Procurement Process
• Purchases not exceeding $5,000 can be made without bids or quotes.• Purchases between $5,000 - $24,999 normally require
informal bids or quotes. • Purchases of $25,000 or more normally require a
formal solicitation process. Bids over $100,000 require HUB Subcontracting Plans (HSP).• Exceptions to bid requirement: Use of state contracts,
cooperative agreements, sole source/proprietary purchases, emergency purchases.

Procurement Process
• The UNT System utilizes a decentralized process. Purchasing decisions are made in the various departments.• Awards are made based on best value, not always the
lowest price.• TXMAS, TCPN, BuyBoard, UT Supply Chain Alliance
and other cooperatives are used.• Purchasing is completed by a purchasing card or
issuance of a Purchase Order.

• All formal bids are posted on our website: bsc.untsystem.edu/bid-listing • Formal bids are also posted on the
State of Texas Electronic Business Daily: esbd.cpa.state.tx.us/

Formal Bid Process
• Invitation for Bids (IFB) – formal solicitation of sealed bids focused on pricing. • Award is based on the lowest bid meeting the minimum
criteria for the specifications/requirements.

Formal Bid Process
• Request for Qualifications (RFQ) – requesting submittal of qualifications or specialized expertise in response to a scope of professional or consulting services. • Purpose is to generate a pool of prospects providing a
short list of candidates who meet the desired qualifications.

• Request for Proposal (RFP) – vendors are requested to submit proposals for the supply of goods and/or services.• Evaluation may be based on factors other than cost.• Negotiations often include a Best and Final Offer
(BAFO) request from finalist(s).

HUB Subcontracting Plans (HSP)
• Required for bids and proposals with an expected value of $100,000 or more.• For each subcontracting opportunity not self-performed
by the respondent, there are notification requirements to HUBs to allow time for responding. • The HSP is a detailed form that must be completed
accurately and signed. Failure to complete the document results in rejection of the proposal.

HUB Subcontracting Plans (HSP) and Progress Assessment Reports (PARs)• Procurement Services monitors the awarded vendor
closely to ensure compliance with the HSP.• Progress Assessment Reports (PARs) are required
monthly to document payments to HUB and Non-HUB subcontractors.
Payment will not be processed until the PAR is submitted.

Identifying Potential Suppliers
• The UNT System uses the Central Master Bidders List (CMBL) that is maintained by the State of Texas Comptroller’s Office.• CMBL is a master database of vendors identifying
goods or services they provide.• CMBL annual registration fee is $70.• Vendors should maintain current contact information
and provide specific information on the goods or services they provide.• HUB vendors are identified.

HUB ProgramThe UNT System makes a good faith effort to utilize HUBs in contracts for construction, services and commodities purchasing.
We support the HUB program and continually work to expand our HUB utilization.

What is a HUB?
• A minority, woman or service disabled veteran owned business that is certified with the State of Texas as a Historically Underutilized Business.• Is at 51% owned by an Asian Pacific American, Black
American, Hispanic American, Native American, American Woman and/or Service Disabled Veteran.• Principal place of business must be within the State of
Texas.

How to Become HUB Certified
• Complete application.• HUB Certification is free.• Certification is valid for four (4) years, provided that
the business continues to meet the eligibility requirements.• Once certified, the business is registered on the online
HUB directory.

Why is HUB Certification Important?• Increased exposure to general public and to other
entities who have a supplier diversity program and are searching for minority and woman-owned businesses.• Prime contractors use the CMBL and HUB directory to
identify HUBs for sending subcontracting opportunities.• UNT System will have many subcontracting opportunities over
the next 2 years.
• In fiscal year 2014, Texas state government agencies awarded more than $2 billion in contracts, including more than $791 million in subcontracts, to HUB certified vendors.
