Applications applied by National Load Dispatch Center, National Transmission Company and Distribution Companies:

o SCADA/EMS/DMS at NLDC, PCs, and grid automation;

o TOU – Time Of Usage;

o AMR and load research;

o Billing and;

o Customer Service Center.

Applications are intend to apply:

o Outage management;

o Unmaned substation;

o Upgrading of information and metering data transmission system;

o Wide - area grid monitoring;

o Using all functions of EMS, DMS.

• Accessment on existing situation:

o The grid in general is not modern, not synchronization, low automation level.

o Information and Communication Infrastructure is not complete (SCADA/EMS is work now, but some substation lack of Remote Terminal Unit, tele-reading meter install with unstable data link…)

o Lack of infrastructure and legal framework to implement smart grid applications for end-user (i.e.: incentives for customer who participated in the demand-side response program...)

o Lack of technical standards for applications (i.e: smart distribution grid structure, ICT, integration of RE t distribution grid…)

o Electricity tariff is not fully reflected the cost; lack of investment…

3. Smart grid development Roadmap (1)

• Phase 1 (2012 - 2016):

o Enhance power system operation efficiency program: complete the

SCADA/EMS project for NLDC, Install completely the devices to

collect operation data from substations/power plants connected to

110kV grid and above....

o Pilot projects: Advanced Metering Infrastructure (AMI) in HCMC

PC, integration of Renewable Energy Sources in CPC

o Building of regulatory framework: Load research, load control

mechanism, financial mechanism and regulations for smart grid

implementation.

o Develop technical regulations: standards for AMI, automation and

tele-control of substations, integration of RES and distribution smart

grid structure...

o Social Support Program: Dissemination of Smart Grid program for

customer and stakeholders

3. Smart grid development Roadmap (2)

• Phase 2 (2017-2022):

o Continue enhance power system operation efficiency program, focus

on distribution network: Deploy SCADA/DMS system for the

distribution power corporations, deploy the automation equipment for

110kV substations, build the Smart Grid implementation capacities

for the distribution power corporation.

o Dissemination of AMI lesson learnt. Extension of AMI system to big

customers in all PCs.

o Integrate distributed generations, new energy generations, and

renewable generations into the network at medium and low voltage;

pilot project for Smart Home, Smart City.

o Build the regulatory framewok for smart grid applications

o Develop the technical regulations: standards of energy storage,

smart appliances.

o Social Support Program (continued).

3. Smart grid development Roadmap (3)

• Phase 3 (2022 and upward):

o Continue the Information and Communication Technology

Infrastructure Installation program for distribution network: Deploy

the SCADA/DMS system for all provincial/district power companies

to reach efficient number of MV/LV substations; Develop AMI

system to residential customer, provide customer the opportunities

to trade on the retail competitive market; Continue encouraging the

introduction of distributed generations

o Implement the smart grid applications which allow to electricity

demand-supply balancing in customer level (Smart Homes) with

their own RES; Use of renewable energy widely in distribution grid

with the time-of-usage electricity price mechanism associated with

retail competitive power market..

o Build regulatory framework which allows to deploy smart grid

applications base on existing information technology infrastructure
