WI. Golden Jubilee. On June 8th the Hadley Wood Golf Clubwas bathed in a golden glow as theWomens Institute celebrated its 50thbirthday. Seventy five ladies, includingeleven Past Presidents and guests fromthe county enjoyed a delicious buffetsupper prepared by Phil Stringer. Thecake, made by Mrs. Ann Evans our Vice-President, was cut by Mrs. Elizabeth

Gardeners Corner.Assuming that we are heading for a verydry and hot summer starting in July, wewill need to prevent the plants and shrubsfrom becoming parched.. This can bedone by adding good organic matter toyour borders which will hold the moisture. This is particularly important in light sandyand gritty soils. If you are planting tubsand pots, add moisture retaining gelgranules which when watered will swellinto a jelly from which the plant can drawmoisture. If there is going to be a drought, you

may like to consider more tolerantplanting schemes which will thrive in drysoil. These may include Lavander orSantolina (cotton lavender) with silverfoliage and yellow flowers, Rock Rose,Cistus, Brooms-Cystisus and Artemisia.Herbaceous perennials such as OrientalPoppies, Red Hot Pokers, Montbretia,Penstemon and a huge range ofgeraniums are also quite happy in dry soil. When cutting the lawn, set the height

adjuster one notch higher. This will helpprevent the grass drying out and keep itlooking green.Foxgloves and Delphiniums can be

pruned back once flowered and seedscan be spread for next year. Remember

Read and SucceedHadley Wood School is to be the newhome of an out of school tuitionservice ‘Read and Succeed’, aspecialised tutoring school forchildren aged 3 years and over. Theinnovative programme, approved bylinguistic specialists around the worldis now available to the Hadley Woodcommunity. As the children are nowfaced with ever-increasing academicchallenges, Read and Succeed aimsto provide the core understandings ofphonetic recognition, enabling pupilsto develop their reading ability to alevel that is often far higher than thatof their peers’.Founder, Zoe Andronicou, whose

academic background is the EnglishLanguage and Linguistics followed byfurther specialised studies inphonetics, has been instrumental indeveloping this concept. “Our aim isto identify each pupils’ strengths andweaknesses to ensure we providethem with the essential tools neededto fulfil their maximum potential” said Zoe.During her years of teaching, Zoe

has supported children of varyingabilities, including those with learningdifficulties such as dyslexia andADHD and has seen impressiveresults. Read and Succeed, approved by Islington Council, haveextended their range of classes toprovide further studies in preparationfor 4+, 11+ and SATs. The Phonographix reading prog-

ramme has proven to be a reliableand consistent framework, uponwhich pupils reading abilities cangrow from the solid foundations thatare built upon at the outset to ensuregreater fluency further along thecourse. And with a limit of 8 childrenper class children will receive themaximum from each lesson. Withinthe first term the basic sounds arelearnt, which equips pupils to tacklethe advanced sound formations tofollow. Each parent will know theirchild’s reading ability from the start asfree reading assessments areavailable.A programme which will begin in

September 2010 and run on aSaturday morning, will ensure pupilscan begin their new academic yearwith extra support whilst developingtheir creative abilities.Zoe Andronicou

Cuts? It’s your choice. The scale of the record levels of publicdebt left by the previous Government

mean that we donot have a choiceabout whether tomake cuts in publicspending. Anyhousehold knowsthat if you spendmore than you haveand keep usingyour credit card

sooner rather than later you have to payit back. The scale of the problem is that ifwe fail to act, within 5 years we will bepaying out £70bn in debt interest a year– more than we spend on educating ourchildren, policing our streets or defendingour country. The Government hasannounced its plans to seek the opinionsof the public to help cut governmentspending. Last week the governmentlaunched the first phase of its SpendingChallenge. Every suggestion put forwardwill be considered and closely examined.I believe that this is a great opportunity forthe people of Enfield to get involved in thedifficult decisions which will be made inOctober. The Spending Challenge is split into

two phases; the first is asking six millionpublic sector workers to share their ideason how to save money, delivering morefor less. These people are at the forefrontof our public services and know whatworks well, where to cut waste and whatwe can do to spend money efficiently. The second phase will be a wider public

consultation to gain your views on whatareas of spending should be cut andideas as to how the government can workmore efficiently. The website will belaunched shortly and I will be meeting withconstituents and welcoming suggestions. One cut the people of Enfield had no

say in was the decision to cut prayersfrom the full Council meeting andsubstitute with poetry. This week I will bemeeting a number of constituents inParliament’s Central Lobby who will seeinscribed on the floor words of poetry.

May I make an early bid for its inclusionin the Council meetings? Psalm 127 v 1 :“Unless the Lord builds the House thelabourers work in vain”. David Burrowes MP

Garden grabbingPlanning law (specifically, Planning PolicyStatement 3: Housing (PPS3)) has beenchanged, to give local councils the abilityto discourage “garden-grabbing” and

neighbourhood over-development. HadleyWood and its surroundingareas have been badlyaffected by thesephenomena, and so inprinciple these changesare to be welcomed locally.PPS3 sets out central

government’s nationalplanning policies onhousing. Local planningauthorities and thePlanning Inspectorate areexpected to have regard tothe policies in PPS3 in

preparing development plans, and whendetermining planning applications. Whenchanges in PPS3 take place, therefore, they are likely to be far-reaching. By way of background, PPS3 appeared

in late 2006, as a result of the Barker

Dear EditorRegular readers of the Hadley Wood

News will know that in a recent articlethere were a number of letters frompupils at Hadley Wood Schoolcomplaining about dog mess in andaround the school. The pupils wereconcerned about the irresponsiblebehaviour of a minority of dog ownersbut also highlighted the fact that therewas a lack of dog waste bins in andaround the school. I took up this matterwith the Council and a site visit wasarranged at the school. I have since hadan email from Louiza Loizides, theHeadteacher of Hadley Wood School.Louiza confirmed that the visit was veryuseful and informative for the pupils. Itappears that the issues that they raisedare being addressed although there isstill some concern about the park areaaround the school which I am currentlypursuing. Cllr Paul McCannah

Review of Housing Supply, whichproposed a significant increase inhousing supply, particularly in the south-east, with a view to reducing housinginflation. The law of unintendedconsequences duly intervened, and inJanuary 2010 the (same) governmentpublished its investigation into residentialgarden development. This was under-taken in response to concerns that thedevelopment of private gardens was onthe increase, and had become a concernfor local councils, which in many casesdid not have policies with which tocounter this growing trend. As a result of the investigation, PPS3

was amended to make it clear that thereis no presumption that land that has beenpreviously developed is necessarilysuitable for housing development, northat the whole of the curtilage should bedeveloped.Central government has established

that the combination of an annualnational target for 60% of new housing tobe built on brown-field land has meantthat councils have been forced intogranting planning permission forunwanted development on garden land. Thus private residential gardens are nolonger considered to be previouslydeveloped (brown-field) land.Allied to this, central government is

removing the requirement for councils totake account of the national minimumdensity of 30 dwellings per hectare. Thisshould lead to more local decisionmaking as to what types of homes aresuitable for a particular area, leading inturn – certainly in our area - to more familyhomes. As might be expected, these changes

have broadly been welcomed byenvironmentalists, whilst house buildershave labelled them as unnecessary. Oneis tempted to the view that the law ofunintended consequences may againcome into play, in the shape of additionalpressure on the Green Belt. Watch thisspace…Guy WheatcroftRHY Law LLP 01707 621105
