The 2004 Traffic Management Act (TMA) requires local authorities to manage their networks to:

"secure the expeditious movement of traffic“

which means:

– working efficiently without unnecessary delay

– dealing efficiently with the traffic presented on the network ... and the various activities that cause congestion

The guidance for the 2006-2011 Local Transport Plans (LTP2) requires us to predict and monitor congestion and to implement measures to control it.

The Government is committed to ... managing or mitigating the impacts of congestion at local level

We expect all authorities to consider how best to manage their road networks to make the most efficient use of existing resources ... through ...

Conditions in South Yorkshire

• Higher than average growth in car ownership and traffic over the past decade (1991 – 2001)

• Household car ownership projected to reach over 70% by 2011

• Local traffic growth 22% compared with the national increase of 19%

• In Doncaster and Barnsley traffic grew by 27% and 24% respectively

• 1997 – 2007 growth at 16% (national average 12%)

• Objective 1 regeneration will increase trip making further

• Congestion is already a significant problem on South Yorkshire’s motorways and key routes

• make best use of existing infrastructure and lock in the benefits of investment

• robust delivery of the Traffic Management Act network management duty

• actively manage the network, monitoring operation from 7am to 7pm throughout the week and intervening when conditions warrant variations from pre-planned automatic responses

• inform travellers about normal network operation and any deviation from it

• use modelling techniques to test:– the effectiveness of infrastructure improvements– the impact of developments on congestion– the effects of other policies that could affect the

network• use of Intelligent Transport Systems (ITS) to

implement strategies to combat congestion • manage demand through parking control and gating of

flows at selected junctions• build on our existing UTC and CCTV systems using

ERDF Objective 1 funding to create the South Yorkshire Intelligent Transport System syITSsyITS

South Yorkshire ITS - Vision

• Night before a journey you receive an email alerting you to new road works on your normal route.

• Just before you leave your house in the morning you receive a text reminding you about the road works and that the alternative you registered for last night has congestion on it.

Vision

• Your driving along and your phone / Sat Nav etc

• Warns you that your journey is going to take 15 minutes longer than usual and your normal car park is full.

• It suggests that you pull over in 150 mtrs in to the Park & Ride site and the next bus is in 3 minutes time and will take 10 minutes to get to the city centre.

Why TravelSouthYorkshire?

• New (July 2006) Network Brand for South Yorkshire• Initially only been public transport Information.

• Little awareness by non-public transport users

• syITS provides opportunity to provide information to car user

• Ability to ‘cross-sell’ public transport information

• Provides a consistent ‘travel information’ brand in South Yorkshire
