The task was issued in response to a request by On-Scene Coordinator (OSC) McCleod of the Remedial Response Section that the situation be reviewed for a pos- sible immediate removal action. TAT member Lynch reviewed analytical results from samples taken by the Wisconsin De- partment of Natural Resources WDNR) and Eau Claire City- County Health Department and hydrogeologic reports of the study area, all of which were supplied by OSC McCleod. Ms. Lynch also questioned Sam Spanel, WDNR, and Darryl Farmer, Eau Claire City-County Health Department. Eau Claire, Wisconsin, has a population of approximately 55,000 and is located in the western part of the state. The municipal water department supplies 62,623 gallons of water per day to the residents from 12 active production wells in a well field located southwest of the airport (Figure 1). Ground water contamination was first detected in Eau Claire in December 1981 by the WDNR during routine monitoring of municipal wells. Monitoring was conducted in accordance with regulations in the Safe Drinking Water Act, PL 93-523. Eau Claire was one of 20communities included in the state-wide sampling program. Volatile organic compounds were found in the 12 muni cipal we!1s. All the wel1s contained contamina- tion at concentrations lower than long-term U.S. EPA action levels, except well 15. Well 15 contained 5.3 ppb of 1,1- Dichloroethylene. Roy F. Weston, Inc. The action level of 3.4 ug/1 relates to a henlthrisk of one additional case of cancer if 10,000 people consumed two liters ofthis water per day over a lifetime (70 years).Due to this chemical exceeding the action level, use of your water supply fordrinking water is not recommended. This recommendation is based on presentguidelines used by the Environmental Protection Agency. The use of yourwater supply for other purposes such as bathing or washing clothes is notaffected by this recommendation.If you have any questions on this matter, plcnsc feel free to call.
