Joseph Fourier

• The “Hot House Theory” of global warming was first advanced by Joseph Fourier, the French physicist and mathematician in 1824.

• He calculated that the Earth should be considerably colder than it actually is if warmed by only the effects of incoming solar radiation.

• He argued that the atmosphere trapped heat.

• He cited the work of Horace Bénédicte de Saussure who built a glass device to capture the heat of the sun.

> “Remarques générales sur les Temperatures du globe terrestre et des espaces planétaires” (Annales de Chimie et de Physique, pp. 136-167, Tome XXVII, Octobre 1824. Paris: Crochard).

John Tyndall

• Invented the first ratio spectrometer and calculated which gases absorbed the most infra-red radiation.

> “On the Absorption and Radiation of Heat by Gases and Vapours, and on the Physical Connexion of Radiation, Absorption and Conduction” (Philosophical Transactions of the Royal Society of London, pp. 1-36, Vol. 151, Part I, 1861.

Svante Arrhenius

• “…doubling of the percentage of carbon dioxide in the air would raise the temperature of the earth's surface by 4°.”

• .∆F = α ln (C/C0) > ”On the Influence of Carbonic Acid in the Air upon

the Temperature of the Ground” (Philosophical Magazine 1896, 41, 237-276)

• “The enormous combustion of coal by our industrial establishments suffices to increase the percentage of carbon dioxide in the air to a perceptible degree…we may hope to enjoy ages with more equable and better climates, especially as regards the colder regions of the earth, ages when the earth will bring forth much more abundant crops than at present, for the benefit of rapidly propagating mankind.“ > Worlds in the Making 1908

• Detention Times in Distribution Systems Will Rise

• Fewer Discharges • Drought Conditions • Water Conservation • Discharge Limitations

> NPDES Permit > MS4 Permittees > TMDLs

74

Pasadena Water and Power

Water Quality

• Water Temperatures Will Rise • Both in our Source Waters & Distribution Systems • This will Stimulate Microbial Growth

> HPCs > AOBs > NOBs > Algae

• This will Accelerate the Formation of Disinfection By-Products and Nitrification

• The Loss of Disinfectants will Accelerate
