Chairman’s report.With the longest day in the year fastapproaching, it is appropriate to report tothe residents a few of the developmentsthat are taking place with regard to theAssociation.Two meetings with the Council have

taken place to discuss the upgrading ofthe playground on our field adjacent tothe Primary School. Detailed plans will bepresented at a general meeting to be heldlater this year at which all your questionswill be answered and I trust that meetingwill be well attended. Inevitably withthe involvement of the various Councilcommittees and the raising of funds forthe project, it is unlikely that completion ofthe new playground will take place beforethe Spring of 2012.Some of you may have noticed that

cricket has re-appeared at Bartrams Lanefield and we are pleased to provide this

facility for one of the teams of the OldElizabethans Cricket Club. Whilst on thesubject of Bartrams Lane, we areplanning to replace one of the existinggarages, well past its sell-by-date, andrenew one of the existing garage doors,as well as tidy up the surrounding area.We feel that we have an under utilised

area there which should be put to betteruse and we are currently negotiating withSt. Martha's School for the use of the fieldfor their sporting activities during theweek. The School will be holding theirSport's Day at Bartrams Lane on June29th and it is our objective that regularuse of this facility will be in place from thestart of the September term.As many of the regular users of the

Association Centre will know, weexperienced a flood from a leak in thecold water tank on the roof of thepremises, resulting in a ruined floor whichhad only recently been replaced. Theinsurance company have accepted ourclaim for the replacement and work willbe completed during the August break.Next month, preliminary plans for our

Annual Fireworks Display will commenceand I would welcome any offers of helpfrom our residents. Please note in yourdiaries that this is an event not to bemissed--- SATURDAY NOVEMBER 5th.

House Insurancerefused because offalse records offlooding.As reported in previous editions of theHadleyWoodNews, several local residents

have been refused house insurance in thisarea because some insurers maintain thatthere is ‘a high risk of flooding’ in HadleyWood postcode areas.This seems improbable as Hadley

Wood is on high ground just to the Eastof the watershed between the riversColne and Lee on Hadley Green, thehighest point on the Great North Roadbetween London and York. Ourresidential area is built on undulatingground between 70 and 120 metresabove sea level and is well drained by thesmall stream called Monkey Mead orMonken Mead which flows into Pymme’sBrook and the River Lee.The source ofMonken Mead is less than 1.5 km to theWest, close to Hadley Green, so thecatchment area to collect storm water isvery limited.The Environment Agency is the

government authority responsible formapping areas liable to flood and

As I worked as aconsultant for the Environment Agencyfor several years, preparing a bestpractice manual for surveying includingspecifications for flood plain mapping, Ithought I ought to raise the issue of floodrisk assessment in relation to houseinsurance with former colleagues andlook at their website more closely.The EA publish detailed maps

throughout England and Wales showingareas at low, moderate or high riskof flooding from rivers and the sea. Ifyou go to their websitewww.environment-agency.gov.uk/flood andclick on ‘Am I atrisk of flooding?’ and ‘flood map’ andenter your postcode in the top left handcorner, you will be able to view andenlarge the map of the area to seewhether you are in a low, moderate orsignificant flood risk area.Unfortunatelythese maps are protected by OrdnanceSurvey and EA copyright so cannot beprinted here.Most of Hadley Wood is outside the

Extreme Flood Outline, the extent of aflood with an annual chance of floodingof 0.1% (1 in 1000). Inside the flood plainthere are three categories of risk,coloured blue on the map:Low: The chance of flooding in any yearis 0.5% (1 in 200) or lessModerate: The chance of flooding in anyyear is between 0.5% (1 in 200) and 1.3%(1 in 75) Significant:The chance offlooding in any year is greater than 1.3%(1 in 75)

The railway flood in 1936The only problem in this area seems tohave been created by the construction ofthe railway in 1850.At that time MonkenMead was diverted through a substantialculvert about 300 metres long which runsunder what is now Bartrams Lane, HadleyWood railway station and the tenniscourts and car park of the Hadley WoodAssociation.The base of the culvert is

about 3 metres below Bartrams Lane anddeep below the tennis courts.The culvert seems to have coped with

storm water in Monkey Mead entirelysatisfactorily over a period of 162 yearsexcept on 21 June 1936 when the railwayline was spectacularly flooded as shownin this press photograph.

