25th Anniversary Year of Mililani’s All America City Award
Dear Friends,
The House of Representatives and Senate have
reached the first crossover, or the midpoint of the 2012
Regular Session.
House lawmakers passed an $11.1 billion supple-
mental budget that takes a conservative approach to
spending, in recognition of the still fragile economic re-
covery.
Good news was received when the State Council
on Revenues upgraded its quarterly forecast to 12%
growth in the 2012 fiscal year that ends on June 30. Tax
revenues are also noted to be up this quarter.
Our budget is focused on basic needs such as hu-
man services and agricultural sustainability, and begins
to meet the long-term unfunded liabilities of the State.
The budget bill appropriates $5.61 billion in general
funds and $13.6 billion in all means of financing, includ-
ing capital improvements.
The budget goes now to the Senate for input and
changes that will be resolved in conference committee.
Since the session is still in progress, the status of
many measures is uncertain; however, a midpoint report

MHS BOYS VARSITY SOCCER, WRESTLING TEAMS
HONORED AT THE STATE CAPITOL

Newly-appointed Representative Heather Giugni and Public Utili-
ties Commission Chair Hermina Morita are my guests for the next
two episodes of Kukui Connection. My interview with Representa-
tive Giugni will air on March 25 and April 1 at 4 p.m. You may

KUKUI CONNECTION
The House of Representatives honored the Mililani Boys Varsity Soccer
Team for winning both the OIA Red Division, and 2012 Outrigger Hotels &
Resorts Boys Soccer State Championships. This state title is the 5th for the
vaunted Trojan Boys soccer program. Along with the soccer team the House
honored the Trojan Boys Wrestling Team for capturing the 2012 OIA Wres-
tling championship and placing second at the State Championship, its high-
est finish ever at the state level. The Trojan wrestling teams had four state
champions in its ranks: Braydon Akeo (108 lb. weight class) and Chase Tan-
tog (135 lb. weight class) of the Boys Team, and Quinn Nagatani, two-time
state champion (108 lb. weight class) and Morgan Yamaguchi (148 lb.
weight class) of the Girls Team.

The State Reapportionment Commission unanimously approved new politi-
cal boundary maps on March 8, which allows candidates for House and
Senate seats to file their nomination papers.
The Commission gave final approval to the state's redistricting plans on
Sept 26, 2011 but those plans were struck down by the Hawai'i Supreme
Court on January 4, 2012 as a result of a court challenge. In their challenge,
opponents argued that Oahu unfairly received more political seats and de-
nied Hawaii County an additional Senate seat because the reapportionment
plan included most of the state's non-resident population in its redistricting
counts. The Court ordered the Commission to design a new plan which allo-
cates members based on permanent resident population.
The Commission presented new maps on February 15, but maps were re-
drawn twice since then because of various concerns from community mem-
bers.
Most people who live in District 38 will be unaffected by the new bounda-
ries except for areas near Makaunalau Street, the Mililani Golf Course area,
and parts of Waipio Acres. Most of the present District 38 will become the
new District 36.
The Office of Elections will send official notification informing residents of
their polling places and new district number.

REAPPORTIONMENT COMMISSION APPROVES
NEW REDISTRICTING PLANS
The Legislature celebrated the 40th anniversary of Title IX,
which bans sex discrimination in schools, whether it be in athlet-
ics or academics. Title IX was championed by the late Patsy
Mink. On hand to receive the recognition were Justice Sabrina
McKenna, Marilyn Moniz-Kaho'ohanohano, Jennifer Rose, Jill
Nunokawa, and Cathy Betts. All have worked to further the
goals of Title IX for women and girls in the State of Hawai’i.
Also attending on Patsy Mink’s behalf were members of her
family.
Gail Hannemann (CEO of Girl Scouts of Hawaii), Representative
Lee, Randi Pelch (Girl Scout), Bonnie Rice (Girl Scouts of Ha-
waii), and Marissa Andres (Girl Scout).

Each year the Women’s Legislative Caucus (WLC) donates
Easter Baskets filled with essential items for people utilizing
services at the Institute for Human Services (IHS).
Last year the WLC collected and donated more than 150 Easter
Baskets to IHS.
IHS will be picking up the donated baskets at the State Capitol
on April 5 at 2 p.m. Please contact my office at 586-9460 for
information on how you can participate in this year’s drive.
WLC ORGANIZES EASTER BASKET DRIVE
The Legislature recognized and congratulated the Girl Scouts of the United
States and Girl Scouts of Hawai’i on their 100th and 95th anniversaries. The
Girl Scouts held an advocacy day at the Capitol on March 12 and were able
to meet with legislators to discuss issues that are important to girls and
young women.
