WHAT’S ON OFFER?

Agricultural Chemicals Including herbicides, insecticides, fungicides and wetting agents

Fertilisers Including bagged and bulk products, bought in both small amounts (e.g. 25kg bags) or large orders (eg. 50 tonnes).

Fencing Products Products required for fencing maintenance and installation, including posts, wire and fencing accessories such as struts and strainers.

General Agricultural Merchandise

Other agricultural products, including but not limited to, water equipment, specialised clothing and footwear, animal feed, general hardware and animal healthcare products such as vaccines and drenches.

Exclusions In instances where a Customer requires specialist chemical or fertiliser products not available through Contractors under this Contract, either at all or within an appropriate timeframe, this shall be considered outside the scope of this Contract.

Livestock is excluded from the scope of the Contract.

Turf specialist products and related services are also excluded from the scope of the Contract.

Buying Direct Prices for this Group Buying Arrangement (GBA) are based on discounts of RRP or a mark-up on the supplier’s cost price. While buyers can pick and buy the specified products from the contractors without calling quotes or tenders, you may wish to compare prices for the product you require from two or more suppliers by contacting them directly.

Buyers should view Attachment 1 - Pricing to review the discounts they are entitled to under the contract. Where more than one contractor is appointed to a category or sub category, buyers can evaluate which contractor represents best value for money for their needs, then contact the contractor to make their purchase.

Orders should be placed directly with contractors.

If you are using a contractor for the first time, you will probably need to establish a new account.

Buyers should check each individual contractor’s details as to which communication method is available for placing orders.

Pricing At the time of placing orders with Elders or Landmark, buyers should ask the contractor for the current RRP to ensure they are receiving the contract discount as per the contract Pricing.

Payment by Purchasing Card The Government Purchasing Card offers a quick and convenient method of payment allowing many goods and services to be efficiently purchased. Surcharges should not apply to purchases made under the Contract.

Always remember to inform the supplier that you will be paying by Government Purchasing Card, at the time of ordering the product or service, and ensure they clearly understand that they must send the tax invoice directly to you, the cardholder.

Complimentary Feedback and Complaints Resolution The Department of Finance aims to continuously improve the services it provides to customers and welcomes feedback on the level of satisfaction experienced under this contract or with the contractor(s) performance. If you are dissatisfied with the goods and/or service provided by the contractor or have any specific concerns, these should be discussed in the first instance directly with the supplier.

If the problem or issue is not resolved to your satisfaction, please log your complaints via Finance’s online Feedback Management System. The online system provides for both complimentary feedback and complaint resolution considerations.

ATTACHMENT 6 – ELDERS PURCHASING CARD PAYMENTS All Elders’ EFTPOS terminals Australia-wide automatically apply a 1% surcharge when processing credit card payments. As Elders have agreed to NOT apply surcharges for Government Purchasing Card payments, the following arrangement applies.

In order to offset the 1% surcharge, Elders branches should discount the total Tax Invoice by 1% when entering the sale through the EFTPOS terminal.

The process is as follows:

1) Calculate the sale value under the Contract, as per the Tax Invoice (Example 1: $1173.35);

2) Discount this amount by the Elders’ credit card surcharge (Example 1, a discount of 1% or $11.62).

3) Enter the discounted amount (Example 1 $1161.73) into the EFTPOS terminal when processing the Government Purchasing Card payment.

The EFTPOS terminal will then add the Elders credit card surcharge back into the total charged to the card. The net result is that the total price charged through the EFTPOS terminal is correct as per the Customer’s Tax Invoice.

In Example 1, the Tax Invoice is for $1173.35 and the Total AUD charge on the EFTPOS receipt is $1173.35. The surcharge noted on the EFTPOS receipt is negated.

EXAMPLE 1: ELDERS’ TAX INVOICE AND EFTPOS RECEIPT

Invoice Total of $1173.35 matches EFTPOS Receipt total of $1173.35, despite the EFTPOS terminal applying the automatic credit card surcharge.
