South Loop Elementary School

• Built to accommodate 520 students

• Two classrooms each grade K-8 for a total of 18 classrooms

• Current CPS census, 27 classrooms and 825 students

• Classrooms being held in every resource room including art, dance and library

• What about the Gifted Phase out?

• This year enrolled 94 kindergarten students

• Graduated less than fifty

• Will graduate 59 this year, 75 next year

• So phase out slowed crisis, did not solve it

• New Housing units coming on line

• Built to accommodate 4 classrooms K-8

• 36 Classrooms plus expansive resource rooms

• Student capacity of 1100 or more

• Current CPS census, 20 classrooms 520 students

• Under enrolled, 564 students

• On CPS probation for 18 years

• Boundary is meaningless in terms of attendance

Tying Everything Together

• TIFs – Tax Increment Funding

• At TIF creation, a Base “EAV” is created

• For the next 23 years, all taxes above the EAV go into the TIF, for example the Near South TIF

• The Near South TIF is the richest TIF by far

TIFs

• In 2012 according to David Orr’s website, the Near South TIF brought in $65.3 million, or nearly 15% of the City’s entire TIF collection

• Makes sense, look at the tax base in 1994

(was set to expire in 2017)

• Orr has a great website on TIFs

• For my property 91% of my taxes go to the Near South TIF

TIFs, Schools, City Budget Crisis and MPEA

• Community leaders in this area have advocated for a REAL K-12 public school for many years

• One does not currently exist

• A prior plan, approved by CEO Huberman

but never enacted, collapsed the S. Loop

and NTA boundaries and used the combined

school assets for K-12.

Conclusion

• At this point it would likely require an additional building on the NTA campus to make it work

• TIF dollars are likely the only source of a capital infusion

• Either the school issues get fixed or the tax base relocates to the suburbs, especially with taxes destined to go way up.
