level of Majlis Ansarullah Canada.”
SHURA PROPOSAL is also for Namaz in Congregation
2. Every Office Bearer must strive for the following 6 acts with their family:
i. 5 daily prayers (On time and do not combine) and Namaz in Congregation especially Fajr & Isha
(Daily)
ii. Recite Qur’ān with translation (Daily)
iii. Listen to Huzoor (aa) sermons (Weekly)
iv. Tablīgh activity (Weekly)
v. Pay Chanda Aam / Wasiyyat and Anşār (Monthly)
vi. Ta‘līm exam (Quarterly)
3. ‘Āmila members can be Saiqin also Personal Connection with Anşār
Tarbiyat, Tablīgh, Ta‘līm & Māl performance is heavily dependent on Saiqin
4. “And then” perform their departmental tasks with these aims
Complete in depth work instead of just on surface for the sake of report
Work in-field instead of making plans & no follow-up
Requires implementation & enforcement with Self responsibility
How to take work from Saiqin, Role of Muntazimeen & Zaeem Majlis
1. Muntazim to request Saqin to perform certain task
2. If Muntazim himself is Saiq also then
Will work on his Ansar
And follow-up other Saiqin to obtain update OR in better responsible system Saiqin should provide
update without follow-up
3. Zaeem Majlis will obtain update (without follow-up) from Muntazimeen
4. Zaeem Majlis must be careful about that he
Shouldn’t be doing everything by himself

Total responsibility on Saiqin / Muntazimeen
Instead he need to keep the middle path where he keep helping, motivating and bring one up to speed by
working with a certain Muntazim or Saiq who need help.
Remember to use prayers, humbleness and working with them who need help in order to motivate
Once the most of the Nizam starts functioning then he can focus on only very selective Ansar who need
attention on certain areas
By implementing the above systematic approach then the following can be achieved
1. Nizam will strengthen
2. Tarbiyat can be performed by engaging and having more responsible office bearers by the grace of Allah and
also by having connection with Ansar
3. Work is distributed and becomes very easy to manage and enjoyable
4. Much more work can be done and many more different aspects can be achieved
5. Most importantly time can be spent more on establishing connection with Allah, family and others
Condition is to OBEY in letter and spirt to implement above and need to be patient and steady instead of
hasty to achieve results. After all the Nizam (system ) and Ta’lim of Allah also developed GRADUALLY
NMA, Regional Aamila and to some extent Zuama have to follow this direction of

I very much like and find it very true about a quote from a German Philosopher where he mentioned that
the officers need to keep themselves away from doing work from themselves instead they should focus on
that all others reporting to them are working or not. If the officers start doing work by themselves then who
will supervise the ones who are reporting to them. Therefore it means that they have to only oversee and
should not indulge into performing the tasks by themselves

And then start influencing the youngsters with your prayers and good deeds and Taqwa (fear of Allah) so that
they can also start praying and become the embodiment of seeing true visions and dreams. The Jama’at
becomes stronger in which the people who witness these visions increases as the arguments do not provide that
as much comfort as these true visions provides. May Allah be with you!

ALM-E-INAMI Qualification Criteria – 2018
1. All 12 monthly reports submitted out of which at least 10 monthly reports should be submitted on time by 7th of
each month.
2. At least 10 meetings of local Majlis ‘Āmila are held
3. Utilizing Saiq Register and Saiqin system to perform departmental tasks such as Tarbiyat reminders, involving
Ansar in Tabligh, Mal collection, Talim Exam, informing Ansar for Jalsas, Ijtimaat and programs (New)
4. Ta‘līm Exams - each quarter are submitted to Markaz for 40% of Tajnid

