be taken to thelogical conclusion andaction would be takenagainst the personnelinvolved in the incident,"Mehbooba said in a state-ment. Meanwhile, Geelani,who is under house arrest,said he would lead an hour-long sit-in at Partap Parktomorrow against theNarbal killing.

"The killing of a thirdstudent at Narbal inBudgam district is theworst example of state ter-rorism. I along with otherpro-freedom leaders willstage an hour-long protestsit-in against the incident atPartap Park (in Lal Chowk)at 2 pm tomorrow," Geelanisaid in a statement.

He also called for a shutdown in entire Budgam dis-trict against the killingtomorrow.

This requires aconcerted opposition to theModi Government's eco-nomic policies and itsHindutva-oriented socialand educational policies,"said the draft political reso-lution adopted on the penul-timate day of the party's21st congress here.

While the main directionof the struggle is against theBJP, the party will continueto oppose the Congress,which too has pursued"neo-liberal policies". It is

the UPA Government's"anti-people" policies and"corruption" which helpedthe BJP to acquire popularsupport, it said.

The resolution made itclear that the party, whichhad provided outside sup-port to ruling UPA 1, willhave no understanding orelectoral alliance with theCongress.

Briefing reporters on thedeliberations of the meetheld every three year towork out the party's poli-cies, Polit Bureau memberS Ramachandran Pillai saida plenum will be held laterthis year to examine theCPI(M)'s line in variousaspects and correct defi-ciencies, if any.

The party will activelywork to rally the like-mind-ed forces so that a Left anddemocratic front can beforged step by step. Thiscan be achieved onlythrough the process ofdeveloping united strugglesand joint movements,CPI(M) said.

The electoral tactics ofthe party should be guidedby interests to strengthenitself and to help the rally-ing of the Left and demo-cratic forces, the resolutionsaid.

Pillai said the discussionfor the appointment of newGeneral Secretary is yet tobegin. He rubbished thereports suggesting that he isalso in the race for the topjob in CPI(M), saying theparty will decide the candi-date for the post.

"There is concerted col-lective action betweenfive European authorities,France, Belgium,Germany, the Netherlandsand Spain," said IsabelleFalque-Pierrotin, head ofFrance's CNIL privacywatchdog.

She added that theNetherlands was coordi-nating the project, whichconsists of a workinggroup involving represen-tatives from the five coun-tries that will look intoFacebook's practices.

Facebook has for yearsbeen dogged by concernsover how well privacy issafeguarded online.

Microsoft and 343 Industries on Thursdayannounced a new top-down shooter that's aspin-off from the firm's Halo series of futuris-

tic military first person shooters. Made by 343 Industriesand Vanguard Games (the developers of Halo: SpartanAssault), the Halo: Spartan Strike has been made avail-able for Windows 8/ 8.1, Windows Phone 8/ 8.1, Steam,and iOS (iPhone and iPad).

Defending a not so big total, KXIP bowlersneeded to do well upfront and young SandeepSharma responded brilliantly with figures of4/25 as polished off the top-order with someincisive swing bowling as they were reducedto 60 for five in 8 overs.

He got the ball to shape in consistently get-ting Robin Uthappa (13), Manish Pandey (12)and Ryan ten Doeschate (0) with incomingdeliveries. Ten Doeschate was a bit unluckyas replay showed that he got an inside edge.