TAILORING AND REPAIRS BY EXPERTS

It seems likely that the entrance to theculvert was blocked by storm debris onthat occasion, as the capacity of theculvert seems entirely adequate tohandle storm water from the smallcatchment area upstream.Around 1980 a trash screen was

constructed in front of the culvertentrance to catch storm debris and keepthe culvert entrance clear and this hasproved entirely successful in catchingdebris and allowing the storm water toflow through the culvert ever since. InFebruary 2011 this trash screen wasreconstructed to make access formaintenance safer.The EA flood risk map still shows the

railway line as being at significant risk anda band beside Monkey Mead across theHadley Wood Association car park andtennis courts and upstream of therailway to be at moderate or low risk.H

Downstream of the culvert there is noidentified risk until the stream flows intothe lakes on the golf course.The Environment Agency warns that

floods can happen anywhere at anytime,caused by rising ground water levels,burst water drains, sewers blocked oroverwhelmed by heavy rainfall, hillsiderun-off from sudden rain, dam failures, aswell as flooding from rivers and the sea.Insurers are encouraged to make use

of the EA information but also maintaintheir own records probably based onpast claims, which may not always havebeen described correctly. A documenthas been written in partnership by theAssociation of British Insurers and theEnvironment Agency.This states that‘where the likelihood of flooding fromrivers or the sea is ‘Low’ or ‘Moderate’,ABI members will offer flood cover in thenormal way on buildings and contentspolicies to homeowners and smallbusinesses. This applies to both existingpolicyholders and new customers. In all

cases, insurance terms are set by theinsurer and will reflect differing degreesof risk. There may be reasons that are notrelated to flood risk which mean that aninsurer may choose not to offerinsurance.’In January 2011 John Lewis sent out

letters to a number of customers inHadley Wood offering ‘specialist homeinsurance right down to the very lastdetail’. When a resident on the upper sideof Courtleigh Avenue, many metresabove Monken mead, phoned for aquote she was told that postcodes inHadley Wood were excluded because ofthe high flood risk and that otherapplicants in the area had also beenturned down.The Hadley Wood Association has

taken the matter up with John Lewis andreceived confirmation that Hadley Woodis not in a high risk area for flooding.Theyhave asked for specific details of theapplication to identify the cause of therejection.

The Hertfordshire SalverHadley Wood golf club provided some ofthe most difficult conditions for some timeon Sunday when it hosted the HertsSalver, a qualifying competition for theHerts County Championship. Blusterywinds sent the scores soaring and theeventual winner, Simon Kay of SouthHerts, finished with a four over par 76. Hesealed victory at the first extra hole of asudden death play-off with Iain Simpsonof Brookmans Park, who matched hisscore playing in the last-but-one group.Third was Josh Johnson of WelwynGarden City, with 78.The event is supported by the Society

Hadley WoodCommunity PlaygroundRenovation update.The HWCPR has been making greatprogress with Enfield Council and HWA

including grant initiatives and designplans for the playground.As many of you are aware the HWCPR

committee is planning a Fund Raiser toraise both awareness and funds for therenovation of the playground.

Initially this was planned for Saturday1st October, however due to timeconstraints, sponsorship being offeredfor early 2012 and a lot more interest inthe Fund Raiser than anticipated we havefelt it necessary to postpone this event

The 2011 PromsWe are fast approaching this season’sBBC Promenade concerts – the 117thfor those who are interested. From 15thJuly to 10th September, the Royal AlbertHall, the Cadogan Hall (for chambermusic), The Royal College of Music,Kensington Gardens and Hyde Park (forfamily events) will all be resounding tothe sound of music.For those of you who might not be

aware, classical music is not the onlymusic to be performed. There is aneclectic mix of all types on offer whichshould appeal to the young and oldalike.As I attempt to dip my toes into the

vast ocean of choice, here are a fewevents which might whet the appetite:-Sat. 23rd July at 7.30 and Sun. 24th

July at 11 a.m., music will be performedby the Human Planet Series, wheremusicians from all over the globe willget together to perform. The actor John

Hurt will be presenting and narrating.Also on 23rd July, there is a HumanPlanet in the Park concert in KensingtonGardens from 1.00 to 5.00 p.m. ‘Promsplus family’ where families can bring apicnic and enjoy the ambience.Admission is free.Another free Prom for families takes

place on Sat. 30th July and is taken fromthe CBBC hit television series ‘HorribleHistories’ when children can sing alongto those popular songs.On Wed. 7th September at 10.15 to

11.30 p.m., for those who love jazz, thereis a late night Prom which is a tribute tothe late Stan Kenton featuring the awardwinning jazz singer Claire Martin and theBBC Big Band. Film music lovers willenjoy a celebration of the Golden Age ofHollywood on 29th August when musicfrom those early talkies to the show-stopping tunes of the great moviemusicals will be performed.

I must just mention a Saturday nightcomedy Prom on 13th August, when avariety of musically inventive comics willtake to the stage. This is the first eventof its kind and should be a goodevening’s entertainment.There is of course, a wealth of
