Coast Guard Sector San Francisco

Sector San Francisco's area of responsibility spans from the Ore-gon border to the San Luis Obispo County line and includes over2,500 miles of shoreline within the San Francisco Bay and itstributaries.

The unit's high level of performance is sustained through the hardwork of the dedicated 510 active duty members, 232 reservists,41 civilian employees, and 1,568 auxiliarists (9 divisions cover-ing 3 states).

A typical week at Sector San Francisco:

Maritime SafetyRespond to 32 search and rescue cases, save 6 lives and

$177,000 in property, permit 22 marine events,inspect 34 commercial vessels and 50 containers.

Maritime SecurityConduct 140 CriticallnjrastructurelSecurityZone patrols, three facility spot checks and

9 port security boardings.

Protection of Natural ResourcesConduct 10 pollution investigations and 7

casualty investigations.

Rear Admiral Schultz assumed his duties as Command-er, Eleventh District in July of 2012. lie most recentlyserved at Coast Guard Headquarters in WashingtonDC, where he was the Director for Governmental andPublic Affairs and was responsible for Coast Guard

,.. external engagement with the Congress, the media andintergovernmental entities. Prior to becoming a flagofficer, he served as Chief of the Office of Congres-sional and Governmental Affairs from 2008-20 10,where he was the service's lead representative to theUnited States Congress, overseeing all aspects of agen-cy engagement and interaction with the legislativebranch while also serving as the principal advisor to the

Commandant and other senior Coast Guard leaders for all appropriations, authorizationand Member of Congress specific issues.

Captain Stowe serves as the Commander,U.S. Coast Guard Sector San Francisco andthe Captain of the Port. As such, she leadsover 790 Active, Reserve, and CivilianCoast Guardsmen operating four Cutters,seven Search and Rescue Stations, an Aidsto Navigation Team, Vessel Traffic Service,and a Marine Safety Detachment. Her areaof responsibility spans from the Oregonborder to the San Luis Obispo County line

and includes over 2,500 miles of shoreline within the San FranciscoBay and its tributaries.

His most recent field assignment was as Sector Commander in Miami from 2006-2008,where he oversaw multi-mission operations in Southeast Florida and served as the re-gional Federal Maritime Security Coordinator; Federal On-Scene Coordinator; Officer-in-Charge Marine Inspection; Search and Rescue Mission Coordinator; and Captain ofthe Port for Miami, Port Everglades, Palm Beach, Fort Pierce and the Miami River.

Prior to this assignment, she served as the Deputy Sector Command-er in Miami Florida.

Command tours of duty afloat include USCGC VENTUROUS, a 210-ft medium endur-ance cutter in St. Petersburg, Florida; USCGC ACACIA, a 180-it sea-going buoy tenderin Charlevoix, Michigan; and USCGC FARALLON, a 11O-ft Island Class Patro I Boatin Miami Beach, Florida. Rounding out his sea duly are tours as Executive Officer ofUSCGC PETREL, a 110-ft Surface Effect Ship in Key West, Florida; and as OperationsOfficer of USCGC GENTIAN, a 180-ft sea-going buoy tender in Ft. Macon, NorthCarolina. Other shore assignments include Congressional Liaison Officer to the UnitedStates House of Representatives, Liaison Officer to the United States Department ofState Bureau for International Narcotics and Law Enforcement Affairs, AssignmentOfficer at the Coast Guard Personnel Command, and Command Duty Officer in theSeventh Coast Guard District Operations Center in Miami.

CAPT Stowe also served as a Special Assistant to the President forHomeland Security for President George W. Bush and for PresidentBarack Obama.

While in DC, CAPT Stowe served on the Senate AppropriationsCommittee staff where she assisted with drafting the Department'sAnnual Appropriations and the myriad of Supplemental Acts neces-sary in the aftermath of September 11, 2001.

Rear Admiral Schultz is a 1983 Coast Guard Academy graduate, earning a Bachelor ofScience degree in Civil Engineering. In 1992, he was awarded a Masters Degree inPublic Administration from the University of Connecticut, and in 2006 completed a oneyear National Security fellowship at Harvard University's Kennedy School of Govern-ment.

She is a Marine Safety, Security, and Environmental Protection Spe-cialist, who served as Chief of Port Operations in Tampa, Florida,and Assistant Chief of Port Operations in Baltimore, Maryland.

Rear Admiral Schultz's personal awards include the Legion of Merit; the MeritoriousService Medal, the Coast Guard Commendation and Achievement Medals; the Com-mandant's Letter of Commendation; and in 1998 he was the recipient of the Service'sJohn G. Witherspoon Inspirational Leadership Award.

Captain Stowe is a prior licensed U.S. Merchant Mariner for com-mercial shipping and a graduate of Texas A&M University. Her mil-itary awards include the Department of Homeland Security Distin-guished Service Medal, Coast Guard Meritorious Service Medal, (2awards), Coast Guard Commendation Medal (3 awards), and CoastGuard Achievement Medal.

Rear Admiral Schultz hails from East Hartford, Connecticut and is married to DawnDeLaurentis of Hammonton.New Jersey. They are the proud parents of five children-Kelsey, Lindsey, Annalicse, Eric and Zachary.

Captain Stowe is a native of Wheeling, West Virginia, and has twochildren, Andrew and Shannon.

CAPT Greg Stump received his commissionfrom the Coast Guard Officer CandidateSchool in 1990. His first assignment was asthe facilities engineering maintenance con-trol officer at Aviation Training Center,Mobile, AL. In 1992, he transferred to theInternational Maritime Law EnforcementTeam, and deployed as a team leader to Lat-in America in support of the counterdrugOperation, SNOWCAP.

CAPT Stump's operations ashore assignments began in 1995 when hewas assigned as the assistant operations officer to Group/Captain ofthe Port!Activities New York. Subsequently, he assumed command01: and later decommissioned Tactical Law Enforcement Team, Gulf,in the late 1990s. After completing his doctoral course work in leader-ship at the University of San Diego, CAPT Stump was assigned toCoast Guard Headquarters as Chief of Leadership and ProfessionalDevelopment.

In 2005, CAPT Stump returned to the operations ashore community asResponse Department Head at Sector New Orleans. Three years later,he was assigned to the Deployable Operations Group as Deputy Oper-ations Officer. From there, he worked at the Pentagon within the Of-fice of the Secretary of Defense. A year at Naval War College inNewport, Rl followed; then CAPT Stump spent nine months as Depu-ty, Sector Puget Sound, before transferring to Sector San Francisco.

CAPT Stump earned a BS in Civil Engineering from the Virginia Mil-itary Institute, an MPA from Baruch College, an MBA from BostonUniversity, an MA in National Security and Strategic Studies from theNaval War College, and a Doctorate in Organizational Leadershipfrom the University of San Diego.

CAPT Stump is married to the former Leigh-Anne Wencker, whodanced as a Radio City Rockette, and worked on Broadway for a dec-ade as a dancer/singer/actress in three shows: Beauty and Beast, Crazyfor You, and Steel Pier. CAPT Stump and Leigh-Anne are the proudowners of an amazing Shih Tzu, Cassie.
