11 Greater Kashmir SRINAGAR | July 05, 2014, Saturday LA panel: Distribute 676 SHCs on 50:50 basis in Kashmir, Jammu UMER MAQBOOL Srinagar, July 4: Attempt- ing to ensure uniformity in allotment of infrastructure in the vital health sector, a panel of the Legislative Assembly has recommended that 676 Sub Health Centres (SHCs) sanctioned by the Centre for Jammu & Kash- mir should be distributed on 50: 50 basis among Kashmir and Jammu regions. The panel also directed the State’s Health Ministry to submit the proposal for allo- cating 338 SHCs for both the regions to the Union Health & Family Welfare Ministry. The House Panel, which was constituted earlier this month to look into the issue of irrational distribution of health centres, has finally recommended that the 676 health centres shall be dis- tributed equally in Kashmir and Jammu regions. This was decided in the second meeting of the panel held here since its constitution. Sources privy to delibera- tions of the panel revealed to Greater Kashmir that all the legislators, cutting across the party lines, censured the government for “inequitable and unjust” distribution of the health centres. “The legislators of both National Conference and Peoples Democratic Party were on the same page over the issue during the meet- ings,” they said, adding, they pointed out that the injustice shouldn’t have been done to Kashmir but the same shall be reversed by ensuring equal distribution of health centres among both the regions. “There was census among the lawmakers that widespread discrepancies and disparities exist in the allotment of the health centres. The proposal of allotment is flawed and full of wrongs,” they disclosed. “How can Rajouri get 69 centres and Poonch only 37 when topography of both the regions is uniform? This is a defective proposal,” a legis- lator, according to sources, remarked during the second meeting of the panel. Earlier in its first meeting, the panel, as already reported by this newspaper, had sug- gested that the health centres shall be distributed uniformly in each Assembly segment. When contacted, LA Speak- er Mubarak Gul said the gov- ernment has to implement the recommendations of the panel. “It is for the govern- ment to decide on the sug- gestions mooted by the Com- mittee,” he said. The panel was constituted by the LA Speaker after opposition par- ties, particularly PDP, raised the issue of discrimination against Kashmir in allotment of health centres during the last session of the Legislature held in Jammu. As already reported, of the 676 health centres, Jammu was allotted 429 while Kash- mir got only 247 centres. In Kashmir region, Srinagar got none; Ganderbal 16; Anant- nag 39; Kulgam 11; Pulwama 14; Shopian 10; Baramulla 45; Kup- wara 38; Budgam 24; Bandipora 14; Kargil 18 and Leh 18. PIC: HABIB NAQASH/GK IGNOU makes big inroads in JK education system MUKEET AKMALI Srinagar, July 4: With Kashmir valley present- ing limited opportunities for educated youth to seek higher education due to less intake capacity at Kashmir University, Indira Gandhi National Open University (distance mode) is making inroads in the education system here in a big way. A comparative analysis of student enrolment at IGNOU regional centre at Srinagar during last 14 years reveals that the distance mode of education offered by it has gained popularity among youth seeking education mostly higher education such as post graduate courses, research programmes etc. As per data of IGNOU regional centre Srinagar, since the operation of IGNOU here from 1999, the distance mode of education has gained much prominence with number of admissions in var- sity increasing each passing year. According to IGNOU data, in 1999, there were only 2230 enrolled students, which increased to 3603 in 2000. In 2001, the number jumped to 8314. However in 2002, the student enrolment somehow declined to 6630. In 2003, the students enrolled in various courses at IGNOU regional centre in the summer capital was recorded at 7190. How- ever, 2004 further witnessed decline in number of admis- sions, as the IGNOU record- ed student enrolment of 6642. In 2005, the number was 10671 which further decreased to 6555 in 2006. However, in 2007 the number of students rose to 8645. In 2008, for the first time, the number touched 10000 mark with the admissions in the year recorded at 10,417. In 2009 and 2010, the num- bers were 11,441 and 10,332 respectively. The 2011 saw student numbers further increased to 11,129 which swelled to 14,775 in 2012. The current number of students which was regis- tered in 2013 stood at 18,243. Experts attribute two fac- tors to the success story of IGNOU in Kashmir. They say that the limited intake capacity at Kashmir Univer- sity in post graduate courses is one reasons and the other being that many students in Kashmir due to financial constraints are not in a posi- tion to seek education via regular mode of academic procedures, that is why they join distance courses. Director IGNOU Region- al Centre Srinagar, Dr Nurul Hasan told Greater Kashmir that number of students seeking admis- sions in various courses of IGNOU is increasing rap- idly in Kashmir. “We are offering 125 courses in various streams with 38 study centre to live upto the expectation of the students in Kashmir,” Hassan said. Srinagar, July 4: Attempt-ing to ensure uniformity in allotment of infrastructure in the vital health sector, a panel of the Legislative Assembly has recommended that 676 Sub Health Centres (SHCs) sanctioned by the Centre for Jammu & Kash-mir should be distributed on 50: 50 basis among Kashmir and Jammu regions.

The panel also directed the State’s Health Ministry to submit the proposal for allo-cating 338 SHCs for both the regions to the Union Health & Family Welfare Ministry.