MAJLIS SHURA PROPOSAL 2017
PROPOSAL (Department of Tarbiyat)
Allah Ta‘alā has repeatedly mentioned the importance of observance of Salāt, in the Holy Qur’ān and commanded us:
لوة الوسطىحفظوا عل لوت والص قنتي قالص ۃ۔ آتی ىىوقوموا للهر قلب [۱۳۵]وسرۃ ا
Translation: Watch over Prayers, and the middle Prayer, and stand before Allah submissively. (2:239).
In his recent Friday Sermon of September 29th, 2017, Hazrat Khalifa tul Massih V (May Allah be his Helper!) has said “I wish
to draw the attention of the Anşār to an extremely important but fundamental matter. And that is Salāt *prayer+. Salāt is
obligatory upon every believer. However, after the age of 40, one should have developed an increased sense of awareness
*of the fact+ that with the passing of each day, one's life is decreasing”. Huzoor (aa) also mentioned “Allah the Almighty has
emphasized on regularity in Salāt, timely observance of all the prayers in congregation”.
Under the guidance of Syedna Huzoor Anwar (aa), Majlis Shūrā is requested to ponder upon the means to safeguard Salāt,
particularly, in this western style of life and suggest action items for Anşār brothers on how to:
1. Observe Salāt on time on a regular basis
2. Increase participation in congregational prayers and also inculcate this habit in our children.
RECOMMENDATIONS
Following recommendations were proposed by the members of sub-committee formed to discuss the Shūrā proposal # 2
on Salāt:
1. The Sub‐committee recommends that during the year 2018 a special focus should be given to “Congregational Prayer”.
2. Start the New Year with Tahajjud congregational prayers.
3. ‘Āmila members and Anşār who are regular in congregational prayers, should be given a target to make at least one
non‐regular Nāsir regular in offering Salat in congregation.
4. Office bearers should become role models and they should be offering prayers in congregation.
5. Make the system of Anşārullah active and effective through the Department of Tarbiyat and Saiqeen by implementing
the following:
a) Collect the data of existing situation of Anşār regarding namaz from Majālis and identify Anşārs who are regular
and not regular in Namaz.
b) More frequent house visits and interaction with Anşār members should be conducted to encourage them to
become role models for the family members especially children.
c) Establish new Namaz centers at convenient distances.
d) Create a small booklet with quotes from Qur’ān, Hadīth, books of Promised Messiah(as) and sermons of Khulafā‘
regarding importance and benefits of Salāt. This should be distributed to all Anşār and they should read it out to
their family.
e) In all ‘Āmila meetings (National, Regional, Local) a specific time should be given to evaluate the improvement of
Anşār in congregational prayers.
f) Make these points as part of monthly report form under the heading of Shura Proposal Implementation
g) Ijlasat e Aam and local Gyms / book clubs arrangement where Namaz Congregation arrangement can help in this
cause
h) Follow-up and work on grass root level is required along with strong emphasis from Markaz

Local Ijtimā‘ 2018 Guidelines
Highlights
Ijtimā‘at will be mostly held at Regional level (with some exceptions) by the end of August 2017.
Program and Budget should be submitted to Markaz as soon as possible. Markaz will provide approval within one week of submission.
Optional to have Ta‘līm Exam discussion and conduct Ta‘līm Exams
Visit of Markazi Representatives Either respected Sadr sahib Majlis Anşārullāh Canada or a member of National Majlis ‘Āmila will attend
and preside the opening session or any other session before or after the lunch. Names of the markazi representatives will be provided to the Regions or Majālis (where local Ijtimā‘at are being held) soon.
Closing session should be presided by either local Amīr sahib Jamā‘at or local Sadr sahib Halqa (if Local Amīr sahib is not available) along with the Regional Nāzim A‘lā sahib. Please inform and book time with them well in advance.
Budget
Budget should be prepared with the following considerations:
Food budget should be prepared on the basis of expected attendance in the Ijtimā‘ with the following limits:
If both breakfast and lunch with tea will be served, maximum $8 per person.
If only lunch and tea will be served, maximum $6 per person.
Facility rentals, if required.
Educational prizes will be awarded in the form of Jamā‘at book coupons of $10, $7 and $5 values for 1st, 2nd and 3rd prizes respectively.
Sports prizes will be in awarded in the form of Jamā‘at book coupons of $7 and $5. The distribution of prizes will be as follows:
Individual Sports: $7 coupon for the 1st prize and $5 for the 2nd prize
Team Sports:
If there are more than 2 teams than the 1st team will get $7 coupon (each player) and 2nd team will get $5 coupon (each player).
If there are only two teams in a competition, prizes will be awarded only to the 1st team.
Each team will have a maximum of 7 prizes.
