In Kenya we have used as sources and reference ILO conventions:

CONVENTIONS

OBJECTIVE

• The guidelines should contribute to the protection of workers from hazards and to the elimination of work-related injuries, ill health, disease, incidents and deaths; at:

– The National Level » establish a national framework for OSH management

systems– The Level of the Enterprise

» provide guidance regarding the integration of OSH management system elements in the organization as a component of policy and management arrangements

Under OSHA, it is the duty of every occupier to prepare a safety policy

What is OSH Policy?

Document:• outlining the company’s commitment/resolve to

protect and promote the health, safety and welfare of workers.

• Signed by the top executive to emphasize its importance,

• An injury prevention document• Loss control document• Productivity improvement document• Organization’s internal S&H law.

The Health and Safety Policy is NOT:-

• A Public Relations Document

• Individually owned, but jointly owned.

1. General policy statement

– This gives the employer’s overall objectives for health and safety.

• It’s a one or two paged summary of the contents of the policy document.

2. Organization – deals with the allocation of roles and responsibilities to people for the implementation of the policy

3. Arrangements - the rules and procedures to be applied to ensure that working conditions are healthy and safe.

4. Monitoring and revision - regular checking mechanism to ensure that the policy, organizations and arrangements work and are altered to suit new developments.

5. Information to worker - ensuring that workers know about the policy and its provision.

The Importance of Company Health and Safety Policy.

Indicates how seriously management take their responsibilities on H&S;

Clarifies the responsibilities of management for H&S;

Gives workers the opportunity to insist that management adheres to its policy at all times.

Can be used as evidence of individual/company liability in the event of a breach in the law.

Problems could arise from and with safety staff if:-

• They have little authority so their recommendations are ignored by line managers

• They are responsible for areas where they have not had proper training.

• They are mainly concerned with avoiding compensation claims against their employer.

• They are mainly concerned with the issue and wearing of protective equipment - rather than the control of hazards.
